  Abstract (up) A core issue in crisis management is to extract from the mass of incoming information what is important for situational awareness during mass emergencies. Based on a case study we develop a prototypical application, TweetComp1, which is integrated into the decision-support component of a Tsunami early warning system and demonstrates the applicability of our approach. This paper describes four novel approaches using focused twitter crawling, trustworthiness analysis, geo-parsing, and multilingual tweet classification in the context of how they could be used for monitoring crises. The validity of our state-of-the art text mining and network analysis technologies will be verified in different experiments based on a human annotated gold standard corpus.

  Abstract (up) According to many existing studies, the data available on social media platforms such as Twitter at the onset of a crisis situation could be useful for disaster response and management. However, making sense of this huge data coming at high-rate is still a challenging task for crisis managers. In this work, we present an interactive social media monitoring tool that uses a supervised classification engine and natural language processing techniques to provide a detailed view of an on-going situation. The tool allows users to apply various filtering options using interactive timelines, critical entities, and other logical operators to get quick access to situational information. The evaluation of the tool conducted with crisis managers shows its significance for situational awareness and other crisis management related tasks.

  Abstract (up) Adaptive learning capacity is a critical component of community resilience that describes the ability of a community to effectively gauge its vulnerability to the external environment and to make appropriate changes to its coping strategies. Traditionally, the relationship between government and community learning was framed within a deterministic paradigm. Learning outcomes were understood to result from the activities of central actors (i.e., government) and flow passively into the community. The emergence of social media is fundamentally changing the ways organizations and individuals collect and share information. Despite its growing acceptance, it remains to be determined how this shift in communication will ultimately affect community adaptive learning, and therefore, community resilience. This paper presents the initial results of a mixed-methods research effort that examined the use of Twitter in local municipalities from Monmouth County, NJ after Hurricane Sandy. Using a conceptual model of organizational learning, we examine the learning outcomes following the Hurricane Sandy experience.

  Abstract (up) After a natural disaster or other crisis, humanitarian organizations need to know where affected people are located

and what resources they need. While this information is difficult to capture quickly through conventional methods,

aggregate usage patterns of social media apps like Facebook can help fill these information gaps.

In this paper, we describe the data and methodology that power Facebook Disaster Maps. These maps utilize

information about Facebook usage in areas impacted by natural hazards, producing aggregate pictures of how the

population is affected by and responding to the hazard. The maps include insights into evacuations, cell network

connectivity, access to electricity, and long-term displacement.

In addition to descriptions and examples of each map type, we describe the source data used to generate the maps,

and efforts taken to ensure the security and privacy of Facebook users. We also describe limitations of the current

methodologies and opportunities for improvement.

  Abstract (up) An increasing number of Machine Learning based systems are being designed to filter and visualize the relevant

information from social media and web streams for disaster management. Given the dynamic disaster events, the

notion of relevant information evolves, and thus, the active learning techniques are often considered to keep

updating the predictive models for the relevant information filtering. However, the active relevant feedback

provided by the human annotators to update the models are not validated. As a result, they can introduce

unconscious biases in the learning process of humans and can result in an inaccurate or inefficient predictive

system. Therefore, this paper describes the design and implementation of an open-source technology-based

learning analytics system ? EMAssistant ? for the emergency volunteers or practitioners – referred as the trainee, to

enhance their experiential learning cycle with the cause-effect reasoning on providing relevant feedback to the

machine learning model. This continuous integration between the cause (providing feedback) and the effect

(observing predictions from the updated model) in a visual form will likely to improve the understanding of the

trainees to provide more accurate feedback. We propose to present the system design as well as provide

hands-on exercises for the conference session.

  Abstract (up) Analysis of social media and traditional media provides significant information to first responders in times of natural disasters. Sentiment analysis, particularly of social media originating from the affected population, forms an integral part of multifaceted media analysis. The current paper extends an existing methodology to the domain of natural disasters, broadens the support of multiple languages and introduces a new manner of classification. The performance of the approach is evaluated on a recently collected dataset manually annotated by three human annotators as a reference. The experiments show a high agreement rate between the approach taken and the annotators. Furthermore, the paper presents the initial application of the resulting technology and models to sentiment analysis of social media data in German, covering data collected during the Central European floods of 2013.

