Abstract: The usage of non-authoritative data for disaster management provides timely information that might not be available through other means. Wikipedia, a collaboratively-produced encyclopedia, includes in-depth information about many natural disasters, and its editors are particularly good at adding information in real-time as a crisis unfolds. In this study, we focus on the most comprehensive version of Wikipedia, the English one. Wikipedia offers good coverage of disasters, particularly those having a large number of fatalities. However, by performing automatic content analysis at a global scale, we also show how the coverage of floods in Wikipedia is skewed towards rich, English-speaking countries, in particular the US and Canada. We also note how coverage of floods in countries with the lowest income is substantially lower than the coverage of floods in middle-income countries. These results have implications for analysts and systems using Wikipedia as an information source about disasters.

Abstract: Collaboration awareness, as extension to organization awareness, is knowing how organizations do work and achieve their goals. This knowledge moves on a scale from stated prescribed ways of acting (such as procedures and protocols) to informal channels of communication, teamwork and decision-making. Based on available static and dynamic data, standardized insights can be given about collaboration in emergency situations in the form of organigraphs. We argue that for gaining practical collaboration awareness, both the formal structure of an organization as well as informal interactions should be inspected. Informal interaction includes informal communication channels, actual decision making on the spot and multi-disciplinary joint activities. We have implemented our system in the form of a web-based visualization tool. This tool would have been useful in the Hercules disaster, giving insights in informal information exchange, possibly preventing fatal decisions.

Abstract: The field of crisis response and disaster management can be characterized, upon many other factors, by distributed operations, not daily routine work and multidisciplinary aspects. In designing and developing information systems for crisis response these factors need special attention. On behalf of regional emergency services, TNO Physics and Electronics Laboratory designed and guided commissioning of the IMI project (Information System for Multidisciplinary Incident Management). Four regional fire departments in Zuid-Holland decided to develop the information system. The Rotterdam region was selected as project pilot. The IMI-project was carried out with experiences and a background of military command and control where the above three factors also play a major role. Abstract: Crisis and disaster management in the Netherlands has made huge leaps forward in recent years with regard to different organisations trying to manage one or more aspects of the safety chain. This research focuses on the information structure of health care during disasters with an aim to improve disaster management and tries to answer the following question: How can location based services improve information services within health care during disasters? Through the use of literature and interviews this thesis describes how disaster management can be improved through the use of Location Based Services (LBS). The scope of this research is aimed at better understanding the organisational processes during somatic health care. By defining a case and on the basis of literature and interviews in the Province of Utrecht, it was possible to develop a three layer graph model (3LGM). This model shows an overview of information processes performed by the health care organisation during the first hour after an accident. In this context, the 3LGM model is used to obtain an overview of the quality of information processing in such a problem area. The organisational structure, which deals with disaster management, consists of a strong co-operation between the police, fire departments, the local government and the 'Medical Aid during Accidents and Disasters' (GHOR). The size of the organisation depends largely upon the scale of the disaster, however the current information structure is not suitable for storing and processing the information in an efficient and effective manner. The same applies when displaying information related to casualties and safety within an area. With the help of location based services consisting of, geographical information systems (GIS), global positioning systems (GPS) and second or third generation telecommunication technologies, the existing information structure can be optimised. Expected advantages are higher accessibility to health care, a safer environment for rescuers, more time for managing the healthcare processes and an improved interdisciplinary co-operation between the police, fire departments, the local government and the GHOR. © Proceedings ISCRAM 2004.

Abstract: Swedish municipalities are stimulated to conduct emergency management exercises in addition to developing crisis plans. These exercises tend to be grounded in an instrumental philosophy. There is too much focus on doing the exercise and too little attention for the implementation of lessons learned afterwards. A common experience is that the same 'mistakes' are discovered again and again in yearly exercises. Furthermore there is a paradoxical balance between empowering the organization in its learning process (positive feedback) and revealing the failures (negative feedback). In this paper we reflect on the learning process in a Swedish municipality in 2006 where two emergency management exercises were held and where a minor and a major crisis occurred during the year. We argue that the longitudinal learning process should be the focus in stead of ad hoc exercises. In addition we develop some requirements for emergency management training from a 'passion for failures' perspective.

