Abstract |
Major electricity breakdowns like the Northeast Blackout (USA) in 2003 or the blackout in most parts of Western Europe in 2005, have shown the fundamental role of electricity in our everyday life. The experiences of these accidents show that power suppliers, firefighters, police, county administration and citizens face multifarious challenges in inter-organizational communication, information and coordination processes during coping and recovery work. In this work-in-progress paper we describe early research dealing with inter-organizational issues in emergency management (EM). We are mainly focusing on supporting social practices in inter-organizational EM, for example collaborative interpretation of emergency situations, ad-hoc coordination or supporting citizen communication and helping routines. Identified from our experiences from related projects, discussions and literature studies, we suggest potential questions and future topics in user-driven software engineering processes for EM and domain specific problems, such as supporting citizen participation, coping with information uncertainties and quality variations or enhancing inter-organizational learning. |

Abstract |
Handling highly dynamic scenarios as they arise in mass casualty incident (MCI) situations requires lots of information about the situation and an extremely flexible IT infrastructure that can assist in managing the inci-dent. Normally, rescue workers from different organisational cultures do not communicate across their organisa-tional boundaries, but in an MCI they have to efficiently collaborate in order to successfully manage the inci-dent. In this paper we argue that qualitative cultural analysis can provide important insights into the design of techno-logical systems that are to be deployed in inter-organisational settings like an MCI. We will show how the engi-neering of complex knowledge based systems for such scenarios can profit from the results of such an analysis. |

Abstract |
Emergency, situations characterized as high consequence, low probability, and short decision time, create a unique decision-making environment that must be conscientiously supported. Historically, one of the techniques business has used to improve complex processes is a maturity model. Organizations should create the capabilities to react to information sharing needs in advance, not react an ad hoc manner to the information crisis. Based on the IT-Capability Maturity Framework (IT-CMF), we detailed some aspects of this model from an information architectural perspective to examine a country wide emergency service. Although information system and information technology (ISIT) have been emphasized in emergency management system, architectural aspects- a structure emphasized semantic description however have been of limited considerations. We propose a framework to analyzing architectural aspects for information sharing that can help improve emergency response system. The framework is discussed and exemplified with a case study. We conclude that the proposed framework provides a deeper understanding of information in use from technical and managerial aspects during emergency response. Guideline for further improvement will be the focus in our future work. |

Abstract |
We describe an interoperability challenge that arose in Haiti, identify the parameters of a general problem in crisis data management, and present a protocol called Tablecast that is designed to address the problem. Tablecast enables crisis organizations to publish, share, and update tables of data in real time. It allows rows and columns of data to be merged from multiple sources, and its incremental update mechanism is designed to support offline editing and data collection. Tablecast uses a publish/subscribe model; the format is based on Atom and employs PubSubHubbub to distribute updates to subscribers. |

Abstract |
Although quantitative analytical information systems are an important resource for supporting decision-making in disaster operations management, not all aspects of a disaster situation can be easily quantified. For example, although the concept of the disaster resilience of a community has a technical dimension within which one can measure the resistance of the infrastructure against, and the speed of its recovery from, a disaster event, it also has social, organizational, and economic dimensions within which these characteristics may be more difficult to measure. This work-in-progress paper introduces a quantitative framework within which the multi-dimensional nature of such disaster resilience can be represented in a concise manner. This can help to improve understanding of the complexities associated with the concept, and thus directly support decision-making in disaster operations planning and management. |

Abstract |
Integrating information technology (IT) in crisis management networks is a difficult and long-term endeavor. First responders must establish situational awareness and take decisions under time pressure with incomplete information. Partly, this can be mitigated by adopting more advanced IT, however practice shows that adoption is hampered because of the required change in routines and procedures. We believe that we can moderate a change in routines and stimulate the adoption of technology by introducing a new role: the information manager (IM). This paper presents some results of the first round of field observations. The main conclusion is that the IM is instrumental where it concerns, speeding up the process of establishing situational awareness and improving the information structures. In order to further improve the production of situational awareness we suggest that further research should address the issues of the internalization of process guidelines and enhancing the adaptability of information systems. |

