Abstract |
Mass gatherings have been defined as events where more than 1,000 people are present for a defined period of time. Such an event presents specific challenges with respect to medical care. First aid is provisioned on-site at most events in order to prevent undue strain on the local emergency services. In order to allocate enough resources to deal with the expected injuries, it is important to be able to accurately predict patient volumes. This study used machine learning techniques to identify which variables are the most important in predicting patient volumes at mass gatherings. Data from 201 mass gatherings across Australia was analysed, finding that event type is the most predictive variable, followed by the state or territory, heat index, humidity, whether it is bounded, and the time of day. Variables with little bearing on the outcome included the presence of alcohol, whether the event was indoors or outdoors, and whether it had one point of focus. The best predictive models produced acceptable predictions of the patient presentations 80% of the time, and this could be further improved using optimization techniques. |

Abstract |
Previous research claimed that organizational stress, due to task complexity and time pressure, leads to considerably negative effects on the decision-making performance of individuals and organizations. At the same time, intellectual capital (IC), in providing intangible internal and external organizational assets has a positive effect on organizational decision-making performance. This paper develops a structural equation model to analyze the relationships among IC, task complexity, time pressure and decision-making performance. Empirical data are collected from 374 participants, who are from universities, institutes, enterprises, government, with different occupations and expertise. We present two conclusions. First, IC consisting of internal capital, human capital and external capital leads to a reduced complexity of tasks and reduced time pressure and hence reduced organizational stress. Second, reduced organizational stress results in higher levels of performance for organizational decision-making. |

Abstract |
This paper considers a subset of the technology-enabled communication that took place among citizen populations experiencing various disruptions, e.g. disaster and war. In the context of a disrupted environment, trust can erode where people no longer rely on institutions for support (i.e. the government), or where citizens do not trust other people. We argue that depending on what is taking place in the physical world, trust in people, information, and institutions can change – in this sense, trust is contextual. We then offer recommendations for designing new technologies for people who experience disruption, taking into account trust and context. |

Abstract |
In the event of a disaster in Germany a so-called executive staff is set up. In support of their work they refer to emergency plans, which describe the chronological order of a set of suitable measures for a dedicated event e.g. an evacuation. These plans only exist in the form of large printed documents. Hence, the technical support for executing emergency plans is very limited. In this paper we present a model for a workflow management system (WfMS) for supporting the modeling, execution and management of emergency plans before and during a disaster. It is based on the idea that emergency plans are similar to business processes and can therefore be modeled as workflows. In contrast to most traditional WfMS, the introduced approach supports unstructured activities and their delegation as well as the management of resources. Furthermore, we analyze drawbacks of the current process for disaster management using emergency plans. |

Abstract |
While a crisis requires quick response of emergency management factors, ontology is generally represented in a static manner. Therefore, an adaptive ontology for crisis knowledge representation is needed to assist in coordinating relief efforts in different crisis situations. The paper describes a method of ontology modeling that modifies the ontology in real time during a crisis according to the crisis surroundings. An example of ontology use based on a sample Katrina crisis blog is presented. |

Abstract |
Information-intensive services for global crisis situations management can no longer be based on local information only. A global picture is required to be able to make informed and reliable local decisions. It takes also to know how the local decisions one country may take will affect the others. Indeed, each country, city or community needs the whole picture and the key facts in managing the situation in their local area. Therefore, we should provide a proven solution to identify, analyze and mix the relevant information to support informed local decision based on both global and local information. In this paper, we introduce a novel design pattern to face this challenge of making informed local decisions. We also provide two real life examples illustrating the needs of the design pattern. |

Abstract |
Public officials have the responsibility of giving public directions and issuing warnings in the event of an emergency. Traditionally, siren systems, radio and television have been used as the primary means for issuing public alerts. Recently, there has been increased interest in evaluating the Internet's suitability for issuing public alerts during times of emergency. This paper presents a Canadian experience with the design and trials of an Internet-based emergency public alerting system (IPAS). We discuss a proposed set of requirements and system architecture. We also include a discussion of the challenges to be overcome in developing such systems and report on experiments and field trials using the IPAS system developed during this project. Our objective is to provide motivation for future research and industry work in this area. |

Abstract |
This paper discusses how methodological frameworks are often too cumbersome to be used in full by field workers in low-resource environments. When time, money, and political capital are scarce, there often isn't time to follow every prescribed step. This research looks at helping field workers incorporate user-centered design when creating technology solutions through a single-question framework. It follows the author's case study of considering different wording for the single question, and then describes her experience implementing the lightweight framework while redesigning an attendance system for Entity Green Training in Jordan. The method is promising as an efficient way to expand one's thinking during the design process, but needs more testing to validate its benefits for workers who lack training in user-centered design methods. This research is particularly valuable for people working in low-resource environments where they lack the time and money to iteratively fix problematic designs. |

