Abstract |
In this paper ongoing developments regarding the conceptual setup and subsequent implementation logic of a seamless spatio-temporal population dynamics model are presented. The DynaPop model aims at serving as basic input for social impact evaluation in crisis management. In addition to providing the starting point for assessing population exposure dynamics, i.e. the location and number of affected people at different stages during an event, knowledge of spatio-temporal population distribution patterns is also considered crucial for a set of other related aspects in disaster risk and crisis management including evacuation planning and casualty assessment. DynaPop is implemented via a gridded spatial disaggregation approach and integrates previous efforts on spatio-temporal modeling that account for various aspects of population dynamics such as human mobility and activity patterns that are particularly relevant in picturing the highly dynamic daytime situation. |

Abstract |
Scenarios are frequently used in Emergency Planning and Preparedness. These scenarios are developed based on the hypothesis of occurrence or not of significant events. This is a complex process because of the interrelations between events. This fact, along with the uncertainty about the occurrence or non-occurrence of the events, makes the scenario generation process a challenging issue for emergency managers. In this work a new step-by-step model for clustering scenarios via cross-impact is proposed. The authors. proposal adds tools for detecting critical events and graphical representation to the previous scenario-generation methods based on Cross-Impact Analysis. Moreover, it allows working with large sets of events without using great computational infrastructures. These contributions are expected to be useful for supporting the analysis of critical events and risk assessment tasks in Emergency Planning and Preparedness. Operational issues and practical implications of the model are discussed by means of an example. |

Abstract |
Tsunamis are a major risk for Lisbon (Portugal) coastal areas whose impacts can be extremely high, as confirmed by the past occurrence of major events. For correct risk assessment and awareness and for implementing mitigation measures, detailed simulation of exposure and evacuation is essential. This work uses a spatial modeling approach for estimating residential population distribution and exposure to tsunami flooding by individual building, and for simulating their evacuation travel time considering horizontal and vertical displacement. Results include finer evaluation of exposure to, and evacuation from, a potential tsunami, considering the specific inundation depth and building's height. This more detailed and accurate modeling of exposure to and evacuation from a potential tsunami can benefit risk assessment and contribute to more efficient Crisis Response and Management. © 2012 ISCRAM. |

Abstract |
This paper describes research in progress exploring the use of mobile device technology and citizen sensors, as tools for emergency managers and planners to quickly to gather and map citizen perceptions of risk in communities exposed to tsunami hazards. VAPoR is an agile, deployable system developed at the Spatial Interface Research Lab that does this. It is currently being field tested on the West Coast of Vancouver Island, British Columbia. This evaluation assesses these technologies and methods, and their potential to help emergency planners mitigate risk in coastal communities. © 2012 ISCRAM. |

Abstract |
The mankind has passed through a significant historical frontier, including technological processes where hazardous substances are the potential threats for the employees, the public, environment and property and therefore it is inevitable to pay increased attention to the occurrence of the industrial accidents and mainly to their prevention. The area of safety of technical and technological systems is very closely connected not only with the reliability of the processes but also with the technical as well as social, legal and other aspects. There exist several systematic approaches, methods and techniques to assess industrial processes and risks linked to these processes on the European Union level and also on the national level of each member state. We can mention some basic systematic approaches – MOSAR, CPQRA, ARAMIS, PRA (PSA) widely used in this area. But according to the analyst's needs they usually miss structured and systematic approach, how to complete the risk assessment in steps and what the content of each of these steps is. The main focus of this paper is to discuss the theoretical aspects of the risk assessment in industrial processes and to show the possible approach of structured and systematic methods with support of logical diagrams to fulfill all tasks concerning the industrial accident assessment. Last but not least it is to present the research activities of the Department of Crisis Management, University of Žilina in Žilina, Slovakia. © 2012 ISCRAM. |

