Abstract: This paper describes an ongoing project that exploits the capability of mobile sharing systems for ad-hoc wireless networks (MANET) operating in a post-emergency scenario. The aim is to support an existing adaptive process management in which users handle multimedia files (e.g. disaster photos) in a nomadic way by exploiting the capability offered by mobile file sharing middleware to reduce the connection time for each nomadic operator performing emergency workflow. The paper compares user activities with and without file sharing capability in order to show the efficiency gain that could be obtained. A preliminary discussion with example of activity diagrams evidences the benefits in terms of workflow efficiency and gives the opportunity in the software project development phase to obtain a more scalable and efficiently performing mobile adaptive process management for crisis scenarios.

Abstract: This is the first paper to apply Cross Impact Analysis (CIA) and Interpretative Structural Modeling (ISM) methods for analyzing complex cascading effects in Operational Risk Management in an industrial environment. Its main objective is to improve the understanding of the overall picture of an organization?s risks. The paper summarizes the development of a CIA-ISM method of the interaction of 18 critical events of an industrial plant as a first step to improving organizational resilience based on the company?s own estimations as well as the estimates of a panel. The main benefit of using these methods is to know the relationships between different risks and consequences, direct links, indirect and cascading effects. Having the possibility of knowing a full risk map and being able to make a forecast will help to mitigate the unexpected effects and have a better response after an emergency situations is the same as being more resilient.

Abstract: Resilience to disasters depends on measures taken before, during and after the occurrence of adverse events. These measures require interactions between people belonging to different organizations (public, private, non-profit) and citizens in normal and stressful situations. The efficiency of resilience measures results from the collective interaction of individuals, groups of individuals, and organizations, as well as the situational characteristics of the decision environment. The aim of the French-German research project INCA is to develop a decision support framework for improving cross-border area resilience to disasters. This project comprises the design and the implementation of a multi-agent system with the objective to study the behavioral and organizational implications of cross-border cooperation for crisis management and disaster resilience. The analyzed measures focus on citizens who require medical support and the integration of volunteers into the crisis management procedure. This paper outlines the potentials of the multi-agent system and provides first implementation insights.

Abstract: Emergency situations are chaotic in nature. It is however, necessary to understand the context in which Emergency Responders work such that information practice issues can be highlighted and addressed by the system designers. In this paper, Activity Theory is proposed as a methodological and analytical framework to study information practices in the context of Emergency Management. Activity Theory aids in achieving a holistic approach to understanding the work activities context unlike some other analytical methodologies, as it focuses on use of artifacts for the interaction of humans with their environment. In this paper, an activity system model is used to investigate information practice issues of response phase of the emergency services in the UK. Using Activity Theory as an analytical framework, several tensions and contradictions emerged which keep the system unstable but which are also a source of innovation. It is also argued that Activity Theory can usefully be applied to the analysis of information practices over short period of time.

Abstract: Since 2001, entities in the U.S. have produced studies which address issues regarding the progress of including people with disabilities in emergency planning at the Federal, state and local levels. There is general agreement among these stakeholders that there must be engagement of emergency personnel, robust, reliable and accessible emergency communications to ensure a high quality of public safety. A key step is the development of emergency communication technologies that serve emergency management and public safety personnel's ability to communicate with the public. It is critical that these next-generation warning systems be developed such that persons with disabilities are given equal access to emergency alerts. This paper discusses a research and development effort to identify the accommodations needed by people with disabilities in these next-generation, mobile emergency alerting systems. Prototyping mobile phone-based emergency alert systems are discussed and summative findings from field trials conducted with sensory challenged individuals are presented.

The crises are complex and the decision makers face acute time pressure to respond to the disaster. IT based decision support systems provide potential solutions and assist the decision making process. Many decision support systems in emergency response and management concentrate on one kind of disaster. Moreover, complex structures are modeled and recommendations are made rule-based. This work in progress paper describes the first steps towards the development of a generic and self-learning decision support system. The methodology used is case-based reasoning. Abstract: In order to support decision-making in large-scale disasters, IT-based decision support systems provide appropriate countermeasures to respond to the event. For the implementation of measures, logical and temporal dependencies have to be considered. Furthermore, factors influencing the choice of measures should be taken into account. This paper presents a generic approach to modeling sequences of countermeasures using Highlevel Petri Nets including information about the influencing factors and endangered objects. Moreover, an approach to combining several nets is proposed, which establish new sequences for recommendation. The research is part of the development of a generic decision support system for large-scale disasters. Consequently, the focus is on modeling in a generic manner and on automatic processing.