Abstract |
Disaster Management often involves using Information and Communications Technology (ICT) to manage large amounts of data efficiently. Data gathered from disasters are often related to geographic locations, such as the affected geographic region, thus requiring special forms of data management software to utilize and manage them efficiently. Geographic Information Systems (GIS) are specialized database systems with software that can analyze and display data using digitized maps and tables for decision making. Preparing and correctly formatting data for use in a GIS is nontrivial, and it is even more challenging during disasters because of tight time constraints and inherent unpredictability of many natural disasters. This paper describes the important role of GIS in disaster management, and discusses the most common characteristics of GIS and their potential use in disaster response. We follow up with a detailed description of the GIS prototype in the Sahana Disaster Management System. |

Abstract |
Regional emergency planners use “tabletop” exercises to develop plans, to articulate strategies and constraints, and to practice working together. We conducted an experimental paper prototyping study to identify design requirements for a collaborative system to support distributed tabletop emergency planning exercises. We designed a reference task for geo-collaborative planning by adapting the hidden profile paradigm from social psychology as a model of obstacles to effective coordination in decision making. Our objective was to assess the usefulness and tractability of experimental paper prototyping methods for complex collaborative problem-solving contexts. |

Abstract |
The environment of many HROs in modern, western countries have undergone dramatic changes in the last decades. They have changed from High Reliability Organizations (HROs) into High Reliability Networks (HRNs). In nearly all industries, the formerly vertically integrated, state-owned monopolies were 'unbundled' and in many segments, competition was introduced. Consequently, the services of modern-day large-scale technical systems are provided by networks of organizations. In-depth research in a number of infrastructure industries explored the consequences of these changes for the reliable provision of services in networks of organizations. In networks of organizations, reliability is increasingly achieved through 'real-time' management. This paper highlights three important consequences of these findings and provides some tentative conclusions about their effect on the design and use of Information Systems in complex, large-scale technical systems. |

Abstract |
A new flood monitoring module is in development for the Global Disaster Alert and Coordination System (GDACS). GDACS is an information system designed to assist humanitarian responders with their decisions in the early onset after a disaster. It provides near-real time flood alerts with an initial estimate of the consequences based on computer models. Subsequently, the system gathers information in an automated way from relevant information sources such as international media, mapping and scientific organizations. The novel flood detection methodology is based on daily AMSR-E passive microwave measurement of 2500 flood prone sites on 1435 rivers in 132 countries. Alert thresholds are determined from the time series of the remote observations and these are validated using available flood archives (from 2002 to present). Preliminary results indicate a match of 47% between detected floods and flood archives. Individual tuning of thresholds per site should improve this result. |

Abstract |
Over the past few years, several standardized GIS data models have been developed to document “best practices” database designs for various application domains including the domain of emergency management. The majority of such models, however, have been developed in the context of developed countries as in the case of the Homeland Security geodatabase data model by ESRI®. These data models fail to be successful when transferred and used in the context of Least Developing Countries (LDCs) due to significant contextual differences in the domains of information systems and emergency practices. Therefore, developing GIS data models that are specifically designed for emergency response activities in LDCs are needed to improve existing emergency response practices in these countries. This paper reviews the state of development in GIS data models and the potential benefits and applications of building models that are specifically designed to support emergency response activities in LDCs. We first discusses why it is important to differentiate emergency response activities in LDCs from other contexts. We then present some theoretical considerations in developing GIS data models that can overcome contextual difficulties in LDCs in general and in the domain of information systenms. We finally attempt to provide key guidelines that may help designing a GIS Data Model, while is specifically referenced to the LDCs context. |

Abstract |
There is a growing call for the use of open source content standards for all-hazards, all-media alert and notification systems. This paper presents findings on the implementation of Common Alerting Protocol (CAP) as a content standard for a community-based hazard information network in Sri Lanka. CAP is being deployed as part of the HazInfo project, which has established last-mile networking capability for 32 tsunami-affected villages in Sri Lanka in order to study the suitability of various Information Communication Technologies (ICTs) for a standards-based community hazard information system. Results to date suggest that the basic internetworking arrangement at lower technical layers has proven to be reasonably robust and reliable but that a key challenge remains in the upper layers of application software and content provision. This is evident in the apparent difficulties faced when implementing CAP messaging over multiple last-mile systems that include commercial satellite and terrestrial network technologies (C/L/X-Band, GSM, and CDMA in modes of voice and text). Lessons learned from silent tests and live exercises point to several key bottlenecks in the system where the integrity of CAP messages is compromised due to problems associated with software interoperability or direct human intervention. The wider implication of this finding is that content standards by themselves are not sufficient to support appropriate and timely emergency response activities. Those working with content standards for hazard information systems must consider closely the interoperability issues at various layers of interconnectivity. |

