Abstract |
This paper presents approaches on how to deal with terminological ambiguities (different understandings of terms in heterogeneous groups of actors) in collaborative systems. First we will give some insight on the conceptual and theoretical foundation surrounding the 'triangle of reference', a model of how linguistic symbols are related to the objects they represent. Then we will describe the results of our exploratory empirical study, which was conducted in Germany, and dealt with inter-organisational crisis communication. Based on this, we will then deduce requirements necessary for supporting and dealing with terminologies, and propose technical approaches for collaborative systems. © 2012 ISCRAM. |

Abstract |
In the event of a disaster in Germany a so-called executive staff is set up. In support of their work they refer to emergency plans, which describe the chronological order of a set of suitable measures for a dedicated event e.g. an evacuation. These plans only exist in the form of large printed documents. Hence, the technical support for executing emergency plans is very limited. In this paper we present a model for a workflow management system (WfMS) for supporting the modeling, execution and management of emergency plans before and during a disaster. It is based on the idea that emergency plans are similar to business processes and can therefore be modeled as workflows. In contrast to most traditional WfMS, the introduced approach supports unstructured activities and their delegation as well as the management of resources. Furthermore, we analyze drawbacks of the current process for disaster management using emergency plans. |

Abstract |
Qualitative research methods like GABEK WinRelan are advantageous tools to analyze and thereby improve crisis management planning and communication systems by interrogating crisis management personnel. Contrary to quantitative methods they help to identify, explore, and structure new important aspects in this field and to formulate more specific research questions. This paper describes the usage and advantages of the qualitative method GABEK WinRelan within crisis management research, particularly within the e-Triage project which aims at the development of an electronic registration system of affected persons in mass casualty incidents. Furthermore it addresses different corresponding research fields like stress within emergency missions and the role GABEK WinRelan could play in examining these research fields. © 2012 ISCRAM. |

Abstract |
Voice, analogue mobile radio, and paper have een successfully used for decades for coordination of emergencies and disasters, but although being simple and robust this approach cannot keep pace with todays requirements any more. Emerging and established digital communication standards open the door to new applications and services, but the expected benefit needs to be carefully evaluated against robustness, interoperability, and user-friendliness. This paper describes a framework for IT-supported management of mass casualty incidents, which is currently under implementation and study. The four pillars of the concept are handheld devices for use both in daily rescue operations and in disasters, autonomous satellite-based communication infrastructure, a distributed database concept for maximal availability, and psychological acceptance research. |

Abstract |
The need to gather and use decentralized information and resources in responding to disasters demands an integrated interface that can support large-scale collaboration. This paper describes the development of a collaboration tool interface. The tool will surpass existing groupware and social networking applications, providing easy entry, categorization, and visualization of masses of critical data; the ability to form ad-hoc teams with collaboration protocols for negotiated action; and agent-augmented mixed-initiative tracking and coordination of these activities. The paper reports user testing results concerning the data entry interface, emergent leadership, and the directed negotiation process. The paper also discusses planned enhancements, including formalized collaboration engineering and the use of a disaster simulation test bed. |

Abstract |
This paper reports research in progress into a study of information flow and teamwork in Incident Management Teams (IMTs) in Australia. The research project, funded by the Bushfire Co-operative Research Centre. The overall research design includes interviews with experienced personnel, observations of real-time incidents and training simulations and a national questionnaire of incident management practices. Data reported in this conference session will focus on a sample of observation data conducted in two training simulations of a wildfire incident. Observations were video recorded and key IMT members wore lapel microphones. Video data has been coded for use of artifacts (e.g., maps, status boards) and room movement. Audio data has been coded for by the quantity and quality of interactions within and between IMT functions. The presentation aims to contribute to an understanding of what enables and constrains effective teamwork and information flow within Incident Control Centers (ICCs) in Australia. |

