Abstract Crucial to improving the management of emergency situations is the definition of suitable Emergency Plans and training of participants in the application of such plans. In order to design a good Emergency Plan, experts from different areas need to work collaboratively to identify all the events and the relationships among such events. The main purpose of this project is to study different information technology techniques that can be used in the elaboration of and training for Emergency Plans, based on the use of scenarios. The use of such techniques will support collaborative development of Emergency Plans, the use of rich formats that provide different perspectives on a plan, the exportation and sharing of plans in order to increase their evolution and improvement, the instruction of participants, as well as better interaction, participation and exchange of knowledge. Key aspects of the plans for this recently begun project are described in this paper.

Abstract A tactical organisation can be seen as an adhocracy designed to perform missions in uncertain, ambiguous and complex environments. Flexibility, adaptability, resilience, innovation, creativity and improvisation have all been identified as key skills for successful outcome of these missions. To learn skills associated with such abilities previous research has shown that knowledge acquired through experience plays an important role. It is important that organisations share and learn from experiences to improve their ability to cope with novel situations. In literature there is a lack of consistency in how these abilities are discussed, we therefore propose the FAIRIC model. By unravelling some of the similarities and differences we create a common vocabulary to discuss knowledge gained from experience. This can help classify different experiences and provide a systematic way of gathering and modelling knowledge on situational factors to enable sharing of mission experience over boundaries of time and space. © 2012 ISCRAM.

Abstract Driven by events such as terrorist outrages and pandemics, the 21 st century has seen substantial changes in how countries plan for and manage emergencies across health care systems. Aside from changes in the pattern, type and scale of emergency, emergency preparedness must respond to developments in medical knowledge and treatment, and in information and communication technologies, particularly social networking. This report describes a scoping study of research and development (R&D) needs with regard to emergency planning in health care undertaken by the authors in the UK. We discuss the design of the study, difficulties in its conduct and, via a reference to the published final report, indicate its conclusions. © 2012 ISCRAM.

Abstract Crisis response authorities have to deal with the unpredictability of their population's behavior. One of the complex challenges is to understand the people's reaction after an official alert in a crisis situation has been issued. This paper elaborates a knowledge base to describe impacting factors on human reactions in alerting situations. For this purpose, a literature review in the theme of human behavior after warnings was conducted and augmented with information gathered in a series of interviews in German-speaking countries. The outcome is phrased as factors that might impact the human reaction to a warning. This knowledge base shall support crisis management practitioners in the elaboration of alerting strategies as well as allow researchers to systematically structure human behavior aspects for the purpose of modeling and simulating alert effects. © 2012 ISCRAM.

Abstract The objectives of the research reported by the authors in this paper are threefold. First, the authors want to fine-tune the rresearch methodology on risk identification based on cognitive mapping techniques and group decision support systems (GDSS) developed earlier (Rutkowski et al., 2005). Second, the authors want to determine how High Reliability Theory (HRT) – through the characteristics of High Reliability Organisations (HROs) – can be applied in the particular organisational context of an important economic sector like banking. Third, the authors want to inquire into how Information Systems for Crisis Response and Management can benefit from experiences gained in a mainstream context. More specifically, the use of the Information Technology Infrastructure Library (ITIL) methodology will be explored from the perspective of Incident Management as a sub-process of ICT management.

Abstract This paper describes the development of a framework targeted to technology providers to better understand the grand domain challenges of the emergency response and management community (EM). In developing this framework, Pacific Northwest National Laboratory (PNNL) researchers interviewed subject matter experts (SMEs) across the EM domain and corroborated these findings with current literature. We are presently examining relationships and dependencies within the framework. We anticipate that a thorough understanding of these gaps and dependencies will allow for a more informed approach to prioritizing research, developing tools, and applying technology to enhance performance in the EM community.

Abstract Emergency management tasks are inherently complex and dynamic, requiring quick knowledge sharing and decision coordination among multiple organizations across different levels and locations. However, there is a general lack of understanding about how to describe and assess the complex and dynamic nature of emergency management tasks and how knowledge integration help managers improve emergency management task performance. This paper describes a research project that aims at (1) developing the concepts of task complexity and uncertainty of emergency management tasks and (2) testing the mediating role of knowledge sharing and knowledge integration between emergency management task characteristics and performance. The overall research agenda, approaches, challenges and the advantages of utilizing a virtual Emergency Operations Center (vEOC) for this line of research are discussed.

Abstract Having the right information at the right time is crucial to make decisions during emergency responses. To fulfill this requirement, emergency management systems must provide emergency managers with knowledge management and visualization tools. The goal is twofold: on one hand, to organize knowledge coming from different sources, mainly the emergency response plans (the formal knowledge) and the information extracted from the emergency development (the contextual knowledge); on the other hand, to enable effective access to information. Formal and contextual knowledge sets are mostly disjoint; however, there are cases in which a formal knowledge piece may be updated with some contextual information, constituting what we call the composite knowledge. In this paper, we extend a knowledge framework with the notion of composite knowledge, and use spatial hypertext to visualize this type of knowledge. We illustrate our proposal with a case study on accessing to information during an emergency response in an underground transportation system.

