Abstract |
Decision making in the area of humanitarian logistics and supply chain management often suffers because of the interrelations between planning horizons, tasks, and crisis management lifecycle phases. In this paper, we present a method, an exemplary prototypical implementation and its evaluation within a relief organization. Based on a structured literature analysis (a review of existing information systems as well as a consideration of ongoing research projects), basic requirements for an integrated logistics and transport planning approach were derived. Together with end-user involvement, these results were used to design and prototype a concept of an appropriate information system, which was applied and evaluated in a tabletop exercise. The generated results are promising in terms of having a positive impact on the logistics effectiveness. In combination with the identified limitations, our results promise to have an impact on future ISCRAM research. |

Abstract |
Vehicles or freight cars on fire below a bridge or inside a tunnel are exceptional events and imply difficult intervention conditions for firefighters. A buried technical network like high voltage electricity line, gas or steam pipeline around such a fire causes additional specifics risks. Vulnerability areas for firefighters are defined as zones where both factors exist: a difficult incident area – like tunnels or bridges over roads/railway lines ? together with a specific risk like buried networks. These areas require intervention teams with specific emergency response capabilities. The present paper proposes a method developed for the Paris Fire Brigade for vulnerability mapping. Results aim at being used by their decision support system dedicated to the mobilization of intervention teams. On the long term, it could improve the allocation of specific responses capabilities intervention teams as soon as the emergency call is treated. Results are debated from an operational point of view. |

Abstract |
To date, the management of waste-streams generated by natural and anthropogenic disasters in New Zealand has been ad hoc, with planning largely taking place post rather than pre event. A valid reason for this is that the severity and consequences of such events varies widely, dictating the type and quantity of waste produced. To help mitigate problems caused by unplanned waste, a web GIS tool is being developed for use in a pre-event planning exercise and for developing quick early estimates of waste during an event. The tool models the amount of waste generated by different types of natural disasters, quantifying the amount of waste for different waste-streams. The user can then find the nearest suitable waste disposal location, accounting for barriers. This tool could be of great value for local government. It is flexible, so that can quickly and simply be extended to other regions and the intention is for regional councils to host the tool within their own GIS environment. |

Abstract |
In 2017, Estonia experienced a cyber crisis caused by a vulnerability found in the smart card chips produced by Infineon Technologies AG. Since the affected chip was used in the electronic identity card (ID card) issued by the State to more than half of the Estonian population, the vulnerability posed a risk to the resilience of Estonian e-state and thus quickly escalated into a manageable crisis. This work studies to what extent, in such a national emergency, the involved parties were able to precisely follow the applicable laws and regulations in the field. We enlist the cases where the requirements were not fully followed, either due to the lack of technical preparedness, suboptimal decisions made under heavy time pressure, or the critical nature of the situation. |

The remote sensing is a way to optimize the process of land cover classification allowing that this process will be by high definition images of satellite. For the research it was used the Google Earth Engine with JavaScript programming language to classify the images, identifying the areas with forest or reforest. It was identified that classifiers Random Forest and Logistic Regression have a high performance in classify the images. From them it was developed functions to process automatically of new images with purpose of classify them in relation to land cover. |

Abstract |
In this paper, we introduce Tweedr, a Twitter-mining tool that extracts actionable information for disaster relief workers during natural disasters. The Tweedr pipeline consists of three main parts: classification, clustering and extraction. In the classification phase, we use a variety of classification methods (sLDA, SVM, and logistic regression) to identify tweets reporting damage or casualties. In the clustering phase, we use filters to merge tweets that are similar to one another; and finally, in the extraction phase, we extract tokens and phrases that report specific information about different classes of infrastructure damage, damage types, and casualties. We empirically validate our approach with tweets collected from 12 different crises in the United States since 2006. |

