Abstract The NREFS project is re-evaluating the management of radiation accidents, paying attention to environmental, financial and safety issues and to the threat and response phase. In designing our project some two years ago, we were concerned to avoid any assumption that a future accident will be similar to a past accident, in particular the Chernobyl and Fukushima Accidents. After a year of research on the issues to be considered and the criteria that could or should drive the decision making, our concern has increased. We have found that international guidance provided by organisations such as ICRP and IAEA lack the specificity to help decision makers. Precedent set in the handling of earlier accidents provides much clearer and tighter guidance – and, moreover, one may feel that that the public will expect them to follow such precedent. Unfortunately the circumstances of a future accident may make precedent inapplicable. Consequently we believe that there is an urgent need to think more widely about nuclear emergency management.

Abstract Decision support systems can recommend strategies for disaster management, which can be further discussed by decision-makers. To provide rationales for the recommendations, the strategies need to be assessed according to relevant criteria. If several strategies are available, the criteria can be used for ranking the strategies. This paper addresses the issue concerning the choice of suitable criteria from several perspectives. The assessment integrates concepts on robustness, experience with regard to the implementation of a strategy, quantifiable ratios which can be deduced from simulations, and system-specific parameters. Objectives are to facilitate transparency with respect to the assessments, to provide a basis for discussions concerning the strategies, and to preserve adaptability and flexibility to account for the variability of disasters and users' preferences. The assessment should be used for ranking solutions gained from a case-based reasoning system and to reveal contributions of criteria values to the overall assessment.

Abstract This paper describes the design, execution, and results of a participatory design workshop with emergency public information officers (PIOs). During the workshop, PIOs and researchers explored ideas and designs for supporting the social media needs of PIO work. Results indicate that PIO perceptions of social media have changed as they have learned to incorporate activities of the public into their work, yet they still struggle with issues of trust and liability. Based on workshop design activities, the paper offers a set of design recommendations for supporting the social media needs of PIO work practice such as the ability to monitor, document, and report social media activity.

Abstract Many services provide weather forecasts, including severe weather alerts for the marine. It proves that many ships neglect the warnings because they expect to be able to handle the bad weather conditions. In order to identify possible unsafe situations the Coast Guard needs to observe marine vessel traffic 24 hours, 7 days a week. In this paper we propose a system that is able to support the Coast Guard. Ships can be localized and tracked individually using the Automatic Identification System (AIS). We present a system which is able to send a personal alert to ships expected to be in danger now or the near future. Ships will be monitored in the dangerous hours and routed to safe areas in the shortest time. The system is based on AIS data, probabilistic reasoning and expertise from the Coast Guard. A first prototype will be presented for open waters around the Netherlands.

Abstract The purpose of this field study was investigate teamwork and communication among event management personnel, to assess the degree to which PROBE, the advanced prototype they were using to manage a CBRNE simulation, would adequately meet their needs. The study was a continuation of previous research conducted in the early phase of PROBE development. Two communication-related analyses were applied to identify instances of effective and of ineffective communication among the management team. These revealed that communication was mostly effective. However, the one serious communication breakdown that was observed could have had fatal consequences. It showed that great care must be taken to ensure the safety of first responders at all times when evaluating prototypes in the field. A list of questions was generated from the lessons learned to assist future researchers prepare for CBRNE field studies.

Abstract Serious games are an effective tool for giving players a hands-on, immersive experience of crisis situations. To simplify the design of such games while ensuring their relevance, we propose a design method that is based on reference tasks. The feasibility of this approach is demonstrated by the improved design of the serious game “Disaster in my Backyard” that has been played during ISCRAM Summer school 2013. The design incorporates humanitarian logistics, search-and-rescue and coordination tasks. We also present the lessons learned from this instantiation of the game and give an outlook towards future research, such as the evaluation of tools for crisis response and management through the use of serious games and reference tasks.

Abstract Information systems that support crisis responders and disaster risk management efforts are complex sociotechnical phenomena comprised of human capacities and relationships, data and software tools. Research in crisis informatics has highlighted the ways in which emergent groups of digital volunteers, or volunteer technical communities, have mobilized during disaster events to support information management efforts. This paper describes an action research project to support the creation of an ex ante volunteer technical community from among the potentially affected population in Kathmandu, Nepal, one of the most seismically at-risk cities in the world. In exploring this case, we argue that projects that attempt to create local open data ecosystems can be valuable but require investment in their design, execution and on-going maintenance.

