Abstract: Virtual Reality (VR) is often used for its ability to mimic reality. However, VR can also be used for its ability to escape reality. In that case, on the one hand VR provides a visualization environment where the user’s senses are still in a familiar context (one can see if something is in front, behind, up, down, far or close), yet on the other hand, VR allows to escape the usual limits of reality by providing a way to turn abstract concepts into concrete and interactive objects. In this paper, the dynamic management of a complex industrial system (a supply chain) is enabled in a VR prototypical environment, through the management of a physical trajectory that can be deflected by the impact of any potentialities such as risks or opportunities, seen as physical objects in the performance space.

Abstract: Disaster management and risk prevention in Algeria have undergone many changes in the recent years. Important efforts have been provided on the legal and organizational sides to set the right conditions for an integrated and collaborative framework for disaster management in the country. The aim is to address the lack of information sharing, coordination and collaboration among the involved organizations. However, although the enhancement of the organizational arrangements, several problems persist mainly related to the implementation of these measures. To address this issue, in this paper, we propose an IT based platform in the field of risks prevention and disaster management (DM). This platform provides decision support, enables information sharing, helps to enhance public awareness regarding risks and disasters, supports communication and dissemination of information and alerts in disaster situations and facilitates the implementation of regulation related to disaster management.

Abstract: Water distribution Networks (WDNs) are critical infrastructures that are exposed to deliberate or accidental contamination. Until now, no monitoring system is capable of protecting a WDN in real time. In the immediate future water service utilities that are installing water quantity and quality sensors in their networks will be producing a continuous and huge data stream for treating. The main objective of the project SMaRT-OnlineWDN is the development of an online security management toolkit for water distribution networks that is based on sensor measurements of water quality as well as water quantity and online simulation. Its field of application ranges from detection of deliberate contamination, including source identification and decision support for effective countermeasures, to improved operation and control of a WDN under normal and abnormal conditions.

Abstract: The resolution of complex decision situations in crisis and remediation management following a man-made or natural emergency usually requires input from different disciplines and fields of expertise. Contributing to transparency and traceability of decisions and taking subjective preferences into account, multi-criteria decision analysis (MCDA) is suitable to involve various stakeholder and expert groups in the decision making process who may have diverse background knowledge and different views, responsibilities and interests. The focus of this paper is to highlight the role of MCDA in nuclear emergency and remediation management on the basis of a hypothetical case study. Special emphasis is placed on the modelling of the decision makers' preferences. The aim is to explore the sensitivity of decision processes to simultaneous variations of the subjective preference parameters and consequently to contribute to a facilitation of the preference modelling process by comprehensibly visualising and communicating the impact of the preferential uncertainties on the results of the decision analysis.

Abstract: This paper presents the INSITU research project initiated to provide a systematic approach for effective sharing, integration and use of information from different sources, to establish a common operational picture (COP) and shared situational understanding among multiple actors in emergency response. The solution developed will provide an interactive map display, integrating harmonisation of terminology and collaboration support for information sharing and synthesis. The enhanced COP will also support evaluation and learning from exercises and incidents. The project involves close collaboration with emergency management stakeholders in Norway, for requirements analysis, participatory design, and validation of project deliverables. The research will improve information sharing and decision support in emergency operations centres, which will contribute to improve societal resilience through more effective response capability.

Abstract: ICT infrastructures are a critical asset in today's Information society. Legacy telecommunication systems easily collapse in the face of disruptions due to security incidents or natural disasters. Hence, there is an urgent demand for new architectures and technologies ensuring a more efficient and dependable support for various security missions, such as disaster relief initiatives, first responder operations, critical infrastructure protection, etc. In this paper we advocate the opportunistic networking paradigm to build a self-organizing overlay ICT infrastructure for supporting dependable crisis management services. Our opportunistic framework to “glues together” surviving parts of the pre-existing infrastructure with networks deployed on-demand and users devices, and supports dependable distribution of coherent, updated, and non-contradictory information distribution. Finally, to show the potential advantages of our solution, we present initial results on the performance of different types of opportunistic infrastructures, by particularly highlighting the gains of context-aware systems.

