Abstract |
In the USA the basic objective of local and state government's Emergency Operations Plans (EOP) is to implement mitigation measures to reduce the loss of life and property damage by the efficient mobilization and deployment of resources. The evacuation of citizens out of harms way either before an impeding disaster or after the occurrence of one is a critical component of any EOP. This document represents a summary of the Evacuation Plan designed for the City of New Orleans. Results of live field exercises conducted during the 2006 Hurricane Season and suggestions for improvement will be highlighted. The ideal Emergency Evacuation Tracking System will be designed to operate within a System of Systems framework with interfaces: to field personnel, emergency managers and logisticians operating in an Emergency Operations Center (EOC), with state and local government systems such as public information emergency hotline (311 Centers in the USA), asset tracking management systems and others. |

Abstract |
Crisis communication research emphasizes the necessity for organized, informed, and effective strategies when engaging audiences. However it is often difficult to apply best practices from academic literature in real life situations. One way to bridge this gap is with an interactive simulation, which lets participants to test their ability to operate in a crisis. This paper describes the creation and implementation of an online crisis communication simulation developed for the Department of Homeland Security (DHS). The simulation uses a server-side software platform called ICONSnet?, which allows complexity in its design with both minimal overhead costs and human facilitation difficulties. |

Abstract |
This paper describes the design, execution, and results of a participatory design workshop with emergency public information officers (PIOs). During the workshop, PIOs and researchers explored ideas and designs for supporting the social media needs of PIO work. Results indicate that PIO perceptions of social media have changed as they have learned to incorporate activities of the public into their work, yet they still struggle with issues of trust and liability. Based on workshop design activities, the paper offers a set of design recommendations for supporting the social media needs of PIO work practice such as the ability to monitor, document, and report social media activity. |

Abstract |
We report on the social media communications and work practices of the Jefferson County Type III Incident Management Team during the September 2013 Colorado Floods. In this case study, we examine flood-related communications across three platforms: Facebook, Twitter, and the team's blog for insight into how this innovative team coordinated their communications to meet the information needs of a community outside of the media spotlight. Using a mixed method approach of interviews and social media content analysis, we describe their online behaviors in relation to the needs of the emergency response as a whole. We report on adaptations to their work practice that allowed them to extend traditional communications with social media to create an integrated communication plan. Finally, we look to the team's experiences for direction in how to use social media in emergencies generally. |

Abstract |
On the morning of April 15, 2013, an Improvised Explosive Device (IED) was detonated near the finish line of the Boston Marathon, resulting in a large number of casualties. This generated a week-long response under the US National Incident Management System. In this paper, we examine online, terse messages broadcast by responding organizations and their amplification by other official entities via retransmission. Content analysis of official messages shows strong similarities with posting patterns previously observed in response to natural hazards, with the primary exception of themes related to the criminal investigation, suggesting a possible revision of guidelines for public information in light of the needs arising from extended counterterrorism operations undertaken in an urban environment. Network analysis demonstrates message posting and amplification were dominated by local actors, underscoring the importance of local readiness for management of official public information activities in the context of extremely high-profile events. |