Abstract |
This paper tests the claimed benefits of using geographical information systems (GIS) in emergency response operations. An experimental study comparing command teams using GIS and paper-based maps is presented. The study utilized a combined approach using microworld simulations together with physical artefacts. Participants in the experiment took the role of command teams, facing the task of extinguishing a simulated forest fire. A total of 132 persons, forming 22 teams, participated in the study. In eleven of the teams, the participants were given access to GIS with positioning of fire-brigades as well as sensor data about the fire outbreak. In the other eleven teams, the participants were using paper-based maps. The result shows that teams using GIS performed significantly better than teams with paper-based maps in terms of saved area. Communication volume was considerably reduced in the case of GIS teams. Implications of these results on GIS are discussed as well as methodological considerations for future research. |

Abstract |
Natural disasters often leave profound impacts on the environment. Existing disaster impact assessment methods fall short in facilitating the relief work and in conducting cross-sectional comparison of various facets of such impacts. The development of a standardized index for measuring/monitoring the environmental impacts of disasters is necessary to address this gap. This paper proposes a conceptual framework to study the environmental impacts via remote sensing/GIS based geospatial analytical approach by developing a post-disaster environmental severity index. It considers physical, social and built-in components of the environment and identifies several key indicators of disaster impacts. Through statistical decomposition of a large number of environmental impact indicators, the study proposes a composite post-disaster environmental severity index (PDESI). Mapping of the proposed index would help identification of areas and component of the environment that are severely affected by a disaster, and formulation of disaster mitigation and damage recovery plans accordingly. |

Abstract |
The aim of this paper is to describe I-Sim, a simulation tool that is a fully integrated part of the underlying agent framework, I-X. I-Sim controls a discrete event simulator, based on the same activity model that is shared between all I-X components, and multiple process-level simulators that model the continuous change caused by actions that are considered as primitives by the rest of the system. The primary purpose of this tool is to support instructors during exercises that are used for training in emergency response. The main advantage the I-Sim tool gives the instructors is flexibility, allowing them to orchestrate and modify existing training scenarios on the fly, adapting them to trainees' needs as required. |

Abstract |
The dynamic nature of real-world rescue scenarios (e.g., military, emergency first response, hurricane relief) requires constant reevaluation of resource assignments. New events can trigger additional resource requirements generating conflicts about how to reassign resources across tasks in an emerging crisis. Reallocation is further complicated as some resources are synergistic (i.e., helicopter and pilot) and many distributed rescue teams have limited information about other teams' status. We show how integrating a team-based multi-agent planning system with standard combinatorial auction methods to dynamically re-allocate resources can maximize overall rescue utility while providing for graceful managed degradation under conditions of extreme stress. The key innovation of our approach is that we explicitly provide a framework that incorporates the costs involved in dynamically switching resources from one task to another. We compare our system's performance against two other approaches. |

Now, a new class of information technology has become available, namely mobile live video capabilities. Abstract |
When disaster strikes, the emerging task environment requires relief agencies to transform from autonomous mono-disciplinary organizations into interdependent multidisciplinary decision-making units. Evaluation studies reveal that adaptation of information management to the changing task environment is difficult resulting in poor information quality, indicating information was incorrect, outdated or even unavailable to relief workers. In this paper, we adopt a theory-driven approach to develop a set of information management roles and dynamic capabilities for disaster management. Building on the principles of advance structuring and dynamic adjustment, we develop a set of roles and capabilities, which we illustrate and extend using two field studies in the Netherlands. By studying regional relief workers in action, we found that in tactical disaster response decisionmaking units, several information management roles are not addressed and that information managers are preoccupied with information gathering and reporting, whereas information quality assurance is not on the agenda. |

Abstract |
This paper investigates the relevance and assurance of information and system quality as requirements for information systems success during disaster management. Despite the many examples of poor information quality and poor system quality, research on the relevance and assurance of these requirements is sparse. In order to design successful information systems for disaster management, a context related understanding of the organizational and technical measures for achieving these requirements is necessary. Accordingly, the goal of this paper is to identify and confirm information and system quality requirements for the design of information systems for disaster management. The results of our interviews with information architects indicate that while information quality requirements are considered to be very relevant, these are hard to measure and assure, and that currently much effort is being put into improving system quality requirements such as interoperability and ease of use. |