Abstract: Serious games and virtual environments are increasingly used for emergency management training and research. The development of these technologies seems to contribute to a solution to some problems in the existing literature on emergency management which is mainly based on case study research. However, using virtual technology for research also introduces new difficulties. This paper describes the advantages and drawbacks of using serious games for research and reviews eight recently published studies that make use of virtual environments. The review focuses on the external validity of serious games as this is a challenging issues for research that involves virtual environments. The paper concludes with some recommendations to increase the external validity of future research with serious games.

Abstract: Greene County in Dayton, OH houses Wright Patterson Air Force Base (WPAFB), whose estimated 2009 economic impact within its Metropolitan Statistical Area (MSA) is $5.17 million. Despite its military/strategic importance as the largest base in the U.S. Air Force, literature search did not uncover a published comprehensive risk analysis for WPAFB, or even Greene County, across the entire spectrum of hazards from natural to technological to man-made (including terrorism). This paper presents a summary report on risk determination and economic impact data for Greene County and WPAFB (within Greene County) in the context of riverine flooding, using FEMA's HAZUS-MH tool. It is hoped that the results will further the regional compilation of data and thus prove of use to the local disaster management community while generally growing the overall body of work in risk analysis. Future work aims to expand regional risk determination to other natural disasters and terrorism scenarios.

Abstract: We report on the results of an investigation about the “informal, ” public-side communications that occurred in the aftermath of the April 16, 2007 Virginia Tech (VT) Shooting. Our on-going research reveals several examples of on-line social interaction organized around the goal of collective problem-solving. In this paper, we focus on specific instances of this distributed problem-solving activity, and explain, using an ethnomethodological lens, how a loosely connected group of people can work together on a grave topic to provide accurate results.

Abstract: Social media has been a powerful tool and integral part of communication, especially during natural disasters. Social media platforms help nonprofits in effective disaster management by disseminating crucial information to various communities at the earliest. Besides spreading information to every corner of the world, various platforms incorporate many features that give access to host online fundraising events, process online donations, etc. The current literature lacks the theoretical structure investigating the correlation between social media engagement and crisis management. Large nonprofit organisations like the Australian Red Cross have upscaled their operations to help nearly 6,000 bushfire survivors through various grants and helped 21,563 people with psychological support and other assistance through their recovery program (Australian Red Cross, 2021). This paper considers the case of bushfires in Australia 2019-2020 to inspect the role of social media in escalating fundraising via analysing the donation data of the Australian Red Cross from October 2019 – March 2020 and analysing the level of public interaction with their Facebook page and its content in the same period.

Abstract: Today's society is exposed to an increasing number of disasters and large scale emergencies (e.g. earthquake in Haiti, global swine flu, or manmade disasters like the oil spill in the Gulf of Mexico). Information and communication technology (ICT) can help to prevent and mitigate the effects of threatening situations if applied appropriately. In industry ICT governance methods and portfolio management techniques have become important tools to successfully align ICT with business goals. However, the domain of emergency management (EM) has to deal with unpredictable situations, multi organizational collaborations and ad-hoc teams, conditions which make conventional existing methods less useful. Based on a qualitative analysis of several European and Australian EM organizations and government agencies this paper discusses a modular approach to optimize ICT portfolios in Emergency Management organizations in order to achieve strategic ICT alignment.

Abstract: This paper shows preliminary results of an ongoing research project on the benefits of Strategic ICT Alignment in the domain of disaster management. The research is based on current literature in that area, an observation of a multi-organizational pandemic exercise in a large German municipality and interviews with stakeholders of different emergency management organizations in Germany and Australia. The preliminary results show that emergency managers can feel overwhelmed by the complexity of ICT and are unable to estimate the value and impact of ICT on their processes. Consequently, the paper identifies a research gap in the area of ICT Governance and Emergency Management, which will guide the coming research stages in order to develop a Strategic ICT Alignment framework for emergency management organizations.