Abstract |
In this paper ongoing developments regarding the conceptual setup and subsequent implementation logic of a seamless spatio-temporal population dynamics model are presented. The DynaPop model aims at serving as basic input for social impact evaluation in crisis management. In addition to providing the starting point for assessing population exposure dynamics, i.e. the location and number of affected people at different stages during an event, knowledge of spatio-temporal population distribution patterns is also considered crucial for a set of other related aspects in disaster risk and crisis management including evacuation planning and casualty assessment. DynaPop is implemented via a gridded spatial disaggregation approach and integrates previous efforts on spatio-temporal modeling that account for various aspects of population dynamics such as human mobility and activity patterns that are particularly relevant in picturing the highly dynamic daytime situation. |

Abstract |
This discussion paper focuses on conceptualizing the ultimate goal in disaster management, i.e. reduction of future risks and impacts and explicitly highlights how actions taken in various phases of integrated disaster risk management influence vulnerability and eventually overall risk characteristics. First, the advancement of the disaster management concept evolving from a cyclic perspective to a spiral view is described and the various stages of disaster management including risk analysis, mitigation, and response are explained. In an attempt to improve and advance disaster risk management, next, the concepts of foresight and prediction are described and its major differences are highlighted. Finally, the basic framework of risk governance is considered for integrating foresight and prediction and thus lifting disaster management to the next level. Active and transparent communication and participation is seen as the key for successfully implementing risk governance. |

Abstract |
A central part of the work in Incident Commands (ICs) deals with handling messages that contain relevant information. Classification schemes for messages can be exploited by command staff and assisting tools to support this work, given that a common understanding of the scheme is shared among participants. We present user studies on two such classifications, which imply some disagreement among participants. Interpretations of the studies and a revised scheme are presented. All users in our studies are highly trained experts and represent the state of the art in german IC work. |

Abstract |
Increasing market volatility and disruptions imply risks for companies and governments and have become therefore focus topics. Adequate tools to identify, assess and manage future developments are key to survive in a turbulent environment. In our paper, we present the systematic development process of an innovative, web-based foresight platform, which is a joint research project funded by the German Federal Government and aims to improve the robustness in decision making by collaborative foresight. Its four interlinked applications have the purpose to enable their users a collaborative generation, discussion, evaluation and development of future-oriented knowledge. Thereby, a special emphasis is on the relevance and the timeliness of the provided information. Within the multi-stage requirement analysis of the tool platform we analyzed existing concepts in order to identify strengths and weaknesses and conducted brainstorming sessions and interviews with professionals of 130 companies and organizations to account for different backgrounds, perspectives and intentions. © 2012 ISCRAM. |

Abstract |
In order to coordinate emergency operations and evacuations, it is vital to accurately assess damage to people, property, and the environment. For decades remote sensing has been used to observe the Earth from air, space and ground based sensors. These sensors collect massive amounts of dynamic and geographically distributed spatiotemporal data every day. However, despite the immense quantity of data available, gaps are often present due to the specific limitations of the sensors or their carrier platforms. This article illustrates how nonauthoritative data such as social media, news, tweets, and mobile phone data can be used to fill in these gaps. Two case studies are presented which employ non-authoritative data to fill in the gaps for improved situational awareness during damage assessments and emergency evacuations. |

Abstract |
This work in progress paper discusses analytically characterizing nonlinear recovery behavior through the context of the derecho windstorm that struck the mid-Atlantic United States in the summer of 2012. The focus is on the recovery efforts of the Appalachian Power Company, and the discussion includes a look at the need for communicating the progress of such recovery efforts to the public. Publicly available recovery data is analyzed and compared with respect to the relative behaviors exhibited by two different nonlinear recovery processes, and some of the implications for understanding the efficiency of different disaster recovery operations are discussed. |