Abstract: Decision support systems can recommend strategies for disaster management, which can be further discussed by decision-makers. To provide rationales for the recommendations, the strategies need to be assessed according to relevant criteria. If several strategies are available, the criteria can be used for ranking the strategies. This paper addresses the issue concerning the choice of suitable criteria from several perspectives. The assessment integrates concepts on robustness, experience with regard to the implementation of a strategy, quantifiable ratios which can be deduced from simulations, and system-specific parameters. Objectives are to facilitate transparency with respect to the assessments, to provide a basis for discussions concerning the strategies, and to preserve adaptability and flexibility to account for the variability of disasters and users' preferences. The assessment should be used for ranking solutions gained from a case-based reasoning system and to reveal contributions of criteria values to the overall assessment.

Abstract: Managing crises is considered as one of the most complicated organizational and managerial task. Indeed, dealing with such situations calls for many groups from different institutions and organizations to interact and collaborate their efforts in a timely manner to reduce their effects. However, response organizations are challenged by several problems. The urgent need of a shared and mutual situational awareness, information and knowledge about the situation are distributed across time and space and owned by both organizations and people. Additionally, decisions and actions have to be achieved promptly, under stress and time pressure. The contribution outlined in this paper is suggesting a crowdsourcing-based approach for decision making in collaborative crisis management based on the literature requirements. The objective of the approach is to support situational awareness and enhance the decision making process by involving citizens in providing opinions and evaluations of potential response actions.

Abstract: Co-location as a form of network governance is a way of organizing response teams when responding to an emergency situation. At the 'Safety house' in the province of Jämtland in Sweden main emergency response actors and supporting actors work together in a shared physical place in order to facilitate the process of cooperation and joint decision making. In order to identify the strengths, weaknesses, obstacles, needs and information system role, we explored this case by looking at how the involved actors experience this new working context. We applied an analytical framework developed specifically for new forms of emergency response. It was found that co-location of actors increases the efficiency in using professional response resources and shortens the emergency response time. Information systems can have a significant role in improving the collaboration between actors at the 'Safety house'. However secrecy issues, the problem of control and politics and the evaluation of the performance of actors are major challenges which face further development of the co-location concept.

Abstract: Even though there are approaches for responsible research and innovation and recommendations on how to use IT, there is a lack of standardisation and guidance that integrates the perspectives of researchers, technology developers, end users, and society at large. In this paper we describe is-IT-ethical?, a European knowledge and service hub we are developing for diverse parties involved in crisis and disaster risk management with a commitment to European values and fundamental rights. The overarching rationale of the initiative is to support European societies' need to effectively balance the benefits of IT with values of democracy and fundamental rights, especially privacy and data protection. The initiative builds on more than seven years of research with practitioners, academic, and commercial IT designers. This paper describes our motivations and a prototype.

Abstract: Crisis management training software is gaining researchers? as well as practitioners? interest. In order to truly support organizations it is important that such software responds to actual user needs. The aim of this study is to compare existing initiative described in research with the needs of the users and to identify possible research directions for forthcoming studies. The literature review shows that discussions on users? needs are superficial at best. The software described in research mainly focus on co-located execution of exercises, often in the form of simulations. Furthermore, a ?right or wrong? behavior is usually built-in. Empirical data from a web survey indicate that flexibility in time and space during training is a fundamental user need. This is not particularly acknowledged in earlier research. Neither is the users? wish for better support in designing exercises. We propose that system flexibility, modularity and pedagogy for computer based crisis training are urgent issues for future research.

Abstract: Societal threats such as global warming and terror attacks make crisis preparedness and crisis training a major priority in governments worldwide. Unfortunately, training is limited, partly due to complex and resource-demanding planning of traditional exercises. Several crisis training software have been developed as a complement. However, reports in research on their usage are rare, which indicates that the diffusion is limited. A potential explanation is that the systems fail to meet important needs in the organizations and/or sound information systems (IS) design principles. This paper describes the first phase of a design science research (DSR) project aiming at developing information systems for disaster management (ISDM) training, and accompanying training methods in local and regional governments. The purpose of this paper is to investigate perceived problems in current crisis training and identify opportunities for ISDM training in the application domain. Another purpose is to outline expected artifacts in the project.

