Abstract: In this paper we present the Reconstruction and Exploration approach (R&E) and F-REX tool and their applications in a field exercise with the Swedish Rescue Services Agency with the purpose of investigating features needed for a computer supported approach for evaluation of large scale crisis management operations. After the exercise several interviews and one seminar were held to evaluate R&E as a representative for computer supported evaluation approaches for crisis management operations. Initial results indicate that multimedia presentation of key events from an operation can be very valuable not only to stimulate the participants to reflect on their own performance, but also to document and share lessons learned to non-participants.

Abstract: Information is a critical component to improved inter-agency coordination during disaster response. Coordinated information and communication technologies deployments as well as coordinated information management processes are important tools in the provision of this information. However, multilateral agency coordination faces many challenges, which has sparked the formation of coordination bodies. This research examines three such bodies and describes their organizational arrangements as well as identifies common challenges they face to effective coordination. It finds that the bodies differ on a variety of dimensions including funding mechanisms, autonomy, and number of members, which will likely have implications for the strategies they employ. Also, the coordination bodies identify a lack of standardization, capacity and information availability and analysis as challenges to improved coordination.

Abstract: When emergency situations cross borders, or when newly formed groups need to work together, decision making can suffer from threat rigidity and pertinent information can be bypassed. We describe a Dynamic Delphi system under development that can create and sustain a group “voice” for an emergency response Community of Practice (CoP). We further describe its intended use for a CoP consisting of local, state and federal government responders, civilian emergency response teams (CERT), and volunteers. Community members can brainstorm, explore ideas, debate and vote iteratively to best reflect the group's opinion at any moment in time. Ongoing studies demonstrate that an online system implementing Dynamic Delphi characteristics along with Thurstone's Law of Comparative Judgment will prove conducive for building a repertoire of ideas, rules, policies or any other aspect of the community's 'voice', in such a way that the individual voices are juxtaposed in harmony to create a single song.

Abstract: This paper presents a unique view of modeling the diffusion of warnings in social networks where the network structure may change over time. Since the characteristics and actions of people in a community have significant influence on the flow of information through a network, we present an axiomatic framework for modeling the diffusion process through the concept of trust. This ongoing work provides a micro level view of the behavior of individuals and groups in a community. Preliminary experiments were made to explore how model parameters such as trust and the social network structure affect warning message belief and evacuation.

Abstract: This paper reports research in progress into a study of information flow and teamwork in Incident Management Teams (IMTs) in Australia. The research project, funded by the Bushfire Co-operative Research Centre. The overall research design includes interviews with experienced personnel, observations of real-time incidents and training simulations and a national questionnaire of incident management practices. Data reported in this conference session will focus on a sample of observation data conducted in two training simulations of a wildfire incident. Observations were video recorded and key IMT members wore lapel microphones. Video data has been coded for use of artifacts (e.g., maps, status boards) and room movement. Audio data has been coded for by the quantity and quality of interactions within and between IMT functions. The presentation aims to contribute to an understanding of what enables and constrains effective teamwork and information flow within Incident Control Centers (ICCs) in Australia.

Abstract: Collaboration awareness, as extension to organization awareness, is knowing how organizations do work and achieve their goals. This knowledge moves on a scale from stated prescribed ways of acting (such as procedures and protocols) to informal channels of communication, teamwork and decision-making. Based on available static and dynamic data, standardized insights can be given about collaboration in emergency situations in the form of organigraphs. We argue that for gaining practical collaboration awareness, both the formal structure of an organization as well as informal interactions should be inspected. Informal interaction includes informal communication channels, actual decision making on the spot and multi-disciplinary joint activities. We have implemented our system in the form of a web-based visualization tool. This tool would have been useful in the Hercules disaster, giving insights in informal information exchange, possibly preventing fatal decisions.

Abstract: Effective responses to emergency situations require accessing both information that is known ahead of time and information from emergent sources. Whereas emergency providers have succeeded in formalizing acquisition and distribution of information from pre-existing sources, emergent and unconventional sources remain a challenge, especially in the context of rapid system-of-systems integration. The Rich Feeds project demonstrates the use of the Rich Services architectural pattern to incorporate data capture facilities into a framework that attends to crosscutting concerns such as authentication, authorization, encryption, and governance. By organizing a system-of-systems, Rich Services fosters the rapid incorporation of novel data sources while promoting scalability, low overall system risk, and fine grained policy definition and evaluation. In this paper, we demonstrate Rich Feeds' use of Rich Services in accessing multiple data streams during research and disaster drills. Additional opportunities include adding data sources and extraction methods, and increasing flexibility of policy definition and evaluation.

Abstract: The widespread availability of network-enabled handled devices has made the development of pervasive computing applications an emerging reality particularly suitable for managing emergency/disaster situations. Moreover in emergency management scenarios, Geographic Information Systems (GIS) are gaining momentum for their capacity to capture, analyze and manage geo-referenced data. In this paper we discuss an architecture designed to support rescue teams operating in outdoor environments and equipped with mobile devices working in a P2P fashion within a Mobile Ad-hoc Network (MANET). Our system has been designed to effectively address the on-field working persons' need for geographic information that cannot be supplied by conventional paper-based maps. Our approach provides a transparent access to geo-information and to GIS functionalities, and it addresses issues specifically relevant to emergency management scenarios in open fields.