Abstract |
Although quantitative analytical information systems are an important resource for supporting decision-making in disaster operations management, not all aspects of a disaster situation can be easily quantified. For example, although the concept of the disaster resilience of a community has a technical dimension within which one can measure the resistance of the infrastructure against, and the speed of its recovery from, a disaster event, it also has social, organizational, and economic dimensions within which these characteristics may be more difficult to measure. This work-in-progress paper introduces a quantitative framework within which the multi-dimensional nature of such disaster resilience can be represented in a concise manner. This can help to improve understanding of the complexities associated with the concept, and thus directly support decision-making in disaster operations planning and management. |

Abstract |
The disaster resilience triangle is a simple but effective tool for illustrating the relationship between the initial impact of a disaster event and the subsequent time to recovery. This tool can also be expanded, however, to provide an analytic measure of the level of resilience exhibited by a particular entity in a given disaster situation. We build upon the previous work in this area by developing a new approach for visualizing and analyzing the tradeoffs between the two primary defining characteristics of the disaster resilience triangle. This new approach supports strategic decision making in a disaster planning environment by providing a straightforward means for directly comparing the relative predicted resilience of different critical facilities within an organization, with respect to both location and type of risk. |

Abstract |
Most definitions of disaster resilience incorporate both the capacity to resist the initial impact of a disaster and the ability to recover after it occurs. Being able to characterize and analyze resilient behavior can lead to improved understanding not only of the capabilities of a given system, but also of the effectiveness of different strategies for improving its resiliency. This paper presents an approach for quantifying the transient behavior resulting from a disaster event in a way that allows researchers to not only describe the transient response but also assess the impact of various factors (both main and interaction effects) on this response. This new approach combines simulation modeling, time series analysis, and statistical outlier detection to differentiate between disaster resistance and disaster recovery. Following the introduction of the approach, the paper provides a preliminary look at its relationship to the existing concept of predicted disaster resilience. © 2012 ISCRAM. |

Abstract |
This paper presents a unique view of modeling the diffusion of warnings in social networks where the network structure may change over time. Since the characteristics and actions of people in a community have significant influence on the flow of information through a network, we present an axiomatic framework for modeling the diffusion process through the concept of trust. This ongoing work provides a micro level view of the behavior of individuals and groups in a community. Preliminary experiments were made to explore how model parameters such as trust and the social network structure affect warning message belief and evacuation. |

Abstract |
Social Media monitoring has become a major issue in crisis and emergencies management. Indeed, social media may ease the sharing of information between citizens and Public Safety Organizations, but it also enables the rapid spreading of inaccurate information. As information is now provided and shared by anyone to anyone, information credibility is a major issue. We propose an approach to detect rumor in social media. This paper describes our work on semantic graph based information fusion, enhanced with uncertainty management capabilities. The uncertainty management capability enables managing the dierent level of credibility of actors of an emergency (dierent PSO oÿcers and citizens). Functions for information synthesis, conflicting information detection and information evaluation were developed and test during experimentation campaigns. The synthesis and conflicting information detection functionalities are very welcome by end-users. However, the uncertainty management is a combinatorial approach which remains a limitation for use with large amount of information. |

Abstract |
Cities face a wide range of risks. Potential threats range from natural disasters and the (relatively slow) environmental change, to man-made issues like extremism. To overcome such threats, cities ought to be resilient, capable of resisting problems, of adapting to new situations, and overcoming crises. Effective communication is particularly crucial for a resilient city. Rather than trusting that relevant stakeholders, municipal staff and citizens will intuitively communicate in the ideal way, cities should see communication as a strategic aspect of their resilience development. Thus, how resilient cities communicate should be strategically managed. In this paper, we present immediate results from an ongoing European project called Smart Mature Resilience. In this project, we work with seven cities towards the ultimate goal of developing a Resilience Management Guideline for all European cities. Moreover, we intend to set up a resilience backbone in Europe, which will be driven by effective communication between cities. |

