Abstract: A recent review of the procedures covering the RPII's responsibilities under the National Emergency Plan for Nuclear Accidents has shown the need for a management information system (MIS) to support the organisation's operational plan for emergency preparedness and response. This paper describes the design objectives and the development of a prototype version of this system. Specific functions of the MIS are highlighted along with a description of the motivation behind their development. This very simple MIS has already helped RPII staff members to operate more efficiently. Finally, some ideas for future development are outlined. © Proceedings ISCRAM 2004.

Abstract: Although considered of low risk, incidents with dams may cause significant damage both directly and indirectly. Direct losses are usually easier to assess (assuming human lives are quantifiable), but indirect losses are difficult to measure and may take some time before the original situation is restored. Disaster prevention and vulnerability reduction have been topics of major concern in many local, national or international organisations for some years. These can be accomplished through emergency management which begins with hazard identification and planning for disaster mitigation but encompasses other activities as risk analysis, risk response and recovery. Therefore, an emergency management system with capacity to: i) forecast critical situations; ii) warn the population as well as the authorities; and iii) support the civil protection system to deal with an emergency, is a most helpful tool to minimize the impact of an accident. The Information System described herein fulfils mainly the third objective, i.e. it is intended to help the Civil Protection System in Portugal, to respond to an emergency caused by the failure of a dam. It is an Internet-based application, which integrates all relevant data for the implementation of a dam emergency plan. These data include the main characteristics of the dam and its reservoir, the character-isation of the dam downstream valley as well as the response procedures to be followed in an emergency. © Proceedings ISCRAM 2004.

Abstract: Reconstruction of major emergencies and crisis as well as observations of large-scale emergency exercises are common approaches for studying and understanding various actors work practice in emergency response. Studies of small-scale emergencies using an ethnographic approach are less common. This paper presents data from a single small-scale emergency as part of an extensive ethnographical field study. A detailed analysis of fire crew enroute sensemaking in a single small-scale emergency is outlined. The theory of sensemaking is applied as an analytical lens aiming to explain the communication between the command centre operator and the fire crew in terms of sensemaking. Abstract: Flexibility, variously known as adaptability, tailorability, and customizability, has long been recognized as important in information system (IS) success. Reliability has known value in IS for the resulting predictability it bestows on a system. However increasing flexibility can increase possible paths for system breakdown, and so contribute to failure, i.e. increasing flexibility can reduce reliability. Reliability and flexibility seem in design “tension”, as one creates change and the other resists it. The combination of reliability and flexibility has been called “ robustness”, and it seems a desirable integration particularly for emergency response systems. However typically these two areas are studied separately. Our approach to evaluating the combination of reliability and flexibility is to define two distinct requirements that neither overlap nor contradict, and can be assessed by system users. Abstract: This paper explores the design of training environments in which emergency response professionals can use information technologies to train for responding to unplanned-for situations. This approach – designing for improvisation – is fundamentally different than designing for plan execution. In this paper, we identify three dimensions of this difference and outline a set of research questions that are intended to lead to a better understanding of the role of improvisation in emergency response, as well as how it can be trained for and supported. Abstract: In this paper, methodological issues in research and training of complex command and control structures in emergency management are addressed. In particular, a methodological approach combining real-time role-playing exercise, after action review and observations is presented. An explorative study-ALFA-05-utilizing this approach is described. A brief overview of methodological aspects of preparation and execution is given. Further, experience gained and methodological lessons learned are also discussed. Finally, real-time role-playing exercise in combination with other methods is suggested as a feasible method for researchers and exercise managers to tackle present and future command and control in complex settings, where interaction and communication are in focus. In addition, areas for further development of the real-time role-playing exercises as a research method are suggested.

Abstract: This short insights paper examines IT Supported Emergency Response systems from the perspective of the digital divide and access for disabled people. It is argued that inclusive design is often overlooked in the development of emergency systems and this can lead to increased marginalisation of certain societal groups, such as disabled people and older people. Given the importance of equality of provision in relation to emergency responses there is a need to examine accessibility policy in this area to determine whether it enables the equal participation of all. This is important both in relation to the ability to access key information in an emergency situation and to participate in crowdsourced data generation to help in the targeting of resources, both at the time of an emergency and in subsequent planning. This insights paper takes both a practical and theoretical approach and focuses upon key policies emanating from the EU and UK.

