  Abstract A core issue in crisis management is to extract from the mass of incoming information what is important for situational awareness during mass emergencies. Based on a case study we develop a prototypical application, TweetComp1, which is integrated into the decision-support component of a Tsunami early warning system and demonstrates the applicability of our approach. This paper describes four novel approaches using focused twitter crawling, trustworthiness analysis, geo-parsing, and multilingual tweet classification in the context of how they could be used for monitoring crises. The validity of our state-of-the art text mining and network analysis technologies will be verified in different experiments based on a human annotated gold standard corpus.

  Abstract Social media are increasingly becoming a source for event-based early warning systems in the sense that they can help to detect natural disasters and support crisis management during or after disasters. In this work-in-progress paper we study the problems of analyzing multilingual twitter feeds for emergency events. The present work focuses on English as “lingua franca” and on under-resourced Mediterranean languages in endangered zones, particularly Turkey, Greece, and Romania Generally, as local civil protection authorities and the population are likely to respond in their native language. We investigated ten earthquake events and defined four language-specific classifiers that can be used to detect earthquakes by filtering out irrelevant messages that do not relate to the event. The final goal is to extend this work to more Mediterranean languages and to classify and extract relevant information from tweets, translating the main keywords into English. Preliminary results indicate that such a filter has the potential to confirm forecast parameters of tsunami affecting coastal areas where no tide gauges exist and could be integrated into seismographic sensor networks. © 2012 ISCRAM.

  Abstract The improvement of disaster resilience in cross-border areas causes special challenges. Involved countries use different structures in their civil protection systems and have to work together facing more difficult conditions than in local incidents. Furthermore, in the past involved countries mainly worked individually and focused on the concerned areas in their territories regardless transnational activities. The project INCA will develop a resilience framework to support decision-makers. The framework will focus on information management, the implementation of volunteers and the needs of citizens who are receiving medical care. Therefore, a case study region on the German-French border was defined and a scenario-based approach will be used to investigate resilience opportunities through disaster collaboration. The tested scenario is a transnational long-lasting power-outage in the German-French region.

  Abstract Collapsed buildings are one of the most complex challenges for rescue forces. The large amount of incoming information in particular is a major challenge to handle for the involved forces. The Assessment of this information is necessary in order to be able to give reliable statements about the number of buried and missing victims. To improve the handling of the information, the authors have developed a method to measure information flow during rescue exercises after the collapse of a building. This method has been developed within VERVE, a research project subsidized by the German Federal Ministry of Education and Research (BMBF). The method has been evaluated and tested through two exercises.

  Abstract The role of communication and information provision in coping with natural and man-made disasters and emergency situations is becoming increasingly important. In this paper we present an integrated mobile information and communication system, MIKoBOS, for emergency response operations that enables reliable data communication within the emergency site as well as between the site and the headquarters. It provides the responsible personnel involved in the emergency operation at different levels with anytime-anywhere access to relevant information. Compared to traditional voice-dominated approaches, the proposed system can greatly improve the effectiveness and efficiency of communication and coordination during disaster relief operations. Promising experimental performance results are provided for use with a number of terrestrial and satellite networks.

  Abstract Mobile Instant Messaging platforms like WhatsApp are becoming increasingly popular. They have expanded access to digital text, audio, picture, and video messaging. Integrating them into existing crisis monitoring and response platforms and workflows can help reach a wider population. This paper describes a first attempt to integrate WhatsApp into Aggie, a social media aggregating and monitoring platform. We report on the deployment of this integration during Ghana's 2016 election, along with Twitter, Facebook, and RSS. The WhatsApp messages collected by Aggie during the election improved the eectiveness of the monitoring eorts. Thanks to these messages, more incidents were found and escalated to the Electoral Commission and security forces. From interviews with people involved in monitoring and response, we found that the WhatsApp integration helped their coordination and monitoring activities.