Abstract |
The basis of this article is an ethnographical study conducted in a German electricity provider company. The energy supply sector is an important domain in the field of emergency management research since electricity providers maintain an important infrastructure in various crisis scenarios. There exist many dependencies and interrelations between power infrastructure providers and authorities and corporations in cases of emergency. The maintenance workers of electricity infrastructures deal on a daily basis with problems that may emerge into a crisis on a larger scale. Our paper focuses this special division of the company – service workers in two different regions, one department located in a major German city and the other in a rural area. The categories of convergence of physical and electronical working appliances and infrastructures and socio-spatially bound knowledge serve to understand and analyse the work practices of the service workers as preliminary investigations to system development. Within these categories we also comment on the methodological implications for ethnographic analysis and technology development processes. |

Abstract |
When facing emergency scenarios, several contingent factors may strongly condition the pre-defined response procedures. The proposed approach takes the perspective that an emergency response tool may guide the response effort. The tool adopts a conceptual model grounded on existing situation awareness models and research work done with High Reliability Organizations. The model structures the emergency management process in a set of dimensions that should be collaboratively correlated by the involved participants in order to mitigate the disruptive situation. An instantiation of the proposed approach is also described in the paper, focusing on IT service desk teams addressing emergency incidents that may compromise business continuity. |

Abstract |
Online Social Networking Sites (SNS) are becoming extremely popular and can be employed in a variety of contexts. They permit the establishment of global relationships that are domain related or can be based on some general need shared by the participants. Emergency domain related websites, each with their own stated mission, are becoming widespread. Can a social network offer a solution to bringing emergency domain-related entities together as a 'one stop shop?' We propose to investigate whether the social network paradigm can be used to enable individuals and organizations to collaborate in mutually beneficial ways, in all stages of emergency management: mitigation, preparedness, response and recovery. Emergency management students were surveyed to examine the concept of social networks and their acceptance as a potential tool. The results of this exploratory research show overwhelming agreement that SNS should be considered a viable solution to the problems plaguing information dissemination and communications in the emergency domain. |

Abstract |
The Delphi Decision Maker system has been designed to support the decision making needs of crisis managers, considering factors such as stress, time pressure, information overload, and uncertainty. It has been built as a module for the Sahana Disaster Management system, a free and open source system. The Design Science research paradigm was used in an iterative development process. Triangulation was employed in the evaluation, analyzing the system against the research questions using both qualitative and quantitative statistics as well as proof of concept. Modifications need to be made for real world use. A second version of the system is under development. Research findings and future research are outlined in this work in progress. |

Abstract |
When emergency situations cross borders, or when newly formed groups need to work together, decision making can suffer from threat rigidity and pertinent information can be bypassed. We describe a Dynamic Delphi system under development that can create and sustain a group “voice” for an emergency response Community of Practice (CoP). We further describe its intended use for a CoP consisting of local, state and federal government responders, civilian emergency response teams (CERT), and volunteers. Community members can brainstorm, explore ideas, debate and vote iteratively to best reflect the group's opinion at any moment in time. Ongoing studies demonstrate that an online system implementing Dynamic Delphi characteristics along with Thurstone's Law of Comparative Judgment will prove conducive for building a repertoire of ideas, rules, policies or any other aspect of the community's 'voice', in such a way that the individual voices are juxtaposed in harmony to create a single song. |

Abstract |
In urban search and rescue (USAR) situations resources are limited and workload is high. Robots that act as team players instead of tools could help in these situations. A Virtual Reality (VR) experiment was set up to test if team performance of a human-robot team increases when the robot act as such a team player. Three robot settings were tested ranging from the robot as a tool to the robot as a team player. Unexpectedly, team performance seemed to be the best for the tool condition. Two side-effects of increasing robot's teammembership could explain this result: Mental workload increased for the humans who had to work with the team-playing robot, whereas the tendency to share information was reduced between these humans. Future research should, thus, focus on team-memberships that improve communication and reduce cognitive workload. |