Abstract |
Intentional threats including terrorism have become a worldwide catastrophe risk since recent years. To protect the cities from being attacked, the macro-level study of decision analysis should be given more considerations. In this paper, we proposed a model for describing the strategic game between attackers and defenders based on the methodology of matrix game. This model can be employed to determine which target will be selected by attackers and which attacking strategy and defending strategy will be chosen by attackers and defenders respectively. Furthermore, the defenders of the city can use this model to set priorities among their defending strategies. The importance of this work is to establish a reasonable framework for modeling the attacking and defending strategies rather than assessing the real risk of urban targets, so the model is illustrated by using fictitious numbers. The model proposed in this paper can provide scientific basis for macroscopic decision making in responding to intentional threats. © 2012 ISCRAM. |

Abstract |
Throughout its history, Portugal Mainland and Azores Archipelago have suffered the catastrophic effects of earthquakes originating significant damages in buildings and human losses. Being aware of Portuguese seismic risk, civil protection authorities promoted some studies leading to the development of a seismic scenario simulation tool, applicable to some Mainland Portuguese regions. This paper describes recent improvements in the seismic scenario simulation tool, named LNECloss, and illustrates its applications to the evaluation of building damages and social losses, due to plausible seismic scenarios affecting Portugal. Some development requirements were identified in LNECloss simulator, namely making it available as a service on the Web, providing a stand alone tool, with no need of a geographic information desktop environment, although with the GIS capabilities of mapping and synthesis of the seismic scenario effects. In conclusion, the developed GIS Web Service offers a useful tool for seismic risk assessment and emergency planning and management. |

Abstract |
Agro Terrorism is “a hostile attack, towards an agricultural environment, including infrastructures and processes, in order to significantly damage national and international political interests”. This special session within the early warning track is aimed at reducing agro-terrorism related risks by either means of prevention (intelligence gathering using data mining and chatter mining, for example) or means to response to such an attack by early detection of exotic/foreign pathogenic agents, early prediction of disease dispersion patterns, implementation of biosecurity measures, and the development of future methodologies and techniques related to food defense and post-event response. This paper focuses on intention detection using overt data sources on the World Wide Web as they relate to agro-terrorism threats. The paper focuses on early detection that can lead to prevention of such acts, yet a variety of the techniques presented here are also useful for helping in post-event perpetrators detection. © 2012 ISCRAM. |

Abstract |
Crisis organisations depend on telecommunication services; unavailability of these services reduces the effectiveness of crisis response. Crisis organisations should therefore be aware of availability risks, and need a suitable risk assessment method. Such a method needs to be aware of the exceptional circumstances in which crisis organisations operate, and of the commercial structure of modern telecom services. We found that existing risk assessment methods are unsuitable for this problem domain. Hence, crisis organisations do not perform any risk assessment, trust their supplier, or rely on service level agreements, which are not meaningful during crisis situations. We have therefore developed a new risk assessment method, which we call RASTER. We have tested RASTER using a case study at the crisis organisation of a government agency, and improved the method based on the analysis of case results. Our initial validation suggests that the method can yield practical results. © 2012 ISCRAM. |

Abstract |
Governmental organisations are becoming more critically dependant on IT systems such as communication systems or patient data systems, both for their everyday tasks and their role in crisis relief activities. Therefore it is important for the organisation to analyse the reliability of these systems as part of the organisation's risk and vulnerability analysis process. This paper presents a practical risk analysis method for critical, large-scale IT systems in an organisation. The method is based on reliability block diagram modelling and was adapted to fit the requirements of governmental organisations and to reduce the effort required to capture complex failure behaviour. The paper first explicitly lists the requirements that such a risk analysis method must fulfil, then presents the proposed risk analysis method and finally outlines the planned evaluation of this method. © 2012 ISCRAM. |

The present paper introduces a high level modeling language, capable of expressing the concepts and processes of the Strategic Risk Assessment and Contingency Planning in Interconnected Transportation Networks (STAR-TRANS) framework. STAR-TRANS is a comprehensive transportation security risk assessment framework for assessing related risks that provides cohered contingency management procedures for interconnected, interdependent and heterogeneous transport networks. STAR-TRANS modeling Language (STML) is a domain specific language combining language simplicity with a very clear syntax, providing all the necessary elements (assets, threats, incidents, consequences etc.) to model the STAR-TRANS risk assessment framework. © 2012 ISCRAM. |

