Abstract: In this paper, we evoke first the ubiquity and the importance of the so-called 'nonfictional narrative' information, with a particular emphasis on the terrorism- and crime-related data. We show that the usual knowledge representation and 'ontological' techniques have difficulties in finding complete solutions for representing and using this type of information. We supply then some details about NKRL, a representation and inferencing environment especially created for an 'intelligent' exploitation of narrative information. Abstract: Crisis and disaster management is a field that requires the understanding and application of tools and knowledge from multiple disciplines. Hurricanes Katrina and Rita in 2005 have proven that U.S. petroleum infrastructure is vulnerable to major supply disruptions as a direct result of disasters. Due to the structure of U.S. oil supply chain, primary oil production centers (i.e. PADD* 3) are geographically separated from primary demand centers (i.e. PADD 1), which creates a natural dependency between those districts. To better understand the extent of those dependencies and downstream impacts of supply disruptions, a multi-disciplinary research approach is necessary. The cross-disciplines in this research include disaster management, critical infrastructure and oil supply chain management, and the utilization of geographic information systems (GIS) and systems simulation. This paper specifically focuses on the framework for integrating GIS and systems simulation as analysis tools in this research.

Abstract: This paper describes the initial stages of the participatory design of a community-oriented emergency response system for a university campus. After reviewing related work and the current University emergency response system, this paper describes our participatory design process, discusses initial findings from a design requirement survey and from our interactions with different stakeholders, and proposes a Web interface design for a community response grid system. The prototyping of the system demonstrates the possibility of fostering a social-network-based community participation in emergency response, and also identifies concerns raised by potential users and by the professional responder community.

Abstract: Strategies for detecting terrorists carrying radioactive material can be evaluated in virtual environments more easily than they can be in the real world. Real scenarios expose personnel to radiation and concomitant dangers. The execution of multiple real-world scenarios – such as catching terrorists in factories, houses and open spaces – is expensive. This paper describes virtual environments for interdicting terrorists carrying radioactive material. The virtual environments are constructed by incorporating the physics of radiation into virtual-world platforms. We explore the relative advantages of a gaming engine (Half-Life 2), a 3D online virtual world (Second Life) and a robot simulator platform (Stage/Player) for developing strategies for interdicting dirty bombers. Preliminary results on implementations of these virtual environments are presented.

Abstract: In the realm of emergency operations, planning and training is a critical ingredient for success. The use of virtual environments can offer a convenient means of practicing and simulating activities in an emergency operations center (EOC). Although many virtual environments strive to offer realism in their simulations of weather, population, and incident happenings, they often fall short in terms of collaboration among simulation participants: unless participants are at the same physical location, their ability to see and interact with one and other is limited. Moreover, interactivity that is possible may not be truly synchronous (e.g., network lag can cause activities to happen out of order). These are compelling drawbacks to computer-based EOC simulators/trainers, since collaboration is a cornerstone for successful EOC teams. To address these problems, we present the virtual EOC. Our prototype aims to provide a collaborative virtual environment that enables interactivity among participants while executing synchronous, script-driven tests and simulations.

Abstract: When emergency situations cross borders, or when newly formed groups need to work together, decision making can suffer from threat rigidity and pertinent information can be bypassed. We describe a Dynamic Delphi system under development that can create and sustain a group “voice” for an emergency response Community of Practice (CoP). We further describe its intended use for a CoP consisting of local, state and federal government responders, civilian emergency response teams (CERT), and volunteers. Community members can brainstorm, explore ideas, debate and vote iteratively to best reflect the group's opinion at any moment in time. Ongoing studies demonstrate that an online system implementing Dynamic Delphi characteristics along with Thurstone's Law of Comparative Judgment will prove conducive for building a repertoire of ideas, rules, policies or any other aspect of the community's 'voice', in such a way that the individual voices are juxtaposed in harmony to create a single song.

Abstract: We report on the results of an investigation about the “informal, ” public-side communications that occurred in the aftermath of the April 16, 2007 Virginia Tech (VT) Shooting. Our on-going research reveals several examples of on-line social interaction organized around the goal of collective problem-solving. Abstract: This paper describes the approach to implement network centric operations (NCO) in the Dutch crisis management domain. NCO resolves a number of important shortcomings related to the supply and flow of information experienced in current verbal communication-based crisis management. First, we provide a description of the crisis management organization in the Netherlands and the nature of information supply problems. Second, we explain how a network centric approach would be implemented in this domain. Next, we describe how between 2005 and 2008 several regions in the Netherlands have made efforts to implement a network-approach, and we evaluate their experiences. The NCO approach reduces the need for reliability checks of verbal communication. Consequently procedures can be optimized with NCO. This paper concludes with next steps, such as continuing to explore the effects of NCO on the current way of working and train people to work in a network centric environment.