What role should operational risk leaders have in the executive suite? This paper argues that, when nervous CEOs ask “What can go wrong? How can we get ahead of the curve?”, they should look to their operational risk leaders. Those leaders oversee corporate and information security as well as business continuity, crisis management and disaster recovery programs inside companies. That makes them ideally qualified to take the process of crisis management, including analysis of aggregate risk across all silos – To the CEO and then into the boardroom when the need arises, before the corporate crisis is full-blown. |

Abstract |
This paper describes the work that is being done within the EU research project DISASTER to solve interoperability issues in cross-border emergency operations by applying a technical solution that is able to create a common operational picture. To that end a twofold solution is proposed: The development of a common and modular ontology shared by all the stakeholders taking into account different countries cultural, linguistic and legal issues. And, from that point, bearing in mind that most legacy EMSs (Emergency Management Systems) rely on Service-Oriented-Architectures (SOA), the implementation of transparent SOA mediation algorithms compliant with current data formats and existing solutions. That way, a mediation solution is provided by the DISASTER Mediator, which plays the role of gateway for each EMS enabling a communication based in Web Services. In order to avoid a misunderstanding of shared information it is necessary to create a solution that offers more than a plain translation of terms but rather a concept mediation so the corresponding user is able to understand the situation in its own framework of reference. |

Abstract |
Real-time information from microposts like Twitter is useful for applications in the crisis management domain. Currently, that potentially valuable information remains mostly unused by the command staff, mainly because the sheer amount of information cannot be handled efficiently. Sentiment analysis has been shown as an effective tool to detect microposts (such as tweets) that contribute to situational awareness. However, current approaches only focus on two or three emotion classes. But using only tweets with negative emotions for crisis management is not always sufficient. The amount of remaining information is still not manageable or most of the tweets are irrelevant. Thus, a more fine-grained differentiation is needed to identify relevant microposts. In this paper, we show the systematic evaluation of an approach for sentiment analysis on microposts that allows detecting seven emotion classes. A preliminary evaluation of our approach in a crisis related scenario demonstrates the applicability and usefulness. |

Abstract |
Building up proper situation awareness is one of the most difficult tasks in the beginning stages of large-scale accidents. As ambiguous information about the events becomes available, decision makers are often tempted to quickly choose a particular story to explain the events. Subsequent information that contradicts the initial story may easily be discarded and cognitive tunnel vision takes over. Our approach, as part of the COMBINED Systems project, is to prevent tunnel vision by providing critical thinking support. In a laboratory experiment with 60 participants, we tested this hypothesis by comparing the Critical Thinking tool with a 'no support' control condition and a 'minimal support' condition. Participants acted as crisis managers determining the likely cause of an accident based on different pieces of information. The results show a positive impact of the tool on both the decision making process and decision making effectiveness. |

Abstract |
This research uses multiple methods to investigate the use of an enterprise mobile multimedia information system aimed at improving handover of patient and emergency incident information from pre-hospital Emergency Medical Services (EMS) to hospital emergency department providers. A field study was conducted across EMS and hospital organizations in the Boise, Idaho region of the United States for three months to examine use of the system and to assess practitioner perspectives. Findings include perceived benefits and challenges to using digital audio recordings and digital pictures, captured using a smartphone application, for improving the timeliness, completeness, accuracy, convenience, and security of patient information for handover in EMS; limitations on how much data can be collected in the field due to a wide variety of contextual constraints; and a need to better understand the value of video within the EMS handover context. |

Abstract |
This paper presents the research, design, and development of a comprehensive trauma information system inclusive of 911dispatch, Emergency Medical Services, and hospital trauma information. A proof-of-concept GIS based information system was designed and developed for use by trauma and emergency medical practitioners. Methods used include end-user focus group discussions, quantitative and qualitative data analysis, and an iterative system development process. A framework from prior research was utilized; a framework that considers the visualization of emergency medical events across an end-to-end continuum of patient care. Analyses performed provided a multi-layered understanding of the practical and theoretical implications of using an end-to-end information schema for emergency response and trauma health systems. |

Abstract |
Many services provide weather forecasts, including severe weather alerts for the marine. It proves that many ships neglect the warnings because they expect to be able to handle the bad weather conditions. In order to identify possible unsafe situations the Coast Guard needs to observe marine vessel traffic 24 hours, 7 days a week. In this paper we propose a system that is able to support the Coast Guard. Ships can be localized and tracked individually using the Automatic Identification System (AIS). We present a system which is able to send a personal alert to ships expected to be in danger now or the near future. Ships will be monitored in the dangerous hours and routed to safe areas in the shortest time. The system is based on AIS data, probabilistic reasoning and expertise from the Coast Guard. A first prototype will be presented for open waters around the Netherlands. |

Abstract |
This paper describes the proposed WIPER system. WIPER is intended to provide emergency planners and responders with an integrated system that will help to detect possible emergencies, as well as to suggest and evaluate possible courses of action to deal with the emergency. The system is designed as a multi-agent system using web services and the service oriented architecture. Components of the system for detecting and mitigating emergency situations can be added and removed from the system as the need arises. WIPER is designed to evaluate potential plans of action using a series of GIS enabled Agent-Based simulations that are grounded on realtime data from cell phone network providers. The system relies on the DDDAS concept, the interactive use of partial aggregate and detailed realtime data to continuously update the system and allow emergency planners to stay updated on the situation. The interaction with the system is done using a web-based interface and is composed of several overlaid layers of information, allowing users rich detail and flexibility. |

