  Abstract Over the last two decades a significant number of projects tried to convey the concept of business process man-agement to the domain of emergency management. Most of these approaches sought a partial automation for the execution of standard operating procedures in the sense of workflow support, while others strived for the sup-port and integration of information management and data streams in command centres during a crisis. This pa-per focuses on the planning of disaster response for reasons of better preparedness. It discusses whether emer-gency management organisations can capitalize on off-the-shelf business process modelling tools to prepare for disasters more effectively, and whether the concepts of process modelling can be applied to standard operating procedures and vice versa. Moreover, it investigates whether such tools can efficiently support a collaborative preparation of police, fire departments, and rescue organizations. This paper will demonstrate why conventional business process means are inapplicable as planning tool in this domain. And it will also give an outlook to so called smart checklists that might be better suited both for the planning and response phase of emergency epi-sodes. © 2012 ISCRAM.

  Abstract Although considered of low risk, incidents with dams may cause significant damage both directly and indirectly. Direct losses are usually easier to assess (assuming human lives are quantifiable), but indirect losses are difficult to measure and may take some time before the original situation is restored. Disaster prevention and vulnerability reduction have been topics of major concern in many local, national or international organisations for some years. These can be accomplished through emergency management which begins with hazard identification and planning for disaster mitigation but encompasses other activities as risk analysis, risk response and recovery. Therefore, an emergency management system with capacity to: i) forecast critical situations; ii) warn the population as well as the authorities; and iii) support the civil protection system to deal with an emergency, is a most helpful tool to minimize the impact of an accident. The Information System described herein fulfils mainly the third objective, i.e. it is intended to help the Civil Protection System in Portugal, to respond to an emergency caused by the failure of a dam. It is an Internet-based application, which integrates all relevant data for the implementation of a dam emergency plan. These data include the main characteristics of the dam and its reservoir, the character-isation of the dam downstream valley as well as the response procedures to be followed in an emergency. © Proceedings ISCRAM 2004.

  Abstract The effectiveness of emergency response largely depends on having a precise, up-to-date situational picture. With the World Wide Web having evolved from a small read-only text collection to a large-scale collection of socially created data accessible both to machines and humans alike, with the advent of social media and ubiquitous mobile applications, new sources of information are available. Currently, that potentially valuable information remains mostly unused by the command staff, mainly because the sheer amount of information cannot be handled efficiently. In this paper, we show an approach for turning massive amounts of unstructured citizen-generated content into relevant information supporting the command staff in making better informed decisions. We leverage Linked Open Data and crowdsourcing for processing data from social media, and we show how the combination of human intelligence in the crowd and automatic approaches for enhancing the situational picture with Linked Open Data will lead to a Web 3.0 approach for more efficient information handling in crisis management. © 2012 ISCRAM.

Furthermore, ontology based on logic description and rules has more semantics description capability compared to traditional relational database.   Abstract We report on the use of a team of trusted digital volunteers during the 2011 Shadow Lake Fire that occurred in the US Pacific Northwest to extend the social media capacity of a Type I incident management team. In this case study, we outline the tools and processes used by this virtual team to coordinate their activities, monitor social media communication and to establish communications with the public around the event. Finally, we discuss the potential merits and limitations of implementing a team of trusted volunteers and explore how this idea could be incorporated into emergency management organizations. © 2012 ISCRAM.

  Abstract Web 2.0 can be viewed as a platform where users can develop their own web applications. It is also characterized by a vast amount of user-generated contents presenting spatial and temporal components, by means of associated metadata. These metadata has been successfully exploited to generate map-based mashups (web applications gathering data from different sources) facing different kind of crisis situations, ranging from natural disasters (earthquakes, wildfires, floods...) to human-made disasters (terrorist attacks, school shootings, conflicts...). The social and collaborative dimensions of the Web 2.0 can be also exploited for managing crisis-related information. We present here a survey of current crisis-related mashups we employed to extract design dimensions and provide a conceptual framework that can be used: A) to understand current systems and; b) to design next generation of crisis-related mashups. We propose the eStoryS system as an example of application developed following the design principles presented in this paper. On the basis of our analysis, we believe that the design dimensions posited here provide useful insights for the design of novel web mashups in the emergency management domain.

