Abstract: Building community resilience to natural disasters represents a major policy priority for the United States as hazards impact vulnerable urban regions with increasing frequency and severity. Applying network analysis techniques, we examine the dynamics of emergency response to Superstorm Sandy, which struck the United States east coast in late October 2012 and caused over $72 billion in damages. Drawing on a variety of data sources and analytical techniques, we document the storm's impact on a system of interacting private, public, and nonprofit organizations. We find that the storm's response network exhibited clear patterns of information gaps and flows among different types of organizations. Our findings suggest a general lack of communication between government agencies and businesses, an area of potential improvement in future regional-scale emergency response systems.

Abstract: Decision making in extreme events presents a difficult challenge to emergency managers who are legally responsible for protecting life, property, and maintaining continuity of operations for their respective organizations or communities. Prior research has identified the benefits of gaining situation awareness in rapidly changing disaster contexts, but situation awareness is not always sufficient. We have investigated “option awareness” and the decision space to provide cognitive support for emergency managers to simulate computationally possible outcomes of different options before they make a decision. Employing a user-centered design process, we developed a computational model that rapidly generates ranges of likely outcomes for different options and displays them visually through a prototype decision-space interface that allows rapid comparison of the options. Feedback from emergency managers suggests that decision spaces may enable emergency managers to consider a wider range of options for decisions and may facilitate more targeted, effective decision making under uncertain conditions.

Abstract: Modeling the interaction between interdependent systems in dynamic environments represents a promising approach to enabling communities to assess and manage the recurring risk to which they are exposed. We frame the problem as a complex, adaptive system, examining the interaction between transportation and emergency response as a socio-technical system. Using methods of spatial and statistical analysis, we overlaid the engineered transportation system on the organizational emergency response system to identify the thresholds of fragility in each. We present a research design and preliminary results from a small-scale study conducted in the Pittsburgh Metropolitan Region that examined the interaction between the transportation and emergency response systems. These results informed the design of a Situational Assessment Module for emergency managers, currently under development at the University of Pittsburgh.

Abstract: The communications of emergency response managers were tracked during simulated catastrophic events at a university campus in the Washington, D.C. region. Local, state, and federal response managers interacted with each other and with students using a variety of communication media in order to investigate the utility of new communication channels for emergency response management. Students and emergency managers interacted using a Twitter-like platform and a portal built with Ushahidi crowd-sourcing software. The emergency managers also used a chat interface that included private instant messaging, telephone, and the county's existing emergency web portal. Their media use was analyzed along with the functions of their communications, and the patterns that emerged are described and quantified.

Abstract: In order to analyze and evaluate any post-disaster phases it is necessary to address the pre-existent vulnerability conditions. The methodology consists of four steps: the first step comprises of a review of vulnerability and recovery indicators; the second step is to identify indicators based on spatial variables; the third step is to find the common variables among the subsets of spatial variables from vulnerability and recovery indicators; and the fourth step more pragmatic, is an investigation of the availability of data. The initial results are the set of vulnerability and recovery indicators. Reducing the set of indicators to the indicators represented in a spatial context and the indicators with common features of vulnerability and recovery indices bears the risk to ignore some important single indicators; nevertheless, the added value of the on-going research is to show the advantages of using indicators based on spatial variables.

Abstract: The research on technology for emergency management is usually based either on studies in the field that focus on workers using current tools or on the development, testing, and deployment of novel software tools used in controlled settings. Little is known about the effects of the new collaborative media and work conditions 'in comparison to' the current media and conditions. In 2007, we presented at ISCRAM a method for studying common ground development through a paper prototype in face-to-face collaboration and subsequently presented preliminary findings on common ground development. In this paper we present preliminary findings from an analogous experiment on teams working remotely via a geo-collaborative software prototype. We compare these findings with those from the prior paper prototype study. We use this comparative research design to explore implications for system design and theory development in computer-supported cooperative work.

Abstract: There is an urgent demand for information systems to gather heterogeneous information about needs, donations and warehouse stocks to provide an integrated view for decision making in humanitarian logistics. The dynamic flow of information, due to the unpredicted events, requires adaptive features. The traditional relational data model is not suitable due to its schema rigidity. As an alternative, Graph Data models complemented by semantic representations, like Linked Open Data on the Web, can be used. Based on both, this research proposes an approach for the adaptive integration of information and an associated architecture. An application example is discussed in a real scenario where relief goods are managed through a dynamic and multi-perspective view.

There are numerous potential pitfalls with this implementation process and these new systems will have impacts on the public. For example, these systems could reduce freedom, still be flawed, and affect the economy. The primary intents of this paper are to classify airport security as a complex large-scale safety-critical system, to discuss what make airports so complex, describe the information systems that are involved with such systems, and discuss the impacts on the people involved.