Abstract: Protection of society against natural and man-made disasters is high on the societal and political agenda. Effective crisis management is more important than ever. Nowadays, crisis organisations depend crucially on reliable telecom services, and unexpected failure of telecommunication may have serious consequences. In order not to be caught unprepared, crisis organisations should therefore perform a risk assessment on telecom availability. Unfortunately, assessment of availability risks of modern, multi-operator telecom services is difficult; information sources are unreliable, and the relevant information is uncertain and difficult to obtain. This paper describes some of these difficulties, as well as the requirements of availability risk assessment methods for crisis telecommunication services. The paper outlines a new method that can be applied without requiring full knowledge of the physical layout of the telecom infrastructure. This new method relies on telecom service diagrams as a tool for risk analysis and to facilitate dialogue among the analysts.

Abstract: Telephone calls are the predominant telecommunication mode in Sri Lanka. Leveraging voice-based applications for disaster communication would be acceptable and sustainable. The findings in this paper are from an experiment concerning interactive voice for connecting community-based emergency field operatives with their central coordination hub. Challenge was in interchanging the Freedom Fone (FF) Interactive Voice Response (IVR) generated, Sinhala and Tamil language, speech data with the text-based 'Sahana' disaster management system for analysis and decision support. Emergency Data Exchange Language (EDXL) interoperable content standard was adopted for mediation. Low quality voice data resulting in incomplete information was a barrier to automating transformations between text and speech. Replacing those processes with human procedure significantly degrades the reliability. Moreover, human interaction with decoupled software systems, to accomplish the sequence of tasks, points to instabilities. This paper discusses the complexities and usability shortcomings discovered through controlled-exercises in Sri Lanka. © 2012 ISCRAM.

Abstract: A rapid, holistic view of earthquake disasters begins with earthquake location and magnitude, alerted by seismic networks. The initial source characteristics, along with any available ground-shaking observations, can be used to rapidly estimate the shaking extent, its severity (e.g., ShakeMap), and its likely impact to society, for example, employing the U.S. Geological Survey's Prompt Assessment of Global Earthquakes for Response, or PAGER, system. When serous impacts are likely, PAGER's impact-based alerts can, in turn, begin the process of primary response at the local, national, or international level, and the process of reconnaissance via social media, the mainstream media, scientific analyses, and remotely-sensed and ground-truth observations. In this work-in-progress report, we describe our initial efforts to incorporate event-specific ground-truth observations and model secondary ground-failure hazards back into the loss-modeling domain in order to provide a more holistic view each earthquake disaster.

Abstract: Managing emergency situations in large buildings and underground structures could be simplified if at any time the positions of on-site emergency crews were available. In this paper a system is proposed which combines inertial measurements of moving persons with building floor plans tagged with information on semantics to achieve a novel level of robust indoor positioning. A speech driven user interface tailored for visualization on head mounted displays makes information easily available for action forces. The system is complemented with a self-configurating communication network based on novel approaches combining mobile ad hoc networks, sensor networks, and professional mobile radio systems to make the locally determined positions available to anybody on-site.

Abstract: Disaster response management has become an important area of research in recent years, with authorities spending more resources in the area. Infrastructure resource interdependencies are key critical points for a system to operate optimally. After a disaster occurs, infrastructures would have sustained certain degrees of damage, the allocation of limited resources to maximize human survival becomes a top priority. The I2Sim (Infrastructures Interdependencies Simulator) research group at the University of British Columbia (UBC) has developed a software simulation toolbox to help authorities plan for disaster responses. This paper presents an optimization decision algorithm based on Lagrange multipliers, which provides the theoretical basis for I2Sim software decision maker layer. Abstract: It is common knowledge that having a relevant disaster preparedness plan is helpful for saving lives and money during an actual crisis. However, few individuals and families have a plan in the United States. Less than 10% of US states provide online resources for individuals and families to develop customized basic disaster plans. Those states sometimes offer additional information particular to their areas. However, existing online resources could be extended nationally by automatically providing additional plan information based on localized threats (e.g. climate, terrorism, etc.) within a geographical area. Wilberforce University has designed a solution called Wilberforce's Information Library Boosting Emergency Response (WILBER) which utilizes an interdisciplinary approach to automatically generate information based on localized threats within a geographical area to extend a basic disaster preparedness plan for individuals and families. WILBER combines current and historical information from Geographical Information Systems (GIS), risk assessment, wireless sensors, and computing.

