Abstract The need for better team measurement in realistic environments has been recognized as one of the key challenges that characterize the field of team work studies (Salas, Cooke, & Rosen, 2008). This challenge is particularly hard to address in the context of emergency response, due to the inherent complexity and dynamism of the domain. Emergency response is part of the emergency management cycle, and refers to the mobilization of the adequate actors and resources to mitigate the impact of an incident on the public and on the environment (Abrahamsson, Hassel, and Tehler, 2010). Emergency response often requires the cooperation of multiple agencies such as police, medical, and fire services, consequently increasing the complexity of such operations. We report of how SYnRGY – a human-centered emergency response technological tool – is embedded with extensive measurement and simulation capabilities to allow tracing of experts' task models in a silent and reliable way. We describe how these capabilities; combined with an innovative modeling technique – dynamic cognitive task modeling – can be used to extract experts' representations of the task. We discuss the importance of such a model for training, improvement of emergency response procedures and development of emergency response tools. © 2012 ISCRAM.

Abstract Major electricity breakdowns like the Northeast Blackout (USA) in 2003 or the blackout in most parts of Western Europe in 2005, have shown the fundamental role of electricity in our everyday life. The experiences of these accidents show that power suppliers, firefighters, police, county administration and citizens face multifarious challenges in inter-organizational communication, information and coordination processes during coping and recovery work. In this work-in-progress paper we describe early research dealing with inter-organizational issues in emergency management (EM). We are mainly focusing on supporting social practices in inter-organizational EM, for example collaborative interpretation of emergency situations, ad-hoc coordination or supporting citizen communication and helping routines. Identified from our experiences from related projects, discussions and literature studies, we suggest potential questions and future topics in user-driven software engineering processes for EM and domain specific problems, such as supporting citizen participation, coping with information uncertainties and quality variations or enhancing inter-organizational learning.

Abstract In the realm of emergency operations, planning and training is a critical ingredient for success. The use of virtual environments can offer a convenient means of practicing and simulating activities in an emergency operations center (EOC). Although many virtual environments strive to offer realism in their simulations of weather, population, and incident happenings, they often fall short in terms of collaboration among simulation participants: unless participants are at the same physical location, their ability to see and interact with one and other is limited. Moreover, interactivity that is possible may not be truly synchronous (e.g., network lag can cause activities to happen out of order). These are compelling drawbacks to computer-based EOC simulators/trainers, since collaboration is a cornerstone for successful EOC teams. To address these problems, we present the virtual EOC. Our prototype aims to provide a collaborative virtual environment that enables interactivity among participants while executing synchronous, script-driven tests and simulations.

Abstract In rapid-onset disasters the time needed for evacuation is crucial. Aside from the behaviour of the population, the

road network plays a fundamental role. It serves as a medium to reach a safe area. This study analyses the entire

evacuation process, from decision-making up to the arrival at an evacuation zone by combining standardised

questionnaires and GIS-based simulation. Based on a case study in the Chilean community of Talcahuano, an

event-based past scenario and a hypothetical future scenario is investigated, integrating the affected population in

the research process. The main problem identified in past evacuations has been time delay due to congestions,

which also is evident in the results of the hypothetical future scenario. A result which supports evacuation by foot.

This paper argues that a combination of scientific methods is essential for analysing evacuation and to reduce the

risk due to time delay, critical route and transport medium choice.

Abstract Even though there are approaches for responsible research and innovation and recommendations on how to use IT, there is a lack of standardisation and guidance that integrates the perspectives of researchers, technology developers, end users, and society at large. In this paper we describe is-IT-ethical?, a European knowledge and service hub we are developing for diverse parties involved in crisis and disaster risk management with a commitment to European values and fundamental rights. The overarching rationale of the initiative is to support European societies' need to effectively balance the benefits of IT with values of democracy and fundamental rights, especially privacy and data protection. The initiative builds on more than seven years of research with practitioners, academic, and commercial IT designers. This paper describes our motivations and a prototype.

