Abstract: In emergency management, the identification of hazards, analysis of risks, development of mitigation and response plans, maintaining of situational awareness and support of response and recovery are all complex responsibilities. A major accident brings together individuals belonging to many different organizations, having backgrounds in different fields of operation, and representing different organizational cultures. They have to absorb a large amount of information about the accident over a short period of time. In order to take effective action, actors are expected to work smoothly together, thus the flow of information from and to the actors involved is crucial. Nevertheless, there are certain problem domains in the different phases of emergency management, which may weaken the flow of information. In this paper we present the findings of the first round of a Delphi study in which we identified problem domains in communication both in long-term and short-term planning for major accidents.

Abstract: The growing use of a variety of information systems in crisis management both by non-governmental organizations (NGOs) and emergency management agencies makes the challenges of information sharing and interoperability increasingly important. The use of semantic web technologies is a growing area and is a technology stack specifically suited to these challenges. This paper presents a review of ontologies, vocabularies and taxonomies that are useful in crisis management systems. We identify the different subject areas relevant to crisis management based on a review of the literature. The different ontologies and vocabularies available are analysed in terms of their coverage, design and usability. We also consider the use cases for which they were designed and the degree to which they follow a variety of standards. While providing comprehensive ontologies for the crisis domain is not feasible or desirable there is considerable scope to develop ontologies for the subject areas not currently covered and for the purposes of interoperability.

Abstract: Social media allows the public to engage in the disaster response and recovery process in new and exciting ways. Many emergency management agencies in the United States are embracing social media as a new channel for alerts, warnings, and public outreach, but very few are mining the massive amounts of data available for use in disaster response. The research reflected in this paper strives to help emergency management practitioners harness the power of community volunteered information in a way that is still novel in most parts of the country. Field verification and research combined with survey results attempts to identify and solve many of the barriers to adoption that currently exist. By helping practitioners understand the virtues and limitations of this type of data and information, this research will encourage the use of community volunteered information in the emergency operations center.

Abstract: While great progress is made in terms of development and implementation on new ICT services for supporting crisis response coordination, the challenge remains on how to integrate these services within the ICT infrastructure in daily use by emergency responders. We report from an ongoing analysis of existing crisis response infrastructure in Norwegian municipalities, presenting an overview of current practice and related challenges. We argue for an information infrastructure perspective on the integration challenges, focusing on how new services based on geographic information systems and social media should be based on existing systems in use.

Abstract: The use, or barriers to use, of crowdsourced data by emergency managers has been a significant topic of scholarly discussion during the past several years. The single strongest barrier to use has been identified as one of data quality (Tapia, et. al, 2011). We argue that within this environment the Emergency Manager (EM) acts as a decision-maker and evaluator of crowdsourced data. The final judgement on whether to incorporate crowdsourced data into a Crisis response lies with the EM. In this paper we make a brief argument for the role of EM as trustworthy data analyst and then propose a model for capturing the trust-analytical behavior through game theory (Griffin, et. al, 2012). Lastly, we propose a simple computer game, which uses our model through which we will capture EM trust-analytical behavior though a future empirical data collection effort.

Abstract: Supplies of food and water are essential in disaster management, particularly in the very early chaotic phases when demand and available resources are highly uncertain, information systems are disrupted, and communication between communities, food suppliers, retail and emergency authorities is difficult. As many actors and organisations are involved in ever more complex food supply chains, cooperation and collaboration are vital for efficient and effective disaster management. To support decision-makers facing these problems, this paper introduces a scenario-based approach that integrates simulation of disruptions in food supply chains, and qualitative expert assessment to develop consistent scenarios that show the consequences of different strategies. To choose the best individual measures for all relevant actors and to compare it with the best overall strategy approaches from multi-criteria decision analysis are used.

Abstract: Real-time information from microposts like Twitter is useful for applications in the crisis management domain. Currently, that potentially valuable information remains mostly unused by the command staff, mainly because the sheer amount of information cannot be handled efficiently. Sentiment analysis has been shown as an effective tool to detect microposts (such as tweets) that contribute to situational awareness. However, current approaches only focus on two or three emotion classes. But using only tweets with negative emotions for crisis management is not always sufficient. The amount of remaining information is still not manageable or most of the tweets are irrelevant. Thus, a more fine-grained differentiation is needed to identify relevant microposts. In this paper, we show the systematic evaluation of an approach for sentiment analysis on microposts that allows detecting seven emotion classes. A preliminary evaluation of our approach in a crisis related scenario demonstrates the applicability and usefulness.

