Abstract |
Emergency planning is an ongoing activity in which a multidisciplinary group of experts intermittently collaborate to define the most appropriate response to risks. One of the most important tasks of emergency planning is risk reduction. Such a task compiles the analysis of capabilities to face an emergency, the prioritizing of activities, and the definition of procedures and strategies. It is therefore a reflection process based on exchanging information between planners and exploring alternatives. Despite the exploration of alternatives is an especially relevant activity to design better plans, recent research on computer-mediated collaborative tools for planning do not usually offer support for this activity. Thus, with the purpose of supporting reflection during the development of risk reduction tasks, this paper presents an exploratory design tool that allow planners to assess the space of alternatives and the underlying information related those alternatives. This planning tool will help planners to examine and contextualize information, allowing them to define more suitable response strategies. |

Abstract |
Large-scale safety and security incidents typically require the coordinated effort of multiple organisations. A networked organisation is generally seen as the most appropriate structure for coordination within safety and security collaborations. Such networks generally are mixed-sector networks in the sense that the strategic orientations of the contributing organisations differ. Our research focuses on how to prevent, overcome and cope with the tensions resulting from this mixed-sector nature. We studied cases of three major Dutch events and our preliminarily findings were that an active network governance approach contributes to a more decisive and more purposive organisation. The flexibility and decisiveness of the networked organisation can be enhanced if in addition informal network governance measures are applied. Moreover, a purposive information infrastructure, directed towards a limited number of clear priority issues, is a key enabler of the functioning of the network. |

Abstract |
This paper summarizes the development of a Cross Impact and Interpretive Structural Model of the interactions of 16 critical infrastructures during disasters. It is based on the estimates of seven professionals in Emergency Management areas and was conducted as an online survey and Delphi Process. We describe the process used and the current results, indicating some of the disagreements in the estimates. The initial results indicate some very interesting impacts of events on one another, resulting in the clustering of events into mini-scenarios. |

Abstract |
This paper describes the field tests of a simulation based game aiming at raising awareness and creating a deeper understanding of the dynamics of the comprehensive approach (CA). The setting of this game is that of a failed state where an UN intervention takes place after massive conflict that requires a CA to stabilize the situation. That is, the civil and military actors need to collaborate effectively, taking into account their respective strengths, mandates and roles. Underlying the game is the Go4it CA simulation Model (GCAM2.0). GCAM2.0 was extensively field-tested in eight sessions with about 16 persons each, aiming at assessment of the perceived realism and learning effects. It was found to provide a sufficiently authentic experience to obtain awareness of the CA in novices. With regard to improving the deeper understanding of the dynamics and complexity of the CA, in a cooperation-oriented setting only deeper learning can be reached. |

Abstract |
Volunteer and Technical Communities (V&TCs) with expertise in the collection, analysis and presentation of data and the development of supporting technologies, have potential to inform humanitarian aid organizations and help increase the efficiency of their operations. This study analyzes the role of V&TCs during recent response efforts and identifies a number of challenges of organizational nature that need to be overcome in order for aid organizations to harness the potential of V&TCs. The study finds that V&TCs can broadly be categorized into software platform development communities, mapping collaborations, expert networks and data aggregators. Evidence of collaboration with aid organizations however remains limited, suggesting a number of barriers need to be overcome, including (1) limited resources; (2) the management of volunteers; (3) different levels of engagement; (4) level of commitment by V&TCs; (5) different ways of working; and (6) aid organizations' limited knowledge about V&TCs' expertise. |

Abstract |
Studies examining the role of social media (SM) use in a crisis often examine the use of SM following a largescale crisis requiring an immediate response. In contrast, this working paper examines the usefulness of SM during an extended crisis, in the form of a heat wave. Authors use the 2013 UK heat wave as a case study to examine how SM was used by different stakeholders during the event, what function(s) SM had, how it was engaged with by the online community and accordingly, what value it contributed to crisis management activities. Findings show that ultimately the nature of the crisis, particularly in relation to populations who are most likely to be vulnerable to its effects, plays an integral role to the value of SM in preparation and response activities. |