Abstract |
Resilience of Critical Infrastructures is high on the agenda of countries' efforts. Modern CI highly interdependent and span countries, so disruptions occurring on one side of the border can significantly affect economic and social functions on the other. To build CI resilience, stakeholder organizations must collaborate and exchange information throughout the Emergency Management cycle. In this paper, we present the Critical Infrastructure Platform (PIC in Italian) which is being developed within the SICt project (Resilience of Cross-Border Critical Infrastructure). PIC is a technological piece of a broader cross-border regional resilience strategy between Lombardy Region (Italy) and Canton Ticino (Switzerland) aiming to improve the capacity to manage accidental events involving transportation CI between the two countries. The main goal of the PIC platform is to support secure and effective information-sharing, inter-organizational risk assessment, monitoring and operational coordination under critical situations. The paper presents the key requirements of such ICT system, its high-level architecture including the description of its main modules, main takeaways and future steps. |

Abstract |
In response to the Australian Federal Government's legislative changes, including the Disaster Management Act 2003, both State and Local Government are finding it necessary to work ever more closely to ensure the successful development, approval and operation of local disaster management plans and activities. Working closely with numerous Local governments and their stakeholders, Faulkner Technologies has developed a web-based information management exchange to facilitate the timely and accurate collation, dissemination and sharing of event-related information during an incident or disaster. Challenges such as geographically-dispersed operations, information management, communication management, reporting and logging and capturing key learnings are common to all local councils. Our web-based information management exchange dovetails with both the paper-based Standard Operating Procedure and multiple communication systems significantly enhancing the management of disasters and incidents. In conjunction with NICTA (National ICT Australia) and their Smart Applications for Emergencies (SAFE) project, the solution uses the Common Alerting Protocol (CAP) and Emergency Data eXchange Language (EDXL) standards for message distribution. |

Abstract |
Successful disaster relief operations call for responsive and flexible movements of goods in order to make the relief items available when and where they are needed by the affected communities. The objective of this explorative research is to investigate the applicability of the Physical Internet to emergency relief operations. The Physical Internet is a groundbreaking logistical system in which standardised, modular packages are automatically routed from origin to destination through a hyperconnected network of logistics providers and facilities. Although the concept is receiving growing attention from academics, practitioners and policy makers, research in the disaster management context is virtually non-existent. Based on a review of the relevant academic literature and publicly available information from emergency responding agencies and the media, we firstly use the Kaikoura earthquake that occurred in the South Island of New Zealand on 14th November 2016 to identify six key requirements that support the efficient movement of relief items in the aftermath of a disaster. We then identify six characteristics of the Physical Internet and explore how these characteristics can support the requirements of emergency response operations. We conclude that the Physical Internet principles have the potential to enhance the speed, flexibility and reliability of emergency responses. In other words, a fully integrated and collaborative logistics system in which relief items and information move seamlessly across a web of interconnected transport modes and operators can increase the efficient deployment of urgently needed relief items. This study extends the Physical Internet principles to emergency relief operations and identifies new ways of improving and optimising the logistics of emergency responses. In doing so, this research aims to stimulate debate within the disaster relief sector. |

Abstract |
Uncertainty and risks are part of humanitarians' daily routine. Most of the time, infrastructures are damaged or non-existent, the political climate is highly volatile, communication means are insufficient, and so on. Therefore, humanitarian organizations often have to find original methods to implement their supply chains. They may also face recurrent problems, that requires them to change the way they operate. And yet, as they lack the time and resources to reflect on the lessons learnt, most of their best practices and issues are neither captured nor communicated. The aim of the study is thus to propose a framework to capitalize humanitarians' knowledge and know-how, to analyze both gaps and best practices and learn from one operation to another. To this end, we propose a framework derived from traditional Enterprise Modelling tools, adapted to fit relief chains' specificities. Field applications are then given to illustrate our approach and its beneficial effects. |

