Abstract |
Terrorist attack continues to spread in the world which leads to severe casualties and property losses and poses great pressure to the government. Therefore it is essential to identify the potential targets terrorists may select, assess the risk level and take risk management measures in advance. Aiming to this problem, the paper provides a new analysis method. Firstly it investigates target types terrorists prefer to and target diversity based on the data in Global Terrorist Database ; Then it puts forward the target risk analysis of three-dimensional model which considers the threat probabilityã?the target vulnerability and the consequence severity; Finally, the paper calculates and assesses the risk level using the fuzzy synthesis decision-making method, and two examples are given to prove the feasibility of the model. The result can contribute to target risk analysis and emergency preparedness or management of terrorist attack. |

The project CIM, started in 2003, addresses the problem of automated support for incident management. In this paper some intermediate results are shown, especially on automated support of analysis of errors in traces of incident management. For such traces it can be checked automatically which dynamic properties hold or fail. The potential of the approach is shown in the formal analysis of a given empirical trace. Abstract |
Qualitative research methods like GABEK WinRelan are advantageous tools to analyze and thereby improve crisis management planning and communication systems by interrogating crisis management personnel. Contrary to quantitative methods they help to identify, explore, and structure new important aspects in this field and to formulate more specific research questions. This paper describes the usage and advantages of the qualitative method GABEK WinRelan within crisis management research, particularly within the e-Triage project which aims at the development of an electronic registration system of affected persons in mass casualty incidents. Furthermore it addresses different corresponding research fields like stress within emergency missions and the role GABEK WinRelan could play in examining these research fields. © 2012 ISCRAM. |

Abstract |
Scenarios are frequently used in Emergency Planning and Preparedness. These scenarios are developed based on the hypothesis of occurrence or not of significant events. This is a complex process because of the interrelations between events. This fact, along with the uncertainty about the occurrence or non-occurrence of the events, makes the scenario generation process a challenging issue for emergency managers. In this work a new step-by-step model for clustering scenarios via cross-impact is proposed. The authors. proposal adds tools for detecting critical events and graphical representation to the previous scenario-generation methods based on Cross-Impact Analysis. Moreover, it allows working with large sets of events without using great computational infrastructures. These contributions are expected to be useful for supporting the analysis of critical events and risk assessment tasks in Emergency Planning and Preparedness. Operational issues and practical implications of the model are discussed by means of an example. |

Abstract |
To face the urgent need to train strategic and operational managers in dealing with complex crises, we are researching and developing an innovative decision support system to be used for crisis management and interactive crisis training. This paper provides an overview of current decision-support systems, simulation software and other technologies specifically designed to serve crisis managers. These findings inform the design of a new interactive simulation technology system, where a 3D Common Operational Picture (COP) is shared between tactile digital whiteboard in the command center and mobile devices in the field. © 2012 ISCRAM. |

Abstract |
Recent years have witnessed multiple international protest movements which have purportedly been greatly affected by the use of Twitter, a micro-blogging platform. Social movement actors in Iran, Moldova, Kyrgyzstan and Thailand are thought to have utilized Twitter to spread information, co-ordinate protest activities, evade government censorship and, in some cases, to spread misinformation. We propose a framework for conceptualizing and analyzing Twitter data related to contentious collective action crises. Our primary research goal is to delineate a framework informed with a social movements lens and to demonstrate the framework by means of Twitter usage data related to the Thailand protests of 2010. Our proposed framework concerns itself with two aspects of protest activities and Twitter usage, namely, analyzing the content and structure of messages and our construct of Twitter protest waves. |

Abstract |
In an increasingly networked society citizens at disaster sites utilize information and communication technology (ICT) to communicate needs or to share information. In order to understand better emergent possibilities and implications of applying ICT for supporting public participation in disasters, we surveyed 57 respondents regarding several key user aspects as perceived usefulness, socially related issues, or deployment. Surprisingly, our results show a clear tendency to use a disaster specific application instead of using everyday services as facebook or Twitter. However, such application poses the risk to loose its focus fading slowly away after once downloading it. Further study is needed to understand if these results are representative regarding public society. © 2012 ISCRAM. |

Abstract |
This paper examines the potential relationships of Auditing and Emergency Preparedness with respect to the domain of the design of Emergency Response Information Systems. It proposes normative objectives for the integration of all these areas in the design of future organizational systems. Abstract |
Understanding that disasters and conflicts do not occur in a vacuum, but are integrally linked to the broader context in which they take place, building resilience within both state and society structures becomes a crucial tool to speed recovery and lessen the likelihood of recurrence as local and institutional capacities are put in place to respond to, manage and reduce emerging risks. Since, 2008, United Nations Development Programme in Sudan has through its Crisis and Recovery Mapping and Analysis Project been developing a participatory mapping and analysis methodology to enhance crisis responsiveness and evidence-based strategic planning both within the United Nations system and national government. Using innovative technologies and GIS, sensitive issues are contextualized and depoliticized through novel correlations and visualisations, allowing previously contesting state and society actors to jointly identify priorities for intervention and response. The process has fostered an open dialogue, strengthening the capacities of local actors to respond to emerging crises in a timely and appropriate manner. Participatory mapping has thus become a key tool in managing complexities in peacebuilding and recovery in post-crisis settings. © 2012 ISCRAM. |

