Abstract |
Emergency situations are chaotic in nature. It is however, necessary to understand the context in which Emergency Responders work such that information practice issues can be highlighted and addressed by the system designers. In this paper, Activity Theory is proposed as a methodological and analytical framework to study information practices in the context of Emergency Management. Activity Theory aids in achieving a holistic approach to understanding the work activities context unlike some other analytical methodologies, as it focuses on use of artifacts for the interaction of humans with their environment. In this paper, an activity system model is used to investigate information practice issues of response phase of the emergency services in the UK. Using Activity Theory as an analytical framework, several tensions and contradictions emerged which keep the system unstable but which are also a source of innovation. It is also argued that Activity Theory can usefully be applied to the analysis of information practices over short period of time. |

Abstract |
Mass casualty incidents (MCI) are highly dynamic situations in which limited available resources need to be quickly and efficiently allocated. In this paper, we suggest considerable extensions to an allocation method that we presented in earlier work. The extensions address two major challenges: First, the need to balance real-world resource usage and second, the need to adapt to changing situations. Additionally, a theoretical evaluation of the efficiency of the suggested approach is described. © 2012 ISCRAM. |

Abstract |
Exercise managers and instructors have a particularly challenging task in monitoring and controlling on-going exercises, which may involve multiple response teams and organizations in highly complex and continuously evolving crisis situations. Managers and instructors must handle potentially incomplete and conflicting field-observation data and make decisions in real-time in order to control the flow of the exercise and to keep it in line with the training objectives. In simulation-based exercises, managers and instructors have access to a rich set of real-time data, with an increased potential to closely monitor the trainees' actions, and to keep the exercise on track. To assist exercise managers and instructors, data about the on-going exercise can be filtered, aggregated and refined by real-time decision-support systems. We have developed a model and a prototype decision-support system, using stream-based reasoning to assist exercise managers and instructors in real-time. The approach takes advantage of topic maps for ontological representation and a complex-event processing engine for analyzing the data stream from a virtual-reality simulator for crisis-management training. Aggregated data is presented both on-screen, in Twitter, and in the form of topic maps. © 2012 ISCRAM. |

Abstract |
In this paper we describe a work-in-progress decision support program designed for use in the response to major incidents in the UK. The proposed program is designed for use in a continuous fashion, where the updating of its model, the search for solutions to the model through an optimization algorithm, and the issuing of these solutions are carried out concurrently. The model facilitates the inclusion of dynamic and uncertain features of emergency response. The potential of such an approach to deliver high-quality response plans through enabling more accurate modeling is evaluated through focusing on the case of casualty health information. Computational experiments show there is significant value in monitoring the dynamic and uncertain health progression of casualties and updating the model accordingly. © 2012 ISCRAM. |

Abstract |
Disaster response management has become an important area of research in recent years, with authorities spending more resources in the area. Infrastructure resource interdependencies are key critical points for a system to operate optimally. After a disaster occurs, infrastructures would have sustained certain degrees of damage, the allocation of limited resources to maximize human survival becomes a top priority. The I2Sim (Infrastructures Interdependencies Simulator) research group at the University of British Columbia (UBC) has developed a software simulation toolbox to help authorities plan for disaster responses. This paper presents an optimization decision algorithm based on Lagrange multipliers, which provides the theoretical basis for I2Sim software decision maker layer. There is a simple scenario of three hospitals constructed with the I2Sim toolbox to illustrate the interdependencies of water and electricity. © 2012 ISCRAM. |

Abstract |
Large-scale disasters, particularly failures of critical infrastructures, are exceptional situations which cannot be solved with standard countermeasures. The crises are complex and the decision makers face acute time pressure to respond to the disaster. IT based decision support systems provide potential solutions and assist the decision making process. Many decision support systems in emergency response and management concentrate on one kind of disaster. Moreover, complex structures are modeled and recommendations are made rule-based. This work in progress paper describes the first steps towards the development of a generic and self-learning decision support system. The methodology used is case-based reasoning. The paper concludes with a sample emergency decision process. © 2012 ISCRAM. |

