Abstract |
The Emergency Response domain is a highly challenging domain, requiring the active collaboration of several experts and authorities on the one hand and large-scale data analysis on the other. This poses significant challenges in sharing and analysing highly dynamic data describing highly evolving situations. This paper provides a brief summary for the first workshop in the SAFE workshop series. The workshop is aimed at bringing together analysts, practitioners, researchers and enthusiasts and provides a discussion ground for practical problems, solutions and projects that exploit Semantic Web, Linked Data analytics for Emergency Response. Following a round of thorough reviews, four papers are accepted and a keynote will complement the paper presentations along with a few discussion sessions. |

Abstract |
One of the most important components of recovery and speedy response during and immediately after an earthquake disaster is a communication and tracking which possibly capable of discovering affected peoples and connects them with their families, friends, and communities with first responders and/or to support computational systems. With the capabilities of current mobile technologies, we believed that it can be a smart earthquake disaster tools aid to help people in this situation. Ontologies are becoming crucial parts to facilitate an effective communication and coordination across different parties and domains in providing assistance during earthquake disasters, especially where affected locations are remote, affected population is large and centralized coordination is poor. Several existing competing methodologies give guidelines as how ontology may be built, there are no single right ways of building an ontology and no standard of Disaster Relief Ontology exist, although separated related ontologies may be combined to create an initial version. This article discusses the on-going development of an ontology for a Communication and Tracking System (CTS), based on existing related ontologies, that is aimed to be used by mobile phone applications to support earthquake disaster relief at the real-time. |

Abstract |
Every day the Fire department of the Netherlands work hard to save people's lives. Therefore, they have been investing in Business Intelligence approaches for several years, to get more information for accident prevention and accident fighting. In this paper, Linked Open Data has been used as a business intelligence approach for the creation of dwelling fire risk profiles based on demographic data. During the research a Proof of Concept showed the appliance of Linked Open Data for this purpose. However the data have some quality mismatches, such as: outdated, accuracy issues and not 100% complete. Evaluation session proofed that the outcomes show similarities with a fire incident map and the gut feeling of several firefighters. |