Sensemaking has been applied as a theoretical lens on the empirical data. Two specific episodes has been selected to demonstrate how the process of sensemaking is manifested in the context of the command centre. The paper also includes implications for design suggesting how information systems for this context should be designed to better support sensemaking.

  Abstract To overview the site of operation in case of an emergency is crucial for effective emergency management. This is a difficult task, in particular within large buildings or underground structures. Information about the whereabouts of the staff is a key element of effective disaster management. This paper presents an indoor positioning system which is able to track and locate people within buildings independent of any infrastructure (global navigation satellite system, WLAN installations, etc.). The system is based on inertial measurement units computing the track of its wearer and a component verifying this position estimates using floor plans of the building. This novel approach allows robust tracking and locating of action forces within buildings and underground structures.

  Abstract Correct information is a vital resource during disasters. Without adequate information, response actions may be ineffective. What is the source of information of emergency management systems? Besides that originated from sensors, the emergency team and the public in general, a very relevant source is government data, such as demographic and geographic data, road maps, etc. The heterogeneity of information formats is a well-known problem that affects organizations and communities that want to access public data. Today, most public agencies provide access to their data, but the great majority is unreadable by automated mechanisms. Besides, most of them do not provide a dictionary meaning for the published content. A solution to this problem is of particular importance to emergency response organizations that need access to all information available to better respond to disasters and crisis. The linked open data (LOD) initiative allows the interconnection of data, using standards in the context of the semantic web approach. In ideal conditions, government agencies publish their public data, thus allowing the use of automated data concerned consumers, whether they are other government agencies or citizens. Efforts aimed to link government data are growing in several countries around the world. This talk presents the LOD concepts and describes an architecture that uses LOD in the design of an Emergency Management System. It describes a scheme for collecting available data from government agencies, such as departments of health, transport, works, that can supply information needs during an emergency response operation.

  Abstract For more than half a century the Emergency Operations Center (EOC) has been a key component of emergency management (EM), homeland security and business continuity practice. Changes in the technical, threat, economic and social environments are placing new pressures on the concept of the EOC in the public, private and community sectors. Investigation of the desirable attributes of a “Next Generation EOC” has led to alternative EOC roles and configurations. This paper describes emerging pressures on, and trends in, emergency and business contingency management systems, and describes a research program to explore solutions to both new and persistent design challenges.

  Abstract This paper explores issues of security, privacy and liberty arising in relation to ICT supported emergency management. The aim is to inform the design of emergency management information systems (EMIS) and architectures that support emergent interoperability and assembly of emergency management systems of systems. We show how transformations of social and material practices of privacy boundary management create challenges, opportunities and dangers in this context. While opportunities include development of more efficient and agile emergency management models, building on smart city concepts, dangers include surveillance, social sorting and an erosion of civil liberties. Against this backdrop, we briefly explore human practice focused 'privacy by design' as a candidate design avenue.

  Abstract Having the right information at the right time is crucial to make decisions during emergency responses. To fulfill this requirement, emergency management systems must provide emergency managers with knowledge management and visualization tools. The goal is twofold: on one hand, to organize knowledge coming from different sources, mainly the emergency response plans (the formal knowledge) and the information extracted from the emergency development (the contextual knowledge); on the other hand, to enable effective access to information. Formal and contextual knowledge sets are mostly disjoint; however, there are cases in which a formal knowledge piece may be updated with some contextual information, constituting what we call the composite knowledge. In this paper, we extend a knowledge framework with the notion of composite knowledge, and use spatial hypertext to visualize this type of knowledge. We illustrate our proposal with a case study on accessing to information during an emergency response in an underground transportation system.