Abstract |
During the last decades there has been a lot of attention to issues of safety, emergency response and crisis management. Emergency response rooms (ERRs) are interesting public sector organizational arrangements in this respect. In our paper we pay attention to emergency response rooms in the Netherlands and especially in Amsterdam. Using an ethnographic approach, we studied the fire brigades (red), the medical services (white) and the police (blue) including their back-office organizations, their habits, and the systems in-use. As could be predicted, the (technical) integration of ERR systems in the Netherlands was not unproblematic. In our contribution we will make clear that the organization of the safety response in Amsterdam is rather fragmented. The latest discussion in the field is about the introduction of net-centric work, a concept based upon the interactive internet 2.0. Yet, it is not so much the technology, as well as the institutional arrangements that are at stake. |

Abstract |
Reliable communication systems are one of the key success factors for a successful first response mission. Current crisis response communication systems suffer from damaged or destroyed infrastructure or are just overstressed in the case of a large scale disaster. We provide an outline for a distributed communication approach, which fulfills the requirements of first responders. It is based on a layered network topology and current technology used in research projects or already established products. In addition, we propose a testing framework for the evaluation of a crisis response communication system. |

Abstract |
Uncertainty and risks are part of humanitarians' daily routine. Most of the time, infrastructures are damaged or non-existent, the political climate is highly volatile, communication means are insufficient, and so on. Therefore, humanitarian organizations often have to find original methods to implement their supply chains. They may also face recurrent problems, that requires them to change the way they operate. And yet, as they lack the time and resources to reflect on the lessons learnt, most of their best practices and issues are neither captured nor communicated. The aim of the study is thus to propose a framework to capitalize humanitarians' knowledge and know-how, to analyze both gaps and best practices and learn from one operation to another. To this end, we propose a framework derived from traditional Enterprise Modelling tools, adapted to fit relief chains' specificities. Field applications are then given to illustrate our approach and its beneficial effects. |

Abstract |
Multi-criteria decision analysis (MCDA) is a technique for decision support which aims at providing transparent and coherent support for complex decision situations taking into account subjective preferences of the decision makers. However, MCDA does not foresee an analysis of multiple plausible future developments of a given situation. In contrast, scenario-based reasoning (SBR) is frequently used to assess future developments on the longer term. The ability to discuss multiple plausible future developments provides a rationale for strategic plans and actions. Nevertheless, SBR lacks an in-depth performance evaluation of the considered actions. This paper explores the integration of both techniques that combines their respective strengths as well as their application in environmental crisis management. The proposed methodology is illustrated by an environmental incident example. Future work is to conduct validations on the basis of real-world scenarios by public Dutch and Danish chemical incident crisis management authorities. |

Abstract |
Space-based river monitoring can provide a systematic, timely and impartial way to detect floods of humanitarian concern. This paper presents a new processing method for such data, resulting in daily flood magnitude time series for any arbitrary observation point on Earth, with lag times as short as 4h. Compared with previous work, this method uses image processing techniques and reduces the time to obtain a 6 year time series for an observation site from months to minutes, with more accurate results and global coverage. This results in a daily update of major floods in the world, with an objective measure for their magnitude, useful for early humanitarian response. Because of its full coverage, the grid-based technique also allows the automatic creation of low-resolution flood maps only hours after the satellite passes, independent of cloud coverage. |

Abstract |
We are investigating decision aids that present potential courses of action available to emergency responders. To determine whether these aids improve decision quality, however, we first developed test scenarios that were challenging in well-understood ways to ensure testing under the full breadth of representative decision-making situations. We devised a three-step method of developing scenarios: define the decision space, determine the cost components of each decision's potential consequences based on the principles of Robust Decision Making, then choose conflicting pairs of cost components (e.g., a small fire, implying low property damage, in a densely inhabited area, which implies high personal injury). In a validation of this approach, experiment participants made decisions faster in non-ambiguous cases versus cases that included this principled introduction of ambiguity. Our Principled Ambiguity Method of scenario design is also appropriate for other domains as long as they can be analyzed in terms of costs of decision alternatives. |