  Abstract (up) As one of the most well-known social media platforms in China, Weibo provides an online public sphere. During the 2018 Shouguang flood, many people who were affected converged on the platform to discuss the disaster. The government ? the highest emergency management authority ? was accused of using censorship and other measures to suppress the coverage of the disaster. Based on an analysis of 34 qualitative interviews with Weibo users, of which nine directly address the Shouguang floods, this paper examines how three major actors contested facts and responsibilities during the disaster. Focusing on the state-censored, market-moderated social media context in China, our ongoing study provides new insights into a universal challenge of managing diverging interpretations and expectations in risk communication. We show that the establishing and framing of facts is inherently ethical and political. Time, time-space compression, liability and scales of risk responsibility emerge as critical points of friction. We draw on theories of risk governance, public discourse, computer supported collaborative work, and media studies for analysis and to articulate avenues for design.

This is a work in progress report on Exercise 24, X24, Mexico, a follow up to the first two exercises, X24 and X24 Europe The X24 exercises used a variety of free and low-cost social media and web 2.0 tools to organize, plan, and manage local and international expertise and organizations in the response to a preset disaster scenario. The first X24 focused on Southern California, while the second X24, X24 Europe, focused on the Balkan area of Eastern Europe. These exercises involved over 12,500 participants for X24 while X24 Europe had over 49,000 participants.   Abstract (up) Citizens and Emergency Managers need to be able to distinguish “fake” (untrue) news posts from real news posts on social media during disasters. This paper is based on an online survey conducted in 2018 that produced 341 responses from invitations distributed via email and through Facebook. It explores to what extent and how citizens generally assess whether postings are “true” or “fake,” and describes indicators of the trustworthiness of content that users would like. The mean response on a semantic differential scale measuring how frequently users attempt to verify the news trustworthiness (a scale from 1-never to 5-always) was 3.37. The most frequent message characteristics citizens' use are grammar and the trustworthiness of the sender. Most respondents would find an indicator of trustworthiness helpful, with the most popular choice being a colored graphic. Limitations and implications for assessments of trustworthiness during disasters are discussed.

  Abstract (up) Collational interfaces gather information from a range of sources and present them to users. Information overload is tackled by processing information in the back-end and providing interactive means to filter and browse data. Such interfaces have applications in emergency response – giving users the right information to act effectively. In this paper we explore a collational interface for emergency response, carrying out a user study that compares it to a paper based interface and one which presents data without collating it. We demonstrate that a collational interface allows users to build a picture of an emergency, but not necessarily in less time. © 2012 ISCRAM.

  Abstract (up) Conceptual frameworks which seek to integrate social media uses into disaster management strategies are employed in a range of events. With continued variations to social media practices, developments in technology, and changes in online behaviors, it is imperative to provide conceptual frameworks which are relevant, current and insightful. This paper conceptualizes a range of recent literature through an inductive methodology, and presents the themes of Web accessibility and online information reliability as broad and emerging considerations for the identification of social media uses during disasters. It presents a new conceptual framework of current social media uses which may be used to supplement existing frameworks. The framework has been applied to a dataset of Tweets from the 2015 Nepal earthquake to demonstrate its validity. Suggestions for future applications are discussed.

This paper reports how social media was used by authorities, critical infrastructure operators and journalists during the terrorist attacks that hit Paris on 13th November 2015. A qualitative study was conducted between January and February 2017 employing semi-structured interviews with seven relevant stakeholders involved in this communication process. The preliminary critical thematic analysis revealed four main themes which are reported in the results section: (1) social media is used in crisis times; (2) authorities gained situational awareness via social media; (3) citizens used social media to help one another; and (4) communication procedures changed after these critical events. In conclusion, authorities, citizens and journalists all turned to social media during the attack, both for crisis communication and for increasing situational awareness.

