Abstract |
The design of Emergency Management Systems is an activity that requires knowledge from various related domains for providing a more complete and usable solution. In this context, design patterns including knowledge from previous experiences can be a useful source of information to support the development of this type of applications. In this paper, we introduce a catalog of design patterns for Web-based Emergency Management Systems collected from design principles, design patterns and existing implementations from involved areas, taking into account requirements particular to this domain. |

Abstract |
Crucial to improving the management of emergency situations is the definition of suitable Emergency Plans and training of participants in the application of such plans. In order to design a good Emergency Plan, experts from different areas need to work collaboratively to identify all the events and the relationships among such events. The main purpose of this project is to study different information technology techniques that can be used in the elaboration of and training for Emergency Plans, based on the use of scenarios. The use of such techniques will support collaborative development of Emergency Plans, the use of rich formats that provide different perspectives on a plan, the exportation and sharing of plans in order to increase their evolution and improvement, the instruction of participants, as well as better interaction, participation and exchange of knowledge. Key aspects of the plans for this recently begun project are described in this paper. |

Abstract |
During large-scale crisis events special emergency management structures are put in place in order to execute administrative-strategic and/or technical-tactical functions for potentially large geographical areas. The adequacy of information systems and the communication capabilities within such management structures largely determine the quality of situation awareness and are thus crucial for the effectiveness and efficiency of the emergency managers' work. In this field, this paper makes a threefold contribution: In the first part we provide a description of the organizational structure and the tasks in an emergency operation center (EOC) from a practitioner's perspective. Based on this primer, in the second part we propose four guidelines which help to design human-computer interfaces, especially adequate smart room technology, for this domain. Third, we present a system we designed along these guidelines. We specifically discuss the introduction of a Digital Map Table with Fovea-Tablett® into an EOC as “smart furniture” supporting both team and individual work. |

Abstract |
In crisis situations different organizations have to cooperate to gain shared situation awareness and to take accurate decisions. However, several evaluation studies of crisis mitigation processes indicate that it is hard to effectively coordinate efforts of all organizations involved. The goal of our project is to improve coordination in crisis management teams, by improving the interaction processes in a crisis management team. The project consists of two main steps. First, the development of MIRROR, i.e. an overview of 16 relevant factors that influence team interaction. Second, the development of a training based on MIRROR. We expect MIRROR and its training module to be a useful tool for team members of crisis teams. In addition, MIRROR has the advantage that it can be applied in non-crisis teams, during daily situations, as well. This enlarges the chances for potential team members of crisis teams to increase their team interactions skills. © 2012 ISCRAM. |

Abstract |
The effectiveness of 'close to reality' training simulations is due to the fact that they provide a sense of immersion and allow several participants to interact naturally. However, they are expensive, time-consuming, difficult to organise and have a limited scope. We present a virtual reality training simulator which overcomes these disadvantages. We describe the approach and methodology and conclude with a discussion of the most crucial challenges when developing such a system. In this paper we would like to introduce the notion of cultural technologies which produce a sense of social as well as cultural immersion. We will discuss the main ingredients of such an immersion, in particular the notion of situated virtual interaction (how interactions in a virtual world can be comparable with human interactions in real situations). We also discuss on the role of interfaces (real time motion capture) and emotional expression in the design of such environments. © Proceedings ISCRAM 2004. |

Abstract |
Recent findings from fieldwork conducted at emergency operation centers (EOC) suggest that currently deployed emergency management information systems (EMIS) are not supporting properly the anticipation of individual actions in cooperative work. We present these findings in this paper and introduce joint action theory as an interaction approach to design technologies that explicitly provide for this kind of support. Our main arguments are: (1) contemporary EMIS are affecting negatively cooperative work at EOCs due to their lack of support for the anticipation of individual actions; (2) Available theory that emphasizes the role of anticipation on cooperative work is not impacting on the design of EMIS due to misalignments between the theory and contemporary situations; (3) Joint action theory provides an alternative framework to correct these misalignments; and (4) Joint action theory provides designers of EMIS with guides for an interaction design that supports anticipatory actions in EOCs. |

Abstract |
In peace support operations, military and civil actors are often cooperating in international coalitions. In such operations, effective and efficient coordination and information sharing is a prerequisite for effective Civil-Military Interaction (CMI), but the literature shows that this still leaves much room for improvement. Most research in this area takes a behavioral-science approach. We argue that existing research could be complemented with a design-science approach, which is an Information Systems problem-solving paradigm with its roots in engineering. After developing a high level CMI information exchange model and identifying inhibitors for information exchange, this paper provides a comparison between CMI in peace support operations and the collaboration of commercial enterprises using the e-Business paradigm. Based on observed similarities, the paper argues that the enabling technology for e-Business could overcome current inhibitors for effective and efficient information exchange for CMI in peace support operations, and is complementary to other mechanisms for information exchange. © 2012 ISCRAM. |