Abstract: Collaboration awareness, as extension to organization awareness, is knowing how organizations do work and achieve their goals. This knowledge moves on a scale from stated prescribed ways of acting (such as procedures and protocols) to informal channels of communication, teamwork and decision-making. Based on available static and dynamic data, standardized insights can be given about collaboration in emergency situations in the form of organigraphs. We argue that for gaining practical collaboration awareness, both the formal structure of an organization as well as informal interactions should be inspected. Informal interaction includes informal communication channels, actual decision making on the spot and multi-disciplinary joint activities. We have implemented our system in the form of a web-based visualization tool. This tool would have been useful in the Hercules disaster, giving insights in informal information exchange, possibly preventing fatal decisions.

Abstract: Effective management of a large-scale extreme event requires a system that can quickly adapt to changing needs of the users. There is a critical need for fast decision-making within the time constraints of an ongoing emergency. Extreme events are volatile, change rapidly, and can have unpredictable outcomes. Large, not predetermined groups of experts and decision makers need a system to prepare for a response to a situation never experienced before and to collaborate to respond to the actual event. Extreme events easily require a hundred or more independent agencies and organizations to be involved which usually results in two or more times the number of individuals. To accomplish the above objectives we present a philosophical view of decision support for Emergency Preparedness and Management that has not previously been made explicit in this domain and describe a number of the current research efforts at NJIT that fit into this framework.

Abstract: The importance of distinguishing between direct and indirect losses of disasters is stressed. In order to estimate indirect losses, a conceptual framework of direct and indirect losses is presented. For the case of the Great Hanshin-Awaji (Kobe) Earthquake of 1995, direct stock losses of both the manufacturing and the commercial sectors record almost same size of big damage. As for indirect flow losses, the commercial and the other services sectors show far greater damage than the manufacturing sector. A careful statistical analysis of indirect losses using the gross regional product in the stricken area presents a new finding that the lost product and income in terms of estimated indirect losses are quite large and continue to arise for longer than 10 years, mounting to some 14 trillion yen (about US$0.13 trillion). Disaster management policy should be improved by paying attention not only to direct losses but also to indirect losses.

Abstract: Fielded first responders are currently being equipped with support tools to improve their performance and safety. Novel information technology provides opportunities for improvement of task efficiency and situation awareness, but people can get in trouble when data networks fail. In this paper, we examine the effect of glitches in the data network on team performance and look into the strategies people use to cope with these disruptions. Teams of three responders collaborated in a search and rescue task, supported by a map showing their positions and the locations of victims. Data communication required for this support was interrupted, verbal communication remained possible. Two variants were used for the map: a north-up version and a heading-up version that was aligned with the orientation of the responder. Negative effects and changing strategies were found for the condition with interruptions, no differences were found for the two map variants.

Abstract: Opportunities for participation by members of the public are expanding the information arena of disaster. Social media supports “backchannel” communications, allowing for wide-scale interaction that can be collectively resourceful, self-policing, and generative of information that is otherwise hard to obtain. Results from our study of information practices by members of the public during the October 2007 Southern California Wildfires suggest that community information resources and other backchannel communications activity enabled by social media are gaining prominence in the disaster arena, despite concern by officials about the legitimacy of information shared through such means. We argue that these emergent uses of social media are pre-cursors of broader future changes to the institutional and organizational arrangements of disaster response.

Abstract: Emergency management is by its nature, and in some jurisdictions by its definition, an activity that requires a concerted effort by a number of governmental and non-governmental agencies. There is a growing appreciation that collaboration between these parties is best served through the use of interoperable standards for message formats for purposes such as alerting and resource exchange. However, it is also important to realize that, although much advantage can be drawn from standardizing certain aspects of communication, such as the structure of messages, different agencies will use different vocabularies. In this paper we discuss how ontologies can be used with standard messaging formats for resource messaging to enable intelligent decision support mechanisms in the presence of differing vocabularies across organizational boundaries. We also present a survey of the opportunities for using ontologies in emergency management, and the issues that must be addressed.

Abstract: In this paper we present a novel approach to reduce information proliferation and aid better information structure by automatically generating extraction of abbreviation for emergency management websites. 5.7 Giga Byte web data from 624 emergency management related web sites is collected and a list of acronyms is automatically generated by proposed system (AbbrevExtractor). Being the first attempt of applying abbreviation extraction to the field, this work is expected to provide comprehensive and timely information for emergency management communities in emergency preparedness, training and education. Future work is likely to involve more data collection and intelligent text analysis for dynamically maintaining and updating the list of acronyms and abbreviations.