  Abstract (up) Crisis informatics researchers have taken great interest in methods to identify information relevant to crisis events posted by digital bystanders on social media. This work codifies the information needs of emergency dispatchers and first responders as a method to identify actionable information on social media. Through a design workshop with public safety professionals at a Public-Safety Answering Point (PSAP) in the United States, we develop a set of information requirements that must be satisfied to dispatch first responders and meet their immediate situational awareness needs. We then present a manual coding scheme to identify information satisfying these requirements in social media posts and apply this scheme to fictitious tweets professionals propose as actionable information to better assess ways that this information may be communicated. Finally, we propose automated methods from previous literature in the field that can be used to implement these methods in the future.

  Abstract (up) Crisis Named Resources (CNRs) are the social media accounts and pages named after a crisis event. CNRs typically appear spontaneously after an event as places for information exchange. They are easy to find when searching for information about the event. Yet in most cases, it is unclear who manages these resources. Thus, it is important to understand what kinds of information they provide and what role they play in a response. This paper describes a study of Facebook and Twitter CNRs around the 2016 Fort McMurray wildfire. We report on CNR lifecycles, and their relevance to the event. Based on the information provided by these resources, we categorize them into 8 categories: donations, fundraisers, prayers, reactions, reports, needs and offers, stories, and unrelated. We also report on the most popular CNR on both Facebook and Twitter. We conclude by discussing the role of CNRs and the need for future investigation.

  Abstract (up) Crisis responders are increasingly using social media, data and other digital sources of information to build a situational understanding of a crisis situation in order to design an effective response. However with the increased availability of such data, the challenge of identifying relevant information from it also increases. This paper presents a successful automatic approach to handling this problem. Messages are filtered for informativeness based on a definition of the concept drawn from prior research and crisis response experts. Informative messages are tagged for actionable data – for example, people in need, threats to rescue efforts, changes in environment, and so on. In all, eight categories of actionability are identified. The two components – informativeness and actionability classification – are packaged together as an openly-available tool called Emina (Emergent Informativeness and Actionability).

  Abstract (up) Crisis situations generate tens of millions of social media reports, many of which contain references to geographic features and locations. Contemporary systems are now capable of mining and visualizing these location references in social media reports, but we have yet to develop a deep understanding of what end-users will expect to do with this information when attempting to achieve situational awareness. To explore this problem, we have conducted a utility and usability analysis of SensePlace2, a geovisual analytics tool designed to explore geospatial information found in Tweets. Eight users completed a task analysis and survey study using SensePlace2. Our findings reveal user expectations and key paths for solving usability and utility issues to inform the design of future visual analytics systems that incorporate geographic information from social media.

  Abstract (up) Crowdsourcing, serving as a distributed problem-solving and production model, can help in the response to a disaster. The current literature focuses on the flow of crowdsourced information, but the question of how crowdsourcing contributes to physical disaster workflows remains to be addressed. Based on a case study of China’s response to COVID-19, this research aims to explore the role of crowdsourcing stakeholders and how they acted to respond to the outbreak. Actor network theory is applied as the lens to elucidate the roles of different heterogeneous actors. The preliminary results indicate that socio-technical actors activated, absorbed, associated, and aligned with each other to combat the pandemic. We suggest ways to augment the actor network to address potential future outbreaks.

  Abstract (up) Currently social media are largely used in interactions, especially in crisis situations. We note a big volume of interactions around events. Observing these interactions give information even to alert the existence of an incident, event, or to understand the expansion of a problem. Crisis management actors observe social media to be aware about this type of information in order to consider them in their decisions. Specific organizations are founded in order to observe social media interactions and send their analysis to rescue and crisis management actors. In our work, an experience feedback of this type of organizations (VISOV, a crisis social media analysis association) is capitalized in order to emphasize from one side, main dimensions of this analysis and from another side, to simulate some aspects using TextMining that help to explore big volume of data.