Abstract |
This paper describes the basic work performance analysis from three research projects with a goal to investigate the impact of a decision support system that presents global positioning system (GPS) information to the decision makers in crisis management organizations. The goal was to compare the performance between teams that had access to GPS information in the command post with teams that had access only to paper maps. The method used was controlled experiments with the C3Fire micro-world. A total of 304 participants, forming 48 teams, participated in the three studies. The participants came from three different groups, university students, municipal crisis management organizations and rescue service personnel. The result shows that the performance and communication change depending on if the teams used GPS support or paper maps. The result also shows that the participants' background and perceived complexity of the task have an impact on the results. |

Abstract |
Groups in emergency response environment may be confronted with problems that cannot be solved by following predefined procedures. They must therefore engage in a collective search for relevant information, cooperating and collaborating as they move towards the deadline. Information technologies and expertise may help shape group information seeking and determine its effectiveness. By understanding how response personnel search for information in emergencies and extending the findings to determine demands on information systems, we may begin to understand how to support and train for skillful information seeking in emergency situations. Accordingly, this research evaluates the impact of decision support systems and member expertise on group information-seeking behavior in a simulated emergency response environment. The results of the evaluation are then used to identify how information technologies may further support information seeking in emergency response. |

Abstract |
The collaboration between humans (actors) and artificial entities (agents) can be a potential performance boost. Agents, as complementary artificial intelligent entities, can alleviate actors from certain activities, while enlarging the collective effectiveness. This paper describes our approach for experimentation with actors, agents and their interaction. This approach is based on a principled combination of existing empirical research methods and is illustrated by a small experiment which assesses the performance of a specific actor-agent team in comparison with an actor-only team in an incident management context. The REsearch and Simulation toolKit (RESK) is instrumental for controlled and repeatable experimentation. The indicative findings show that the approach is viable and forms a basis for further data collection and comparative experiments. The approach supports applied actor-agent research to show its (dis)advantages as compared to actor-only solutions. |

Abstract |
This study attempted to evaluate the utility of the Incident Command System (ICS) in varying disaster contexts. ICS is mandated in the United States and practitioners assert that it is an effective organizing system for emergency management. However, researchers contend that the utility of ICS is conflated with inter-team familiarity gained during ICS exercises. A military team-in-the-loop simulator was customized to represent the problems, resources, and command structures found in civilian led disaster management teams. A modified single case design drawn from behavioral psychology was used to explore possible casual relationships between changes team heterogeneity and performance. The design also allowed for the evaluation of improvisation on performance. Further, psychological factors that may underpin improvisation were explored. In addition to some preliminary empirical findings, the successes and difficulties in adapting the DDD simulator are briefly discussed as part of an effort to achieved greater interdisciplinary integration. |

Abstract |
A complex challenge facing those involved in crisis management relates to how to manage cascading effects in crisis situations. This paper provides a practice-based insight into the use of General Morphological Analysis (GMA), a non-quantified modelling method that can enable a shared understanding of the various interdependencies involved in cascading crises, by creating a conceptual model of a problem space. This insight paper provides an understanding of the nature of the method, and to reveal the project-related experiences of the facilitator and researchers, thereby contributing to an understanding of the benefits and challenges associated with GMA. Authors find that GMA provided a useful means of a multidisciplinary group developing an initial conceptual model for a complex problem. Whilst a challenging experience, the method will be used for conducting gap analyses at a later stage in the project, thus providing benefits to understanding and managing cascading effects in crises. |

Abstract |
Today emergencies seem more complex than ever. Process of managing these emergencies also becomes more complex because of increasing number of involved parties, increasing number of people affected, and increasing amount of resources. This complexity, inherent in emergency management, brings lots of challenges to decision makers and emergency responders. Information systems and technologies are utilized in different areas of emergency management. However complexity increases exponentially in emergency situations and it requires more sophisticated IS and IT and it makes response and management more challenging. Thus analyzing the root causes of emergency management information systems complexity is crucial for improving emergency response effectiveness. This paper frames the issue of information systems complexity by focusing on the types of complexities involved in emergency management phases and explaining each complexity type. We propose 6 different complexity types: Human Complexity, Technologic Complexity, Event Complexity, Interaction Complexity, Decision Making Complexity, and Cultural Complexity. |

Abstract |
In this paper we present a novel approach to reduce information proliferation and aid better information structure by automatically generating extraction of abbreviation for emergency management websites. 5.7 Giga Byte web data from 624 emergency management related web sites is collected and a list of acronyms is automatically generated by proposed system (AbbrevExtractor). Being the first attempt of applying abbreviation extraction to the field, this work is expected to provide comprehensive and timely information for emergency management communities in emergency preparedness, training and education. Future work is likely to involve more data collection and intelligent text analysis for dynamically maintaining and updating the list of acronyms and abbreviations. |