Abstract On the way to the improvement of Emergency Plans, we show how a structured specification of the response procedures allows transforming static plans into dynamic, executable entities that can drive the way different actors participate in crisis responses. Additionally, the execution of plans requires the definition of information access mechanisms allowing execution engines to provide an actor with all the information resources he or she needs to accomplish a response task. We describe work in progress to improve the SAGA's Plan definition Module and Plan Execution Engine to support information-rich plan execution.

Abstract Uncertainty and risks are part of humanitarians' daily routine. Most of the time, infrastructures are damaged or non-existent, the political climate is highly volatile, communication means are insufficient, and so on. Therefore, humanitarian organizations often have to find original methods to implement their supply chains. They may also face recurrent problems, that requires them to change the way they operate. And yet, as they lack the time and resources to reflect on the lessons learnt, most of their best practices and issues are neither captured nor communicated. The aim of the study is thus to propose a framework to capitalize humanitarians' knowledge and know-how, to analyze both gaps and best practices and learn from one operation to another. To this end, we propose a framework derived from traditional Enterprise Modelling tools, adapted to fit relief chains' specificities. Field applications are then given to illustrate our approach and its beneficial effects.

Abstract In an earthquake disaster, having proper estimation about destructed buildings and the degree of destruction, can considerably facilitate decision-making and planning for disaster managers. Using this information, the managers can estimate disaster area and number of victims to determine and allocate required resources. Scientific studies and historical data show that the faults around Tehran, the capital of Iran, are capable to create strong earthquakes which would bring the largest damages in the world history to the city. So it is necessary to be prepared for a rapid and knowledge-based response to such an earthquake. Therefore, development of a knowledge-based model to estimate destruction of buildings is ongoing. The model is going to be developed by using different spatial data obtained from the buildings and its environment in Tehran. This paper outlines the initial results of this research.

Abstract This research-in-progress examines the roles of technology and human systems in supporting emergency response management through the dual perspectives of knowledge and psychology. This exploratory research is among the first to develop a theoretical model based on these two important yet understudied theoretical aspects. The article contributes to the research development in emergency response information systems and sheds light on the organizational response management practice.

Abstract There is an urgent demand for information systems to gather heterogeneous information about needs, donations and warehouse stocks to provide an integrated view for decision making in humanitarian logistics. The dynamic flow of information, due to the unpredicted events, requires adaptive features. The traditional relational data model is not suitable due to its schema rigidity. As an alternative, Graph Data models complemented by semantic representations, like Linked Open Data on the Web, can be used. Based on both, this research proposes an approach for the adaptive integration of information and an associated architecture. An application example is discussed in a real scenario where relief goods are managed through a dynamic and multi-perspective view.

Abstract This paper presents the results of our research on the development of a Dialog Action Manager-DAM as part of a complex crisis management system. Imagine the utility of such an automatic system to detect the crisis and to provide support to people in contexts similar to what happened recently at the underground in London and Madrid. Preventing and handling the scenarios of terrorism and other crisis are nowadays maybe the most important issues for a modern and safe society. In order to automate the crisis support, DAM simulates the behavior of an employee at the crisis centre handling telephone calls from human observers. Firstly, the system has to mimic the natural support for the paradigm 'do you hear me?' and next for the paradigm 'do you understand me?'. The people witnessing the crisis event as well as human experts provide reports and expertise according to their observations and knowledge on the crisis. The system knowledge and the data communication follow the XML format specifications. The system is centered on the results of our previous work on creating a user-centered multimodal reporting tool that works on mobile devices. In our paper we describe the mechanisms for creating an automatic DAM system that is able to analyze the user messages, to identify and track the crisis contexts, to support dialogs for crisis information disambiguation and to generate feedback in the form of advice to the users. The reasoning is done by using a data frame and rule based system architecture and an alternative Bayesian Network approach. In the paper we also present a series of experiments we have attempted in our endeavor to correctly identify natural solutions for the crisis situations.

Abstract The performance of early warning activities involves the management of complex situations as uncertainty is common, information is frequently scattered and the number of stakeholders affected is large. In this context, the performance of early warning activities is distinguished by the significance of internalized experience as well as the generalized use of cultural knowledge, internalized domain knowledge and tacit knowledge. A suitable and well-known way to endorse the creation and exchange of this kind of knowledge -usually called soft knowledge- is the application of communities of practitioners. Based on the review of the communities of practice approach, its principles and rationale, this paper proposes a set of design guidelines aimed at addressing the technological design of technological platforms that support the creation, exchange and acquisition of soft knowledge for its application in early warning activities.

Abstract There is significant gap in the literature and past research on Knowledge Management Systems (KMS) in the domain of disasters. This PhD research work is an action research to design and implement a web-based knowledge management system that aims to fill this theoretical gap in KMS for disasters and to improve the disaster planning and response efforts within an institutional context. The diagnostic stage results imply that the organisation can benefit from the implementation of an information system to support its disaster planning and response efforts. Current scenario at the State Crisis and Security Council (SCSC) in Malaysia revealed some real challenges pertaining to communication, coordination and knowledge processes between SCSC and its district level officers (DO). The proposition of this research is that a well-defined knowledge management system can successfully support disaster planning and response effort in organizations.