Abstract: This paper describes the work that is being done within the EU research project DISASTER to solve interoperability issues in cross-border emergency operations by applying a technical solution that is able to create a common operational picture. To that end a twofold solution is proposed: The development of a common and modular ontology shared by all the stakeholders taking into account different countries cultural, linguistic and legal issues. And, from that point, bearing in mind that most legacy EMSs (Emergency Management Systems) rely on Service-Oriented-Architectures (SOA), the implementation of transparent SOA mediation algorithms compliant with current data formats and existing solutions. That way, a mediation solution is provided by the DISASTER Mediator, which plays the role of gateway for each EMS enabling a communication based in Web Services. In order to avoid a misunderstanding of shared information it is necessary to create a solution that offers more than a plain translation of terms but rather a concept mediation so the corresponding user is able to understand the situation in its own framework of reference.

Abstract: Decision support systems for emergency management tend to focus on making a lot of data meaningful to particular users via a common operational picture (COP). This paper describes one such system, but one that goes further by making the COP flexible enough to support multiple users. Large crises involve frequent role switching between different actors in a response. Hence, predicting the support needs of a given user of a COP is difficult at best, complicating the design process. The solution described here is to use interactive information overlays to enable different users to fit the COP to their particular SA needs. The design was evaluated in two user workshops and a demonstration. In general, it was well-received, but domain experts cautioned that the tool must be usable not only in large crises but in everyday operations, or else it will not be used.

Abstract: Social media has become increasingly important for emergency management. One example is its current use by governmental organizations to disseminate emergency-relevant information. During disaster events, it is imperative for people in affected areas to obtain accurate information. People using social media make a conscious decision to trust, act on, propagate or disregard emergency-relevant information. However, local government, in general, has not developed agreed upon ways to use social media in emergencies. This study documents how emergency management was able to successfully partner with local media and utilize social media to develop important relationships with the affected community via social media in emergencies. The study demonstrates a way to successfully utilize social media during disaster events in several ways: by closing a feedback loop between first responders and the public, by monitoring information flow, and by providing regular updates to the public.

Abstract: This practitioner report describes a moor- And turf-fire that occurred in 2011 at the Dutch-German border and was engaged by forces both from the Netherlands and Germany. All involved emergency management organizations were facing interoperability issues when it came to cross-border cooperation, although cooperation handbooks were already in use and the involved organizations were used to work together. The size of the incident and it's remote location called for an increased coordination between all involved actors and across all command levels.

Abstract: The Four Phase Model of Emergency Management has been widely used in developing emergency/disaster response plans. However, the model has received criticism contrasting the clear phase distinctions in the model with the complex and overlapping nature of phases indicated by empirical evidence. To investigate how phases actually occur, we designed PhaseVis based on visualization principles, and applied it to Hurricane Isaac tweet data. We trained three classification algorithms using the four phases as categories. The 10-fold cross-validation showed that Multi-class SVM performed the best in Precision (0.8) and Naïve Bayes Multinomial performed the best in F-1 score (0.782). The tweet volume in each category was visualized as a ThemeRiver[TM], which shows the 'What' aspect. Other aspects – 'When', 'Where', and 'Who' – Are also integrated. The classification evaluation and a sample use case indicate that PhaseVis has potential utility in disasters, aiding those investigating a large disaster tweet dataset.

This research work aimed to fill this theoretical gap in designing IS for disaster management and to contribute towards guiding design decisions for future emergency management information systems development. A prototype system called CEMAS was designed and developed to support current challenges in disaster management. The underlying guiding theory for CEMAS was situational qualities interweaved within information system success factors in the form of knowledge management system. This paper presents the evaluation results of CEMAS in a simulated environment for flood.

Abstract: The NREFS project is re-evaluating the management of radiation accidents, paying attention to environmental, financial and safety issues and to the threat and response phase. In designing our project some two years ago, we were concerned to avoid any assumption that a future accident will be similar to a past accident, in particular the Chernobyl and Fukushima Accidents. After a year of research on the issues to be considered and the criteria that could or should drive the decision making, our concern has increased. We have found that international guidance provided by organisations such as ICRP and IAEA lack the specificity to help decision makers. Precedent set in the handling of earlier accidents provides much clearer and tighter guidance – and, moreover, one may feel that that the public will expect them to follow such precedent. Unfortunately the circumstances of a future accident may make precedent inapplicable. Consequently we believe that there is an urgent need to think more widely about nuclear emergency management.

