Abstract: Social Media contain a wealth of information that could improve the situational awareness of Emergency Managers during a crisis, but many barriers stand in the way. These include information overload, making it impossible to deal with the flood of raw posts, and lack of trust in unverified crowdsourced data. The purpose of this project is to build a communications bridge between emergency responders and technologists who can provide the advances needed to realize social media?s full potential. We are employing a Delphi study survey design, which is a technique for exploring and developing consensus among a group of experts around a particular topic. Participants include emergency managers and technologists with experience in software to support the use of social media in crisis response, from many countries. The topics of the study are described and preliminary, partial results presented for Round 1 of the study, based on 33 responses.

Abstract: Semi-structured interviews were conducted with U.S. public sector emergency managers to probe barriers to use of social media and reactions to possible software enhancements to support such use. The three most frequently described barriers were lack of personnel time to work on use of social media, lack of policies and guidelines for its use, and concern about the trustworthiness of pulled data. The most popular of the possible technological enhancements described for Twitter are filtering by category of user/contributor, and display of posts on a GIS system with a map-based display.

Abstract: A high level conceptual model is presented of factors hypothesized to be key determinants of the effectiveness of decision making in large scale disasters, grounded in the literature on disaster management. ICT robustness (including the use of social media) sensemaking, and the effectiveness of decision making processes by the multi-organizational Partially Distributed Teams that must cooperate are accorded key roles in the process model. The outcomes of the decision making processes modeled are decisions, in terms of timeliness and quality.

Abstract: Several recent studies point the way to enabling emergency response managers to be able to find relevant posts and incorporate them into their sensemaking and decision making processes. Among the approaches that have improved the ability to find the most relevant information are the social conventions of creating topic groups and tags and of “retweeting;” the use of trained volunteers to filter and summarize posts for responders; automated notifications of trending topics; natural language processing of posts; techniques for identifying posts from the disaster site; and the use of GIS and crisis maps to visually represent the distribution of incidents.

Abstract: This article contributes to identifying the capabilities of Instagram when utilized as a source of Volunteered
Geographic Information (VGI) for disaster management (DM) purposes. The geographic focus of this research is
in the Mediterranean area. As case study, the fire event of East Attica 2018, Greece, was chosen. This major fire
occurred on the 23rd of July 2018 and caused the death of 100 people, the injury of additional 164 while the total
burnt area was about 1275,9ha. It is the deadliest in modern Greece?s history and the second deadliest at a global
level, within the 21st century. About 15000 related photos along with the corresponding captions and timestamps
were crawled from Instagram. An initial sample of about 1100, was analyzed, by using a certain methodology
divided in certain steps, the most important of which include the classification of the information to certain
categories, geo-referencing and the creation of graphs and maps that visualize the processed data.

Abstract: Social media platforms have become a source of high volume, real-time information describing significant events in a timely fashion. In this paper we describe a system for the real-time extraction of information from text and image content in Twitter messages and combine the spatio-temporal metadata of the messages to filter the data stream for emergency events and visualize the output on an interactive map. Twitter messages for a geographic region are monitored for flooding events by analysing the text content and images posted. Events detected are compared with a ground truth to see if information in social media correlates with actual events. We propose an Intrusion Index as part of this prototype to facilitate ethical harvesting of data. A map layer is created by the prototype system that visualises the analysis and filtered Twitter messages by geolocation.

Abstract: In the response phase of disasters, minimal research has been conducted on the near real-time operational usage of social media. Research findings during this phase could provide evidence to the emergency management community that social media content can be retrieved, verified, and ultimately utilized in decision-making. This paper discusses potential strategies for conducting future research in near real-time during disasters to gain insightful knowledge rarely captured. Following the April 25, 2015, magnitude 7.8 Nepal earthquake, a team of 20 digital volunteers were virtually activated for 48 hours to extract medical-related information from multiple social media platforms and Internet sources. This practitioner insight paper examines methods applied to filter, classify, analyze, verify, and distribute the medical-related information in a timely manner. Association of past research studies are applied to the digital volunteer's experience within a case study framework, calling attention to the feasibility of digital volunteers as an information source in future research.

Abstract: The U.S. Department of Homeland Security (DHS) Science and Technology Directorate (S&T) and Canada Department of National Defence's Centre for Security Science conducted its fifth Canada-U.S. Enhanced Resiliency Experiment (CAUSE V) on November 15 – 16, 2017 along the border between the Canadian province of British Columbia and the state of Washington. The experiment tested emerging technologies to promote more effective communication and information sharing for emergency management officials and first responder agencies on both sides of the border in response to a Mt. Baker volcanic eruption and lahar mudflow scenario. The CAUSE V experiment explored the use of trained digital volunteers to provide operational and public information support to emergency management professionals. These digital volunteers were assigned to monitor simulated social media platforms, identifying information according to pre-assigned mission assignments, including misinformation and rumor control, and reporting this information to emergency management officials and first responder agencies. Researchers from the University of Washington were in attendance to specifically observe the efforts of the digital volunteers during the experiment. Research observations, and the benefits of integrating the research and practitioner communities, will be highlighted on the poster.