Abstract: Most information systems (IS) research into emergency management (EM) consists of case studies of prior disasters, social behavior research, and planning or preparedness research. This study fills a gap in EM and IS research as it aims to better understand the nature of coordination during crisis response; investigate the functions and capabilities of existing coordination systems; and identify the desired functions to manage multi-agency coordination response. Grounded theory is the methodology adopted for this study. Firsthand interview and observational data will be collected from agency command centers, ride-outs with police, fire, and emergency medical services (EMS) agencies, and from multi-agency training exercises. This study is expected to make a theoretical contribution to crisis response system design as it will develop a theory to better understand the information requirements for context-aware multi-agency real-time coordination responses to crises.

Abstract: In recent years governmental actors have become more and more dependent on IT systems for their responsibilities in a crisis situation. To avoid unexpected problems with the dependability of IT systems in the aftermath of a crisis it is important that such risks are identified and that measures can be taken to reduce the dependence on systems that could be unreliable. This paper describes two case studies exploring how Swedish municipalities incorporate IT systems in their emergency planning. The study focuses especially on how different actors within a municipality cooperate to analyse the risks of depending on IT systems in critical situations. The study shows that today there is much room for improvement, especially in the communication between IT personnel and emergency managers. Finally, this paper describes the requirements for a process improvement framework that can assist governmental actors in analysing and improving their dependency on IT systems in emergency management.

Abstract: Online Social Networking Sites (SNS) are becoming extremely popular and can be employed in a variety of contexts. They permit the establishment of global relationships that are domain related or can be based on some general need shared by the participants. Emergency domain related websites, each with their own stated mission, are becoming widespread. Can a social network offer a solution to bringing emergency domain-related entities together as a 'one stop shop?' We propose to investigate whether the social network paradigm can be used to enable individuals and organizations to collaborate in mutually beneficial ways, in all stages of emergency management: mitigation, preparedness, response and recovery. Emergency management students were surveyed to examine the concept of social networks and their acceptance as a potential tool. The results of this exploratory research show overwhelming agreement that SNS should be considered a viable solution to the problems plaguing information dissemination and communications in the emergency domain.

Abstract: The Delphi Decision Maker system has been designed to support the decision making needs of crisis managers, considering factors such as stress, time pressure, information overload, and uncertainty. It has been built as a module for the Sahana Disaster Management system, a free and open source system. The Design Science research paradigm was used in an iterative development process. Triangulation was employed in the evaluation, analyzing the system against the research questions using both qualitative and quantitative statistics as well as proof of concept. Modifications need to be made for real world use. A second version of the system is under development. Research findings and future research are outlined in this work in progress.

Abstract: The increased use of social media, such as Twitter, was widely reported on Japanese media after the Great East Japan Earthquake of March 11, 2011. This study is a qualitative investigation of the use of Twitter by the stranded commuters and their supporters in the Tokyo metropolitan area immediately after the earthquake. This paper describes the possibilities and problems of Twitter use under a rapidly changing disaster situation. During the first evening of this disaster, the Japan Railroad and other railroad systems ceased their operations in the Tokyo area. This left more than five million commuters stranded in the area. Many commuters walked hours to return home, while others struggled to find temporary shelter and stayed overnight in the city. This study also explores if Twitter was an effective navigator for helping stranded commuters return home or find shelter.

Abstract: Modeling the complex decision problems faced in the coordination of disaster response as a scheduling problem to be solved using an optimization algorithm has the potential to deliver efficient and effective support to decision makers. However, much of the utility of such a model lies in its ability to accurately predict the outcome of any proposed solution. The stochastic nature of the disaster response environment can make such prediction difficult. In this paper we examine the effect of unknown disruptions to the road transport network on the utility of a disaster response scheduling model. The effects of several levels of disruption are measured empirically and the potential of using real-time information to revise model parameters, and thereby improve predictive performance, is evaluated.