Abstract: Works on Emergency Response Systems (ERS) tend to set aside-or discuss peripherally-the global nature of catastrophes and the unique conditions under which these systems have to operate. Major disasters either affect more than one country or require the help of more than one nation. Designing ERS to manage global crisis situations pose great challenges due to incompatible technologies, language and cultural differences, variations in knowledge-level and management styles of decision makers, and resource limitations in individual countries. In this paper, we outline theoretical foundations for designing global ERS. We develop a path model that identifies the elements and their interactions needed to ensure quality of outcomes and processes of emergency response. We also prescribe a Global Information Network (GIN) architecture to provide decision-makers with timely response to crises involving global intervention.

Abstract: Recent disasters have shown that wireless sensors and unmanned systems are increasingly becoming a valuable aid for first responders. Depending on the kind of incident and its extent, different assets are to be used. The more diverse these assets are, the more complex their simultaneous use and coordination. Therefore, integrated solutions are needed which comprise all necessary components such as power supply, communication infrastructure, data acquisition and processing, decision support and information dissemination. In this paper, an architecture for an open framework is proposed and its advantages over dedicated solutions are discussed. Abstract: Other than the direct exposure of a seismic event, the interruption of the transportation network causes an indirect exposure of the population living in stricken areas. In spite of such evidences, current planning practices rarely address road network seismic risk concerns beyond the typical structural link-by-link approach. The underlying hypothesis of the current research work is that, when facing a major earthquake, the impacts on road networks performance for emergency response functions can be minimized namely by the introduction of measures, not only in terms of infra-structural reinforcement but also in terms of network connectivity and activities location. Potential applications of this work include urban planning micro and macro scale solutions to be included in specific instruments (such as urban master plans or emergency plans). Additionally, the proposed method may be integrated in loss estimation models, which still do not include earthquake losses due to inaccessibility.

Abstract: This article focuses on the question of the impact of the COVID-19 crisis on air pollution. The chosen approach is based on the principle of “Physics of Decision” (POD), which considers: (i) the performance of a system as a physical trajectory within the framework of its performance indicators, (ii) risks or opportunities (potentialities) as forces that may deviate that trajectory, and (iii) benefits or damages (actualities) as concrete deviations of the performance trajectory. The daily data about the air pollution in Paris area (France) has been gathered for eight years (2014-2021) and three main performance indicators have been chosen. Then, the performance trajectory of each year has been plotted and the expected trajectories of 2020 and 2021 have been guessed from the previous ones. The deviation between the expected and actual trajectories of 2020 and 2021 have been assessed, and using physics and motion laws, evaluated as a deviation force.

Abstract: Negotiation and collaboration during the requirements stage of the software engineering process are fundamental to developing successful software products. Groups of stakeholders work together to come to agreement on the most important requirements to be sent forward for implementation. Distributed software engineering is becoming the norm rather than the exception, yet the requirements elicitation and definition process is normally conducted face to face. This paper describes an empirical study to investigate the relationship between structured task and specified negotiation steps within an asynchronous environment. The results reveal that these structures can have a positive impact on solution quality but a negative impact on process satisfaction, although following a negotiation sequence and task structure can help asynchronous groups come to agreement faster. Details of the experimental procedures, statistical analysis, and discussion of the results of the experiment are presented, as are suggestions for improving this work and a plan for future research.