Abstract The role of common citizens within the emergency management (EM) process is crucial in order to support efficiently the operators' activities during the response phase. Moreover, their participation is strictly related to their profile and their experience in previous events. In a previous contribution we identified the different roles that the citizens can play for an effective cooperation with the EM workers. In this paper, we introduce an emergency tool based on a mobile application designed to support the activities of the citizens acting as Agent. The Agents have specific capabilities recognized by the EM Operation Center (OC) to execute actions under the remote supervision of the EM operators. The proposed tool allows the Agents to receive information from the OC and to visualize it through an advanced visualization modality. In particular, available information is previously collected by the center from the witnesses and the affected people that have alerted about it.

Abstract Security-critical processes of emergency response are part of a complex system of people, organisation and

technology. They are often characterised by their own dynamics, interconnectedness and information deficits. In

addition, a wide variety of stakeholders, some from different organisations, work together, each specialising in a

specific area. In order to capture this (process-) knowledge in risk management, information from the experts is

necessary. However, experts are difficult to access, often separated locally, cost-intensive and usually have little

time (discussion-) capacity. A pictogram-based process visualisation was developed within the risk management

concept. The method could be validated within a European project in an expert workshop. This was done using

the example of a CBRN mass casualty incident. By using the methods presented, very good qualitative and

quantitative results can be achieved from the perspectives of various organisations and their experts. The limited

resource ?expert? is used optimally.

Abstract Effective risk management begins with successful risk identification. Unfortunately, traditional approaches may lead to haphazard and incomplete results. To overcome this, we present a new integrative approach to improve risk identification that sequentially investigates protector-views and narrow scopes using literature review, ethnography, and subject matter expertise. This paper illustrates this approach by identifying man-made and natural threats to mass-gathering events in general, and stadium security as an example. Improving risk identification enhances resilience to known risks by enabling planning and development of targeted response strategies. Working from a more complete portfolio of risk resilience strategies may also improve flexibility and agility to respond to new and emerging risks.

Abstract In this paper, methodological issues in research and training of complex command and control structures in emergency management are addressed. In particular, a methodological approach combining real-time role-playing exercise, after action review and observations is presented. An explorative study-ALFA-05-utilizing this approach is described. A brief overview of methodological aspects of preparation and execution is given. Further, experience gained and methodological lessons learned are also discussed. Finally, real-time role-playing exercise in combination with other methods is suggested as a feasible method for researchers and exercise managers to tackle present and future command and control in complex settings, where interaction and communication are in focus. In addition, areas for further development of the real-time role-playing exercises as a research method are suggested.

Abstract In this article, we want to present the concept for a risk management approach to assess the condition of critical infrastructure networks within metropolitan areas, their interdependencies among each other and the potential cascading effects. In contrast to existing solutions, this concept aims at providing a holistic view on the variety of interconnected networks within a city and the complex dependencies among them. Therefore, stochastic models and simulations are integrated into risk management to improve the assessment of cascading effects and support decision makers in crisis situations. This holistic view will allow risk managers at the city administration as well as emergency organizations to understand the full consequences of an incident and plan mitigation actions accordingly. Additionally, the approach will help to further strengthen the resilience of the entire city as well as the individual critical infrastructures in crisis situations.

Abstract Using actors from different societal sectors can improve the response operation quality in emergency management. The different roles, tasks and responsibilities these actors have in response operations and the legal frameworks they work within influence their needs for proper information system support. There is thus a substantial need to study and systemize the concept of “new actors” before providing them with technical solutions. In this study, a framework is constructed showing 14 dimensions of new actors that need to be considered when new actors are studied in more detail.

Abstract Despite the efforts that have been made to inform the community about the possible environmental risks, there is still a general lack of information. Currently, we are working on a flood risk scenario focused on a proposal towards a resilient culture together with the support of Information Technologies (IT) as a way to manage information. The goal is twofold: (i) on the one hand, to manage data in a small scenario to analyze and process the data collected from sensors in different sites in a micro-basin. Data get from data processing such as flow and velocity will then be the input data for hydraulic models to predict floods downstream; (ii) on the other hand, to publicize the predictions and the data already processed means people can benefit from information on flood risks, and the different participants may change their perception and consider cooperating in improving resilience.