Abstract: During large-scale disasters it is not uncommon for Public Safety Answering Points (e.g., 9-1-1) to encounter
service disruptions or become overloaded due to call volume. As observed in the two past United States hurricane
seasons, citizens are increasingly turning to social media whether as a consequence of their inability to reach
9-1-1, or as a preferential means of communications. Relying on past research that has examined social media
use in disasters, combined with the practical knowledge of the first-hand disaster response experiences, this paper
develops a knowledge-driven framework containing parameters useful in identifying patterns of shared
information on social media when citizens need help. This effort explores the feasibility of determining
differences, similarities, common themes, and time-specific discoveries of social media calls for help associated
with hurricane evacuations. At a future date, validation of this framework will be demonstrated using datasets
from multiple disasters. The results will lead to recommendations on how the framework can be modified to make
it applicable as a generic disaster-type characterization tool.

Abstract: People use diverse sources of information, e.g., newspapers, TV, Internet news, social media, and face-to-face
conversations, to make sense of crises. We apply uses and gratifications theory (UGT) and structural equation
modeling to illustrate how using internet-based information sources since the political uprisings in Egypt influence
perceptions of information satisfaction. Consistent with expectations we find that content and process gratifications
constructs combine to explain information satisfaction, while social gratifications do not significantly influence
satisfaction in the context of a crisis. This suggests that UGT is useful for evaluating the use of information
technology in a context where information is limited in quantity and reliability.

Abstract: Social or new media have over the past years become an integrated part of human communication, both as a means to establish and maintain social relationships, but also as a means of sharing and co-creating information. New media comes with an array of possibilities for individuals as well as organisations, corporations and authorities. Within the field of crisis communication new media possibilities, such as online sharing and social networking, has had an impact on the way crisis information is disseminated and updated. This paper addresses the issues related to using new media as a means of communicating crisis information and broadcasting alerting messages to the general population, and also discusses the role of new media in future pan-European alerting. It focuses on current and on-going research on social media for crisis communication. An extensive systematic literature review was done to identify factors that affect the use of social media for alerting and warning. These factors were mirrored in experiences, collected through interviews, in crisis communication organisations in three European regions (Sweden, Czech Republic and Spain). The factors finally form the basis for suggestions regarding the design of technological tools for both communication and information collection as part of a pan-European alerting system. © 2012 ISCRAM.

Abstract: Geospatially-oriented social media communications have emerged as a common information resource to support crisis management. Our research compares the capabilities of two popular systems used to collect and visualize such information – Project Epic's Tweak the Tweet (TtT) and Ushahidi. Our research uses geospatially-oriented social media gathered by both projects during recent disasters to compare and contrast the frequency, content, and location components of contributed information to both systems. We compare how data was gathered and filtered, how spatial information was extracted and mapped, and the mechanisms by which the resulting synthesized information was shared with response and recovery organizations. In addition, we categorize the degree to which each platform in each disaster led to actions by first responders and emergency managers. Based on the results of our comparisons we identify key design considerations for future social media mapping tools to support crisis management. © 2012 ISCRAM.

Abstract: Today's crises attract great attention on social media, from local and distant citizens as well as from news media. This study investigates the possibilities of real-time and automated analysis of Twitter messages during crises. The analysis was performed through application of an information extraction tool to nearly 97,000 tweets that were published shortly before, during and after a storm hit the Pukkelpop 2011 festival in Belgium. As soon as the storm hit the festival tweet activity increased exponentially, peaking at 576 tweets per minute. The extraction tool enabled analyzing tweets through predefined (geo)graphical displays, message content filters (damage, casualties) and tweet type filters (e.g., retweets). Important topics that emerged were 'early warning tweets', 'rumors' and the 'self-organization of disaster relief' on Twitter. Results indicate that automated filtering of information provides valuable information for operational response and crisis communication. Steps for further research are discussed. © 2012 ISCRAM.

Abstract: Since the beginning of this millennium, there has been an increasing use of social media and crowdsourcing (SMCS) technologies in disaster situations (Reuter & Kaufhold, 2018). Disaster management organizations and corresponding research are increasingly working on ways of integrating SMCS into the processes of crisis management. In a changing technological landscape to address disasters, and with increasing diversity of stakeholders in disasters, the purpose of this research is to provide an overview of technologies for SMCS within disasters to improve community resilience. The identified and analyzed technologies are summarized under the term “Disaster Community Technologies” (DCT). The paper presents a classification schema (the “DCT-schema”) for those technologies. The goal is to generate an overview of DCT in a rapidly evolving environment and to provide the practical benefit for different stakeholders to identify the right one from the overview.