Abstract |
Telephone calls are the predominant telecommunication mode in Sri Lanka. Leveraging voice-based applications for disaster communication would be acceptable and sustainable. The findings in this paper are from an experiment concerning interactive voice for connecting community-based emergency field operatives with their central coordination hub. Challenge was in interchanging the Freedom Fone (FF) Interactive Voice Response (IVR) generated, Sinhala and Tamil language, speech data with the text-based 'Sahana' disaster management system for analysis and decision support. Emergency Data Exchange Language (EDXL) interoperable content standard was adopted for mediation. Low quality voice data resulting in incomplete information was a barrier to automating transformations between text and speech. Replacing those processes with human procedure significantly degrades the reliability. Moreover, human interaction with decoupled software systems, to accomplish the sequence of tasks, points to instabilities. This paper discusses the complexities and usability shortcomings discovered through controlled-exercises in Sri Lanka. © 2012 ISCRAM. |

Abstract |
Society is faced with a growing amount of property damage and casualties from man-made and natural disasters. Developing societal resilience to those disasters is critical but challenging. In particular, societal resilience is jointly determined by federal and local governments, private and non-profit sectors, and private citizens. We present a sequence of games among players such as federal, local, and foreign governments, private citizens, and adaptive adversaries. In particular, the governments and private citizens seek to protect lives, property, and critical infrastructure from both adaptive terrorists and non-adaptive natural disasters. The federal government can provide grants to local governments and foreign aid to foreign governments to protect against both natural and man-made disasters. All levels of government can provide pre-disaster preparation and post-disaster relief to private citizens. Private citizens can also make their own investments. The tradeoffs between protecting against man-made and natural disasters – specifically between preparedness and relief, efficiency and equity – and between private and public investment, will be discussed. © 2012 ISCRAM. |

Abstract |
Most definitions of disaster resilience incorporate both the capacity to resist the initial impact of a disaster and the ability to recover after it occurs. Being able to characterize and analyze resilient behavior can lead to improved understanding not only of the capabilities of a given system, but also of the effectiveness of different strategies for improving its resiliency. This paper presents an approach for quantifying the transient behavior resulting from a disaster event in a way that allows researchers to not only describe the transient response but also assess the impact of various factors (both main and interaction effects) on this response. This new approach combines simulation modeling, time series analysis, and statistical outlier detection to differentiate between disaster resistance and disaster recovery. Following the introduction of the approach, the paper provides a preliminary look at its relationship to the existing concept of predicted disaster resilience. © 2012 ISCRAM. |

Abstract |
In complex socio-technical systems, robustness is achieved through interaction between the technical structure of the system and the social and organizational structure of the operators who run the system. While the need for human oversight of complex systems is widely recognized, the impact of organizational factors on the effectiveness of the oversight function is not well understood. We have studied the social interactions between supervision and maintenance operators of the largest French telecom operator, using techniques from the sociology of organizations. Detailed analysis of the social network formed by these operators has allowed us to identify a number of factors that contribute positively or negatively to the robustness of the system. |

Abstract |
In an emergency, people need to be able to report and find relevant information quickly. Fulfilling these information needs is the design goal of E-SOS: Emergency Situation Overview and Synthesis, a research project in progress. E-SOS will consist of (1) a website where users can report information, (2) web services that find and synthesize related information from multiple sources, and (3) interface tools that visualize and display links to this information. In this paper we describe three of these services and tools: the topic, geographic, and information space awareness tools. When a user writes a report, the topic awareness tool will execute a federated search and display links to related information. The information space awareness tool will highlight these links in a visualization of the information space. If the user refers to a location, the geographic awareness tool will focus a map on this location and display topic-related icons. |

Abstract |
In the past a crisis event was notified by local witnesses that use to make phone calls to the special services. They reported by speech according to their observation on the crisis site. The recent improvements in the area of human computer interfaces make possible the development of context-aware systems for crisis management that support people in escaping a crisis even before external help is available at site. Apart from collecting the people's reports on the crisis, these systems are assumed to automatically extract useful clues during typical human computer interaction sessions. The novelty of the current research resides in the attempt to involve computer vision techniques for performing an automatic evaluation of facial expressions during human-computer interaction sessions with a crisis management system. The current paper details an approach for an automatic facial expression recognition module that may be included in crisis-oriented applications. The algorithm uses Active Appearance Model for facial shape extraction and SVM classifier for Action Units detection and facial expression recognition. |

