  Abstract A real-life exercise is a scientific method used by the TH Köln to generate data sets of new technologies and operational concepts derived from research projects. The Institute of Rescue Engineering and Civil Protection (German acronym: IRG) uses a real-time locating system (RTLS), video surveillance, observers and a mass casualty incident benchmark to generate motion profiles, information flows and information on the quality of care. In this practitioner paper these different methods will be discussed and the combination of different data is described. Furthermore, an outlook is given on the extent to which the method will be improved and expand-ed in the future. Concluding it can be said that the combination of all collected data is essential for the evalua-tion of a real-life exercise in security research or civil protection.

  Abstract The most effective way to design an emergency management system matching user needs is to perform a User-Centered Design; it relies on continuous interactions with end-users in order to understand better and better how organizations are arranged during emergencies, which data are exchanged and which steps are performed by organizations to face disastrous events. In this paper we (i) illustrate the methodology used to collect the user requirements for the emergency management system developed in the European research project WORKPAD, and (ii) describe the WORKPAD high level architecture stemming from such requirements. Specifically, the methodology is applied in the context of Regional Civil Protection of Calabria (Italy) and is used as basis to provide more general user requirements for emergency management systems.

  Abstract This paper discusses our ongoing work on a system for collecting, managing and distributing relevant information in disaster relief operations. It describes the background and conditions under which the system is being developed and employed. We present our methodology, the requirements and current functionality of the system and the lessons learned in exercises and training, involving a large number of international disaster management experts. We found that the viability of this kind of tool is determined by three main factors, namely reliability, usability and frugality. The system has gone through many prototype iterations and has matured towards becoming operational in a specific type of mission, i.e. assessment missions for large scale natural and man-made disasters. This paper aims at making a wider audience of disaster management experts aware of that system and the support it may provide to their work. Other researchers and developers may find our experience useful for creating systems in similar domains.

  Abstract When disasters occur, key factors for minimizing damages and loss of lives are access to necessary information and effective communication between emergency services. In cross-border disaster management, further challenges arise: language barriers, uneven know-how, organisational and technical differences in particular concerning communication and data or information exchange. To address those challenges, the FP7-Project EPISECC (Establish Pan-European Information Space to Enhance Security of Citizens) is working on the concept of a common information space to improve interoperability and efficiency while managing cross-border disasters. This involves researching on a common taxonomy and ontology as well as on interoperability functionalities and tools. A first step on this direction is the analysis of how disasters have been and are being managed. This paper reports on an inventory of disasters designed to consolidate such knowledge and aimed at being the basis for this information space. First gaps identified in communication/information management are also presented.

  Abstract Emergency preparedness and management processes are highly influenced by the use of digital technologies. Unfortunately, due to their rapid development, stakeholders from civil protection as well as policy makers often are not aware of new technological possibilities, their potentials and risks. This paper offers a methodological approach to experience evolving technologies by using scenarios in a living lab, equipped with demonstrators from recent research projects. The scenarios are presented to stakeholders from civil protection and policy making by telling a future story about the potential usage of emerging technologies. The Future Security Lab allows addressees to see, understand and use technologies that may become relevant within the next five to ten years and so a profound basis for knowledge transfer is offered. The case study “Digitalization of Emergency Preparedness 2025” demonstrates how scenarios can be used to integrate demonstrators in stories about the future of civil protection. First results of an evaluation provide positive feedback from attendees.

  Abstract Much research and technical development has been conducted to make crisis management more efficient, especially regarding crisis information systems used to streamline operations of authorities during a crisis. Experts from the German Red Cross mention that there is a need for the development and improvement of specific training methods and structures for such new crisis information systems in command and control centers. They also say that computer simulations could be a practical possibility to train crisis management and response staff. To substantiate this information, interviews were conducted with key officials in the field of German civil protection: command and control center staff, command and control center software trainers and crisis information system managers. This paper presents a qualitative study in the field of training German response personnel in crisis management information systems. The results are presented in three sections: suitable training strategies and structures, challenges and best practices for the implementation of trainings and using simulation as a training method for crisis information systems. The results contain personal experiences, opinions and known best-practices of the interview partners.

  Abstract Optimal communication and information exchange are key elements for handling complex crises or disaster situations. With the increasing number of heterogeneous ICT systems, also raises the importance of adequate support for interconnectivity and information logistics between stakeholders to thoroughly gather information and to make quick but precise decisions. The main purpose of the information exchange is then to manage the crisis as quickly as possible, to provide full information to protect first responders' health and safety, to optimally dispatch resources, and to ensure coordination between different relief forces. Based on an end user survey with a particular focus on first responders, this paper introduces an evolutionary architecture to enable information exchange in crises situation or disasters. The aim is to provide a decentralized approach among heterogeneous ICT-systems which abstracts from the underlying communication technologies and heterogeneity of connected systems and fulfills the functional and non-functional requirements from end users.

  Abstract The evaluation of an emergency scenario is often based on the use of simulation models. The specificity of these models involves the need for a complex evaluation of the problem domain, including the physical conditions behind the considered threat. Based on emergency occurrences data, provided by the Portuguese National Civil Protection Authority, we are currently developing a methodology for evaluating a real situation, based on past occurrences. The aim is to develop a platform that will enable the evaluation of a risk scenario based on existing civil protection data. The methodology under development should enable the evaluation of different scenarios based on the collected available data. This will be achieved thanks to the facilitated configuration of several aspects, such as the geographical region and relevant properties of the considered threat. In this paper, we describe the methodology development process and the current state of the platform for risk evaluation.