Abstract |
Research in emergency response systems has produced significant literature in a very short span of time. We review a corpus of published works on how Information Communication Technology (ICT) is being utilized and the type of tasks ICT attempts to support in the event of a crisis due to disasters, whether natural or man-made. In our research, we have been able to distinguish eight types of tasks supported by technology during a disaster. We list some of these technologies used by the public, practitioners and researchers to illustrate the current trends of technology usage. We also identify gaps and technology needs that require our attention. Given the increasing frequency and severity of disasters, this research is timely as it (1) contributes to our understanding of the trends of development and technology use during times of crises and (2) identifies potential areas for future work to improve ICT's role during times of emergency. © 2012 ISCRAM. |

Abstract |
A tactical organisation can be seen as an adhocracy designed to perform missions in uncertain, ambiguous and complex environments. Flexibility, adaptability, resilience, innovation, creativity and improvisation have all been identified as key skills for successful outcome of these missions. To learn skills associated with such abilities previous research has shown that knowledge acquired through experience plays an important role. It is important that organisations share and learn from experiences to improve their ability to cope with novel situations. In literature there is a lack of consistency in how these abilities are discussed, we therefore propose the FAIRIC model. By unravelling some of the similarities and differences we create a common vocabulary to discuss knowledge gained from experience. This can help classify different experiences and provide a systematic way of gathering and modelling knowledge on situational factors to enable sharing of mission experience over boundaries of time and space. © 2012 ISCRAM. |

Abstract |
The proposed study is expected to focus on the less investigated areas by the previous seismic risk analyses in Turkey. Most of the existing loss assessment methodologies focus on structural damage, infrastructural damage, economic impact, and casualties. However, affected population estimates and development of plans for the immediate needs and recovery requirements of the surviving population are also of equal importance. The proposed framework in this aspect will be utilizing previous social vulnerability and seismic loss assessment studies to develop an analysis methodology for affected population and social response analyses. The methodology is expected to help response planners and decision makers in determining the needs for the surviving population in the recovery process. © 2012 ISCRAM. |

Abstract |
Information security is an important part of almost any kind of Information System. Crisis Management Systems (CMS) are a type of Information System that deals with information which needs to be secure. No matter what kind of crisis, natural disasters, man-made crisis or terrorist attacks, the CMS security should not be compromised. There are many challenges regarding exchange of qualified information and interoperability between various Expert Systems and the CMS. It is important to have strong security in terms of technology, skills, security requirements, sensitivity of information and trust-worthiness (Vural, Ciftcibasi and Inan, 2010). Depending on the type of crisis situation, different sets of security components should be triggered, since the security requirements vary between situations. For example, a terrorist attack has different security requirements in the system compared to a natural disaster or a medical emergency. In this paper, the importance of Information Security in CMS will be discussed. Methods for secure exchange of qualified information are analyzed and a secure and dynamic Crisis Management Information Security System (CMISS) design is introduced. © 2012 ISCRAM. |

Abstract |
Recent disasters have shown that wireless sensors and unmanned systems are increasingly becoming a valuable aid for first responders. Depending on the kind of incident and its extent, different assets are to be used. The more diverse these assets are, the more complex their simultaneous use and coordination. Therefore, integrated solutions are needed which comprise all necessary components such as power supply, communication infrastructure, data acquisition and processing, decision support and information dissemination. In this paper, an architecture for an open framework is proposed and its advantages over dedicated solutions are discussed. The flexibility of the universal control station presented here is demonstrated using the example of integrating a smartphone as an additional mobile sensor. © 2012 ISCRAM. |

Abstract |
Scenarios can enhance the understanding of emergency teams about the factors which are involved in the definition of an emergency plan and how different actors participate in it. Cross-Impact Analysis aims at contributing to this goal through allowing the collaborative development of scenarios out of large event sets, and this ultimately reduces the complexity for estimating a working model. In this paper we analyze how to apply Cross-Impact Analysis for developing collaborative scenarios in Emergency Preparedness. In order to illustrate this research effort hypothetical results of a dirty bomb attack scenario exercise are presented. The purpose of this exercise is to demonstrate the ability of a group to create a working model of the scenario that may be used to examine the consequences of various assumptions about preparedness, plans, and the actions taken during the event. The method may be used as either a planning tool and/or a training tool. © 2012 ISCRAM. |

