Abstract: Negotiation and collaboration during the requirements stage of the software engineering process are fundamental to developing successful software products. Groups of stakeholders work together to come to agreement on the most important requirements to be sent forward for implementation. Distributed software engineering is becoming the norm rather than the exception, yet the requirements elicitation and definition process is normally conducted face to face. This paper describes an empirical study to investigate the relationship between structured task and specified negotiation steps within an asynchronous environment. The results reveal that these structures can have a positive impact on solution quality but a negative impact on process satisfaction, although following a negotiation sequence and task structure can help asynchronous groups come to agreement faster. Details of the experimental procedures, statistical analysis, and discussion of the results of the experiment are presented, as are suggestions for improving this work and a plan for future research.

Abstract: This paper introduces the experimental design we developed for the analysis of asynchronous negotiations among five different stakeholders as they work towards consensus on the functional system requirements that are needed for a common emergency response information system. We present three analytical preference models to measure the evolving consensus and conflict among the stakeholders as they modify their preferences during the negotiation. Abstract: Successful disaster relief operations call for responsive and flexible movements of goods in order to make the relief items available when and where they are needed by the affected communities. The objective of this explorative research is to investigate the applicability of the Physical Internet to emergency relief operations. The Physical Internet is a groundbreaking logistical system in which standardised, modular packages are automatically routed from origin to destination through a hyperconnected network of logistics providers and facilities. Although the concept is receiving growing attention from academics, practitioners and policy makers, research in the disaster management context is virtually non-existent. Based on a review of the relevant academic literature and publicly available information from emergency responding agencies and the media, we firstly use the Kaikoura earthquake that occurred in the South Island of New Zealand on 14th November 2016 to identify six key requirements that support the efficient movement of relief items in the aftermath of a disaster. We then identify six characteristics of the Physical Internet and explore how these characteristics can support the requirements of emergency response operations. We conclude that the Physical Internet principles have the potential to enhance the speed, flexibility and reliability of emergency responses. In other words, a fully integrated and collaborative logistics system in which relief items and information move seamlessly across a web of interconnected transport modes and operators can increase the efficient deployment of urgently needed relief items. This study extends the Physical Internet principles to emergency relief operations and identifies new ways of improving and optimising the logistics of emergency responses. In doing so, this research aims to stimulate debate within the disaster relief sector.

Abstract: The objective of crisis management is to limit the impact of a feared event that has occurred and to restore the conditions corresponding to a nominal situation. In this context, we will focus on emergency response plans for mass casualty crises. In this paper, we propose a functional modelling of the French generic emergency plan, ORSEC plan, using the Business Process Model and Notation (BPMN). On the basis of this representation, a dysfunctional analysis is performed from a new approach identifying Failure mode, effects and criticality analysis (FMECA), in order to better anticipate, the events likely to interrupt the intervention plan. This work will then be used in a multi-agent dynamic planning and scheduling model to allow an actor to choose among the dynamic planning approaches the one that allows him/her to reach his/her goal.

Abstract: Security-critical processes of emergency response are part of a complex system of people, organisation and
technology. They are often characterised by their own dynamics, interconnectedness and information deficits. In
addition, a wide variety of stakeholders, some from different organisations, work together, each specialising in a
specific area. In order to capture this (process-) knowledge in risk management, information from the experts is
necessary. However, experts are difficult to access, often separated locally, cost-intensive and usually have little
time (discussion-) capacity. A pictogram-based process visualisation was developed within the risk management
concept. The method could be validated within a European project in an expert workshop. This was done using
the example of a CBRN mass casualty incident. By using the methods presented, very good qualitative and
quantitative results can be achieved from the perspectives of various organisations and their experts. The limited
resource ?expert? is used optimally.

Abstract: When facing emergency scenarios, several contingent factors may strongly condition the pre-defined response procedures. The proposed approach takes the perspective that an emergency response tool may guide the response effort. The tool adopts a conceptual model grounded on existing situation awareness models and research work done with High Reliability Organizations. The model structures the emergency management process in a set of dimensions that should be collaboratively correlated by the involved participants in order to mitigate the disruptive situation. An instantiation of the proposed approach is also described in the paper, focusing on IT service desk teams addressing emergency incidents that may compromise business continuity.

