Abstract |
Epidemiological monitoring systems are used to control the evolution of disease spreading and to suggest action plans to prevent identified risks. In this domain, risk prediction is based on quantitative approaches that are hardly usable when data collection is not possible. In this paper, a qualitative approach based on an epidemiological monitoring ontology is proposed. We describe the design of this ontology and show how it fits into classical monitoring systems and helps overcoming limits related to quantitative approaches. © 2012 ISCRAM. |

Abstract |
This paper introduces the experimental design we developed for the analysis of asynchronous negotiations among five different stakeholders as they work towards consensus on the functional system requirements that are needed for a common emergency response information system. We present three analytical preference models to measure the evolving consensus and conflict among the stakeholders as they modify their preferences during the negotiation. We illustrate the use of these techniques for obtaining a detailed understanding of the negotiation dynamics among the stakeholders. © Proceedings ISCRAM 2004. |

Abstract |
Despite the significant advances that software and hardware technologies have brought to the emergency management field, some islands remain where innovation has had little impact. Among them, emergency plan management is of particular relevance due to their key role in the direction of teams during responses. Aspects like coordination, collaboration, and others are spread in plain text sentences, impeding automatic tool support to improve team per-formance. Moreover, administrative management of plans becomes a mere document management activity. In this paper, we present SAGA, an architecture that supports the full lifecycle of advanced emergency plan management. By advanced we mean plans that include new types of interaction such as hypermedia and advanced process definition languages to provide precise specification of response procedures. SAGA provides all the actors involved in plan management a number of tools supporting all the stages of the plan lifecycle, from its creation to its use in training drills or actual responses. It is intended to be instantiated in systems promoted by civil defense agencies, providing administrative support to plan management; additionally, editing tools for plan designers and tools for analysis and improvement of such plans by organizations are provided. Plan enactment facilities in emergency response are also integrated. To our knowledge, it is the very first proposal that covers all the aspects of plan man-agement. © 2012 ISCRAM. |

Abstract |
Creating a 'common view' between all stakeholders on the course of an emergency situation and the possible consequences is a challenge for any crisis management organisation. In the SCKâEUR¢CEN nuclear emergency preparedness research two projects address two different and particular communication or information management challenges. The HINES system aims at creating a common view by using an information system as a communication tool in an on-site nuclear emergency response room. The MODEM project uses XML-technology to stimulate communication between scientific experts from different countries and institutes by facilitating the exchange of information used in decision support models used to assess the impact of a release of radioactive material in the environment. Both systems are implemented in prototype phase and used regularly during exercises. © Proceedings ISCRAM 2004. |

Abstract |
Simulation is an interdisciplinary science applicable to many branches of knowledge. One field in which simulation is relevant is decision making support (DMS), in which we use computers to run models of real or possible scenarios in order to evaluate alternative actions before carrying them out. We will obtain a useful simulation system only when the model (engine of the simulation process) has been made accurately to represent reality. Thus it is necessary to use a methodology that helps us to construct a simulation system. This paper presents some classifications of simulation systems and an introduction to the Monte Carlo method, with the objective of creating a framework of application of this method for the construction of simulation systems for decision making support in crisis management. One area of applicability is scenario-based simulations for training for cross-national teams to cooperate in large scale disasters. The final aim of this research will be the recommendation of standards and methodologies to build simulation systems in crisis management, specifically in decision making support. © 2012 ISCRAM. |

Abstract |
This practitioner report describes a recent example of the growing opportunities between humanitarian health organizations and the crisis mapping community. The World Health Organization (WHO) partnered with volunteer crisis mappers to quickly collect information and map over 600 health facilities after the 2011 Libya Crisis. This new collaboration between WHO staff, volunteers, technologists, GIS specialists, health cluster partners and a researcher helped provide health and geographic information to support the planning phases of an in-depth countrywide health facility assessment. Outcomes of this collaboration will also aid recovery and reconstructions efforts for the Libyan health system. © 2012 ISCRAM. |