Abstract: The success of humanitarian relief efforts is contingent upon the quality and timeliness of information provided to both the decision making and coordinating functions. Poor or fragmented information can lead to inappropriate decisions or poorly coordinated activities. This research focuses on how the application of spatially aware technologies can allow the information dimension of the challenge to become more effective. This will be achieved through the development of a comprehensive framework for the organization of spatially referenced humanitarian information, and corresponding geospatial data model for practical application in the field. The development of a spatial data framework that is both comprehensive and scalable can unleash the power of GIS for humanitarian data managers, and facilitate the collection and sharing of information between agencies that share similar goals. Abstract: Multi-agency coordination in emergency management presents many challenges. Agencies that normally operate independently have to assemble into a unified supra organization to achieve a common goal. To achieve successful multi-agency coordination organizations need to span organizational boundaries and provide linkages with multiple agencies. This requires interorganizational compatibility of information and communication systems. Necessary for this success are the stakeholders responsible for facilitating these organizational boundary spanning activities. This paper proposes that the preliminary research findings can create a typology of dimensions crucial to facilitating multi-agency emergency management coordination. It is envisaged that the typology will culminate into a diagnostic tool that will enable stakeholders to examine the breakdowns and successes of multi-agency emergency management coordination.

Abstract: The undefined flow of execution of activities in an evaluation process hampers its implementation. A consistent evaluation process defines interrelated methodological steps that make it easier for the evaluator to lead the process. This article presents a process model for the evaluation of simulated field exercises in the emergency domain, including their sub processes and activities. The proposed model was derived from observations made during real situations of a simulated evacuation exercise of communities in high-risk areas in Rio de Janeiro (Brazil). The motivation came from the finding that the assessment of simulated field exercises is conducted by completing an activity report that does not follow a structural model, an evaluation program or a formal standard. The results of this research show the experts' satisfaction with the application of the model proposed for the development of an evaluation process. The same occurs when comparing to reports currently used by them for this purpose.

Abstract: Social media enable rapid, peer-to-peer information flow during crisis events, affordances that have both positive and negative consequences. The potential for spreading misinformation is a significant concern. Drawing on an empirical study of information-sharing practices in a crisis-affected community in the Catskill Mountains after Hurricane Irene, this paper describes how an ad hoc group of community members, led by a handful of journalists, employed specific work practices to mitigate misinformation. We illustrate how the group appropriated specific tools and performed visible skepticism, among other techniques, to help control the spread of false rumors. These findings suggest implications for the design of tools and the development of best practices for supporting community-led, crowd-powered response efforts during disasters.

Abstract: Critical energy infrastructures are more and more focused upon by politics and society. Modern society depends on these structures, since they enable the steady support of electricity and other types of energy. Deliberately precipitated hazards of certain critical parts of electrical transmission systems (ETS) can lead to catastrophic consequences. Therefore, the analysis of feasible security hazards and resulting consequences for the operation of transmission systems are a concern to transmission system operators (TSO). Alas, there is no common method available that comprehensively identifies these feasible security related scenarios and classifies them according to their overall criticality for the safe operation of the ETS. To tackle this challenge, we propose a comprehensive, yet easy-to-apply method to systematically identify and assess the criticality of security threat scenarios. It is conducted in four steps and consists of a matrix based consistency check of threat scenarios in a defined solution space and a convenient semi-quantitative assessment of a risk factor for the ETS. The approach is illustrated by the simplified generic example of an EETS.

Abstract: Every 24 hours a member of the United States (US) Armed Forces commits suicide, while every hour a US veteran takes his own life. These statistics illuminate a deeply-rooted social crisis which eludes experts and military leaders to this day. Billions of dollars invested in suicide prevention seem to offer little relief for active duty servicemen and veterans alike. Military suicide is framed as a wicked problem and the new and exciting theory of Chronic Emotional Atrophy (CEA) is proposed to help explain causes of suicidal ideation in the military. A holistic crisis management strategy via information systems is presented in this work. Depressive symptoms exhibited by military members in emotionally suppressed environments closely parallel those phenomena exhibited by medical patients suffering from frontal lobe damage. The prospective psychiatric information system solution provides frontal lobe stimulation (FLS) to mitigate CEA and suicidal ideation.

Abstract: Engineering reconnaissance following an extreme event is critical in identifying the causes of infrastructure failure and minimizing such consequences in similar future events. Typically, however, much of the data about infrastructure performance and the progression of geological phenomena are lost during the event or soon after as efforts move to the recovery phase. A better methodology for reliable and rapid collection of perishable hazards data will enhance scientific inquiry and accelerate the building of disaster-resilient cities. In this paper, we explore ways to support post-event reconnaissance through the strategic collection and reuse of social media data and other remote sources of information, in response to the September 2013 flooding in Colorado. We show how tweets, particularly with postings of visual data and references to location, may be used to directly support geotechnical experts by helping to digitally survey the affected region and to navigate optimal paths through the physical space in preparation for direct observation.