Abstract |
The most effective way to design an emergency management system matching user needs is to perform a User-Centered Design; it relies on continuous interactions with end-users in order to understand better and better how organizations are arranged during emergencies, which data are exchanged and which steps are performed by organizations to face disastrous events. In this paper we (i) illustrate the methodology used to collect the user requirements for the emergency management system developed in the European research project WORKPAD, and (ii) describe the WORKPAD high level architecture stemming from such requirements. Specifically, the methodology is applied in the context of Regional Civil Protection of Calabria (Italy) and is used as basis to provide more general user requirements for emergency management systems. |

Abstract |
The first hours after a disaster are essential to minimizing the loss of life. The chance for survival in the debris of a collapsed building for example decreases considerably after 72 hours. However the available information in the first hours after a disaster is limited, uncertain and dynamically changing. A goal in the development of the Disaster Management Tool (DMT) was to support the management of this situation. Its module DMT-EOC specifically deals with problems of the members in an emergency operation centre (EOC) by providing a training environment for computer based table top exercises and assistance during earthquake disasters. The system is based on a flexible and extendible architecture that integrates different concepts and programming interfaces. It contains a simulation for training exercises and the evaluation of decisions during disaster response. A decision support implemented as a multi-agent system (MAS) combines operation research approaches and rule-base evaluation for advice giving and criticising user decisions. The user interface is based on a workflow model which mixes naturalistic with analytic decision-making. The paper gives an overview of the models behind the system components, describes their implementation, and the testing of the resulting system. |

Abstract |
The first three days after an earthquake disaster demand good decisions in a very complex environment. Members of emergency operation centres (EOC) have to make decisions with limited information and under high time pressure. But the first 72 hours of disaster response activities are essential to minimize loss of life. Within the interdisciplinary German Collaborative Research Center 461: “Strong Earthquakes: A Challenge for Geosciences and Civil Engineering” a so-called Disaster Management Tool (DMT) is under development which presents some ideas for appropriate solutions to this problem. One module of the DMT will provide decision-support for the members of an EOC based on the Recognition-Primed Decision (RPD) model, a description of the decision-making process of persons in real-world settings. Options for a reasonable computer-based decision support for the RPD process will be discussed. For this the system combines a simulation of the disaster environment with a multi-agent system (MAS). The simulation shows the results of different decisions so the decision-makers can evaluate them. The MAS calculates a solution for optimal resource allocation taking into account current available information. The goal of the ongoing work is to integrate these instruments into a user-friendly interface considering the real life needs of decision-makers in an EOC. |

Abstract |
An experimental automated dialogue system that plays the role of a crisis hotline dispatcher is currently developed. Besides controlling the communication flow, this system is able to retrieve information about crisis situations from user's input. It offers a natural user interaction by the ability to perceive and respond to human emotions. The system has an emotion recognizer that is able to recognize the emotional loading from user's linguistic content. The recognizer uses a database that contains selected keywords on a 2D “arousal” and “valence” scale. The output of the system provides not only the information about the user's emotional state but also an indication of the urgency of his/her information regarding to crisis. The dialogue system is able to start a user friendly dialogue, taking care of the content, context and emotional loading of user's utterances. |

Abstract |
Unreliable communication networks, chaotic environments and stressful conditions can make communication during crisis events difficult. The current practice in crisis management can be improved by introducing ICT systems in the process. However, much experimentation is needed to determine where and how ICT can aid. Therefore, we propose a framework in which predefined modules can be connected in an ad hoc fashion. Such a framework allows for rapid development and evaluation of such ICT systems. The framework offers recognition of various communication modalities including speech, lip movement, facial expression, handwriting and drawing, body gesture, text and visual symbols. It provides mechanisms to fuse these modalities into a context dependent interpretation of the current situation and generate appropriate the multimodal information responses. The proposed toolbox can be used as part of a disaster and rescue simulation. We propose evaluation methods, and focus on the technological aspects of our framework. |