Abstract |
Over the last two decades a significant number of projects tried to convey the concept of business process man-agement to the domain of emergency management. Most of these approaches sought a partial automation for the execution of standard operating procedures in the sense of workflow support, while others strived for the sup-port and integration of information management and data streams in command centres during a crisis. This pa-per focuses on the planning of disaster response for reasons of better preparedness. It discusses whether emer-gency management organisations can capitalize on off-the-shelf business process modelling tools to prepare for disasters more effectively, and whether the concepts of process modelling can be applied to standard operating procedures and vice versa. Moreover, it investigates whether such tools can efficiently support a collaborative preparation of police, fire departments, and rescue organizations. This paper will demonstrate why conventional business process means are inapplicable as planning tool in this domain. And it will also give an outlook to so called smart checklists that might be better suited both for the planning and response phase of emergency epi-sodes. © 2012 ISCRAM. |

Abstract |
Information systems have great potential to support emergency management. However, development of such systems is difficult, due to the complexity of emergency management. The ability to be able to reveal the needs for support are essential for successful system developments. The emergency responders at the local community level are the main actors when it comes to emergency management. The objective of this paper is to explore the rationale for emergency management systems at the local community level. This is done by an extensive needs assessment based on 12 interviews with representatives for local as well as regional emergency organizations and 49 governing documents. The analysis uncovers ten areas where emergency management systems can enhance the ability of local communities' to manage emergencies. © 2012 ISCRAM. |

Abstract |
What are effective ways to train students for designing Emergency Management Information Systems and for working with distant partners on EMIS projects? This paper describes the results of a project whose goal is to assess the effectiveness of Partially Distributed Teams (PDTs) as a pedagogical strategy. A PDT is one type of distributed team, in which two or more co-located subgroups use information and communication technology to collaborate on a task. Much of emergency management involves cross-organizational and often cross-national collaboration in this form. Students need, but lack, learning experiences focused on how to work effectively in such situations. This field study involved more than 700 students from universities in eight countries, working in 80 teams on an EMIS software requirements task. Results indicate that students report positive learning experiences, with international students in international teams reporting the most positive experiences. There are also significant differences among universities. |

Abstract |
This paper describes the development of a framework targeted to technology providers to better understand the grand domain challenges of the emergency response and management community (EM). In developing this framework, Pacific Northwest National Laboratory (PNNL) researchers interviewed subject matter experts (SMEs) across the EM domain and corroborated these findings with current literature. We are presently examining relationships and dependencies within the framework. We anticipate that a thorough understanding of these gaps and dependencies will allow for a more informed approach to prioritizing research, developing tools, and applying technology to enhance performance in the EM community. |

Abstract |
Situation assessment in crisis management applications can be supported by automated information fusion systems, such as Distributed Perception Networks. DPNs are self-organizing fusion systems that can infer hidden events through interpretation of huge amounts of heterogeneous and noisy observations. DPNs are a logical layer on top of existing communication, sensing, processing and data storage infrastructure. They can reliably and efficiently process information of various quality obtained from humans and sensors through the existing communication systems, such as mobile phone networks or internet. In addition, modularity of DPNs supports efficient design and maintenance of very complex fusion systems. In this paper, a fully functional prototype of a DPN system is presented that fuses information from gas sensors and human observations. The task of the system is to compute probability values for the hypothesis that a particular gas is present in the environment. It is discussed how such a system could be used for crisis management. |

Abstract |
Understanding the performance of disaster monitoring systems is a key to understanding their success, therefore; various qualitative and quantitative measures and metrics can be applied in the characterization and analysis of such systems. Through evaluation studies, problems that impede a disaster monitoring system performance can be identified. The results can be used for system control, design, and capacity planning. Previous studies address technical performance analysis metrics for analyzing monitoring systems leaving out human and organizational dimensions of such systems. Thus, the primary objective of this study is to identify and describe a set of disaster monitoring systems performance analysis metrics that may be employed to evaluate such systems. This study may be valuable to researchers and practitioners involved in disaster and emergency response studies in planning the transportation of vital first-aid supplies and emergency personnel to disaster-affected areas, and in improving chances of survival after a natural disaster. |