Abstract |
The use of social media in a crisis has been applauded, and is witnessing an increase in uptake among those involved in crisis management activities, including citizens. Whilst some challenges have been discussed elsewhere, somewhat lacking is a discussion on the impact of sharing information on the security of those that may have been recorded. Accordingly, this working paper aims to provide preliminary results of an initial mapping task that seeks to examine the impact of the use of social media in a crisis on the social and ethical wellbeing of the security of the citizen. Authors argue that the heightened involvement of citizen journalism results in the filtering of information after its online publication which raises concerns relating to the dissemination of false information and a threat to an individual's privacy. Such issues should be adequately addressed in the encouragement and use of citizen contributions in crisis response. |

Abstract |
The increased use of social media, such as Twitter, was widely reported on Japanese media after the Great East Japan Earthquake of March 11, 2011. This study is a qualitative investigation of the use of Twitter by the stranded commuters and their supporters in the Tokyo metropolitan area immediately after the earthquake. This paper describes the possibilities and problems of Twitter use under a rapidly changing disaster situation. During the first evening of this disaster, the Japan Railroad and other railroad systems ceased their operations in the Tokyo area. This left more than five million commuters stranded in the area. Many commuters walked hours to return home, while others struggled to find temporary shelter and stayed overnight in the city. This study also explores if Twitter was an effective navigator for helping stranded commuters return home or find shelter. |

Abstract |
In recent years, Early Warning Systems (EWS) have proven their value by saving many lives. However, most in-vestments into EWS were motivated directly by experienced disaster events and rarely pro-actively by possible up-coming threats. In order to change that we think that besides ethical and humanitarian reasons also the positive economic effects should be analyzed. EWS also help to protect property, but their contribution is not as obvious in that field due to the lack of quantitative models. This paper presents a disaster-independent formula that shows the benefits of EWS. Additional value to existing approaches is based on its advanced focus on behavioral aspects and the benefits of EWS in comparison to warnings issued via social media. We consider this work as an important contribution for future investments into warning technologies. However, yet this model just provides a theoretical framework for necessary empirical studies that are subject of further research. |

Abstract |
The dynamic nature of emergency decision making exerts difficulty to decision makers for achieving effective management. In this regard, we suggest a dynamic decision making model based on Markov decision process. Our model copes with the dynamic decision problems quantitatively and computationally, and has powerful expression ability to model the emergency decision problems. We use a wildfire scenario to demonstrate the implementation of the model, as well as the solution to the firefighting problem. The advantages of our model in emergency management domain are discussed and concluded in the last. |

Abstract |
This paper presents a dynamic data driven approach of describing driving variability in microscopic traffic simulations for both normal and emergency situations. A four-layer DGIT (Decision, Games, Individual and Transform) framework provides the capability of describing the driving variability among different scenarios, vehicles, time and models. A four-step CCAR (Capture, Calibration, Analysis and Refactor) procedure captures the driving behaviors from mass real-time data to calibrate and analyze the driving variability. Combining the DGIT framework and the CCAR procedure, the system can carry out adaptive simulation in both normal and emergency situations, so that be able to provide more accurate prediction of traffic scenarios and help for decision-making support. A preliminary experiment is performed on a major urban road, and the results verified the feasibility and capability of providing prediction and decision-making support. |

Abstract |
Simulation exercises are particularly popular for training in emergency situations. Exercises can vary in their degree of realism, complexity and level of stress, but they all try to reproduce a scenario of a real emergency so that each participant simulates the actions carried out for the role they should play. They not only support effective and situated learning, but they can also serve to improve the plan by allowing the identification of weak points and potential drawbacks in it. To facilitate the design and implementation of 3D virtual environments in which training exercises can be conducted, in this paper we propose to use the Cross-Impact Analysis technique in combination with an educational game platform called GRE. Abstract |
European Union is an important global actor – in terms of economy, welfare and soft security – but its institutional development and ambitions has to consider both the issues of grand challenges, resilience, disaster management, in accordance with its citizens' will and skills. The Lisbon Treaty as well as the recent legislation on civil protection produced incremental change and improved the Emergency Management. However, there are not studies to check how the new institutions, the knowledge flows or decisions work. The final goal of this short paper is to structure an inquiring system and design a research project on assessing the civil protection policy in the EU through a Delphi study with experts and practitioners. While the first part frames the issues the second part will design the methodology and sampling strategy for a Delphi technique. |