Abstract |
Collaboration is the foundation to strengthen disaster preparedness and for effective emergency response actions at all levels. Some studies have highlighted that remote volunteers, i.e., volunteers supported by Web 2.0 technologies, possess the potential to strengthen humanitarian relief organizations by offering information regarding disaster-affected people and infrastructure. Although studies have explored various aspects of this topic, none of those provided an overview of the state-of-the-art of researches on the collaboration among humanitarian organizations and communities of remote volunteers. With the aim of overcoming this gap, a systematic literature review was conducted on the existing research works. Therefore, the main contribution of this work lies in examining the state of research in this field and in identifying potential research gaps. The results show that most of the research works addresses the general domain of disaster management, whereas only few of them address the domain of humanitarian logistics. |

Abstract |
There is an urgent demand for information systems to gather heterogeneous information about needs, donations and warehouse stocks to provide an integrated view for decision making in humanitarian logistics. The dynamic flow of information, due to the unpredicted events, requires adaptive features. The traditional relational data model is not suitable due to its schema rigidity. As an alternative, Graph Data models complemented by semantic representations, like Linked Open Data on the Web, can be used. Based on both, this research proposes an approach for the adaptive integration of information and an associated architecture. An application example is discussed in a real scenario where relief goods are managed through a dynamic and multi-perspective view. |

Abstract |
Geographic Information Systems (GIS) have often been poorly considered, planned and implemented across New Zealand's emergency management sector. GIS practitioners involved in emergency management events are often the ones who suffer the consequences of this. Recent significant events have reinforced both the need for a nation-wide coordinated, planned and pro-active approach to implementing GIS for emergency management, and the advantages that GIS can offer to the emergency management sector if implemented properly. This paper offers insights into the “grass roots” foundation of a community called New Zealand GIS for Emergency Management (NZGIS4EM) to address these issues. In its founding year (2017/2018) the priority for an interim NZGIS4EM committee has been to establish the foundation of the community, this is primarily administrative projects. Several other subject targeted projects are also underway or planned relating to data, standards, symbology, common operating picture and interoperability. Key challenges for NZGIS4EM relate to a shortage of funding, logistics of physical meetings, current lack of governance and a lack of legal mandate in New Zealand to enforce standards for emergency management. Attention in the sector is now moving towards the implementation of a Common Operating (or Operational) Picture (COP). Key messages that the author believes are pertinent include: that it's not all about the tools; plan big, but then prioritise and implement small; ensure the COP is used BAU; minimal or no training should be required; ensure it is quicker for frontline users; ensure there is a plan B and a plan C if the internet and/or power goes out; identify and lobby agencies who should be the authoritative source of truth for essential data; implement phases of response for information requirements; consider national and/or regional hosting of platforms, and; recognize that real-time crowd sourced data may be the future of intelligence and plan for that. |

Abstract |
Over the past few years, several standardized GIS data models have been developed to document “best practices” database designs for various application domains including the domain of emergency management. The majority of such models, however, have been developed in the context of developed countries as in the case of the Homeland Security geodatabase data model by ESRI®. These data models fail to be successful when transferred and used in the context of Least Developing Countries (LDCs) due to significant contextual differences in the domains of information systems and emergency practices. Therefore, developing GIS data models that are specifically designed for emergency response activities in LDCs are needed to improve existing emergency response practices in these countries. This paper reviews the state of development in GIS data models and the potential benefits and applications of building models that are specifically designed to support emergency response activities in LDCs. We first discusses why it is important to differentiate emergency response activities in LDCs from other contexts. We then present some theoretical considerations in developing GIS data models that can overcome contextual difficulties in LDCs in general and in the domain of information systenms. We finally attempt to provide key guidelines that may help designing a GIS Data Model, while is specifically referenced to the LDCs context. |