Abstract: In the past a crisis event was notified by local witnesses that use to make phone calls to the special services. They reported by speech according to their observation on the crisis site. The recent improvements in the area of human computer interfaces make possible the development of context-aware systems for crisis management that support people in escaping a crisis even before external help is available at site. Apart from collecting the people's reports on the crisis, these systems are assumed to automatically extract useful clues during typical human computer interaction sessions. The novelty of the current research resides in the attempt to involve computer vision techniques for performing an automatic evaluation of facial expressions during human-computer interaction sessions with a crisis management system. The current paper details an approach for an automatic facial expression recognition module that may be included in crisis-oriented applications. The algorithm uses Active Appearance Model for facial shape extraction and SVM classifier for Action Units detection and facial expression recognition.

Abstract: This paper presents the results of our research on the development of a Dialog Action Manager-DAM as part of a complex crisis management system. Imagine the utility of such an automatic system to detect the crisis and to provide support to people in contexts similar to what happened recently at the underground in London and Madrid. Preventing and handling the scenarios of terrorism and other crisis are nowadays maybe the most important issues for a modern and safe society. In order to automate the crisis support, DAM simulates the behavior of an employee at the crisis centre handling telephone calls from human observers. Firstly, the system has to mimic the natural support for the paradigm 'do you hear me?' and next for the paradigm 'do you understand me?'. The people witnessing the crisis event as well as human experts provide reports and expertise according to their observations and knowledge on the crisis. The system knowledge and the data communication follow the XML format specifications. The system is centered on the results of our previous work on creating a user-centered multimodal reporting tool that works on mobile devices. In our paper we describe the mechanisms for creating an automatic DAM system that is able to analyze the user messages, to identify and track the crisis contexts, to support dialogs for crisis information disambiguation and to generate feedback in the form of advice to the users. The reasoning is done by using a data frame and rule based system architecture and an alternative Bayesian Network approach. In the paper we also present a series of experiments we have attempted in our endeavor to correctly identify natural solutions for the crisis situations.

Abstract: In the aftermath of disasters, information is of the essence for humanitarian decision makers in the field. Their concrete information needs is highly context-influenced and often they find themselves unable to access the right information at the right time. We propose a novel ICT-based approach to address these information needs more accurately. First, we select a group of in-field decision makers and collect their concrete information needs in the disaster aftermath. We then review to what extent existing data and tools can already address these needs. We conclude that existing solutions fall short in meeting important information needs of the selected group. We describe the design of an information system prototype to address these gaps more accurately. We combine data of the International Aid Transparency Initiative and the Humanitarian Data Exchange to form the data-backend of our system. We describe our implementation approach and evaluation plan.

Abstract: The environment of many HROs in modern, western countries have undergone dramatic changes in the last decades. They have changed from High Reliability Organizations (HROs) into High Reliability Networks (HRNs). In nearly all industries, the formerly vertically integrated, state-owned monopolies were 'unbundled' and in many segments, competition was introduced. Consequently, the services of modern-day large-scale technical systems are provided by networks of organizations. In-depth research in a number of infrastructure industries explored the consequences of these changes for the reliable provision of services in networks of organizations. In networks of organizations, reliability is increasingly achieved through 'real-time' management. This paper highlights three important consequences of these findings and provides some tentative conclusions about their effect on the design and use of Information Systems in complex, large-scale technical systems.

Abstract: This work proposes a model to evaluate systems regarding their resilience in handling unexpected disturbances. To exemplify the use of the proposed model, we chose to analyze the World Youth Day (WID), an important event on the global scenario that happened this year in Rio de Janeiro, a city which will host big events in the next few years, like the World Cup and the Olympic Games. From this event, we chose two disturbances that stressed the system and had the possibility to cause a lot of problems to the event and the city, like the rains in Guaratiba and the arrival of the Pope's committee. After analyzing how the overall WYD organization deal with these disturbances we conclude that, besides the success of the event, the organization showed much more signs of brittleness than resilience.

Abstract: Space-based river monitoring can provide a systematic, timely and impartial way to detect floods of humanitarian concern. This paper presents a new processing method for such data, resulting in daily flood magnitude time series for any arbitrary observation point on Earth, with lag times as short as 4h. Compared with previous work, this method uses image processing techniques and reduces the time to obtain a 6 year time series for an observation site from months to minutes, with more accurate results and global coverage. This results in a daily update of major floods in the world, with an objective measure for their magnitude, useful for early humanitarian response. Because of its full coverage, the grid-based technique also allows the automatic creation of low-resolution flood maps only hours after the satellite passes, independent of cloud coverage.

Abstract: The Global Disaster Alert and Coordination System, jointly developed by the European Commission and the United Nations, combines existing web-based disaster information management systems with the aim to alert the international community in case of major sudden-onset disasters and to facilitate the coordination of international response during the relief phase of the disaster. The disaster alerts are based on automatic hazard information retrieval and real-time running of impact models. This paper describes impact models for earthquakes, tsunamis and tropical cyclones.