Abstract Researchers and emergency management system designers constantly find ways to produce suitable systems that have best fit between technology, and tasks. However, there is significant gap in the literature on designing information system that places greater emphasis on situational qualities. We posit that situational qualities are as important as information system success qualities such as system quality, information/knowledge quality and service quality. This research work aimed to fill this theoretical gap in designing IS for disaster management and to contribute towards guiding design decisions for future emergency management information systems development. A prototype system called CEMAS was designed and developed to support current challenges in disaster management. The underlying guiding theory for CEMAS was situational qualities interweaved within information system success factors in the form of knowledge management system. This paper presents the evaluation results of CEMAS in a simulated environment for flood.

Abstract WORKPAD (EU STREP project FP6-2005-IST-5-034749) is an experimental platform for Crisis Response which adopts a decentralized, event-driven approach to overcome problems and limitations of centralized systems. The flexibility of P2P networking is relevant when different organizations must get rapidly integrated the one another, without resorting on standardized ontologies and centralized middleware components. This paper illustrates the main features of the Information Integration platform we've designed. A number of relevant technical and theoretical issues related to decentralized platforms are discussed in the light of specific needs of Crisis Response.

Abstract Given unexpected incidents on routes of guards that check security objects, like banks, one of the most challenging problems is still how to support improvisation by security personnel in taking decisions to prevent or resolve such incidents. Another as important associated problem is how a security company can naturally take advantage of its existing and novel knowledge about its organizational and ICT infrastructures, and the introduction of a decision support system to help leverage of improvisation by humans. To tackle all this, on the one hand we present a dynamic coalition formation framework that allows the (re)configurations of agents that are associated with joint tasks in situational contexts to be evaluated by appropriate value functions. On the other hand, we present a dynamic scale-space paradigm that allows a security company to distill ranked lists of robust context-dependent reconfigurations at critical scales. We highlight the merits of ASK-ASSIST as a solution to the problem of supporting human improvisation.

Abstract One of the most important and costly aspects of recovery operations is debris collection and disposal. The unique nature of disaster debris and the extreme amounts generated as a result of the disaster event create challenges for decision makers that are not typically encountered during every day solid-waste disposal operations. This work-in-progress research is aimed at identifying the unique aspects of disaster debris disposal and the need for decision support, which addresses these unique aspects, to assist emergency management coordinators with allocating resources during on-going debris cleanup operations. We will present a decision support system framework, discuss aspects of the knowledge base, model base, and user interface, and show how an emergency management coordinator might use the system during ongoing daily operations using real-world data from a 2003 Atlantic hurricane.

Abstract Natural disasters occur infrequently, limiting our ability to develop an inclusive knowledge base concerning such events. The ability to study, interpret, and document findings immediately following a damaging seismic event, is a critical step in furthering our understanding of events, allowing for effective awareness, mitigation, response, and recovery efforts. In the central United States, a Post Earthquake Technical Information Clearinghouse (PETIC) Plan has been developed to coordinate research activities, and to facilitate collaboration between the emergency management and research communities. Because a damaging earthquake in the central U.S. will impact several states, a Multi-State Technical Information Clearinghouse (MSTIC) Coordination Plan to link state technical information clearinghouses (STICs) is proposed. This paper describes beginning efforts to define the role and functions of a MSTIC as well as formalize plans with emergency management agencies to facilitate collaboration and coordination between STICs, the MSTIC.

Abstract It is of practical significance and great value to design and develop a novel Early Warning System (EWS), which will be used by the personnel of institutions involved in the drinking water delivery governance model of Ireland. In order to help the users of our EWS in representing and codifying their knowledge on the complex coincidences that may drive Water Treatment Plants (WTP) to failures or to hazardous states we propose in this paper a novel approach of using Domain Specific Modeling (DSM) in the domain of EWS for Water Treatment Plants. The novelty of our DSM approach also lies in providing a standalone open source software application rendering profiling of the water utilities, early warning signals, monitoring mechanisms of signals along with capability of assessing the “tendency” of a WTP towards failure, given a set of observed early warning signals.

Abstract ComPlan (A Combined, Collaborative Command and Control Planning tool) is an approach to providing knowledge-based decision support in the context of command and control. It combines technical research on automated planning tools with human-centered research on mission planning. At its core, ComPlan uses interconnected views of a planning situation to present and manipulate aspects of a scenario. By using domain knowledge flexibly, it presents immediate and directly visible feedback on constraint violations of a plan, facilitates mental simulation of events, and provides support for synchronization of concurrently working mission planners. The conceptual framework of ComPlan is grounded on three main principles from human-centered research on command and control: transparency, graceful regulation, and event-based feedback. As a result, ComPlan provides a model for applying a human-centered perspective on plan authoring tools for command and control, and a demonstration for how to apply that model in an integrated plan-authoring environment.