Abstract In this paper we tell a version of the story of the bombing of the Boston Marathon. At first, two online groups gathered images, video and textual information concerning the bombing of the Boston Marathon and shared these with the FBI and amongst themselves. Secondly, these groups then created mechanisms to conduct their own investigation into the identities of the perpetrators. Finally, the larger national media followed the results of these online group investigations and reported these as fact to a national audience. We choose Twitter as our data repository and conducted quantitative analyses of tweets sent during the Boston Bombing. The implications for not incorporating public crowd participation within the standard operating procedures of emergency services may result in either a loss of public confidence in the slow-moving nature of official response to uncontrollable, dangerous and irresponsible public and media participation that exacerbates the negative effects of any disaster.

Abstract Analysis of social media and traditional media provides significant information to first responders in times of natural disasters. Sentiment analysis, particularly of social media originating from the affected population, forms an integral part of multifaceted media analysis. The current paper extends an existing methodology to the domain of natural disasters, broadens the support of multiple languages and introduces a new manner of classification. The performance of the approach is evaluated on a recently collected dataset manually annotated by three human annotators as a reference. The experiments show a high agreement rate between the approach taken and the annotators. Furthermore, the paper presents the initial application of the resulting technology and models to sentiment analysis of social media data in German, covering data collected during the Central European floods of 2013.

Abstract The increasingly sophisticated sensors supported by modern smartphones open up novel research opportunities, such as mobile phone sensing. One of the most challenging of these research areas is context-aware and activity recognition. The Smart Rescue project takes advantage of smartphone sensing, processing and communication capabilities to monitor hazards and track people in a disaster. The goal is to help crisis managers and members of the public in early hazard detection, prediction, and in devising risk-minimizing evacuation plans when disaster strikes. In this paper we suggest a novel smartphone-based communication framework. It uses specific machine learning techniques that intelligently process sensor readings into useful information for the crisis responders. Core to the framework is a content-based publish-subscribe mechanism that allows flexible sharing of sensor data and computation results. We also evaluate a preliminary implementation of the platform, involving a smartphone app that reads and shares mobile phone sensor data for activity recognition.

Abstract Studies examining the role of social media (SM) use in a crisis often examine the use of SM following a largescale crisis requiring an immediate response. In contrast, this working paper examines the usefulness of SM during an extended crisis, in the form of a heat wave. Authors use the 2013 UK heat wave as a case study to examine how SM was used by different stakeholders during the event, what function(s) SM had, how it was engaged with by the online community and accordingly, what value it contributed to crisis management activities. Findings show that ultimately the nature of the crisis, particularly in relation to populations who are most likely to be vulnerable to its effects, plays an integral role to the value of SM in preparation and response activities.

Abstract This practitioner paper outlines some of the benefits for the use of social media, from the perspective of a local-level or county-level emergency manager (EM). As compared to state and national level emergency management, because local level EMs have limited manpower and resources, social media can positively or negatively impact the effectiveness of communication before, during and after disaster strikes. Outlined in this paper are six key points where local EMs have specific needs that could be addressed by the effective use of social media and, in the opinion of the authors, represent the top issues that EMs face when considering how to leverage Twitter, Facebook, YouTube, Instagram and other social media platforms. The six needs addressed in this paper include: 1) Best practices for general social media use by EMs, 2) Social media use for internal command and control within the EM group, 3) Developing situation awareness by monitoring social media, especially prior to predicable events, 4) Communicating disaster preparedness messages through social media, 5)Using social media for gathering damage assessment information during, or immediately following a crisis,and 6) Leveraging social media volunteer groups. This short paper picks up where the Federal Emergency Management Agency's social media training leaves off and attempts to represent these six needs as use cases for researchers and developers to address in future publications and products.