Abstract |
Although Y2K was neither an accident nor an unanticipated challenge, the millennium debugging represented a watershed event for crisis response and management, and the range of effects remains relevant in 2004. Not only information systems professionals, but also leaders and professionals in every application area saw computer systems as subsystems of their areas of responsibility and accountability. The acknowledged dependence of government, healthcare, utilities, transportation, services, and communications on reliable information systems widened the circle of stakeholders for crisis prevention, response, and management. Emergency preparedness and broad systems approaches to disaster and contingency planning were enhanced by the ubiquitous multi-year Y2K effort. The author emphasizes the investments, learning, leadership, and commitment in information systems control that occurred as part of the prevention stage of crisis management as a result of Y2K. The simultaneity, high stakes, and ubiquity of the millennium crisis permanently altered the circle of players with vested interests in and responsibility for information systems control. From government agencies to households, users realized that the scope of information systems design and reliability must extend beyond computer engineers and information systems professionals to ensure the general good. © Proceedings ISCRAM 2004. |

Abstract |
The 2014 West African EbolaOutbreak raisedfrom Sierra Leone, Guinea, and Liberia at December in 2013 has been reported to cause 21296 cases and 8429 deaths until now which became the deadliest recorded in history. In this paper, we proposed the riskanalysis to assess the international spread risk from mentioned three African countries to China by GEM(Global Epidemic Mobility) Model. As another part of analysis, we crawled related online social media data of Ebola from the most four favorite online social networks (including SINA, TENCENT) in China from June to November in 2014.By analyzing these attained social media data and airline data of GEM, we found some interesting results. For example, Beijing has the most importing risk of Ebola while it has the hottest discussion on social network.. Furthermore, we showed analysis of combining social network data with geographicaldemonstration and Chinese citizen sentiment towards this disaster. |

Abstract |
Emergency managers need to assess, combine and process large volumes of information with varying degrees of (un)certainty. To keep track of the uncertainties and to facilitate gaining an understanding of the situation, the information is combined into scenarios: stories about the situation and its development. As the situation evolves, typically more information becomes available and already acknowledged information is changed or revised. Meanwhile, decision-makers need to keep track of the scenarios including an assessment whether the infor-mation constituting the scenario is still valid and relevant for their purposes. Standard techniques to support sce-nario updating usually involve complete scenario re-construction. This is far too time-consuming in emergency management. Our approach uses a graph theoretical scenario formalisation to enable efficient scenario updating. MCDA techniques are employed to decide whether information changes are sufficiently important to warrant scenario updating. A brief analysis of the use-case demonstrates a large gain in efficiency. © 2012 ISCRAM. |

Abstract |
The research on technology for emergency management is usually based either on studies in the field that focus on workers using current tools or on the development, testing, and deployment of novel software tools used in controlled settings. Little is known about the effects of the new collaborative media and work conditions 'in comparison to' the current media and conditions. In 2007, we presented at ISCRAM a method for studying common ground development through a paper prototype in face-to-face collaboration and subsequently presented preliminary findings on common ground development. In this paper we present preliminary findings from an analogous experiment on teams working remotely via a geo-collaborative software prototype. We compare these findings with those from the prior paper prototype study. We use this comparative research design to explore implications for system design and theory development in computer-supported cooperative work. |

Abstract |
In this practitioner report, we present the experiences with the use of the serious game Water Coach in a national training for crisis response professionals in the Netherlands. This paper describes the set-up of the training and its learning objectives. We explain the usability of the Water Coach in such a training and the extended functionalities that were required. Finally, the evaluation of the training, in which we focus on the added value of a serious game in the training for crisis response, is presented. © 2012 ISCRAM. |

Abstract |
In crisis situations different organizations have to cooperate to gain shared situation awareness and to take accurate decisions. However, several evaluation studies of crisis mitigation processes indicate that it is hard to effectively coordinate efforts of all organizations involved. The goal of our project is to improve coordination in crisis management teams, by improving the interaction processes in a crisis management team. The project consists of two main steps. First, the development of MIRROR, i.e. an overview of 16 relevant factors that influence team interaction. Second, the development of a training based on MIRROR. We expect MIRROR and its training module to be a useful tool for team members of crisis teams. In addition, MIRROR has the advantage that it can be applied in non-crisis teams, during daily situations, as well. This enlarges the chances for potential team members of crisis teams to increase their team interactions skills. © 2012 ISCRAM. |