  Abstract Pre-positioning of supplies is important to facilitate disaster relief operations, however it is only after a disaster event occurs that the effectiveness of the pre-positioning strategy can be properly assessed. With this in mind, this paper analyzes a risk-based pre-positioning algorithm, developed for the American Red Cross, in the context of its actual performance in the 2013 Colorado Front Range floods. The paper assesses the relative effectiveness of the pre-positioning approach with respect to historical asset placements, and it discusses changes to the model that are necessary to support such comparisons and allow for further model extensions.

  Abstract To date, the management of waste-streams generated by natural and anthropogenic disasters in New Zealand has been ad hoc, with planning largely taking place post rather than pre event. A valid reason for this is that the severity and consequences of such events varies widely, dictating the type and quantity of waste produced. To help mitigate problems caused by unplanned waste, a web GIS tool is being developed for use in a pre-event planning exercise and for developing quick early estimates of waste during an event. The tool models the amount of waste generated by different types of natural disasters, quantifying the amount of waste for different waste-streams. The user can then find the nearest suitable waste disposal location, accounting for barriers. This tool could be of great value for local government. It is flexible, so that can quickly and simply be extended to other regions and the intention is for regional councils to host the tool within their own GIS environment.

  Abstract This paper details the creation of a massive (over 32,000 messages) artificially constructed 'Twitter' microblog stream for a regional emergency preparedness functional exercise. By combining microblog conversion, manual production, and a control set, we created a web-based information stream providing valid, misleading, and irrelevant information to public information officers (PIOs) representing hospitals, fire departments, the local Red Cross, and city and county government officials. Addressing the challenges in constructing this corpus constitutes an important step in providing experimental evidence that complements observational study, necessary for designing effective social media tools for the emergency response setting. Preliminary results in the context of an emergency preparedness exercise suggest how social media can participate in the work practice of a PIO concerning the assessment of the disaster and the dissemination of information within the emergency response organization and to the public.

  Abstract The use of emergency notification systems (ENS), or early warning systems, are not only common practice among Institutes of Higher Education (IHEs), but are required by law in the United States. The dramatic increase in use is matched by the increase in community expectation. This community expectation corresponding with societal shifts challenges Public Safety leaders to implement and maintain a broad and highly reliable ENS. Most Public Safety programs lack the internal resources to consistently assess system risk, reliability, and messaging validity of their ENS sufficient to match the required system performance. Virginia Tech Emergency Management is proposing an ENS evaluation system capable of supporting assessment of reliability and risk across the entire system through the lens of Socio-Technical Systems (STS) theory at a practitioner level. By organizing emergency notification/early warning systems through Human Subsystems, Technical Subsystems, and Task Design the practitioner can assess their system by performance and risk.

  Abstract In the Wellington Region, many lifelines are at risk, because they are in vulnerable narrow corridors close to active faults. In an earthquake, it is expected that these lifelines will be significantly damaged and unusable for extended periods of time. Because of this risk, many studies have been conducted to investigate the resulting downtimes. These studies, despite their usefulness, do not incorporate or make significant assumptions about localised factors. This paper summarises a thesis that aimed to improve the current predictive models, by including these local, and contextual influences. Multiple stakeholders who manage and repair the lifelines were interviewed to identify these factors which were then included into one of the current predictive models, and the influence on repair times was recorded. It was discovered that localised impacts such as staff logistics, land sliding, the land gradient, interdependency, and access doubled previous predicted repair times.

  Abstract We use the term “Personal Safety Assistants” (PSAs) to refer to a family of mobile information systems that intend to reduce the risks of both citizens and responders in emergency responses. Using their mobile devices, they can access to personalized views of the emergency plans including context-aware evacuation instructions or real time guidance to specific locations for rescue operations, among others. Additionally, both responders and citizens act as context sources sending fresh information (e.g. pictures of damaged areas) to the command and control center, increasing situational awareness. In this paper, we show how the SUCRE infrastructure collects and processes contextual information to improve the information infrastructure during responses. We describe the current status of the system and outline the incoming enhancements.

