Abstract |
This paper introduces the experimental design we developed for the analysis of asynchronous negotiations among five different stakeholders as they work towards consensus on the functional system requirements that are needed for a common emergency response information system. We present three analytical preference models to measure the evolving consensus and conflict among the stakeholders as they modify their preferences during the negotiation. We illustrate the use of these techniques for obtaining a detailed understanding of the negotiation dynamics among the stakeholders. © Proceedings ISCRAM 2004. |

Abstract |
For the integration of national tsunami warning systems to large scale, ocean-wide warning infrastructures a specific protocol has been developed enabling system communication in a system-of-system environment. The proposed communication model incorporates requirements of UNESCO Intergovernmental Oceanic Commission tsunami programme to interlink national tsunami early warning systems. The model designed to be robust simple is based on existing interoperability standards. It uses the Common Alerting Protocol (CAP) for the exchange of official tsunami warning bulletins. Sensor measurements are communicated via markup languages of the Sensor Web Enablement (SWE) suite. Both communication products are embedded into an envelope carrying address information based on the Emergency Data Exchange Language Distribution Element (EDXL-DE). The research took place within the context of two European research projects. The reference implementation of the presented results was tested independently in deployments at two early warning centers. © 2012 ISCRAM. |

Abstract |
Web 2.0 can be viewed as a platform where users can develop their own web applications. It is also characterized by a vast amount of user-generated contents presenting spatial and temporal components, by means of associated metadata. These metadata has been successfully exploited to generate map-based mashups (web applications gathering data from different sources) facing different kind of crisis situations, ranging from natural disasters (earthquakes, wildfires, floods...) to human-made disasters (terrorist attacks, school shootings, conflicts...). The social and collaborative dimensions of the Web 2.0 can be also exploited for managing crisis-related information. We present here a survey of current crisis-related mashups we employed to extract design dimensions and provide a conceptual framework that can be used: A) to understand current systems and; b) to design next generation of crisis-related mashups. We propose the eStoryS system as an example of application developed following the design principles presented in this paper. On the basis of our analysis, we believe that the design dimensions posited here provide useful insights for the design of novel web mashups in the emergency management domain. |

Abstract |
This paper presents a research in progress about the French ISyCri project that aims at providing partners involved in crisis management with an agile Mediation Information System (MIS). Not only this MIS shoul support the interoperability of the partners' information systems but it is also dedicated to coordinate their activities through a collaborative process. One of the first and main steps towards such a MIS, is to elaborate a common and sharable reference model built to characterize crisis situations. Such a model is also an input for automated reasoning to elaborate and adapt a crisis solving collaborative process. This article presents the objective of the project, our approach and our first results: a UML metamodel of crisis situation and its corresponding OWL ontology on top of which deductions are possible. |

Abstract |
The resolution of complex decision situations in crisis and remediation management following a man-made or natural emergency usually requires input from different disciplines and fields of expertise. Contributing to transparency and traceability of decisions and taking subjective preferences into account, multi-criteria decision analysis (MCDA) is suitable to involve various stakeholder and expert groups in the decision making process who may have diverse background knowledge and different views, responsibilities and interests. The focus of this paper is to highlight the role of MCDA in nuclear emergency and remediation management on the basis of a hypothetical case study. Special emphasis is placed on the modelling of the decision makers' preferences. The aim is to explore the sensitivity of decision processes to simultaneous variations of the subjective preference parameters and consequently to contribute to a facilitation of the preference modelling process by comprehensibly visualising and communicating the impact of the preferential uncertainties on the results of the decision analysis. |

Abstract |
In this work we present a general framework for process-oriented coordination and collaboration in humanitarian operations. Process management has been proven useful in many business domains, but humanitarian operations and disaster response management in general require different process management approaches. Related work has only recently introduced traditional process management approaches for emergency management. These traditional approaches have several limitations with respect to the domain of humanitarian operations and disaster management. Our approach points to design, run-time and monitoring of inter-organizational humanitarian logistics processes. It consists of two parts: A reference model for humanitarian logistics tasks and a system for ad-hoc process management of these tasks. We discuss how they can be integrated to provide additional benefits. |

Abstract |
This study explored automated training for emergency managers and the effects of feedback on performance. A prototype emergency management training application was built to allow the usage of either immediate feedback or delayed, “hotwash” feedback. Users were split into two groups and asked to carry out two emergency management scenarios using one of the feedback mechanisms, and the difference in scores between each feedback type were analyzed There was a general increase in performance across sessions. Further, the improvements in scores between each feedback type showed that users performed significantly better when using the hotwash feedback mechanism compared with the immediate feedback mechanism. In contrast to the performance data, preference data showed no overall differences between the two procedures, although each user had a strong preference for one or the other feedback mechanism. The implications for the design of training systems offering both procedures are discussed. |