Abstract: Having the right information at the right time is crucial to make decisions during emergency responses. To fulfill this requirement, emergency management systems must provide emergency managers with knowledge management and visualization tools. The goal is twofold: on one hand, to organize knowledge coming from different sources, mainly the emergency response plans (the formal knowledge) and the information extracted from the emergency development (the contextual knowledge); on the other hand, to enable effective access to information. Formal and contextual knowledge sets are mostly disjoint; however, there are cases in which a formal knowledge piece may be updated with some contextual information, constituting what we call the composite knowledge. In this paper, we extend a knowledge framework with the notion of composite knowledge, and use spatial hypertext to visualize this type of knowledge. We illustrate our proposal with a case study on accessing to information during an emergency response in an underground transportation system.

In the SCKâEUR¢CEN nuclear emergency preparedness research two projects address two different and particular communication or information management challenges. The HINES system aims at creating a common view by using an information system as a communication tool in an on-site nuclear emergency response room. The MODEM project uses XML-technology to stimulate communication between scientific experts from different countries and institutes by facilitating the exchange of information used in decision support models used to assess the impact of a release of radioactive material in the environment. Abstract: The need for transparent and consistent decision making in nuclear emergency management across local, regional, national and international levels is well recognised. Several decision support systems have been developed to help achieve this; but, by and large, with little consultation with potential DMs and with limited understanding of the emergency management procedures across Europe and how they differ. This work, part of a European Fifth Framework project EVATECH, considers the application of process modelling to document and compare the emergency management process in four countries. We have observed that the four process models are substantially different in their organizational structure and identified differences in where decisions are made, the management of advice and the communication network style. This papers focus is on the results of the comparison and the implications for the design and use of decision support systems.

Abstract: Simulation is an interdisciplinary science applicable to many branches of knowledge. One field in which simulation is relevant is decision making support (DMS), in which we use computers to run models of real or possible scenarios in order to evaluate alternative actions before carrying them out. We will obtain a useful simulation system only when the model (engine of the simulation process) has been made accurately to represent reality. Thus it is necessary to use a methodology that helps us to construct a simulation system. This paper presents some classifications of simulation systems and an introduction to the Monte Carlo method, with the objective of creating a framework of application of this method for the construction of simulation systems for decision making support in crisis management. One area of applicability is scenario-based simulations for training for cross-national teams to cooperate in large scale disasters. The final aim of this research will be the recommendation of standards and methodologies to build simulation systems in crisis management, specifically in decision making support. © 2012 ISCRAM.

By taking a multi-hazard viewpoint with respect to disaster response and recovery, there is an opportunity to allocate limited resources more effectively, particularly in the context of long-term planning for community sustainability. This working paper introduces an approach for extending quantitative resource allocation models to consider multiple interrelated hazards. The discussion is motivated by a literature review of existing models and then focuses on changes necessary to take the multiplicity of hazards into consideration in the context of decision support systems for disaster operations management.

Abstract: Efficient request and deployment of critical resources for urban search and rescue operations is vital to emergency response. This paper presents a RFID (Radio Frequency Identification) supported system for on-site data collection to communicate structural condition, to track search and rescue status, and to request and allocate appropriate resources. The system provides a unified interface for efficient posing, gathering, storing and sharing of building assessment information. Visualization and easy access of such information enables rescuers to response to the disaster with better situational awareness. Resource requests are sent to the GIS resource repository service that enables a visual disaster management environment for resource allocation. Request and deployment of critical resources through this system enables lifesaving efforts, with the appropriate equipment, operator, and materials, become more efficient and effective. System development at the Illinois Fire Service Institute has shown promising results.

Abstract: Resulting from an interdisciplinary endeavor, the paper proposes an ontological model for supporting collaborative work practices in critical settings, and shows its application to a specific domain. The model is empirically-grounded, as based on ethnographic research carried out at an international airport ?clearly an example of safety-critical environment, where emergency prevention and preparedness are crucial. On the other hand, the model leverages on previous ontological work on collaboration and observation in emergency response, and revises it when necessary, thus contributing to its development. Taking hand-baggage screening as an example, the paper shows how the model can be applied, and how it could be used to run model-based simulation in order to better understand collaborative work practices and analyze the impact of different techno-organizational changes on such practices and their effectiveness. This could result in suggesting guidelines for enhancing workflow, security policies and, more generally, time- and safety-critical situations management.