Abstract: Emergency response involves collaboration among search and rescue workers, medical staff, transportation coordinators, and others to save human lives and minimize damages. While carrying out local activities, members of the teams must also attend to new events happening elsewhere that may affect their work, and be prepared to adjust their activities accordingly. This paper describes a computer supported coordination system, DACE (Dependency-based Awareness and Coordination Environment), which offers a scalable solution to coordination in emergency response. The system serves as a cognitive aid to human actors in both maintaining a group mental model of the overall collaborative activities and their dependencies, and determining the effects of events as they propagate through the web of dependencies. We demonstrate the principles and utility of the DACE system through a hypothetical scenario of search and rescue exercise. This work contributes to the goal of scaling up awareness-based coordination in emergency response. © 2012 ISCRAM.

Abstract: In the near future, first responders may become equipped with mobile devices providing navigation, decision and communication support. Because of the complex and chaotic circumstances in which these devices will be used, the devices should support the creation and maintenance of adequate situation awareness. Extensive testing of such devices for crisis management in real-life is expensive, complex, risky and only possible for specific settings. Therefore, we developed a synthetic task environment that is suited for developing and evaluating new concepts. In this paper, we present the results of the first experiment in this environment. Participants had to rescue victims in a synthetic world, and were supported by a map of the area showing the location and orientation of the participant and the victims. The experiment focused on the effects of map size and user's spatial ability on the quality of the situational awareness that was developed by the first responders. Besides the results of the experiment, experiences with the use of a synthetic environment for evaluation and development purposes are presented.

Abstract: Future laboratories allow users to experiment with future technologies in as realistic as possible conditions. We have devised this method because, to realize the potential of ubiquitous computing technologies it is essential to anticipate and design for future practices, but for prospective users it is often difficult to imagine and articulate future practices and provide design specifications. They readily invent new ways of working in engagement with new technologies, though and, by facilitating as realistic as possible use of prototype technologies in Future Laboratories designers and users can define both opportunities and constraints for design. We present 11 scenes from a Major Incidents Future Laboratory held in September 2005. For each scene we point out key results. Many raise tough questions rather than provide quick answers. In the discussion we summarize important lessons learnt.

Abstract: In an extreme event or major disaster, very often there are both alternative actions that might be considered and far more requests for actions than can be executed immediately. The relative desirability of each option for action could be a collaborative expression of a significant number of emergency managers and experts trying to manage the most desirable alternatives at any given time, in real time. Delphi characteristics can satisfy these needs given that anyone can vote or change their vote on any two options, and voting and scaling are used to promote a group understanding. Further utilized with Thurstone's Law of Comparative Judgment, a group decision or the range of acceptability a group is willing to consent to, can be calculated and utilized as a means of producing the best decision. A ubiquitous system for expeditious real-time decision making by large virtual teams in emergency response environments is described.

Abstract: This paper describes the basic communication analysis performed in a research project with an ambition to investigate the impact of geographical information system (GIS) on crisis management organizations. The goal is to compare the communication between command and control teams that have access to a GIS with geographical position information (GPS) capability in its command post with teams that only have access to paper maps. The method used is controlled experiments using the C3Fire micro-world. A total of 108 professionals, forming 18 teams, participated in the study. The participating professionals were members of Swedish municipal crisis management organizations. The result shows that the communication pattern connected to giving orders have a different distribution depending on if the teams used GIS or paper maps. The result also shows that the communication volume is reduced if the teams use GIS.

Abstract: Incident response preplanning has an increasing importance in today's Fire Brigades incident response. This paper presents some concepts that could be easily applied, supplying the firefighters with a simple, yet reliable tool that can be configured to include data available at the time of resource activation. This early information and the route map to the incident can be of big help for firefighters if presented in a convenient way. Offline (paper) backup solutions and the need for APIs that may be used to exploit geographic data are also discussed. Finally, a proof of concept setup is developed using GoogleMaps[TM] for the case of the City of Madrid, Spain.

Abstract: Social Media and micro-blogging is being used during crisis events to provide live up-to-date information as events evolve (before, during and after). Messages are posted by citizens or public officials. To understand the effectiveness of these messages, we examined the content of geo-located Twitter messages (“tweets”) sent during the Moore, Oklahoma tornado of May 20th, 2013 (+/-1day) to explore the spatial and temporal relationships of real-time reactions of the general public. We found a clear transition of topics during each stage of the tornado event. Twitter was useful for posting and retrieving updates, reconstructing the sequence of events as well as capturing people's reactions leading up to, during and after the tornado. A long-term goal for the research reported here is to provide insights to forecasters and emergency response personnel concerning the impact of warnings and other advisory messages.