Abstract |
The identification of elements at risk is an essential part in hazard risk assessment. Especially for recurring natural hazards like floods, an updated database with information about elements exposed to such hazards is fundamental to support crisis preparedness and response activities. However, acquiring and maintaining an up-to-date database with elements at risk requires both detailed local and hazard-specific knowledge, being often a challenge for local communities and risk management bodies. We present a new approach for leveraging Volunteered Geographic Information to identify elements at risk from the free and open-source mapping project OpenStreetMap. We present initial results from a case study in the city of Cologne, Germany, to validate our approach in the case of flood-hazard. Our results show that the identification of elements at flood risk from OpenStreetMap is a suitable and cost-effective alternative for supporting local governments and communities in risk assessment and emergency planning. |

The recent rise of Social Media services has created huge streams of information which can be very valuable in a variety of scenarios. Abstract |
Efficient communication on base of consistent and up to date information is the key factor to cope with hard rescue missions. With the new generation of mobile devices local peer-to-peer communication in conjunction with geolocated information is promising to improve information's quality. Thereby, the routing of information in ad-hoc networks is very dynamic. This contribution, based on work of the SpeedUp project, analyses protocols and presents an approach which combines mobile software agents, routing in ad-hoc networks, and geolocated information to build up a reliable communication infrastructure. The 2MANS simulator allows efficient graphical model building. Geolocated information will be utilized as a map representation to improve the overall situation for unified rescue forces management. |

Abstract |
Protecting critical infrastructures (CIs) against external and internal risks in an increasingly uncertain environment is a major challenge. In this paper we present a generic multi-stage scenario construction approach that is applicable to a wide range of decision problems in the field of CI protection. Our approach combines scenario construction and decision support, whereby we explicitly consider the performance of decision options which have been determined for a set of initial scenarios. Because of the iterative character of our approach, consequences of decision options and information updates are evolutionary processed towards advanced scenarios. By disturbing vulnerable or critical parts of CIs, cascading effects between interrelated CIs and the responses to the decision options can be determined. We apply this scenario-construction technique to two civil security research projects. One focuses on protecting food supply chains against disruptions, whereas the other aims at securing public railway transport against terrorist attacks. |

Abstract |
In the situation of mass casualty incidents in Germany the questions that always remain are what and how much resources are needed to provide the best response. Furthermore, there are many local-specific constraints that exist, such as the density of hospitals nearby, what their surgery capacities are like, the distance between the local rescue bases and the incident scene as well as the level of preparedness of first responders. This paper describes an organisational approach to elaborate the specific tactical strategies that take part in preparedness planning. Furthermore, this paper will give insight and explore a simulation information system to support local medical response managers in elaborating those strategies in an office environment. |

Abstract |
Sigmah is free software for the integrated management of humanitarian projects. It provides international aid organization with the following software features:-Monitoring project progress and funding;-Creating, sharing, analysing and mapping indicators, for monitoring and assessment;-Centralising project documents;-Improving schedule management and early-warning alarms for events;-Implementing a quality assurance approach, by defining criteria and critical points linked to projects. The Sigmah project is led by a group of humanitarian organizations, which has, at the time of writing, 12 members: Action Against Hunger (France), Aide Médicale Internationale, Comité dAide Médicale, Comité de Secours Internationaux, French Red Cross, Groupe Urgence Réhabilitation Développement (Groupe URD), Handicap International (France), Islamic Relief (France), Médecins du Monde, Première Urgence, Solidarités International and Triangle Génération Humanitaire. Sigmah is developed as free software because it aims to be available to the humanitarian community as a whole. |

Abstract |
When facing emergency scenarios, several contingent factors may strongly condition the pre-defined response procedures. The proposed approach takes the perspective that an emergency response tool may guide the response effort. The tool adopts a conceptual model grounded on existing situation awareness models and research work done with High Reliability Organizations. The model structures the emergency management process in a set of dimensions that should be collaboratively correlated by the involved participants in order to mitigate the disruptive situation. An instantiation of the proposed approach is also described in the paper, focusing on IT service desk teams addressing emergency incidents that may compromise business continuity. |

Abstract |
This paper describes MOIA, a numerical tool that evaluates sea-wave effects on port operations and broadcasts warning messages whenever the safety of such operations are deemed to be at risk. The evaluation of the sea-wave transformation from offshore – where the results of numerical models for sea-wave forecast at a regional level are available – up to the port area is described. Also, the procedures used to evaluate the sea-wave effects on sailing ships, focusing on the amplitude of the vertical movements of a selected point in the ship, are explained. Such procedures are combined and applied to an example where the average downtime for the navigation at four points along the sailing lane is evaluated for the entrance voyages into the port of Praia da Vitória (Azores) of a given ship. |
