Abstract | Microblogging data such as Twitter data contains valuable information that has the potential to help improve the speed, quality, and efficiency of disaster response. Machine learning can help with this by prioritizing the tweets with respect to various classification criteria. However, supervised learning algorithms require labeled data to learn accurate classifiers. Unfortunately, for a new disaster, labeled tweets are not easily available, while they are usually available for previous disasters. Furthermore, unlabeled tweets from the current disaster are accumulating fast. We study the usefulness of labeled data from a prior source disaster, together with unlabeled data from the current target disaster to learn domain adaptation classifiers for the target. Experimental results suggest that, for some tasks, source data itself can be useful for classifying target data. However, for tasks specific to a particular disaster, domain adaptation approaches that use target unlabeled data in addition to source labeled data are superior. | ||||

Abstract | Several research studies have shown the importance of social media data for humanitarian aid. Among others, the issue of missing and lost people during disasters and emergencies is crucial for disaster managers. This work analyzes Twitter data from a recent wildfire event to determine its usefulness for the mitigation of the missing and found people issue. Data analysis performed using various filtering techniques, and trend analysis revealed that Twitter contains important information potentially useful for emergency managers and volunteers to tackle this issue. Many tweets were found containing full names, partial names, location information, and other vital clues which could be useful for finding missing people. |

Abstract | In this paper we address the problem of pre-positioning emergency supplies prior to a disaster onset. The goal is to ensure a fast and effective response when the disaster strikes. Pre-positioning of emergency supplies is a strategic decision aimed at determining the number and location of local distribution centers as well as their inventory levels for emergency supplies. These decisions must be made in a highly disruption-prone environment where a timely response is vital and resources are scarce. Abstract | An emerging paradigm for the processing of data streams involves human and machine computation working together, allowing human intelligence to process large-scale data. We apply this approach to the classification of crisis-related messages in microblog streams. We begin by describing the platform AIDR (Artificial Intelligence for Disaster Response), which collects human annotations over time to create and maintain automatic supervised classifiers for social media messages. Next, we study two significant challenges in its design: (1) identifying which elements must be labeled by humans, and (2) determining when to ask for such annotations to be done. The first challenge is selecting the items to be labeled by crowd sourcing workers to maximize the productivity of their work. The second challenge is to schedule the work in order to reliably maintain high classification accuracy over time. We provide and validate answers to these challenges by extensive experimentation on real world datasets. | ||||

Abstract | Local emergency-response organizations must maximize their use of existing resources. Therefore, emergencyresponse organizations need appropriate command-and-control (C2) systems to coordinate not only their own resources, but also to take advantages of other local actors. The local nature of response coordination imposes additional challenges for the development of C2 systems. In particular, the C2 systems must support coordination across organizational boundaries at the local level. Service-oriented architectures (SOA) provide new technologies for the development of C2 systems. This approach is based on a set of loosely-coupled services offered by multiple actors rather than a single monolithic system. This work reports the result of a prototype SOA implementation that builds on a previous requirements engineering study for service-oriented C2 systems for local emergency response. The results illustrate how it is possible to develop lightweight C2 systems using state-or-the art Web and SOA technologies. However, there are still remaining organizational and maintainability challenges. | ||||

Abstract | Emerging threats provide motivation to develop new methods for preparing the next generation of crisis responders. Bayesian theory shifts reasoning toward a probabilistic, epistemic paradigm, giving rise to Evans' revised heuristic-analytic theory. Researchers at The Pennsylvania State University use scenario-based training and the analytic decision game (ADG) to blend and implement these processes as foundational pedagogy for engaging, educating and training medical students as crisis responders and critical thinkers. The ADG scenarios vary by content and level of expertise, lending themselves readily adaptable to both crisis response preparation and the development of clinical reasoning. The ADG creates a virtual crisis requiring participants to engage in scenario management as role-players. For the past two years, medical students from the Penn State College of Medicine, in their first year of training, have participated in the ADG Lights Out scenario, testing community preparation and resilience after a wide-spread and months-long power outage. | ||||

Abstract | Current process support technology for crisis management is often limited to either sharing of information or hard-coded process support through dedicated systems. Workflow management systems have the potential to improve crisis response operations by automating coordination aspects. Unfortunately most contemporary systems can only support static workflows, hence yielding inflexible support systems. Recent work on the use of functional programming techniques for workflow modeling has led to the development of the iTask system. It uses function combination to model dynamic data-driven processes and generates executable workflow support systems. Because of its focus on dynamic processes it appears promising for development of flexible crisis response systems. In this paper we present an initial discussion of the potential of the iTask system for crisis management applications. We give an overview of the iTask system, and discuss to what extent it meets the requirements of the crisis management domain. | ||||