Abstract Social media together with still growing social media communities has become a powerful and promising solution in crisis and emergency management. Previous crisis events have proved that social media and mobile technologies used by citizens (widely) and public services (to some extent) have contributed to the post-crisis relief efforts. The iSAR+ EU FP7 project aims at providing solutions empowering citizens and PPDR (Public Protection and Disaster Relief) organizations in online and mobile communications for the purpose of crisis management especially in search and rescue operations. This paper presents the results of survey aiming at identification of preliminary end-user requirements in the close interworking with end-users across Europe.

Abstract This paper advances a growing body of mobile mapping work which captures building scale tornado damage in order to reveal vulnerabilities, or protections, within an otherwise apparently homogenous damage path. The hope is to find how micro geography, or built environment structure patterning might lead to policy advances with regards to rebuilding of critical infrastructure in tornado prone areas. This paper will use spatially encoded video to record damage patterns for the Washington, Illinois tornado of November 17, 2013. What makes this event notable is the location and time of year which can be considered outside the norm. Individual building damage data are coded using the Tornado Injury Scale (TIS) and then analyzed using two forms of local area spatial analysis – a Getis-Ord (Gi) z-score analysis to identify hotspots of damage, and a Local Moran's I to identify building outliers within hotspots.

Abstract Currently, the city of Rio de Janeiro is is in total evidence, hosting important events such as the Pope's Francis' visit in 2013, the World Cup in 2014 and the Olympic Games in 2016. In order to make the population aware, of some environmental problems this article was produced to analyze what factors people consider dangerous. In 2011, Rio de Janeiro went through difficult times, caused by one of the biggest floods seen in the city which ended up partly destroying cities of the state's the mountain region. Kids from aged 10 to 13 years from a high school in Rio were invited to participate in a study and they had to answer questionnaires before and after playing the game. From the results obtained, we analyzed how the game “Stop Disasters” developed by the by the UN can help create awareness and learning on how to behave in flooding situations at an accelerated rate.

Abstract We use the term “Personal Safety Assistants” (PSAs) to refer to a family of mobile information systems that intend to reduce the risks of both citizens and responders in emergency responses. Using their mobile devices, they can access to personalized views of the emergency plans including context-aware evacuation instructions or real time guidance to specific locations for rescue operations, among others. Additionally, both responders and citizens act as context sources sending fresh information (e.g. pictures of damaged areas) to the command and control center, increasing situational awareness. In this paper, we show how the SUCRE infrastructure collects and processes contextual information to improve the information infrastructure during responses. We describe the current status of the system and outline the incoming enhancements.

Abstract Engineering reconnaissance following an extreme event is critical in identifying the causes of infrastructure failure and minimizing such consequences in similar future events. Typically, however, much of the data about infrastructure performance and the progression of geological phenomena are lost during the event or soon after as efforts move to the recovery phase. A better methodology for reliable and rapid collection of perishable hazards data will enhance scientific inquiry and accelerate the building of disaster-resilient cities. In this paper, we explore ways to support post-event reconnaissance through the strategic collection and reuse of social media data and other remote sources of information, in response to the September 2013 flooding in Colorado. We show how tweets, particularly with postings of visual data and references to location, may be used to directly support geotechnical experts by helping to digitally survey the affected region and to navigate optimal paths through the physical space in preparation for direct observation.

Abstract Training is a prerequisite for effective and efficient emergency response and management. Information technology (IT) offers high potential to support various educational methods and environments. One example for interdependent use cases is given by planning, controlling, observation and debriefing of training exercises. Dedicated IT systems are available to support these use cases; nevertheless, there is no joint understanding of system use cases, types and functionality as a fundament for scientific and technological progress. This work in progress paper presents results of literature and market research complemented by expert interviews leading to a taxonomy of relevant IT components and systems.

Abstract On the morning of April 15, 2013, an Improvised Explosive Device (IED) was detonated near the finish line of the Boston Marathon, resulting in a large number of casualties. This generated a week-long response under the US National Incident Management System. In this paper, we examine online, terse messages broadcast by responding organizations and their amplification by other official entities via retransmission. Content analysis of official messages shows strong similarities with posting patterns previously observed in response to natural hazards, with the primary exception of themes related to the criminal investigation, suggesting a possible revision of guidelines for public information in light of the needs arising from extended counterterrorism operations undertaken in an urban environment. Network analysis demonstrates message posting and amplification were dominated by local actors, underscoring the importance of local readiness for management of official public information activities in the context of extremely high-profile events.