Abstract: Based on interviews with European crisis managers and other stakeholders, we identified specific learning requirements regarding psycho-social support in disaster management. This paper describes the process of developing a learning environment specifically for disaster managers with strategic responsibilities. Focusing on competence development, the underlying concept emphasizes peer-like exchanges and self-directed learning rather than passive, externally organized training methods. For that purpose a web-based learning platform is being developed in combination with competence development modules tailored to the needs of crisis managers. The envisioned learning platform utilizes blended learning and social learning concepts and technologies to facilitate knowledge building, adapted and customized to the needs of the crisis managers. End-user requirements will be individually assessed in order to generate up-to-date content while considering the wider EU-context.

Abstract: The purpose of this paper is to outline the requirement for data-driven methods for determining optimal geographic locations of United States Department of Defense (DOD) Humanitarian Assistance (HA) resources, including disaster mitigation and preparedness projects. HA project managers and tactical implementers charged with cost-efficient deployment of HA resources are challenged to produce measurable effects, in addition to contributing to broader Joint and Interagency-informed security assistance strategies. To address these issues, our ongoing research advocates geospatial multi-criteria site suitability decision support capabilities that leverage 1) existing geospatial resource location-allocation methodology as applied in government, retail, and commercial sectors; 2) user-generated criteria and objective preferences applied in widely-used decision frameworks; 3) assessments of the feasibility of obtaining data at a geographic scale where DOD tactical/operational level users can benefit from the model outputs; and 4) social science theory related to the HA domain criteria that form the foundation of potential decision models.

Abstract: This paper presents an overview of ongoing research into the development of an integrated framework aimed at adaptive co-ordination of emergency response to dynamic, fast evolving and novel events on a large-scale. The framework consists of (i) a decision support system, supported by rapid adaptive search methods, to enable the real time development of tailored response plans including emergency responder team composition and task allocation to these teams, and (ii) an agent-based simulation of emergency response to large-scale events occurring in real geographical locations. The aim of this research is to contribute to understanding how better agent-based simulation coupled with decision support can be used to enable the effective co-ordination of emergency response, involving the collective efforts and actions of multiple agencies (ambulance services, fire brigades, police forces and emergency planning units), to rapidly evolving large-scale unprecedented events.

Typically, adhoc supply networks (SNs) need to be built, in which various actors with different interests collaborate. Although information is sparse and highly uncertain, time for SN design is short, and important strategic decisions (e.g., location of facilities), whose revision requires investing substantial time, effort and resources, must be made promptly. This paper presents an iterative approach for the design of robust SNs that combines (i) an optimisation model to identify promising alternatives to be analysed in detail, (ii) a scenario-based approach to analyse the weaknesses of these alternatives and generate alternative solutions for comparison and benchmarking, and (iii) a decision support module for detailed comparisons and consensus building. By following the iterative approach, successively robust SNs are created to enable effective and efficient disaster response. We illustrate our approach by an example from the Haiti 2010 earthquake.

Abstract: Modern critical infrastructure (CI) systems are tightly coupled, resulting in unprecedented complexity and difficulty to predict, limit and control the consequences of disruptions caused by hazards. Therefore, a paradigm shift in disaster risk management is needed: instead of focusing on predicting events, resilience needs to be improved as a basis for adequate response to any event. This paper starts from a definition of CI resilience that provides a basis for quantitative and qualitative decision support. For the quantitative modelling approach, which aims at measuring the resilience of individual CIs, we focus on two CIs of fundamental importance for disaster response: transportation and power supply. The qualitative framework details relations between CIs. The results of this research are illustrated by a case study that analyses the impact of Hurricane Sandy. The findings highlight the need for a framework that combines qualitative and quantitative information from heterogeneous sources to improve disaster resilience.