Abstract |
The creation of action statistics of fire extinction services is a common activity in the management of forest-fires emergencies. The compilation of action data and the elaboration of statistics based upon those data allow drawing relevant information about forest fires emergencies and fire extinction services. The creation of action statistics requires the exchange of heterogeneous data, with different granularity and detail, among scattered sources. This paper introduces a Forest Fire Report Data Model devoted to be a data reference model for sharing and exchanging forest fire reports in order to achieve syntactic interoperability among independent systems. The definition of the model has been based on the review of forest fire statistics made by different agencies as well as the experience gained in developing an information system, called SIU6, for the creation of action reports of. |

Abstract |
The use of portable ultrasound devices enables a better and immediate diagnostics at the scene of a mass casualty incident. The detection of free fluid in abdomen and thorax is an important indicator for the further treatment. The gained information affects the triage of casualties, the pre-clinical medical attendance and the patient management. The presented article describes an innovative approach to transmit sonographic video streams over wireless networks to a remote hospital, where the medical data is used for diagnostics. For the secure transmission of data a new network unit is designed, which gathers information with regard to the network status and the character of transported data. This “Intelligent Network” is located in the transport layer of the OSI reference model and enables a dynamic interconnection between network and application, provides an interface for functional transparency and the disclosure of parameters and establishes the basis for an universal security system. |

Abstract |
Information is the most valuable resource for coping and recovery work in crisis management. It is the foundation for coordination, collaboration and decision-making. However, several challenges face information retrieval, evaluation and exchange processes in inter-organizational crisis management. On the one hand, due to the dynamic nature of crisis situations, information demands are hardly predictable and change in the course of time. Moreover, inter-organizational issues like terminology issues, policy constrains or even the lack of awareness about information available are influencing factors and need to be considered in designing appropriate ICT. In this paper we report from an empirical study, where we had a closer look on information retrieval and exchange practices in scenarios of medium to large power outages in Germany on an interorganizational level. Derived from these results, we were able to present a reference implementation of an interorganizational information repository (IOIR) and report our findings from a related evaluation. |

Abstract |
Crowdsourcing has the potential to become a crucial information source in disaster management. In order to become effective as an integrated part of disaster management systems it is important to set the general architectural foundations for such integrations beyond prototypical experiments. This paper discusses general architectural principles of the application of crowdsourcing in Early Warning Systems (EWS). An integrated architecture is proposed to use classical sensor data and crowdsourcing in an EWS solution. Therefore, typical components of crowdsourcing applications are identified and mapped to monitoring subsystems of EWS's. Three main structural variants of applying crowdsourcing in early warning systems along the example of a prototypical extension of two existing large-scale hydro-meteorological warning systems are presented. |

Abstract |
Early Warning Systems (EWS) provide an effective measure for better disaster preparedness, response, and mitigation. The effectiveness of EWS depends highly on the ability to distribute alert message to the persons that will be affected. In this context mobile devices play already a vital role in the ability to reach people in time and at the endangered location. Most existing approaches focus on mass dissemination methods via SMS and Cell-Broadcasting. As these approaches are effective to inform masses about a disaster with one message for all they have their weaknesses in telling the people how to respond according to their location and provide individual guidance (e.g. by maps) within specific communities. Research in disaster management gives strong evidence that the later is often crucial for better disaster response. Accordingly, we witness an increasing demand for more community-centered warnings systems solutions. This paper introduces the general foundations and architecture for alert services on mobile devices that adapt incoming alert information to the profile and situation of user groups and even individual users. The approach is scalable for different communitycentered warning systems. Its first applicability and community engagement effects are shown in the example of the community-centered public disaster alert system in Germany and a target group specific weather hazard alert system, KATWARN and WIND with currently over 2.5 million subscribed users, which was developed by the authors. |

Abstract |
In this paper we present the development of an integrated process analysis toolkit for humanitarian logistics. The toolkit integrates a conceptual and a technological component. Our approach follows a case study-based modeling and design approach. The developed concept was evaluated in two humanitarian organizations. Based on these results we extended and integrated the tool-supported process analysis approach, which is ready to use for the structural and quantitative analysis of humanitarian logistics processes. The toolkit can be applied in humanitarian organizations as a decision support tool for designing, planning and executing their logistics processes. Thus, the application affects the preparedness of humanitarian organizations as well as their response performance. The process analysis toolkit is embedded in an overall research agenda with the objective to provide humanitarian organizations with the capabilities to identify, monitor, and improve their logistics processes respecting the organization specific objectives. |