Abstract |
Modeling the interaction between interdependent systems in dynamic environments represents a promising approach to enabling communities to assess and manage the recurring risk to which they are exposed. We frame the problem as a complex, adaptive system, examining the interaction between transportation and emergency response as a socio-technical system. Using methods of spatial and statistical analysis, we overlaid the engineered transportation system on the organizational emergency response system to identify the thresholds of fragility in each. We present a research design and preliminary results from a small-scale study conducted in the Pittsburgh Metropolitan Region that examined the interaction between the transportation and emergency response systems. These results informed the design of a Situational Assessment Module for emergency managers, currently under development at the University of Pittsburgh. |

Abstract |
Effective management of infrastructural networks in the case of a crisis requires a prior analysis of the vulnerability of spatial networks and identification of critical locations where an interdiction would cause most damage and disruption. This paper presents a preliminary study into how a graph theoretic structural analysis could be used for this purpose. Centrality measures are combined with a dual graph modelling approach in order to identify critical locations in a spatial network. The results of a case study on a street network of a small area in the city of Helsinki indicate that 'betweenness' is the most promising centrality measure for this purpose. Other measures and properties of graphs are under consideration for eventually developing a risk model not only for one but for a group of co-located spatial networks. |

Abstract |
It is frequently conveyed, especially in the media, an idea of “increasing impact of natural hazards” typically attributed to their rising frequency and/or growing vulnerability of populations. However, for certain hazard types, this may be mostly a result of increasing population exposure due to phenomenal global population growth, especially in the most hazardous areas. We investigate temporal changes in potential global population exposure and impacts from earthquakes in the XXth century. Spatial analysis is used to combine historical population distributions with a seismic intensity map. Changes in number of victims were also analyzed, while controlling for the progress in frequency and magnitude of hazard events. There is also a focus on mega-cities and implications of fast urbanization for exposure and risk. Results illustrate the relevance of population growth and exposure for risk assessment and disaster outcome, and underline the need for conducting detailed global mapping of settlements and population distribution. |

Abstract |
In emergency management, the identification of hazards, analysis of risks, development of mitigation and response plans, maintaining of situational awareness and support of response and recovery are all complex responsibilities. A major accident brings together individuals belonging to many different organizations, having backgrounds in different fields of operation, and representing different organizational cultures. They have to absorb a large amount of information about the accident over a short period of time. In order to take effective action, actors are expected to work smoothly together, thus the flow of information from and to the actors involved is crucial. Nevertheless, there are certain problem domains in the different phases of emergency management, which may weaken the flow of information. In this paper we present the findings of the first round of a Delphi study in which we identified problem domains in communication both in long-term and short-term planning for major accidents. |

Abstract |
In order to conduct empirical casualty modelling in China, Chinese historical earthquake events is the essential basis. However, commonly used casualty databases that focus on Chinese earthquakes and provide comprehensive information rarely exist. Regarding this situation, we derived an earthquake casualty database of Mainland China from authorized Chinese published data sources. The casualty database records 520 earthquake events with magnitude 5.0 and greater where at least one casualty is recorded in the time span from 186 BC through December 2011. Each earthquake case contains information on seismic parameters, deaths tolls, number of heavy injuries and light injuries, as well as areas and population of affected regions from intensity VI to intensity IV. Compared with PAGER-CAT, this casualty database provides 146 unique earthquake events and provides more detailed information on heavy injuries and light injures, as well as areas and exposure population of affected regions. This casualty database is an essential supplement for global casualty databases and provides a basis for earthquake casualty modelling on post-earthquake risk estimation in China. |

Abstract |
In the event of natural disasters and extreme events like storms, floods and earthquakes, not only people, residential buildings and infrastructure, but also industry can be seriously affected. Direct losses to installations as well as indirect losses e.g. interruption of production can cause severe damage to companies and the economy as a whole. For a comparative and quantitative risk assessment and as a prerequisite for emergency planning and crisis management (e.g. planning of mitigation measures), a financial appraisal of industrial assets at risk is needed. This paper presents the reference installation approach which is a methodology that allows a consistent and transparent assessment of individual industrial asset values. In this bottom up approach due to the consideration of the heterogeneity of various industrial sectors, the obtained results can be depicted for a detailed spatial distribution and on a high degree of accuracy. |