Abstract: This paper proposes an agent-based simulation system for Dam Break Emergency Plan validation. The proposed system shows that integrating GIS data with an agent-based approach provides a successful simulation platform for the emergency plan validation process. Possible strategies to emergency plan modeling and representation are discussed, proposing a close relation with the actual workflow followed by the entities responsible for the plan's specification. The simulation model is mainly concerned with the location-based and location-motivated actions of the involved agents, describing the likely effects of a specific emergency situation response. The simulator architecture is further described, based on the correspondence between the representation of the plan, and the simulation model. This includes the involving characteristics of the simulation, the simulation engine, the description of the resulting data (for the later evaluation of the emergency plan) and a visualization and interaction component, enabling the dynamic introduction of changes in the scenario progression.

Abstract: On-line websites and applications are increasingly playing a role in disaster response and recovery. Yet with the wide variety of on-line grassroots activities that occur in such situations, it can be difficult to make sense of them. In this paper, we describe on-line behavior as socially convergent activity, interpreting it within existing sociological understandings of behavior in disaster events. We discuss seven types of convergent behavior and give examples of on-line activities for each type. By seeing these activities as an essential part of the disaster social arena, we can begin to think about how to support socially convergent phenomena in new and creative ways.

Abstract: The paper addresses the issue of context-aware operational decision support in emergency situations. A decision support system (DSS) developed for this purpose is implemented as a network of a set of Web-services. The Web-services try to organise a service network according to context. Here the context is proposed to be modelled as a “problem model”. It specifies problems to be solved in a particular kind of emergency situation. Context is produced based on the knowledge extracted from the application domain (application ontology) and formalised by a set of constraints. The purpose of the service network is provision the DSS with contextualised information from diverse information sources and solving problems specified in the context. In the framework of context-aware operational decision support, composition of the application ontology for the disaster management domain from the Semantic Web Ontologies is discussed and a hybrid technology of context-aware operational decision support is presented. The technology is based on ontology management, context management, constraint satisfaction, and Web Services. Application of the ideas above is illustrated by an example of a decision support system for real-time resource coordination and situation awareness for logistics management in fire response operations.

Abstract: Humanitarian operations in response to sudden and slow-onset crises have increased considerably both in terms of size and complexity over the last decade. This requires a coordinated approach by all actors involved in disaster or humanitarian relief efforts. Since the logistics part of disaster relief spending is accountable for a major part of disaster relief spending, it is natural to look at the supply chains of humanitarian organizations when searching for potentials for cooperation during humanitarian operations. In this paper, we have reviewed Supply Chain Management software currently used or piloted in humanitarian organizations. Their main features are presented and the tools are assessed according to criteria specific to supply chain management requirements of humanitarian operations. We find that while there is one tool which has the potential of becoming a de-facto standard, there are still gaps to be filled.

Abstract: When a disaster occurs it is critical that emergency response information systems share a common ontology to support their disaster management alerting functions and notifications. Notifications are critical when an emergency scenario is going to happen (e.g. a typhoon approaching) so it is crucial, for emergency systems, to be able to transmit them to all kinds of recipients. An ontology was developed by investigating different sources: accessibility guidelines, emergency response systems, communication devices and technologies, taking into account the different abilities of people to react to different alarms (e.g. mobile phone vibration as an alarm for deaf people). We think that the proposed ontology addresses the information needs for sharing and integrating emergency notification messages and contents over different emergency response information systems and to be accessible under different conditions and for different kind of users.

Abstract: This paper describes the WIPER system, a proof of concept prototype, and progress made on its development to date. WIPER is intended to provide emergency response managers with an integrated system that detects possible emergencies from cellular communication data, attempts to predict the development of emergency situations, and provides tools for evaluating possible courses of action in dealing with emergency situations. We describe algorithms for detecting anomalies in streaming cellular communication network data, the implementation of a simulation system that validates running simulations with new real world data, and a web-based front end to the WIPER system. We also discuss issues relating to the real-time aggregation of data from the cellular service provider and its distribution to components of the WIPER system.

Abstract: In public safety communications the first responders are getting directions about the tactical action plan with multicast voice whereas they can report back to the dispatcher with unicast voice. In this paper, the aim is to find the maximum number of voice calls for situation reporting in the presence of multicast voice for tactical coordination. In order to increase the reliability of our analysis we verify our simulator against a test bed prototype consisting of three 802.11 terminals. The simulation study is applied within a mobile cell. The proposed mobility model applies for initial deployment in emergency scenarios. We investigate the statistical properties of the model by simulations.

Abstract: Warnings to the broad population in an emergency situation, irrespective of location and condition, is a public policy responsibility. Public wireless networks offer now the opportunity to deliver emergency warnings in this way with explanations, because in many countries the mobile penetration rates and coverage are higher than any other access form. The paper summarizes the analysis of the selection process between Short messaging services (SMS) and Cell Broadcast (CB) messaging in the context of Denmark based on end user requirements, stakeholder roles and case-based analysis. It demonstrates the many technical, cost-benefit and other trade-offs needed in supporting the population now with a dependable and wide-spread technology. This research is the basis for a national policy.