Abstract: To be able to take efficient measures in crisis management, it is essential for emergency services to get as much details about an actual situation on-site as possible. Currently content from social media plays an important role since those platforms are used to spread crisis-relevant data within the population. Our contribution presents a concept which supports the situation assessment practices of emergency services by collaboratively evaluating and by analyzing citizen-generated content from social media using a multi-touch table. The concept was implemented based on a Microsoft PixelSense and evaluated with 14 participants. The results reveal the impact of subjectivity of the participants, their positioning around the table as well as the uniqueness of social media posts on the collaborative situation assessment with multi-touch tables.

Abstract: The frequency of wildfires is growing day by day due to vastly climate changes. Forest fires can have a severe impact on human lives and the environment, which can be minimised if the population has early and accurate warning mechanisms. To date, social media are able to contribute to early warning with the additional, crowd-sourced information they can provide to the emergency response workers during a crisis event. Nevertheless, the detection of real-world fire incidents using social media data, while filtering out the unavoidable noise, remains a challenging task. In this paper, we present an alert framework for the real-time detection of fire events and we propose a novel multimodal event detection model, which fuses both probabilistic and graph methodologies and is evaluated on the largest fires in Spain during 2019.

Abstract: People use social media in various ways including looking for or sharing information during crises or emergencies
(e.g. floods, storms, terrorist attacks). Few studies have focused on European citizens? perceptions, and just one
has deployed a representative sample to examine this. This article presents the results of one of the first
representative studies on this topic conducted in the United Kingdom. The study shows that around a third (34%)
have used social media during an emergency and that such use is more widespread among younger people. In
contrast, the main reasons for not using social media in an emergency include technological concerns and that the
trustworthiness of social media content is doubtful. However, there is a growing trend towards increased use. The
article deduces and explores implications of these findings, including problems potentially arising with more
citizens sharing information on social media during emergencies and expecting a response.

Abstract: The ubiquity of social media facilitates widespread participation in crises. As individuals converge online to understand a developing situation, rumors can emerge. Little is currently known about how online rumoring behavior varies by language. Exploring a rumor from the 2015 Paris Attacks, we investigate Twitter rumoring behaviors across two languages: French, the primary language of the affected population; and English, the dominant language of Internet communication. We utilize mixed methods to qualitatively code and quantitatively analyze rumoring behaviors across French and English language tweets. Most interestingly, temporal engagement in the rumor varies across languages, but proportions of tweets affirming and denying a rumor are very similar. Analyzing tweet deletions and retweet counts, we find slight (but not significant) differences between languages. This work offers insight into potential limitations of previous research of online rumoring, which often focused exclusively on English language content, and demonstrates the importance of considering language in future work.

Abstract: This paper describes a prototype system that integrates social media analysis into the European Flood Awareness
System (EFAS). This integration allows the collection of social media data to be automatically triggered by flood
risk warnings determined by a hydro-meteorological model. Then, we adopt a multi-lingual approach to find
flood-related messages by employing two state-of-the-art methodologies: language-agnostic word embeddings
and language-aligned word embeddings. Both approaches can be used to bootstrap a classifier of social media
messages for a new language with little or no labeled data. Finally, we describe a method for selecting relevant and
representative messages and displaying them back in the interface of EFAS.

Abstract: This paper summarizes key opportunities and challenges identified during the workshop “Social Media for Disaster Risk Management: Researchers Meet Practitioners” which took place online in November 2020. It constitutes a work-in-progress towards identifying new directions for research and development of systems that can better serve the information needs of emergency managers. Practitioners widely recognize the potential of accessing timely information from social media. Nevertheless, the discussion outlined some critical challenges for improving its adoption during crises. In particular, validating such information and integrating it with authoritative information and into more traditional information systems for emergency managers requires further work, and the negative impacts of misinformation and disinformation need to be prevented.

Abstract: The usage of non-authoritative data for disaster management provides timely information that might not be available through other means. Wikipedia, a collaboratively-produced encyclopedia, includes in-depth information about many natural disasters, and its editors are particularly good at adding information in real-time as a crisis unfolds. In this study, we focus on the most comprehensive version of Wikipedia, the English one. Wikipedia offers good coverage of disasters, particularly those having a large number of fatalities. However, by performing automatic content analysis at a global scale, we also show how the coverage of floods in Wikipedia is skewed towards rich, English-speaking countries, in particular the US and Canada. We also note how coverage of floods in countries with the lowest income is substantially lower than the coverage of floods in middle-income countries. These results have implications for analysts and systems using Wikipedia as an information source about disasters.

Abstract: One of the most used sources of information for fast and flexible crisis information is social media or crowdsourced data, as the information is rapidly disseminated, can reach a large amount of target audience and covers a wide variety of topics. However, the agility that these new methodologies enable comes at a price: ethics and privacy. This paper presents an analysis of the ethical risks and implications of using automated system that learn from social media data to provide intelligence in crisis management. The paper presents a short overview on the use of social media data in crisis management to then highlight ethical implication of machine learning and social media data using an example scenario. In conclusion general mitigation strategies and specific implementation guidelines for the scenario under analysis are presented.