Abstract |
Communication and interoperability between different organizations of first responders has been a problem for a long time. There have been examples of failure in communication between different organizations at World Trade Center on 9/11, for example some of the police warnings were not heard by fire fighters that resulted in several lives lost. In most cases, network unavailability or incapability of coordination among networks causes much damage. Therefore, we present a highly reliable communication infrastructure that is suitable at ground zero where the existing communication network is damaged or unavailable. We used Hybrid Wireless Mesh Network (HWMN) as a candidate for communication infrastructure with the capability of working in a heterogeneous environment with different available backhaul technologies. In addition to the use of WMNs, we also present some special requirements for a cellular networks generated by simulation models investigating different scenarios that occur at ground zero. For example, when hurricane Katrina hit New Orleans, people outside the ground zero area could place a call, but were not able to receive phone calls. This happened because the cellular network elsewhere was not able to contact the Home Location Register (HLR), located at New Orleans. We, in this paper, propose a solution in which the important user or network information databases such as HLR and VLR (Visitor Location Register) are replicated to provide a sufficient amount of fault tolerance. |

Abstract |
This paper discusses the practical aspects and resulting insights of the results of a two-stage mathematical network flow model to help make the decisions required to get humanitarian aid quickly to needy recipients as part of a disaster relief operation. The aim of model is to plan where to best place aid inventory in preparation for possible disasters, and to make fast decisions about how best to channel aid to recipients as fast as possible. Humanitarian supply chains differ from commercial supply chains in their greater urgency of response and in the poor quality of data and increased uncertainty about important inputs such as transportation resources, aid availability, and the suddenness and degree of “demand”. The context is usually more chaotic with poor information feedback and a multiplicity of decision-makers in different aid organizations. The model attempts to handle this complexity by incorporating practical decisions, such as pre-allocation of emergency goods, transportation policy, fleet management and procurement, in an uncertainty environment featured by a scenario-based approach. Preliminary results based on the floods and landslides disaster of the Mountain Region of Rio de Janeiro state, Brazil, point to how to cope with these challenges by using the mathematical model. |

Abstract |
In this paper we describe a method and an infrastructure for rapid mapping of mobility patterns, based on a combination of a mobile mobility tracker, a large-scale data collection infrastructure, and a data and visual analytics tool. The combination of the three enables mapping everyday mobility patterns for decision makers, e.g. city council, motorways authorities, etc. and can support emergency responders in improving their preparedness and the recovery in the aftermath of a crisis. The technology is currently employed over very large scale: (i) in England it is used by a public body to incentivise physical mobility (400,000 app downloads and hundreds of millions of data point since September 2017); (ii) in Sheffield UK, through the MoveMore initiative, tracking active mobility of users (5,000 downloads); and (iii) the European project SETA, to track multimodal mobility patterns in three cities (Birmingham, Santander and Turin). |

Abstract |
One of the challenges of humanitarian organizations is that there exist limited decision technologies that fit their needs. It has also been pointed out that those organizations experience coordination difficulties with volunteers willing to help. The purpose of this paper is to help address those challenges through the development of a decision model to assist in the management of volunteers. While employee workforce management models have been the topic of extensive research over the past decades, no work has focused on the problem of managing humanitarian relief volunteers. In this paper, we discuss a series of principles from the field of volunteer management and develop a multi criteria optimization model to assist in the assignment of volunteers to tasks. We present an illustrative example and analyze a solution methodology where the decision maker exercises his/her preferences by trading-off conflicting objectives. Conclusions, limitations, and directions for future research are also discussed. |

Abstract |
In this work we present a general framework for process-oriented coordination and collaboration in humanitarian operations. Process management has been proven useful in many business domains, but humanitarian operations and disaster response management in general require different process management approaches. Related work has only recently introduced traditional process management approaches for emergency management. These traditional approaches have several limitations with respect to the domain of humanitarian operations and disaster management. Our approach points to design, run-time and monitoring of inter-organizational humanitarian logistics processes. It consists of two parts: A reference model for humanitarian logistics tasks and a system for ad-hoc process management of these tasks. We discuss how they can be integrated to provide additional benefits. |