Abstract: This paper describes SIGAME, a web-based application for national cooperation in case of disaster. The main motivation of SIGAME is to provide a quick, flexible, reliable, many-to-many, updated communication channel for improving and coordinating the response of assistance suppliers (located at several territories) when an emergency occurs. In order to make communication as efficient as possible and taking into account the organizational diversities of the suppliers, the political implication and the characteristics of the future users, a user centered design method for web-based interactive systems seems to be the best solution for attending the designer through the different phases and products of the design process. Abstract: The use, or barriers to use, of crowdsourced data by emergency managers has been a significant topic of scholarly discussion during the past several years. The single strongest barrier to use has been identified as one of data quality (Tapia, et. al, 2011). We argue that within this environment the Emergency Manager (EM) acts as a decision-maker and evaluator of crowdsourced data. The final judgement on whether to incorporate crowdsourced data into a Crisis response lies with the EM. In this paper we make a brief argument for the role of EM as trustworthy data analyst and then propose a model for capturing the trust-analytical behavior through game theory (Griffin, et. al, 2012). Lastly, we propose a simple computer game, which uses our model through which we will capture EM trust-analytical behavior though a future empirical data collection effort.

Abstract: This paper describes a Humanitarian FOSS (free and open source software) project carried out by a team of students and faculty at Trinity College. The project outcome was a volunteer management module that has recently been incorporated into the Sahana Disaster Recovery IT System. The Humanitarian FOSS movement is based on two premises: (1) that quality humanitarian software can be built and given freely to governments and organizations in need of such software ; and (2) that the FOSS development model can successfully harness the contributions of humanitarian-minded IT and computing professionals. The Trinity Sahana project introduces a third premise: (3) that students and faculty whose main goals are educational and pedagogical can contribute successfully to the Humanitarian FOSS movement. This paper examines these three premises focusing on the question raised by the third.

Abstract: This paper contributes to the literature on information systems in crisis management by providing an overview of emerging technologies for sensing and recording sociological data about disasters. These technologies are transforming our capacity to gather data about what happens during disasters, and our ability to reconstruct the social dynamics of affected communities. Our approach takes a broad review of disaster research literature, current research efforts and new reports from recent disasters, especially Hurricane Katrina and the Indian Ocean Tsunami. We forecast that sensor networks will revolutionize conceptual and empiricial approaches to research in the social sciences, by providing unprecedented volumes of high-quality data on movements, communication and response activities by both formal and informal actors. We conclude with a set of recommendations to designers of crisis management information systems to design systems that can support social science research, and argue for the inclusion of post-disaster social research as a design consideration in such systems.

Abstract: We report the findings of a crisis management survey on the role of IT in the crisis exercising, training and planning activities among companies in 6 different industries in two neighbouring European countries, Belgium and the Netherlands, having at least 50 employees. The survey was sent to 1450 Dutch and 1245 Belgian companies, 245 of which were returned, resulting in a response rate of 9%. The results of the survey show that the role of IT in these activities in both countries is very limited.

Abstract: The United Nations Disaster Assessment and Coordination (UNDAC) system is designed to assist the United Nations in providing information during the first phase of a sudden-onset emergency and in the coordination of incoming international relief at the site of the emergency. In the immediate aftermath of such an emergency, the UNDAC team will set up an On-Site Operations Coordination Centre (OSOCC) from where the operational activities of the humanitarian organizations responding to the emergency are coordinated. Information management is a key aspect in this phase as the information gathering, processing, and disseminating activities will determine the timeliness and appropriateness of the response by the international humanitarian community. Through participatory observation in the international humanitarian “TRIPLEX” exercise we explore how information managers in the OSOCC make sense of the disaster, how the immediate needs are assessed, and discuss how information systems could improve Sensemaking in these activities.

Abstract: It is a well-known fact that a lack of information will lead to suboptimal decisions. But even when actors jointly have all the information they need to make a well-informed decision, they may fail to find a superior alternative. This hidden profile paradigm would cause misrepresentations of crisis situations and lead to ineffective response. In this research-in-progress paper, we present the first stage of our experimental study on group decision making in humanitarian disaster response, in which we want to find out how teams can be supported to share more information, make better sense, and ultimately avoid such misrepresentations of crisis situations. First results reveal that humanitarian disaster response teams are able to share significantly more information if they would make use of more advanced information and communication systems. However, none of the teams in the experimental setup managed to find the optimal decision.

Abstract: This paper explores the use of knowledge management with emergency information systems. Two knowledge management systems that were utilized during Hurricane Katrina response are described and analyzed. The systems specified were developed by both federal agencies as well as grass root efforts without the support or mandate of government programs. These programs, although developed independently, were able to share data and interact in life saving capacities, transcending traditional geo-political boundaries. We conclude that emergency information systems are enhanced by incorporating knowledge management tools and concepts.

Abstract: The role of Emergency Management is to respond effectively to a major emergency that cannot be handled by the day to day independent services such as fire fighters, police, and medical response facilities. However, normal evolutionary processes typically make the ability to respond to disasters more difficult. This leads to long term decision and policy conflicts and incompatibilities about desirable goals, with implications for practitioners and system designers.