Abstract: In an earthquake disaster, having proper estimation about destructed buildings and the degree of destruction, can considerably facilitate decision-making and planning for disaster managers. Using this information, the managers can estimate disaster area and number of victims to determine and allocate required resources. Scientific studies and historical data show that the faults around Tehran, the capital of Iran, are capable to create strong earthquakes which would bring the largest damages in the world history to the city. So it is necessary to be prepared for a rapid and knowledge-based response to such an earthquake. Therefore, development of a knowledge-based model to estimate destruction of buildings is ongoing. The model is going to be developed by using different spatial data obtained from the buildings and its environment in Tehran. This paper outlines the initial results of this research.

Abstract: This paper tests the claimed benefits of using geographical information systems (GIS) in emergency response operations. An experimental study comparing command teams using GIS and paper-based maps is presented. The study utilized a combined approach using microworld simulations together with physical artefacts. Participants in the experiment took the role of command teams, facing the task of extinguishing a simulated forest fire. A total of 132 persons, forming 22 teams, participated in the study. In eleven of the teams, the participants were given access to GIS with positioning of fire-brigades as well as sensor data about the fire outbreak. In the other eleven teams, the participants were using paper-based maps. The result shows that teams using GIS performed significantly better than teams with paper-based maps in terms of saved area. Communication volume was considerably reduced in the case of GIS teams. Implications of these results on GIS are discussed as well as methodological considerations for future research.

Abstract: In an emergency, people need to be able to report and find relevant information quickly. Fulfilling these information needs is the design goal of E-SOS: Emergency Situation Overview and Synthesis, a research project in progress. E-SOS will consist of (1) a website where users can report information, (2) web services that find and synthesize related information from multiple sources, and (3) interface tools that visualize and display links to this information. In this paper we describe three of these services and tools: the topic, geographic, and information space awareness tools. When a user writes a report, the topic awareness tool will execute a federated search and display links to related information. The information space awareness tool will highlight these links in a visualization of the information space. If the user refers to a location, the geographic awareness tool will focus a map on this location and display topic-related icons.

Abstract: Contemporary information and wayfinding design often disregard the changing personal circumstances and mental state of the user. This paper explores concepts and methodologies in user interface (UI) and user experience (UX) design to increase comprehension and retention through the inclusion of human centered design principles and a focus on the participants' individual context, mental state and abilities. The paper focuses on human factors and comprehension in fast changing situations demanding a sudden high cognitive load from the affected. In a highly stressed condition, visual perception and situation awareness may be restricted due to the impact of sensory symptoms (panic, tunnel vision or limited motor skills), thus calling for a linear course of action to enable the user to concentrate at the task at hand. Many user interfaces (UI) are designed for a specific task, but are limited in function if used in a context contrary to its original intent. Paired with the real-time data collecting abilities of current mobile devices, the model of calm technology can offer new ways of implementing anticipatory and adaptive UI in applications. Calm technology is capable of seamlessly moving in and out of the periphery of the experience and only comes into focus when needed. It can be consciously included, but intentionally unnoticeable features of a design utilising contextual information to adapt its behaviour and aid in calming an agitated person. Considering and incorporating the concepts of calm technology as a second layer into every day applications can not only aid in the perception of the displayed information but also offer an advantage in timely decision making.

Abstract: We describe a co-design method for emergency response scenario creation, to support the evaluation of new information technologies. The aim of our use of the method were to achieve scenarios that could be used in experiments or training sessions with professional emergency response personnel. We have analyzed how the method facilitated the design of scenarios (events, resource demands, communication between players), and the description of constraints in a resource management matrix. Our research indicates that the resource management matrix could be an important complement to function-centric analysis methods such as Functional Resonance Analysis Method (FRAM). We also illustrate how the interplay between play and situation description allowed us to simultaneously design and validate the scenarios with respect to playability versus resource demands. We discuss how the resource matrix can be used to adjust the validated scenarios after the design sessions. © 2012 ISCRAM.

Abstract: The current Emergency Services landscape is characterized by a number of systems and networks that are isolated in nature, thus making information sharing impractical, if not impossible. Such an environment does not promote ease of information sharing, and each incident highlights the need for efficient collaboration and coordination, and the need for a holistic internetwork-a series of virtual interconnected networks-approach. In other words, it requires an overall framework that looks at safety as an overall enterprise, (albeit one with thousands of independent agency owners), with the strategic goal to facilitate greater collaboration and effectiveness of operations, and to ensure a streamlined and efficient prevention of, response to, and recovery from all-hazards. 1 Adopting a Service-Oriented enterprise approach is extremely useful and has number of advantages in such an environment. This paper defines a framework-in the context of an enterprise-an envisioned Emergency Services Enterprise Framework, and identifies the key elements of this framework.