Abstract |
In urban search and rescue (USAR) situations resources are limited and workload is high. Robots that act as team players instead of tools could help in these situations. A Virtual Reality (VR) experiment was set up to test if team performance of a human-robot team increases when the robot act as such a team player. Three robot settings were tested ranging from the robot as a tool to the robot as a team player. Unexpectedly, team performance seemed to be the best for the tool condition. Two side-effects of increasing robot's teammembership could explain this result: Mental workload increased for the humans who had to work with the team-playing robot, whereas the tendency to share information was reduced between these humans. Future research should, thus, focus on team-memberships that improve communication and reduce cognitive workload. |

Abstract |
A crucial aspect for large-scale disaster management is an efficient technology support for communication and decision-making processes in command and control centers. Yet, experiences with the introduction of novel technologies in this setting show that field professionals tend to remain attached to traditional workflows and artifacts, such as pen and paper. We contribute the results of a comprehensive field study which analyzes how the information flow is currently performed within different units and persons in the command and control center. These findings provide insights into key aspects of current workflows which should be preserved by novel technological solutions. As our second contribution, by using a participatory design approach and based on our findings, we present a novel approach for computer support in command and control centers. This relies on digital pens and paper and smoothly integrates traditional paper-based workflows with computing, thereby combining the advantages of paper and those of computers. |

Abstract |
The goal of the paper is to discuss the framework for an interdisciplinary human-computer interactive technology that facilitates information and resource exchange and forms core groups for crisis management. The social networks discussed here are designed to incorporate local knowledge and participation and to foster institutional and academic ties by modeling interrelationships among global communities and exploring policy options. Social interactions between individuals and organizations are explored especially in situations when directed responses are helpful in predicting the complex interplay between social, political, and technological systems and practices that result in a transfer of information and resources in disaster situations. In the future, such networks shall identify patterns through which groups interact in responding to critical issues and shall incorporate more complicated actions by individuals and organizations allowing them to move away from a rigid path to manage disasters via the most situationally appropriate routes. |

Abstract |
Social media tools are seeing use in crisis situations. Authorities have recognized the value of such tools and are beginning to use services such as Facebook and Twitter to disseminate official information. However, the use of the social media concept as an internal, operational tool by emergency services is in its early stages. Current social media tools for mobile devices are of potential value, yet security concerns can render such systems unsuitable for operational use, and the user interface can hinder operational efficiency due to the inheritance of a text based model for input and display. The research to be described is examining interaction methods that may improve the efficiency and usability of mobile device-based social media for operational use by police services. A Twitter like model for police activity reports can provide a means for enhanced situational awareness for police command authorities, and for individual officers or patrol units engaged in the “professional” media interchanges. The proposed model, SUMO, is based on a hybrid symbolic and text interface to rapidly enter status, integrated with geolocation, and sensor-based data to automatically capture key information, and thereby minimizing the amount effort required create a complete status update. |

Abstract |
This paper reports from a study focusing on documentation practice in emergency and crisis response work. Specific focus is put on how information is produced and used in the time-critical setting of a situation room part of a command center at a local fire and rescue services. The study uncovers critical aspects of early-phase response work and its potential consequences for digital event-log systems for supporting documentation and reporting. The findings show that fundamental and important information are produced outside of the formal event-log based documentation systems and not as an embedded and integrated activity of using these systems. The analysis shows existing information technology in use lack important functionality in order to contribute to an event-log based system design as suggested in the DERMIS-framework. |

Abstract |
The lack of human-robot collaboration currently presents a bottleneck to widespread use of robots in urban search & rescue (USAR) missions. The paper argues that an important aspect of realizing human-robot collaboration is collaborative control, and the recognition and expression of affect. Affective collaborative robots can enhance joint human-robot performance by adapting the robot's (social) role and interaction to the user's affective state and the context. Current USAR robots lack these capabilities. This paper presents theory, application domains, and requirements for affective collaborative robots based on the current state of the art. With methods from cognitive architectures, affective computing, and human-robot interaction, three core functions of affective collaborative robots can be realized: sliding autonomy, affective communication, and adaptive attitude. These robot functions can substantially enhance the efficiency and effectiveness of rescue workers and meanwhile reduce their cognitive workload. Furthermore, robots with such functions can approach civilians in the field appropriately. |

Abstract |
Ontology matching is a key problem in many metadata intensive application domains, including emergency response, data integration, peer-to-peer information sharing, web service composition, and query answering on the web. In this paper we present an emergency response scenario based on the organizational model as used in Trentino region, Italy. We provide a formalization of this scenario with the help of lightweight coordination calculus. Then, we discuss an automatic approximate structure preserving matching algorithm which we applied within the emergency response scenario. The evaluation results, though preliminary, are encouraging. |