  Abstract (up) Data represents an essential resource to the management of emergencies: organizations have been growingly investing in technologies and resources to lever data as an asset before, during, and after disasters and emergencies. However, research on data usage in emergency management remains fragmented, preventing practitioners and scholars from approaching data comprehensively. To address this gap, this research in progress consists of a systematic review of the literature in a two-steps approach: we first propose a socio-technical framework and use it in an exploratory mapping of the main topics covered by the literature. Our preliminary findings suggest that research on data usage primarily focuses on technological opportunities and affordances and, hence, lacks practical implementation aspects in organizations. The expected contribution is double. First, we contribute to a more comprehensive understanding of data usage in emergency management. Second, we propose future avenues for research on data and resilience.

  Abstract (up) Decision-making in crisis management can benefit from routine monitoring of the (social) media to discover the mass opinion on highly sensitive crisis events. We present an experiment that analyzes Chinese microblog data (extracted from Weibo.cn) to measure sentiment strength and its change in relation to the recent PM 2.5 air pollution events. The data were analyzed using SentiStrength algorithm together with a special sentiment words dictionary tailored and refined for Chinese language. The results of time series analysis on detected sentiment strength showed that less than one percent of the posts are strong-positive or strong negative. Weekly sentiment strength measures show symmetric changes in positive and negative strength, but overall trend moved towards more positive opinions. Special attention was given to sharp bursts of sentiment strength that coincide temporally with the occurrence of extreme social events. These findings suggest that sentiment strength analysis may generate useful alert and awareness of pending extreme social events.

  Abstract (up) Despite the outpouring of social support posted to social media channels in the aftermath of disaster, finding and managing content that can translate into community relief, donations, volunteering, or other recovery support is difficult due to the lack of sufficient annotated data around volunteerism. This paper outlines three experiments to alleviate these difficulties. First, we estimate to what degree volunteerism content from one crisis is transferable to another by evaluating the consistency of language in volunteer-and donation-related social media content across 78 disasters. Second it introduces methods for providing computational support in this emergency support function and developing semi-automated models for classifying volunteer-and donation-related social media content in new disaster events. Results show volunteer-and donation-related social media content is sufficiently similar across disasters and disaster types to warrant transferring models across disasters, and we evaluate simple resampling techniques for tuning these models. We then introduce and evaluate a weak-supervision approach to integrate domain knowledge from emergency response officers with machine learningmodelstoimproveclassification accuracy andacceleratethisemergencysupportinnewevents. This method helps to overcome the scarcity in data that we observe related to volunteer-and donation-related social media content.

  Abstract (up) Disasters and emergencies bring uncertain situations. People involved in such situations look for quick answers to their rapid queries. Moreover, humanitarian organizations look for situational awareness information to launch relief operations. Existing studies show the usefulness of social media content during crisis situations. However, despite advances in information retrieval and text processing techniques, access to relevant information on Twitter is still a challenging task. In this paper, we propose a novel approach to provide timely access to the relevant information on Twitter. Specifically, we employee Word2vec embeddings to expand initial users queries and based on a relevance feedback mechanism we retrieve relevant messages on Twitter in real-time. Initial experiments and user studies performed using a real world disaster dataset show the significance of the proposed approach.

  Abstract (up) Disasters are unexpected large-scale events accompanied by trauma, death, and destruction. Disaster resilience varies by location and can be significantly improved through effective management. Real-time information describing the on-site impacts of disasters plays an important role in managing disasters. Social media provides a convenient platform where users in disaster-affected areas can access disaster information, report local damages, and ask for assistance. However, a widespread spatially uneven flow in online activities requesting for food, shelter, and medical assistance among people in disaster-affected areas through social media is seen during any disaster. Digital divide Influences social media use. Before probing the social media data for inspecting the affected population and prioritizing the relief operations, the social inequality in the social media use has to be considered. In this study, we examine the role of digital divide and its influence in social media use with aim of improving disaster resilience in vulnerable communities.