Abstract: User-generated content (UGC) on social media can act as a key source of information for emergency responders incrisis situations. However, due to the volume concerned, computational techniques are needed to effectively filter and prioritise this content as it arises during emerging events. In the literature, these techniques are trained using annotated content from previous crises. In this paper, we investigate how this prior knowledge can be best leveraged for new crises by examining the extent to which crisis events of a similar type are more suitable for adaptation tonew events (cross-domain adaptation). Given the recent successes of transformers in various language processing tasks, we propose CAST: an approach for Crisis domain Adaptation leveraging Sequence-to-sequence Transformers. We evaluate CAST using two major crisis-related message classification datasets. Our experiments show that ourCAST-based best run without using any target data achieves the state of the art performance in both in-domain and cross-domain contexts. Moreover, CAST is particularly effective in one-to-one cross-domain adaptation when trained with a larger language model. In many-to-one adaptation where multiple crises are jointly used as the source domain, CAST further improves its performance. In addition, we find that more similar events are more likely to bring better adaptation performance whereas fine-tuning using dissimilar events does not help for adaptation. To aid reproducibility, we open source our code to the community.

Abstract: In an extreme event or major disaster, very often there are both alternative actions that might be considered and far more requests for actions than can be executed immediately. The relative desirability of each option for action could be a collaborative expression of a significant number of emergency managers and experts trying to manage the most desirable alternatives at any given time, in real time. Delphi characteristics can satisfy these needs given that anyone can vote or change their vote on any two options, and voting and scaling are used to promote a group understanding. Further utilized with Thurstone's Law of Comparative Judgment, a group decision or the range of acceptability a group is willing to consent to, can be calculated and utilized as a means of producing the best decision. A ubiquitous system for expeditious real-time decision making by large virtual teams in emergency response environments is described.

Abstract: When emergency situations cross borders, or when newly formed groups need to work together, decision making can suffer from threat rigidity and pertinent information can be bypassed. We describe a Dynamic Delphi system under development that can create and sustain a group “voice” for an emergency response Community of Practice (CoP). We further describe its intended use for a CoP consisting of local, state and federal government responders, civilian emergency response teams (CERT), and volunteers. Community members can brainstorm, explore ideas, debate and vote iteratively to best reflect the group's opinion at any moment in time. Ongoing studies demonstrate that an online system implementing Dynamic Delphi characteristics along with Thurstone's Law of Comparative Judgment will prove conducive for building a repertoire of ideas, rules, policies or any other aspect of the community's 'voice', in such a way that the individual voices are juxtaposed in harmony to create a single song.

Abstract: In case of emergencies (e.g., earthquakes, flooding), rapid responses are needed in order to address victims' requests for help. Social media used around crises involves self-organizing behavior that can produce accurate results, often in advance of official communications. This allows affected population to send tweets or text messages, and hence, make them heard. The ability to classify tweets and text messages automatically, together with the ability to deliver the relevant information to the appropriate personnel are essential for enabling the personnel to timely and efficiently work to address the most urgent needs, and to understand the emergency situation better. In this study, we developed a reusable information technology infrastructure, called Enhanced Messaging for the Emergency Response Sector (EMERSE), which classifies and aggregates tweets and text messages about the Haiti disaster relief so that non-governmental organizations, relief workers, people in Haiti, and their friends and families can easily access them.

Abstract: A real-life exercise is a scientific method used by the TH Köln to generate data sets of new technologies and operational concepts derived from research projects. The Institute of Rescue Engineering and Civil Protection (German acronym: IRG) uses a real-time locating system (RTLS), video surveillance, observers and a mass casualty incident benchmark to generate motion profiles, information flows and information on the quality of care. In this practitioner paper these different methods will be discussed and the combination of different data is described. Furthermore, an outlook is given on the extent to which the method will be improved and expand-ed in the future. Concluding it can be said that the combination of all collected data is essential for the evalua-tion of a real-life exercise in security research or civil protection.

Abstract: This paper analyses the collaborative dynamic of community in response to urgent situations. Community emergencies arising from natural or man-induced threats are considered as exogenous events that stimulate community resources to be unified around the response, action, and recovery activities related to the emergency. A structured equation model is derived to depict the actions of the community system. The system is described in terms of its resources including the propensity to trigger community action and collaboration among diverse groups. The community is profiled with respect to its ability to respond. The system defines the trigger mechanisms that are considered to be the drivers of collaborative action. A simulation model is presented to enact the system emergencies, community profiles, and collaborative response. The results develop an improved understanding of conditions that engage community collaborative actions as illustrated by examples from community research in the EnRiCH and the C-Change community research projects.

Abstract: Improvisation-serial and purposeful creativity, exercised under time constraint-is an intensely cognitive endeavor. Accordingly, supporting improvisation requires an understanding of the underlying cognitive processes and an identification of opportunities for support. This paper reports on the development of cognitively-grounded computer-based support for improvisation in a simulated emergency response situation. The application is a computational model which attends to traces of group decision processes, analyzes them, and attempts to achieve fit between its own intentions and those of the group. The current architecture and functioning of the model are discussed, along with an overview of the simulation platform. Current and future workin the areas of model validation and evaluation is described. The results of this work strongly suggest that model-based support for improvisation is possible, but that for the time being will be restricted to synthetic situations, of the kind often used in training exercises.