Abstract: The paper addresses the issue of context-aware operational decision support in emergency situations. A decision support system (DSS) developed for this purpose is implemented as a network of a set of Web-services. The Web-services try to organise a service network according to context. Here the context is proposed to be modelled as a “problem model”. It specifies problems to be solved in a particular kind of emergency situation. Context is produced based on the knowledge extracted from the application domain (application ontology) and formalised by a set of constraints. The purpose of the service network is provision the DSS with contextualised information from diverse information sources and solving problems specified in the context. In the framework of context-aware operational decision support, composition of the application ontology for the disaster management domain from the Semantic Web Ontologies is discussed and a hybrid technology of context-aware operational decision support is presented. The technology is based on ontology management, context management, constraint satisfaction, and Web Services. Application of the ideas above is illustrated by an example of a decision support system for real-time resource coordination and situation awareness for logistics management in fire response operations.

Abstract: Interorganizational coordination is crucial among human services providers responsible for responding to both personal and widespread crises. Too often, however, agencies providing disaster relief, shelter, and connection to other social service systems operate in information silos. Moreover, organizations that assist the same people may be duplicating services or ineffectively providing services to those in need. In the past, there has been no easy way for human service organizations to share information about clients, resources, and services. Over the last decade, distinct initiatives have begun to standardize data collection, storage, and transmission standards within human service domains. This paper describes several human services standards currently in use or under development in the United States and discusses how each support distinct, yet related, human service information management during disasters. The paper concludes with a call for the development of an overarching human services data interoperability standard.

Abstract: For the Science and Technology Directorate (S&T) of the U. S. Department of Homeland Security, we developed agent-based computer simulation models of mass egress from a stadium and a subway station following one or more attacks with Improvised Explosive Devices (IEDs.) Anti-IED countermeasures we modeled included improved guidance to exits, baffles to absorb shock and shrapnel, and, for the stadium, egress onto the playing field. We found improved real-time information systems that provide better guidance to exits would substantially expedite egress and could reduce secondary (trampling and crush) casualties. Our results indicate that models like these can be useful aids to selecting countermeasures, and for training, preparation and exercises. We also discuss the unusual problems such models pose for real-time event management and for validation and evaluation.

Abstract: This paper proposes an agent-based simulation system for Dam Break Emergency Plan validation. The proposed system shows that integrating GIS data with an agent-based approach provides a successful simulation platform for the emergency plan validation process. Possible strategies to emergency plan modeling and representation are discussed, proposing a close relation with the actual workflow followed by the entities responsible for the plan's specification. The simulation model is mainly concerned with the location-based and location-motivated actions of the involved agents, describing the likely effects of a specific emergency situation response. The simulator architecture is further described, based on the correspondence between the representation of the plan, and the simulation model. This includes the involving characteristics of the simulation, the simulation engine, the description of the resulting data (for the later evaluation of the emergency plan) and a visualization and interaction component, enabling the dynamic introduction of changes in the scenario progression.

Abstract: Information is a critical component to improved inter-agency coordination during disaster response. Coordinated information and communication technologies deployments as well as coordinated information management processes are important tools in the provision of this information. However, multilateral agency coordination faces many challenges, which has sparked the formation of coordination bodies. This research examines three such bodies and describes their organizational arrangements as well as identifies common challenges they face to effective coordination. It finds that the bodies differ on a variety of dimensions including funding mechanisms, autonomy, and number of members, which will likely have implications for the strategies they employ. Also, the coordination bodies identify a lack of standardization, capacity and information availability and analysis as challenges to improved coordination.

Abstract: Information on the Web has become increasingly important in disaster response. Yet much of this information is redundant. We are creating a suite of electronic knowledge management (eKM) tools that can be used to reduce by an order of magnitude the information that people need to read in order to gain and maintain awareness of web content during emergencies. In this paper, we describe research-in-progress on developing these tools and applying them to web content from organizations' websites and individuals' blogs. Results so far indicate that organizations' websites and individuals' blogs provide redundant coverage of general issues and that each provides additional information about specific issues. By using the tools we are developing, responders and victims will be able to quickly gather an overview of general issues derived from many websites, then learn more about specific issues by navigating to a few websites.

Abstract: The transition from analog to digital television broadcasting has opened the way to a number of new services, enabled by the advanced potentialities offered by interactive applications. Considering the wide diffusion of TV receivers among people living both in towns and rural areas, and how many people, either old or young, educated or not, are familiar with the TV box, it is reasonable to exploit such a capillary and widespread technology to reach immediately and directly almost the total population in a certain area. Among the possible applications, emergency and alert information dissemination can play a vital role in improving the communities response and reaction to natural or man made disasters. Focusing on this topic, this paper proposes an alert dissemination service exploiting an MHP interactive application developed ad hoc for DVB-T broadcasting, to force the direct delivery of emergency information to TV users.