Abstract |
Serious games and virtual environments are increasingly used for emergency management training and research. The development of these technologies seems to contribute to a solution to some problems in the existing literature on emergency management which is mainly based on case study research. However, using virtual technology for research also introduces new difficulties. This paper describes the advantages and drawbacks of using serious games for research and reviews eight recently published studies that make use of virtual environments. The review focuses on the external validity of serious games as this is a challenging issues for research that involves virtual environments. The paper concludes with some recommendations to increase the external validity of future research with serious games. |

Abstract |
Understanding that disasters and conflicts do not occur in a vacuum, but are integrally linked to the broader context in which they take place, building resilience within both state and society structures becomes a crucial tool to speed recovery and lessen the likelihood of recurrence as local and institutional capacities are put in place to respond to, manage and reduce emerging risks. Since, 2008, United Nations Development Programme in Sudan has through its Crisis and Recovery Mapping and Analysis Project been developing a participatory mapping and analysis methodology to enhance crisis responsiveness and evidence-based strategic planning both within the United Nations system and national government. Using innovative technologies and GIS, sensitive issues are contextualized and depoliticized through novel correlations and visualisations, allowing previously contesting state and society actors to jointly identify priorities for intervention and response. The process has fostered an open dialogue, strengthening the capacities of local actors to respond to emerging crises in a timely and appropriate manner. Participatory mapping has thus become a key tool in managing complexities in peacebuilding and recovery in post-crisis settings. © 2012 ISCRAM. |

Abstract |
Humanitarian crisis require a responsive and agile response. The number of professional and volunteer organization involved in the response to humanitarian disasters has increased over the past year, making coordination more important than ever before. This paper discusses the main issues of Humanitarian Disaster Management (HDM) coordination and the different modes applied on the field. We argue that while these challenges have been addressed by scientific literature with dedicated solutions, there is still a considerable gap between humanitarian best practice and academic state of the art.
This paper proposes a field-oriented methodology to bridge this gap. We analyze the findings from field research on the Typhoon Haiyan response (Philippines, 2013) and deduce practitioners? requirements for HDM coordination support systems. Then we suggest a research agenda from a gap analysis comparing requirements with the existing solutions and the scientific approaches. |

Abstract |
In the Netherlands, Royal Dutch Meteorological Institute warns water boards for extreme rainfall if per-specified thresholds are (expected to be) exceeded. When a water board receives a warning, certain response measures can be taken. In general, the thresholds are based on experience and intuition. Clear procedures, which describe decision-making under uncertainty in available information (e.g., forecasted rainfall), do not exist. In this document, first results of the project “Extreme weather for water boards” are briefly described. The aim of this project is to study integration of the uncertainty into emergency procedures of the water boards. The current emergency procedures of two water boards are analyzed. Recommended adjustments to the procedures allow including the uncertainty by estimation of a probability of overload and cost-benefit analysis of response measures (benefit as avoided damage). A simple scheme that supports estimation of the probability is introduced. © 2012 ISCRAM. |

Abstract |
We are investigating decision aids that present potential courses of action available to emergency responders. To determine whether these aids improve decision quality, however, we first developed test scenarios that were challenging in well-understood ways to ensure testing under the full breadth of representative decision-making situations. We devised a three-step method of developing scenarios: define the decision space, determine the cost components of each decision's potential consequences based on the principles of Robust Decision Making, then choose conflicting pairs of cost components (e.g., a small fire, implying low property damage, in a densely inhabited area, which implies high personal injury). In a validation of this approach, experiment participants made decisions faster in non-ambiguous cases versus cases that included this principled introduction of ambiguity. Our Principled Ambiguity Method of scenario design is also appropriate for other domains as long as they can be analyzed in terms of costs of decision alternatives. |

Abstract |
The relevance of modeling epidemics? spread goes beyond the academic. The mathematical understanding of infectious diseases has become an important tool in policy making. Our research interest is modeling of dynamics in crisis situations. This paper explores the extant body of literature of mathematical models in epidemiology, with particular emphasis on theories and methodologies used beyond them. Our goal is to identify core building blocks of models and research patterns to model the dynamics of crisis situations such as epidemics. The wide range of applications of epidemic models to many other disciplines that show biological analogies, makes this paper helpful for many modelers and mathematicians within the broader field of Crisis Management. |