Abstract The basis of this article is an ethnographical study conducted in a German electricity provider company. The energy supply sector is an important domain in the field of emergency management research since electricity providers maintain an important infrastructure in various crisis scenarios. There exist many dependencies and interrelations between power infrastructure providers and authorities and corporations in cases of emergency. The maintenance workers of electricity infrastructures deal on a daily basis with problems that may emerge into a crisis on a larger scale. Our paper focuses this special division of the company – service workers in two different regions, one department located in a major German city and the other in a rural area. The categories of convergence of physical and electronical working appliances and infrastructures and socio-spatially bound knowledge serve to understand and analyse the work practices of the service workers as preliminary investigations to system development. Within these categories we also comment on the methodological implications for ethnographic analysis and technology development processes.

Abstract In disasters, local civilians on or near the scene, are often first to respond and give aid. Therefore, the public needs to be well-informed with accurate, time critical information. However, a primary information source is event-specific scales that are inconsistent in their categorization and measurement, adding confusion to public responsiveness. These scales are not extendable to new emergencies in a changing world. We argue for development of a unified emergency scale to facilitate communication and understanding. This scale will inform local communities with regional community-specific information, and will be extendable for further use by professional responders. Research in progress elicited 15 dimensions of an emergency using a Delphi-like process and then ranked the dimensions by importance utilizing Thurstone's Law of Comparative Judgment. Contributions of this paper are to highlight the need for an unequivocal, unified scale and further its development.

Abstract KENNEL is a deployable IoT-based system consisting of a network of unattended ground sensors, known as Threat Detection Boxes (TDBs), which may be outfitted with any variety of custom and commercial-off-the-shelf sensors for hazard detection. The KENNEL system fills a technological gap for sensor fusion, interpretation, and real-time alerting via existing information management systems, such as Team Awareness Kit (TAK). First responders face a critical need for improved situational awareness, detection, and response to hazardous events. KENNEL provides a first of its kind, low-cost sensing & data fusion platform that is highly extensible, configurable, and self-sustaining, opening a world of modernization and innovation possibilities across the first responder domain. TDBs may also be statically or ad hoc deployed, improving flexibility, stand-off hazard detection, and resilience in the operational domain. From critical infrastructure monitoring to wearables, the system affords timeliness of critical information for effective risk management and increased personnel safety.

Abstract This paper describes a prototype system that integrates social media analysis into the European Flood Awareness

System (EFAS). This integration allows the collection of social media data to be automatically triggered by flood

risk warnings determined by a hydro-meteorological model. Then, we adopt a multi-lingual approach to find

flood-related messages by employing two state-of-the-art methodologies: language-agnostic word embeddings

and language-aligned word embeddings. Both approaches can be used to bootstrap a classifier of social media

messages for a new language with little or no labeled data. Finally, we describe a method for selecting relevant and

representative messages and displaying them back in the interface of EFAS.

Abstract Crisis and disaster management are increasingly characterized by interactive systems intended to be valuable support for professionals and volunteers in preventing, preparing for, responding to and recovering from major incidents and accidents. Therefore, usability in terms of safe and efficient usage of computer-based solutions becomes a crucial factor for successful crisis and disaster management. In order to ensure usability, it has to be addressed systematically throughout any development process. In this paper, established engineering approaches to crisis and disaster management systems are summarized. Subsequently, resemblances (e.g. diversity of users and devices) and differences (e.g. scalability) between safety-critical contexts of medical device design and crisis management are outlined. Following this, recommendations for applying usability engineering processes to disaster management are derived from standards and guidelines according to medical device design (IEC 62366-1:2015, ISO 14971:2007). Particularly, relationships and interactions between usability engineering and risk managements measures (e.g. hazard-related use scenarios) are described.