Abstract |
An information system for decision support and information exchange is designed and a prototype has been build for use in the Back Office Radiological Information (BORI) of the EPAn; the Dutch nuclear emergency organisation. System developments are directed at a fast and efficient production of a radiological status report and the improvement of information exchange and communications between the participating institutes of BORI. Special attention has been given to network security and the information infrastructure to manage virtual workplaces. We have chosen for a standard web based system development for the presentation and communication facilities. This is supplemented by a GIS based system for the aggregation of measurement data and model calculations. © Proceedings ISCRAM 2004. |

Abstract |
Effective command and control (C2) is necessary to achieve and maintain superiority in military engagements. C2 is well documented in the literature and is a major focus in the military arena; however, the conventional military network topology is increasingly becoming a liability and ineffective in the new age of asymmetric warfare. The beyond-line-of-sight command and control (BLOS C2) concept is a radical shift towards a seamless joint network topology, which will dramatically increase tactical C2 across military service branches, equipment types, and geographical locations. Though BLOS C2 is still in its testing phase, this paper examines the systems thinking approach of BLOS C2 with respect to layered models, adaptation, and synergy. The implementation of the BLOS C2 “tactical Wi-Fi” concept helps fill a Central Command (CENTCOM) capability gap in support of a Contingency Plan (CONPLAN) that provides Navy Forces Central Command (NAVCENT) with a robust force protection system. © 2012 ISCRAM. |

Abstract |
Efficient management of mass casualty incidents is complex, since regular emergency medical services structures have to be switched to a temporary “disaster mode” involving additional operational and tactical structures. Most of the relevant decisions have to be taken on-site in a provisional and chaotic environment. Data gathering about affected persons is one side of the coin; the other side is on-site patient dispatching requiring information exchange with the regular emergency call center and destination hospitals. In this paper we extend a previous conference contribution about the research project e-Triage to the aspect of patient data and on-site patient dispatching. Our considerations reflect the situation in Germany, which deserves from our point of view substantial harmonization. © 2012 ISCRAM. |

Abstract |
We have been investigating new decision support methods for emergency responders. Most recently, we have added to our decision support prototype the concept of “badges”: symbols that cue decision makers to the top-ranked option(s) that are the recommended alternatives for a particular decision. This paper provides the rationale for badges, a description of the initial implementation, results from our first experiment with badges, and a discussion of the next steps. As a report on work-in-progress, the primary contribution of this paper is the description of the concept of badges and its proposed use for emergency response decision making. © 2012 ISCRAM. |

Abstract |
This paper presents empirical results of the use of a novel decision support prototype for emergency response situations, which was designed to enhance the understanding of the relative desirability of one potential course of action versus another. We have termed this understanding “option awareness.” In particular, this paper describes the process employed by pairs of experiment participants while performing emergency responder roles using different types of “decision space” visualizations to help them collaborate on decisions. We examined the decision making process via a detailed analysis of the communication between the cooperating team members. The results yield implications for design approaches for visualizing option awareness. © 2012 ISCRAM. |

Abstract |
Major incidents and disasters tend to be highly complex, contain high levels of uncertainty and may often force official responders to set aside their standard operating procedures and work collaboratively with a range of agencies and actors on the ground. Prior work has shown that establishing clear lines of communication and maintaining a shared understanding across organisational boundaries can be challenging to achieve, particularly in stressful and unusual circumstances. In the present paper we discuss ongoing work into specifying a meta-process for facilitating communication and collaboration based on the observation that common themes that emerge in communication within and across organisational boundaries can subsequently be tracked and built into an Ontology Broker. This work draws on experimental work in our laboratory, observations made in emergency control environments and, emphasised in this paper, lessons learned in the 2005 London bombings. © 2012 ISCRAM. |