Abstract: This practitioner paper outlines some of the benefits for the use of social media, from the perspective of a local-level or county-level emergency manager (EM). As compared to state and national level emergency management, because local level EMs have limited manpower and resources, social media can positively or negatively impact the effectiveness of communication before, during and after disaster strikes. Outlined in this paper are six key points where local EMs have specific needs that could be addressed by the effective use of social media and, in the opinion of the authors, represent the top issues that EMs face when considering how to leverage Twitter, Facebook, YouTube, Instagram and other social media platforms. The six needs addressed in this paper include: 1) Best practices for general social media use by EMs, 2) Social media use for internal command and control within the EM group, 3) Developing situation awareness by monitoring social media, especially prior to predicable events, 4) Communicating disaster preparedness messages through social media, 5)Using social media for gathering damage assessment information during, or immediately following a crisis,and 6) Leveraging social media volunteer groups. This short paper picks up where the Federal Emergency Management Agency's social media training leaves off and attempts to represent these six needs as use cases for researchers and developers to address in future publications and products.

Abstract: This paper describes the design, execution, and results of a participatory design workshop with emergency public information officers (PIOs). During the workshop, PIOs and researchers explored ideas and designs for supporting the social media needs of PIO work. Results indicate that PIO perceptions of social media have changed as they have learned to incorporate activities of the public into their work, yet they still struggle with issues of trust and liability. Based on workshop design activities, the paper offers a set of design recommendations for supporting the social media needs of PIO work practice such as the ability to monitor, document, and report social media activity.

Abstract: Co-location as a form of network governance is a way of organizing response teams when responding to an emergency situation. At the 'Safety house' in the province of Jämtland in Sweden main emergency response actors and supporting actors work together in a shared physical place in order to facilitate the process of cooperation and joint decision making. In order to identify the strengths, weaknesses, obstacles, needs and information system role, we explored this case by looking at how the involved actors experience this new working context. We applied an analytical framework developed specifically for new forms of emergency response. It was found that co-location of actors increases the efficiency in using professional response resources and shortens the emergency response time. Information systems can have a significant role in improving the collaboration between actors at the 'Safety house'. However secrecy issues, the problem of control and politics and the evaluation of the performance of actors are major challenges which face further development of the co-location concept.

Abstract: The increasingly sophisticated sensors supported by modern smartphones open up novel research opportunities, such as mobile phone sensing. One of the most challenging of these research areas is context-aware and activity recognition. The Smart Rescue project takes advantage of smartphone sensing, processing and communication capabilities to monitor hazards and track people in a disaster. The goal is to help crisis managers and members of the public in early hazard detection, prediction, and in devising risk-minimizing evacuation plans when disaster strikes. In this paper we suggest a novel smartphone-based communication framework. It uses specific machine learning techniques that intelligently process sensor readings into useful information for the crisis responders. Core to the framework is a content-based publish-subscribe mechanism that allows flexible sharing of sensor data and computation results. We also evaluate a preliminary implementation of the platform, involving a smartphone app that reads and shares mobile phone sensor data for activity recognition.

Abstract: Emergency situations are unavoidable. This paper presents the functions inherent in a prototype system that was developed in Malaysia for emergency management. The prototype is potentially useful in Selangor, a state in Malaysia that is prone to natural disasters such as flash floods and landslides. Abstract: The role of common citizens within the emergency management (EM) process is crucial in order to support efficiently the operators' activities during the response phase. Moreover, their participation is strictly related to their profile and their experience in previous events. In a previous contribution we identified the different roles that the citizens can play for an effective cooperation with the EM workers. In this paper, we introduce an emergency tool based on a mobile application designed to support the activities of the citizens acting as Agent. The Agents have specific capabilities recognized by the EM Operation Center (OC) to execute actions under the remote supervision of the EM operators. The proposed tool allows the Agents to receive information from the OC and to visualize it through an advanced visualization modality. In particular, available information is previously collected by the center from the witnesses and the affected people that have alerted about it.

Abstract: The identification of elements at risk is an essential part in hazard risk assessment. Especially for recurring natural hazards like floods, an updated database with information about elements exposed to such hazards is fundamental to support crisis preparedness and response activities. However, acquiring and maintaining an up-to-date database with elements at risk requires both detailed local and hazard-specific knowledge, being often a challenge for local communities and risk management bodies. We present a new approach for leveraging Volunteered Geographic Information to identify elements at risk from the free and open-source mapping project OpenStreetMap. We present initial results from a case study in the city of Cologne, Germany, to validate our approach in the case of flood-hazard. Our results show that the identification of elements at flood risk from OpenStreetMap is a suitable and cost-effective alternative for supporting local governments and communities in risk assessment and emergency planning.