Abstract | The explosion of an improvised nuclear device (IND), in any American city, would cause devastating physical and social impacts. These impacts would exceed the response capabilities of any city, state or region. The potential loss and suffering caused by an IND detonation can be dramatically reduced through informed planning and preparedness. By incorporating estimates of the impacts associated with the detonation of an IND into the planning process, jurisdictions can estimate the scale and scope of their response requirements. A prototype, computer-based tool was developed to quantify the human impacts associated with an IND detonation. Using various types of information such as the approximation of the prompt radiation footprint, blast footprint, and thermal footprint of the detonation, along with an estimation of the level of protection provided by building structures the system calculates the number and type of injuries that can be expected in a monocentric urban area. | ||||

Abstract | Organizations affected by a cyber-attack usually rely on external Cyber Incident Response (CIR) consultants to conduct investigations and mitigate the impact. These CIR consultants need to make critical decisions that could have major impact on their clients. This preliminary investigation aims to get a better understanding of CIR decision -making and answers the following questions: (1.) To what extent do experienced CIR consultants use a Recognition-Primed Decision (RPD) Making strategy during their work? (2.) What are the implications for cyber crisis management as well as for training and decision -making? To answer these questions, we conducted a literature review and interviewed six experienced CIR consultants using the Critical Decision Method. Our analysis reveals that CIR consultants recognize situations based on past experiences and apply a course of action that has worked effectively in the past. This course of action is mainly aimed at collecting and evaluating more data. This finding differs from other operational domains, such as the military and fire department, where recognition is usually followed immediately by action. For cyber crisis management, this means that crisis management teams should decide to what extent and in what ways they want to mitigate the risk of responding belatedly to cyber events, which could potentially lead to unnecessary data theft and sustained business disruption. Another implication is that crisis management teams should consider whether additional forensic investigations outweigh the expected benefits throughout the response process. For instance, if the likely entry-point of the attacker has been discovered, how much effort should be devoted to exclude other potential entry-points. Reflecting on the status-quo, several implications for training and decision making are provided. | ||||

Abstract | The 2004 tsunami has generated a call for a global early warning system. Political issues may prevent this from occurring soon or at all. This paper explores previous experience with informal early warning systems from the Year 2000, Y2K, rollover. Informal early warning systems, IEWS, are cooperative systems formed outside of direct government control, usually from nonprofit or industry organizations. The two discussed utility Y2K IEWS were formed through an industry group and within a single multinational corporation. Abstract | Outbreak of a destructive pandemic influenza threatens to disrupt societies worldwide. International agencies and national governments have prepared plans and recommendations, but it is often decision-makers with the local authorities that are responsible for implementing the response. A central issue for these decision makers is what interventions are available and effective for the specific local community. The paper presents a simulator architecture and its relation to a workflow for decision support in influenza preparedness and response. The simulator can simulate pandemic scenarios, using localized community models, in the presence of various interventions to support an evaluation of potential response strategies. The architecture includes a customized modeling tool, separated from the simulation engine, which facilitates swift scenario modification and recalculation. This flexibility is essential both to explore alternative solutions in planning, and to adapt to changing requirements, information, and resources in outbreak response. An example simulation, based on actual population data from a reference city, illustrates the approach. | ||||

Abstract | We report on the development of a classifier to identify Twitter users contributing first-hand information during a disaster. Identifying such users helps social media monitoring teams identify critical information that might otherwise slip through the cracks. A parallel study (St. Denis et al., 2020) demonstrates that Twitter user filtering creates an information-rich stream of content, but the best way to approach this task is unexplored. A user's profile contains many different “modalities” of data, including numbers, text, and images. To integrate these different data types, we constructed a multimodal neural network that combines the loss function of all modalities, and we compared the results to many individual unimodal models and a decision-level fusion approach. Analysis of the results suggests that unimodal models acting on Twitter users' recent tweets are sufficient for accurate classification. We demonstrate promising classification of Twitter users for crisis response with methods that are (1) easy to implement and (2) quick to both optimize and infer. | ||||

Abstract | Massive crisis open data is not fully utilized to identify humanitarian needs because most of it is not in a structured format, thus hindering machines to interpret it automatically and process it in a short time into useful information for decision makers. To address these problems, the paper presents a method which merges ontologies and logic rules to represent the humanitarian needs and recommend appropriate humanitarian responses. The main advantage of the method is to identify humanitarian needs and to prioritize humanitarian responses automatically so that the decision makers are not overwhelmed with massive and unrelated information and can focus more on implementing the solutions. The method is implemented on real data from the Hurricane Wilma crisis. The use of the method in the hurricane Wilma crisis shows the potential abilities to identify the humanitarian needs in specific places and to prioritize humanitarian responses in real time. | ||||