  Abstract This paper reviews the Quake-Catcher Network (QCN), a distributed computing seismic network that uses lowcost USB accelerometers to record earthquakes, and discusses the potential to incorporate QCN stations with traditional seismic networks. These very dense urban networks could then be used to create a working earthquake early warning system, as has been shown by our preliminary tests of the QCN in Christchurch, New Zealand. Although we have not yet attempted to add traditional seismometers to the QCN or supplement existing seismic networks with QCN sensors, we suggest that to do so would not be difficult, due to the simple nature of our network.

  Abstract This paper describes the field tests of a simulation based game aiming at raising awareness and creating a deeper understanding of the dynamics of the comprehensive approach (CA). The setting of this game is that of a failed state where an UN intervention takes place after massive conflict that requires a CA to stabilize the situation. That is, the civil and military actors need to collaborate effectively, taking into account their respective strengths, mandates and roles. Underlying the game is the Go4it CA simulation Model (GCAM2.0). GCAM2.0 was extensively field-tested in eight sessions with about 16 persons each, aiming at assessment of the perceived realism and learning effects. It was found to provide a sufficiently authentic experience to obtain awareness of the CA in novices. With regard to improving the deeper understanding of the dynamics and complexity of the CA, in a cooperation-oriented setting only deeper learning can be reached.

  Abstract In this paper, we develop a model with neural networks to localize events using microblogging data. Localization is the task of finding the location of an event and can be done by discovering event signatures in microblogging data. We use the deep learning methodology of Bi-directional Long Short-Term Memory (Bi-LSTM) to learn event signatures. We propose a methodology for labeling the Twitter date for use in Bi-LSTM However, there might not be enough data available to train the Bi-LSTM and learn the event signatures. Hence, the data is augmented using generative adversarial networks (GAN). Finally, we combine event signatures at different temporal and spatial granularity to improve the accuracy of event localization. We use microblogging data collected from Twitter to evaluate our model and compare it with other baseline methods.

  Abstract The devastating economic and societal impacts of COVID-19 can be substantially compounded by other secondary events that increase individuals' exposure through mass gatherings such as protests or sheltering due to a natural disaster. Based on the Crichton's Risk Triangle model, this paper proposes a Markov Chain Monte Carlo (MCMC) simulation framework to estimate the impact of mass gatherings on COVID-19 infections by adjusting levels of exposure and vulnerability. To this end, a case study of New York City is considered, at which the impact of mass gathering at public shelters due to a hypothetical hurricane will be studied. The simulation results will be discussed in the context of determining effective policies for reducing the impact of multi-hazard generalizability of our approach to other secondary events that can cause mass gatherings during a pandemic will also be discussed.

  Abstract Good support for information sharing and processing is essential for successful crisis management. A crisis manager handles information from many different sources and collaborates with many different actors. This study is therefore focusing on specifying some needs and requirements for information support systems for crisis management command and control centres. The study is based on case studies and interviews in Sweden with the aim to understand how information processing best can be supported from a crisis manager's perspective. The needs and requirements found in the study can be used in future system design or improvement.

  Abstract We discuss decision support tools used for more efficient planning of fire and rescue services. The methodology considers small and flexible units and includes dynamic utilization of the existing resources. We develop a quantitative measure for preparedness and use it as a basis for decision support. By constantly accounting for the current situation and using intelligent strategies to locate and allocate resources that support good preparedness, response times can be shortened. The tools will be tested using an experimental setup that includes human-in-the-loop simulations, and the results will compare situations that occur when the decision makers have and do not have access to the developed tools. © 2012 ISCRAM.