Abstract |
This paper presents an innovative IT solution, a virtual studio, enabling security professionals to formulate, test and adjust security measures to enhance the security of critical buildings. The concept is to virtualize the environment, enabling experts to examine and assess and improve on a building?s security in a cost-effective and risk-free way. Our virtual studio solution makes use of the latest advances in computer graphics to reconstruct accurate blueprints as well as 3D representations of entire buildings in a very short timeframe. In addition, our solution enables the creation and simulation of multiple threat situations, allowing users to assess security procedures and various responses. Furthermore, we present a novel device, tailored to support collaborative security planning needs. Security experts from various disciplines evaluated our virtual studio solution, and their analysis is presented in this paper. |

Abstract |
The effectiveness of 'close to reality' training simulations is due to the fact that they provide a sense of immersion and allow several participants to interact naturally. However, they are expensive, time-consuming, difficult to organise and have a limited scope. We present a virtual reality training simulator which overcomes these disadvantages. We describe the approach and methodology and conclude with a discussion of the most crucial challenges when developing such a system. In this paper we would like to introduce the notion of cultural technologies which produce a sense of social as well as cultural immersion. We will discuss the main ingredients of such an immersion, in particular the notion of situated virtual interaction (how interactions in a virtual world can be comparable with human interactions in real situations). We also discuss on the role of interfaces (real time motion capture) and emotional expression in the design of such environments. © Proceedings ISCRAM 2004. |

Abstract |
Crisis management exercises require a lot of preparation and planning to ensure that the training objectives are met. This is often a time consuming and expensive process and can be a major barrier to setting up frequent crisis management training sessions. The introduction of virtual training environments to supplement the live exercises enables the development of tools to support the instructors in their planning, management, observation and analysis of training exercises. This can simplify the planning process, and give instructors control over the configuration of the exercises to tailor them to the needs of individual trainees. In this paper we present a tool that supports instructors in the planning of virtual exercises, and can be used to provide templates for live exercises. This tool has been developed with ongoing feedback from instructors and crisis management personnel and forms part of a crisis management virtual training system. © 2012 ISCRAM. |

Abstract |
Hurricanes or earthquakes reveal the increasing importance of the research in disaster control management, which is essential to coordinate the amount of rescue activities. The German Federal Agency for Technical Relief is responsible for tasks like coordination, high capacity pumping and infrastructure. To support them in their management process and to improve the efficiency and the effectiveness in their workflow, we built an interactive table and established a human-centered design process to understand the context of use and to create a system out of the users' perspective. In this paper we present further scenarios as a result of the second iteration in performing human-centered design methods together with experts in the domain. We show that methods like ethnography studies, task analyses or workshops are suitable and essential in this context and arise in helpful tools that support the experts with additional information in case of decisions. © 2012 ISCRAM. |

Abstract |
This paper discusses the applicability of Cooperating Smart Spaces in the disaster management realm and their potential to increase the efficiency and effectiveness of rescue relief teams. The Cooperating Smart Space is a novel concept that combines and extends pervasive computing and social computing to support smart space management and community collaboration. Based on an analysis of current practice, we illustrate how the concept can be exploited in the assessment of a disaster scenario in order to improve information management, collaboration between expert teams and cooperation with online volunteers outside of the disaster zone. We present the results of an initial user evaluation by disaster management experts and conclude with important implications for the design of a Cooperating Smart Space platform. © 2012 ISCRAM. |

Abstract |
Tsunamis are a major risk for Lisbon (Portugal) coastal areas whose impacts can be extremely high, as confirmed by the past occurrence of major events. For correct risk assessment and awareness and for implementing mitigation measures, detailed simulation of exposure and evacuation is essential. This work uses a spatial modeling approach for estimating residential population distribution and exposure to tsunami flooding by individual building, and for simulating their evacuation travel time considering horizontal and vertical displacement. Results include finer evaluation of exposure to, and evacuation from, a potential tsunami, considering the specific inundation depth and building's height. This more detailed and accurate modeling of exposure to and evacuation from a potential tsunami can benefit risk assessment and contribute to more efficient Crisis Response and Management. © 2012 ISCRAM. |