Abstract This short insights paper examines IT Supported Emergency Response systems from the perspective of the digital divide and access for disabled people. It is argued that inclusive design is often overlooked in the development of emergency systems and this can lead to increased marginalisation of certain societal groups, such as disabled people and older people. Given the importance of equality of provision in relation to emergency responses there is a need to examine accessibility policy in this area to determine whether it enables the equal participation of all. This is important both in relation to the ability to access key information in an emergency situation and to participate in crowdsourced data generation to help in the targeting of resources, both at the time of an emergency and in subsequent planning. This insights paper takes both a practical and theoretical approach and focuses upon key policies emanating from the EU and UK.

The Port Resiliency Program (PReP) presents a practical framework to enhance port resiliency and improve evaluation to support continuous improvement. Approaches include analyzing strengths and weaknesses, fostering understanding, communication, and cooperation among stakeholders, caching essential resources ahead of time, building a comprehensive archive of literature, and targeting exercises to close gaps in preparedness.

Abstract In a highly connected world, information coming from different media sources and social relationships are more quickly disseminated than ever before. Natural disasters such as Typhoon Haiyan capture attention globally. Investigations of how people respond to the credibility of different sources have implications for policy making and information systems design. In this paper, we studied how different factors (strength of social ties and sources of crisis information) affect perception of credibility of crisis information about natural disasters. Our analysis and findings indicate that for crisis information about natural disasters, people tend to trust traditional media channels, such as printed news, and televised news. The type of social tie also influences the perceived credibility of the crisis information.

Abstract Emergency planning is an ongoing activity in which a multidisciplinary group of experts intermittently collaborate to define the most appropriate response to risks. One of the most important tasks of emergency planning is risk reduction. Such a task compiles the analysis of capabilities to face an emergency, the prioritizing of activities, and the definition of procedures and strategies. It is therefore a reflection process based on exchanging information between planners and exploring alternatives. Despite the exploration of alternatives is an especially relevant activity to design better plans, recent research on computer-mediated collaborative tools for planning do not usually offer support for this activity. Thus, with the purpose of supporting reflection during the development of risk reduction tasks, this paper presents an exploratory design tool that allow planners to assess the space of alternatives and the underlying information related those alternatives. This planning tool will help planners to examine and contextualize information, allowing them to define more suitable response strategies.

Abstract Early Warning Systems (EWS) provide an effective measure for better disaster preparedness, response, and mitigation. The effectiveness of EWS depends highly on the ability to distribute alert message to the persons that will be affected. In this context mobile devices play already a vital role in the ability to reach people in time and at the endangered location. Most existing approaches focus on mass dissemination methods via SMS and Cell-Broadcasting. As these approaches are effective to inform masses about a disaster with one message for all they have their weaknesses in telling the people how to respond according to their location and provide individual guidance (e.g. by maps) within specific communities. Research in disaster management gives strong evidence that the later is often crucial for better disaster response. Accordingly, we witness an increasing demand for more community-centered warnings systems solutions. This paper introduces the general foundations and architecture for alert services on mobile devices that adapt incoming alert information to the profile and situation of user groups and even individual users. The approach is scalable for different communitycentered warning systems. Its first applicability and community engagement effects are shown in the example of the community-centered public disaster alert system in Germany and a target group specific weather hazard alert system, KATWARN and WIND with currently over 2.5 million subscribed users, which was developed by the authors.

Abstract Crowdsourcing has the potential to become a crucial information source in disaster management. In order to become effective as an integrated part of disaster management systems it is important to set the general architectural foundations for such integrations beyond prototypical experiments. This paper discusses general architectural principles of the application of crowdsourcing in Early Warning Systems (EWS). An integrated architecture is proposed to use classical sensor data and crowdsourcing in an EWS solution. Therefore, typical components of crowdsourcing applications are identified and mapped to monitoring subsystems of EWS's. Three main structural variants of applying crowdsourcing in early warning systems along the example of a prototypical extension of two existing large-scale hydro-meteorological warning systems are presented.