Abstract | We designed two decision support tools and employed them during a one-week, simulation-driven experiment that included emergency responders acting in their real-life roles. Each tool visualized a “decision space”: A diagrammatic depiction of the relative desirability of one option versus another, including the inherent uncertainty in the potential outcomes. One requirement was to develop a tool accounting for the impacts of decisions on others, so that emergency responders can make “sympathetic decisions.” For example, one decision space enabled responders to request resources from surrounding jurisdictions while also considering the potential negative effects on the lending organizations. Another decision space enabled responders to engage in a strategic dialogue with the public: “listening” to the public's greatest concerns by mining social media to measure emotion, and thereby suggesting strategic communications addressing those concerns. We report how we designed the decision spaces and the qualitative results of using these spaces during the experiment. | ||||

Abstract | This paper tests the claimed benefits of using geographical information systems (GIS) in emergency response operations. An experimental study comparing command teams using GIS and paper-based maps is presented. The study utilized a combined approach using microworld simulations together with physical artefacts. Participants in the experiment took the role of command teams, facing the task of extinguishing a simulated forest fire. A total of 132 persons, forming 22 teams, participated in the study. In eleven of the teams, the participants were given access to GIS with positioning of fire-brigades as well as sensor data about the fire outbreak. In the other eleven teams, the participants were using paper-based maps. The result shows that teams using GIS performed significantly better than teams with paper-based maps in terms of saved area. Communication volume was considerably reduced in the case of GIS teams. Implications of these results on GIS are discussed as well as methodological considerations for future research. | ||||

Abstract | Infrastructures?both technical and human?are critical components of emergency response, helping to facilitate and shape both formal work practices and the improvisational work that individuals and organizations take part in as they address emergent challenges during unpredictable events. This research explores the relationships between infrastructure and collaborative work in this context, at a time when the infrastructures themselves are rapidly changing and/or under pressure to change due to the introduction of new technology. We interviewed 17 emergency workers from region that had recently experienced a major emergency response. These interviews illuminate weaknesses in some of the systems designed to support the information and communication needs of emergency workers, and demonstrate emergency workers assembling their own ICT infrastructures using familiar off-the-shelf tools like social media platforms and shared Google documents. These findings also highlight the importance of human infrastructure in supporting improvisation and collaboration among emergency workers. | ||||

The phenomenon of digital volunteers and their role in collecting and analyzing social media data provided by disaster affected populations has brought unprecedented opportunities and challenges to the humanitarian system. Central to these processes are the risks and vulnerabilities that these transformations might bring to existing humanitarian actors. Thus, this paper draws upon the work of Anthony Giddens regarding trust to account for the ongoing relational dynamics, and the unpacking of both it's institutional and inter-personal dimensions. The paper identifies two major approaches underlying their collaborative efforts. The first approach concerns a top-down and centralized process of developing a institutionalized forms of interfacing; while the second concerns the development of interpersonal relational infrastructure. | ||||

Abstract | When disasters destroy critical communication infrastructure, smartphone-based Delay-Tolerant Networks (DTNs) can provide basic communication for civilians. Although field tests have shown the practicability of such systems, real-world experiments are expensive and hardly repeatable. Simulations are therefore required for the design and extensive evaluation of novel DTN protocols, but meaningful assertions require realistic mobility models for civilians. In this paper, trace files from a large-scale disaster field test are analyzed to identify typical human behavior patterns in a disaster area. Based on this, we derive a novel civilian disaster mobility model that incorporates identified behaviors such as group-based movement and clustering around points-of-interests such as hospitals and shelters. We evaluate the impact of mobility on DTN communication performance by comparing our model with other established mobility models as well as the trace file dataset in a simulative evaluation based on the field test scenario. In general, our mobility model leads to a more realistic assessment of DTN communication performance compared to other mobility models. | ||||

However, fireground incident commanders (FGCs) frequently do not have access to critical, updated information about a structure, including details that could potentially support more effective response. This gap in the information pipeline has led to significant injuries and fatalities for both civilians and first responders. Towards this end, this paper focuses on evaluating the efficacy of a user interface prototype for supporting decision-making during a simulated commercial structure fire. Sixty-four firefighters (n = 64) from North America participated in this study. Overall, there were no statistical differences in the performance of the firefighters between the two experimental conditions (2D vs. 3D). This study provides preliminary support for the use of 3D models in pre-incident planning practices. More importantly, this initial data serves as a baseline for the development of evidence-based standards for displaying pre-incident planning information to FGCs digitally. | ||||