Abstract: In the area of emergency response communication technologies, consideration of organization structure is critical in order to begin the understanding of user needs and optimize the development of effective technologies. User studies were carried out during the Wireless Deployable Network System European project-WIDENS. This paper discusses the information flow and spatial distribution of different European organizations involved in emergency response for various large-scale scenarios. The paper presents the operational view of emergency situation and related communication flows in several countries. Key results revealed that similarities exist in organizational roles, holding specific responsibilities in terms of location and task. Hierarchical arrangements and information flow may also be similar. However, difficulties lie in the efficient transmission of information due to slow information flow. Spatial distribution of personnel varies for scenarios. Future European studies are recommended for the advancement of our understanding of these newly addressed issues in public safety communication technologies and the needs of users in Europe.

Abstract: Emergency organizations have contingency plans, which define responsibilities, resources, and actions to be performed in an emergency situation. However, unexpected incidents may arise and cause additional difficulty in the emergency control process. The knowledge that team members develop to deal with these incidents and keep the system ?functioning? improves resilience and response and is very valuable for such organizations. This research addresses the problem of how to capture the incidents and knowledge generated during the emergency response through a conceptual framework. The framework defines a structured process for preparation and capture of incidents during an emergency through direct observations, to assist in the capture and proper representation of the incidents to produce knowledge within other practitioners.

Abstract: In this paper we describe a work-in-progress decision support program designed for use in the response to major incidents in the UK. The proposed program is designed for use in a continuous fashion, where the updating of its model, the search for solutions to the model through an optimization algorithm, and the issuing of these solutions are carried out concurrently. The model facilitates the inclusion of dynamic and uncertain features of emergency response. The potential of such an approach to deliver high-quality response plans through enabling more accurate modeling is evaluated through focusing on the case of casualty health information. Computational experiments show there is significant value in monitoring the dynamic and uncertain health progression of casualties and updating the model accordingly. © 2012 ISCRAM.

Abstract: Flexibility, variously known as adaptability, tailorability, and customizability, has long been recognized as important in information system (IS) success. Reliability has known value in IS for the resulting predictability it bestows on a system. However increasing flexibility can increase possible paths for system breakdown, and so contribute to failure, i.e. increasing flexibility can reduce reliability. Reliability and flexibility seem in design “tension”, as one creates change and the other resists it. The combination of reliability and flexibility has been called “ robustness”, and it seems a desirable integration particularly for emergency response systems. However typically these two areas are studied separately. Our approach to evaluating the combination of reliability and flexibility is to define two distinct requirements that neither overlap nor contradict, and can be assessed by system users. Abstract: In public services, there is a trend to increasingly utilize collaborations with non-professional volunteers for certain tasks, one example being emergency response. In many of these collaborations, information technology (IT) is an essential tool, and inadequate IT support can have far-reaching consequences--including even the loss of lives. Since a volunteer is a different type of actor, and may have different technical requirements, compared to professionals, there is a need to explore how collaborations between professionals and volunteers can be successfully developed. This paper is based on a case study of the Enhanced Neighbor project, which uses volunteers as first responders in emergency response. The study highlights important factors to consider when involving volunteers, including how IT can foster the collaboration, and the volunteers' needs for IT support.

Abstract: Emergency response organisations struggle with resource constraints and thereby faces challenges in providing
high-quality public services. Utilising voluntary first responders is one way to address these challenges. There
are different types of volunteers who can help at an emergency site, e.g. citizen volunteers or voluntary
professionals from other occupations. To successfully engage with and utilise these resources, adequate
information and communication technology (ICT) is necessary. In this meta-study, combining and further
exploring two previous studies, the aim is to identify, analyse and evaluate suitable functions for smartphone
applications that can be used to dispatch and support volunteers. The results show that the functions can be
divided into essential ones that are necessary for the response to work at all, and others that might contribute to a
more effective response. The study also shows that the same functions can be used for different volunteer
groups.

Abstract: After a lot of recent natural and human-made disasters all over the word, the large scale emergency response process is becoming very critical and challenging. Lives can be lost and property can be harmed. To respond to these major threats, an effective operational emergency response system needs to address the necessity of data sharing, information exchange and correlation between different Emergency Responders (ERs) including firefighters, police, health care services, army, municipality and so on to successfully respond to large scale disasters. Therefore, the goal of this paper is to introduce POLARISC, an interoperable software solution based on a common and modular ontology shared by all the ERs. Its main objective is to solve the problem of semantic difference and heterogeneity of data to guarantee a common understanding among the various ERs in order to coordinate and to obtain a real time operational picture of the situation.