  Abstract The widespread availability of network-enabled handled devices has made the development of pervasive computing applications an emerging reality particularly suitable for managing emergency/disaster situations. Moreover in emergency management scenarios, Geographic Information Systems (GIS) are gaining momentum for their capacity to capture, analyze and manage geo-referenced data. In this paper we discuss an architecture designed to support rescue teams operating in outdoor environments and equipped with mobile devices working in a P2P fashion within a Mobile Ad-hoc Network (MANET). Our system has been designed to effectively address the on-field working persons' need for geographic information that cannot be supplied by conventional paper-based maps. Our approach provides a transparent access to geo-information and to GIS functionalities, and it addresses issues specifically relevant to emergency management scenarios in open fields.

  Abstract The Automated Remote Triage and Emergency Management Information System (ARTEMIS) project seeks to provide situational awareness to all level of commands in order to increase patient survival rate during emergencies. By moving the burden of triage off of the medic and into an automated system, more time will be able to be spent on casualty care rather than assessment. Continual monitoring of responders and casualties will alert medics of critical changes in a patient's health that might normally have gone undetected after a patient is initially triaged. ARTEMIS employs a network of embedded sensors worn by responders and casualties to gather the data required for greater situational awareness and to relay the data back to appropriate levels of command both on the field and in remote locations.

  Abstract The need for transparent and consistent decision making in nuclear emergency management across local, regional, national and international levels is well recognised. Several decision support systems have been developed to help achieve this; but, by and large, with little consultation with potential DMs and with limited understanding of the emergency management procedures across Europe and how they differ. This work, part of a European Fifth Framework project EVATECH, considers the application of process modelling to document and compare the emergency management process in four countries. We have observed that the four process models are substantially different in their organizational structure and identified differences in where decisions are made, the management of advice and the communication network style. This papers focus is on the results of the comparison and the implications for the design and use of decision support systems.

  Abstract In complex emergency/disaster scenarios teams from various emergency-response organizations collaborate with each other to achieve a common goal. In these scenarios the use of smart mobile devices and applications can improve the collaboration dynamically. The lack of basic interaction principles can be dangerous as it could increase the level of disaster or can make the efforts ineffective. The paper focuses on the description of the main results of the project WORKPAD finished in December 2009. WORKPAD worked on a two-level architecture to support rescue operators during emergency management. The use of a user-centered design methodology during the entire development cycle has guaranteed that the architecture and the resulting system meet the end-user requirements. The feasibility of its use in real emergencies is also proven by a demonstration showcased in July with real operators. The paper includes the qualitative and quantitative showcase results and mentions some guidelines which can be useful for persons who want to develop emergency-management systems.

  Abstract Alerting the population during crisis using available communication systems can significantly reduce the impact of emergency situations. However, the understanding of the alert and trust by recipients is influenced by the alert message content and style. It is therefore desirable that alert messages are formulated with sufficient information and in a style that eases understanding of the message and fosters trust, so that the recommended protective actions are actually undertaken. Within the EU Alert4All project, an alert message dispatcher is being currently implemented, which disseminates alert messages through multiple communication systems in a harmonized manner, fostering best practices in the formulation of alert messages in a user-friendly manner. The design of the dispatcher features and graphical user interface was supported by a field practitioner workshop with participants from different European countries. This paper describes the workshop methodology, its results and the impact on the message dispatcher design.

  Abstract This paper presents an intelligent system facilitating better-informed decision making under severe uncertainty as found in emergency management. The construction of decision-relevant scenarios, being coherent and plausible descriptions of a situation and its future development, is used as a rationale for collecting, organizing, filtering and processing information for decision making. The development of scenarios is geared to assessing decision alternatives, thus avoiding time-consuming analysis and processing of irrelevant information. The scenarios are constructed in a distributed setting allowing for a flexible adaptation of reasoning (principles and processes) to the problem at hand and the information available. This approach ensures that each decision can be founded on a coherent set of scenarios, which was constructed using the best expertise available within a limited timeframe. Our theoretical framework is demonstrated in a distributed decision support system by orchestrating both automated systems and human experts into workflows tailored to each specific problem.