  Abstract Social media can be a highly valuable source of information during disasters. A crisis' development over time is of particular interest here, as social media messages can convey unfolding events in near-real time. Previous approaches for the automatic detection of information in such messages have focused on a static analysis, not taking temporal changes and already-known information into account. In this paper, we present a novel method for detecting new topics in incoming Twitter messages (tweets) conditional upon previously found related tweets. We do this by first extracting latent representations of each tweet using pre-trained sentence embedding models. Then, Infinite Mixture modeling is used to dynamically cluster these embeddings anew with each incoming tweet. Once a cluster reaches a minimum number of members, it is considered to be a new topic. We validate our approach on the TREC Incident Streams 2019A data set.

  Abstract Social media sources can be helpful in crisis situations, but discovering relevant messages is not trivial. Methods

have so far focused on universal detection models for all kinds of crises or for certain crisis types (e.g. floods).

Event-specific models could implement a more focused search area, but collecting data and training new models for

a crisis that is already in progress is costly and may take too much time for a prompt response. As a compromise,

manually collecting a small amount of example messages is feasible. Few-shot models can generalize to unseen

classes with such a small handful of examples, and do not need be trained anew for each event. We show how

these models can be used to detect crisis-relevant tweets during new events with just 10 to 100 examples and

counterexamples. We also propose a new type of few-shot model that does not require counterexamples.

  Abstract In this article, we briefly describe a crisis management case that has been chosen (in the European funded project PLAY) to test the federated-open-trusted platform for event-driven interaction between services. A description of such complex use case in natural language is obviously limited and should be completed with a formal description methodology to gather the necessary knowledge. Considering our technical requirements we suggest to combine the S-Cube approach with the model driven architecture approach to propose a complete and structured case study description framework. Then this article presents a nuclear crisis case modeled according to these guidelines.

  Abstract Experimentation is an essential element to improve crisis management and to assess crisis management tools. Unfortunately, for the moment, real crisis management experimentations are episodic and generally focus on a specific geographical and/or thematic area. This is why the European DRIVER project aims to provide a test-bed platform where crisis management testing and experimentation can be carried out with a mix of live and simulated actions. To achieve this goal, simulation tools have to be identified, described and classified in order to (i) help the user to select tools and models based on the experimentation requirements and (ii) to allow the DRIVER platform to insure exchange information between simulated actions and live actions. This paper focuses on the taxonomy used to classify simulation tools relevant for crisis management. This taxonomy is divided into three main categories of characteristics: (i) business (type/topic of the simulation), (ii) legal (terms of use), (iii) technical (integration within the DRIVER platform and/or other crisis management (simulation) tools).

  Abstract The paper presents a four-phase action research project that was (and still is) conducted at the department of Information Management Customer Support and Operations (IM\CS&O) of a large multi-national company. The department is in charge of ICT-service continuity and has to produce ICT recovery plans that are integrated with the organization's overall Business Continuity plan. Interviews, Group Support System (GSS) technologies as well as a risk survey have been used to gather information and identify risks and threats. A systematic quantitative classification, measuring the impact of loss of ICT services on the company's business processes in terms of cost and risk will allow in the near future to utilize an economic decision model to prioritize the core activities of training and implementation of a recovery disaster plan. The research has made clear to the involved protagonists the necessity to share information, to develop awareness, and to formulate a shared recovery disaster plan to ensure ICT/business continuity and/or recovery when ICT disruptions occurs. © Proceedings ISCRAM 2004.

  Abstract In France, facilities listed under environment protection regulations are required to draw up emergency plans. During a crisis situation, facing an unexpected event, these plans may be irrelevant. They have to be adapted to the current crisis situation and its observed or anticipated evolutions, using data emitted by the crisis ecosystem. But this adaptation requires lots of effort and is time-consuming. This article aims at presenting an approach to ensure the dynamic adaptation of emergency plans. We propose to identify generic configuration variables (representing interactions of physical phenomena and human factors on the facility) and to feed these configuration variables by collecting and processing data emitted by sensors, social networks, official reports, etc. Therefore, emergency plans could natively integrate agility by their ability to detect and take into account a change in the crisis situation and decision makers will be supported since the early stage of the crisis response.