Abstract |
Natural disasters are an age-old problem that occur regularly in alpine regions, posing a major threat to the safety of settlements and transport routes. Within the project “Safety of Alpine Routes – Application of Earth Observation Combined with GIS (Hannibal)”, financed by the Ministry of Transport and Innovation, information relevant for disaster management has been extracted from satellite remote sensing and integrated into a newly developed GIS based Decision Support System (DSS). Some of the required map information were inferred from ERS- or from SPOT5- and QUICKBIRD satellites, others were taken from conventional data sources such as maps or Digital Terrain Models. |

Abstract |
Disasters trigger the need for relief items. The flows of relief items to the beneficiaries in the disaster area are determined by humanitarian logistics networks. The setup and operations of such networks can be supported by employing Operations Research models. Several models, based on different methodologies are available to support decision-making in the field of humanitarian logistics. This work-in-progress analysis suggests a structure of a methodological tool kit for humanitarian logistics. With its help, practitioners in the field of humanitarian logistics should be better equipped to find, compare, and apply available analytical models for their individual decision problem. To serve as an illustration, one OR model is presented in detail according to the proposed structure of the methodological tool kit. |

Abstract |
In this work we present the results of a survey on major challenges in humanitarian logistics. The survey was conducted among logistics managers of relief organizations, logistic service providers, and universities investigating in humanitarian logistics. The following issue areas were consulted: (1) Information and Technology, (2) Processes, Organization, Coordination, (3) Infrastructure, (4) Politics, Government. The results in the first issue area focus mainly on needs for action in the context of the transparency, compatibility, and functionality of IT-systems for humanitarian logistics. The transferability of classical and the establishment of specific concepts of logistics and supply chain management were identified as an important challenge in the second issue area. The need for an improved information situation was noticed within the areas “Infrastructure” and “Politics, Government”. Additionally, it can be highlighted that the assessments of the three questioned groups differ in important points, although a common ground for further research was identified. |

Abstract |
Control center staff is used to working with software applications for e.g. surveillance of production processes, for controlling and timing of industrial logistics, and for recording and filing incidents and actions. Yet, decision-support systems for emergency situations pose additional demands on employees in this domain. This paper reports first findings for psychological requirements for decision support systems in the rise of emergencies as identified in a federal German research project in the domain of public transportation. In control centers both the humans on duty who have to intervene during an emergency, and the technical system which provides decision-alternatives for supporting the action are considered. Based on findings of the project, psychological, technical and organizational requirements identified in interviews, observations, document analysis and additional relevant literature are generalized. |

Abstract |
Fostering community resilience in the aftermath of a disaster constitutes a significant challenge and requires an adequate understanding of the community?s specific capabilities and vulnerabilities. We carried out a field study in Nepal as a multi-disciplinary research team that explored how the humanitarian response enabled community resilience after the devastating earthquakes. We explored three elements of resilience: persistence, adaptability and transformability by zooming in and out between the local community and humanitarian organizations operating at the national level. Our combined insights from three disciplines, social sciences, information management and logistics, show that humanitarian organizations operating in Nepal still primarily aimed to (re)build community resilience ?from above? instead of enabling communities to strengthen their own resilience in a bottom up way. In this paper we contend that fostering an inclusive and networked response has the potential to strengthen the adaptive capacity of humanitarian organizations and community groups and boost local resilience. |

Abstract |
Humanitarian logistics represents a broad range of activities taking place within humanitarian organizations, the bulk of these activities are also components of a broader humanitarian supply chain – The network involved with providing physical aid to beneficiaries. Humanitarian logistics information systems improve information flows, which integrates logistics units more efficiently with non-logistics units within the humanitarian supply chains and provides better feedback to donors, ensuring more effective operations. Humanitarian logistics activities occur across the disaster management cycle. Humanitarian logistics information systems not only improve logistics activities in each phase, but can improve the continuity of humanitarian operations by sharing information throughout the transition of different disaster management cycle phases. Through collaboration between organizations, humanitarian logistics information systems also have the potential to reduce corruption and the market distortion which can occur during humanitarian operations. |