Abstract |
This article aims at presenting a whole approach of Information Systems interoperability management in a crisis management cell. We propose a Mediation Information System (MIS) to help the crisis cell partners to design, run and manage the workflows of the response to a crisis situation. The architecture of the MIS meets the need of low coupling between the partners' Information System components and the need of agility for a such platform. Based on the Service Oriented Architecture (SOA) and the Event Driven Architecture (EDA) principles which, combined to the Complex Event Processing (CEP) principles, it will leads to an easier orchestration, choreography and real-time monitoring of the workflows' activities, and even allows the automated agility of the crisis response on-the-fly-we consider agility as the ability of the processes to remain consistent with the response to the crisis-. © 2012 ISCRAM. |

Abstract |
In this paper we describe the design and development of an interactive and generic agent based simulator, providing valuable support for organizing the emergency rescue plans of a large-scale accident. Analysis of real rescue activities has been conducted in collaboration with medical experts in order to understand the collaborative process and the involved actors and features. Based on the emergency analysis, an agent-based model and simulator was constructed including (1) the autonomous Agents – representing victims with evolving illness and rescuers (doctors, nurses, fireman) collaborating to rescue the first ones; (2) the Environment -representing the accident site having obstacles and dangerous areas and where the victims are initially spread and the doctors move to explore -perceive – treat and helpers evacuate; (3) the Interactions between rescuers – exploring collectively, evacuating by pairs, communicating directly or via artefacts- (4) the Organization of actors as distributed “independent” sub-teams in various site sub-zones or as a centralized whole team conducted by the rescue chief; and (5) the User interfaces allowing mainly initial configuration of the simulations (e.g. number of victims and states, followed strategies, rescuers behaviours), continuous visual control of the process of rescuing (e.g. site overview with acting-interacting agents, graphics, text descriptions), dynamic changes of parameters of an on-going simulation (e.g. adding new victims, adding new rescuers, or adding dangerous zones or new obstacles on sites) as well as step-by-step simulation. This simulation shows that it is possible to create a virtual environment with cooperating agents interacting in a dynamic environment. On-line and off-line analysis of simulation traces and results enable us first understanding complex situations in rescuing activities in large-scale accidents, and than planning for responding to crisis situation. This simulation approach is useful for identifying the best scenarios and eliminating potential catastrophic combinations of parameters and values, where rescue performance could be significantly impacted. © Proceedings ISCRAM 2004. |

Abstract |
Remote sensing and Geographic Information Systems (GIS) have the potential to provide United Nations (UN) humanitarian agencies and their partners with much needed disaster related information and improved management of resources. However, the technical nature of these tools requires considerable expertise to fully benefit from satellite images and related geographic information. The UN Office for Project Services (UNOPS) is implementing the UNOSAT service on behalf of the UN Institute on Training and Research (UNITAR) together with several private actors. UNOSAT provides the UN and its partners with the expertise in Earth Observation (EO) and GIS applications. As a crisis is part of a spectrum of disaster related events, UNOSAT provides services in all phases of humanitarian assistance, including planning, crisis response, relief and development. UNOSAT's objectives are to facilitate the territory planning and monitoring processes of local authorities, local technicians, development project managers and humanitarian field operators working in coordination with or within the framework of UN activities, on issues such as disaster management, risk prevention, peace keeping operations, post conflict reconstruction, environmental rehabilitation and social and economic development. A key part of this work is to accelerate and expand the use of accurate geographic information derived from EO-satellite imagery. UNOSAT is also involved in several international initiatives aimed at improved crisis response and management, such as the International Charter “Space and Major Disasters”, an important asset in providing timely information to relief personnel on the ground. By working closely with its UN sister agencies, UNOPS/UNOSAT offers a one-stop-shop for satellite imagery and GIS services related to disaster response & management within the United Nations. © Proceedings ISCRAM 2004. |

As the geographic scale, operational complexity and frequency of disasters continues coupled with ever-increasing amounts of information related to disaster response activity, the crisis management practitioner and research communities are calling for new methodologies for processing and visually representing disaster information [1]. Abstract |
Can populations self-organize a crisis response? This is a work in progress report on Exercise 24, X24, Mexico, a follow up to the first two exercises, X24 and X24 Europe The X24 exercises used a variety of free and low-cost social media and web 2.0 tools to organize, plan, and manage local and international expertise and organizations in the response to a preset disaster scenario. The first X24 focused on Southern California, while the second X24, X24 Europe, focused on the Balkan area of Eastern Europe. These exercises involved over 12,500 participants for X24 while X24 Europe had over 49,000 participants. This paper presents an overview of the recently completed X24 Mexico exercise, as well as the preliminary results. © 2012 ISCRAM. |

Crisis Management Systems are evolving from human organizations making use of information systems towards three-layered networks of human actors, artificial agents and traditional information systems.