Abstract |
Assessing a system's vulnerability is a widely used method to estimate the effects of risks. In the past years, increasingly dynamic vulnerability assessments were developed to display changes in vulnerability over time (e.g. in climate change, coastal vulnerability, and flood management). This implies that the dynamic influences of management strategies on vulnerability need to be considered in the selection and implementation of strategies. For this purpose, we present a strategy evaluation framework which is based on dynamic vulnerability assessments. The key contribution reported in this paper is an evaluation framework that considers how well strategies achieve a predefined target level of protection over time. Protection Target Levels are predefined objectives. The framework proposed is inspired by Goal Programming methods and allows distinguishing the relevance of time-dependent achievements by weights. This enables decision-makers to evaluate the overall performance of strategies, to test strategies, and to compare the outcome of strategies. |

Dealing with multi-risk assessment needs reliable forecasting and warning systems able both to rapidly make available observational data and to make accessible forecast tools to the Decision Makers. In this paper we present Dewetra, a real-time integrated system for risk forecasting, monitoring and prevention. We provide a description of its features and examples of its operational use at the Italian Prime Minister Office – National Department for Civil Protection- Centro Funzionale Centrale. In particular is presented its application to flood risk management and to wild fire risk management. |

Abstract |
Disaster Risk Management (DRM) is a multi-dimensional problem complex requiring knowledge and experience from a wide range of disciplines. It also requires a methodology which can collate and organize this knowledge in an effective, transparent manner. Towards this end, seven specialists from the social, natural and engineering sciences collaborated in a facilitated workshop in order to develop a prototype multi-hazard disaster reduction model. The model, developed with computer-Aided morphological analysis (MA), makes it possible to identify and compare risk reduction strategies, and preparedness and mitigation measures, for different types of hazards. Due to time constraints, the model is neither complete nor accurate-but only represents a proof-of-principle. The workshop was sponsored by the Earthquake Disaster Mitigation Research Center (EDM) in Kobe, in January, 2005. |

Abstract |
The identification of elements at risk is an essential part in hazard risk assessment. Especially for recurring natural hazards like floods, an updated database with information about elements exposed to such hazards is fundamental to support crisis preparedness and response activities. However, acquiring and maintaining an up-to-date database with elements at risk requires both detailed local and hazard-specific knowledge, being often a challenge for local communities and risk management bodies. We present a new approach for leveraging Volunteered Geographic Information to identify elements at risk from the free and open-source mapping project OpenStreetMap. We present initial results from a case study in the city of Cologne, Germany, to validate our approach in the case of flood-hazard. Our results show that the identification of elements at flood risk from OpenStreetMap is a suitable and cost-effective alternative for supporting local governments and communities in risk assessment and emergency planning. |

Abstract |
What role should operational risk leaders have in the executive suite? This paper argues that, when nervous CEOs ask “What can go wrong? How can we get ahead of the curve?”, they should look to their operational risk leaders. Those leaders oversee corporate and information security as well as business continuity, crisis management and disaster recovery programs inside companies. That makes them ideally qualified to take the process of crisis management, including analysis of aggregate risk across all silos – To the CEO and then into the boardroom when the need arises, before the corporate crisis is full-blown. |

Abstract |
In a crisis with casualties, while there is no medical intervention, the severity of the injuries increases, and some people may die. Since the number of rescuers is limited, it is necessary to perform a planning and a deployment of this resource on the basis of a risk criterion illustrating the potential increase of the number of casualties at each point of the concerned area. Emergency planning is still a poorly developed science [3]. This paper provides a dynamical model for the number of casualties, inspired from the Verhulst model classically used for biological systems [5], to evaluate this risk criterion as a function of future time. It calculates the evolution of the number of unrescued casualties, the number of dead people, and the number of rescued people, as a function of the number of rescuers. Numerical results are shown. |
