  Abstract The Covid19 crisis has highlighted once more that socio-economic inequalities are a main driver of vulnerability. Especially in densely populated urban areas, however, these inequalities can drastically change even within neighbourhoods. To better prepare for urban crises, more granular techniques are needed to assess these vulnerabilities, and identify the main drivers that exacerbate inequality. Machine learning techniques enable us to extract this information from spatially geo-located datasets. In this paper, we present a prototypical study on how Principal Component Analysis (PCA) to analyse the distribution of labour and residential characteristics in the urban area of Helsinki, Finland. The main goals are twofold: 1) identify patterns of socio-economic activities, and 2) study spatial inequalities. Our analyses use a grid of 250x250 meters that covers the whole city of Helsinki, thereby providing a higher granularity than the neighbourhood-scale. The study yields four main findings. First, the descriptive statistical analysis detects inequalities in the labour and residential distributions. Second, relationships between the socio-economic variables exist in the geographic space. Third, the first two Principal Components (PCs) can extract most of the information about the socio-economic dataset. Fourth, the spatial analyses of the PCs identify differences between the Eastern and Western areas of Helsinki, which persist since the 1990s. Future studies will include further datasets related to the distribution of urban services and socio-technical indicators.

  Abstract Post-crisis analysis of transboundary crises in Sweden is problematic due to limited documentation. We believe that there is a need to find tools to better understand the command and control, and to understand how the information sharing that takes place during larger crises works. This paper presents the results of an ongoing research, as well as findings about how the TETRA system is used for information sharing in transboundary crises. The data used was collected from two large emergency exercises, where Swedish, Finnish and Norwegian TETRA systems were merged. Communication in 10 shared talk groups was recorded, transcribed and analyzed. The communication in shared TETRA-talk-groups mostly focused on information about the accident, the recourses and first respond units, as well as the actions of each unit. The research also exemplifies and shows that communication within TETRA-talk-groups in transboundary crisis can give new insight into how command and control works.

  Abstract Can populations self-organize a crisis response? This is a work in progress report on Exercise 24, X24, Mexico, a follow up to the first two exercises, X24 and X24 Europe The X24 exercises used a variety of free and low-cost social media and web 2.0 tools to organize, plan, and manage local and international expertise and organizations in the response to a preset disaster scenario. The first X24 focused on Southern California, while the second X24, X24 Europe, focused on the Balkan area of Eastern Europe. These exercises involved over 12,500 participants for X24 while X24 Europe had over 49,000 participants. This paper presents an overview of the recently completed X24 Mexico exercise, as well as the preliminary results. © 2012 ISCRAM.

  Abstract The Emergency Response domain is a highly challenging domain, requiring the active collaboration of several experts and authorities on the one hand and large-scale data analysis on the other. This paper provides a brief summary for the first workshop in the SAFE workshop series. The workshop is aimed at bringing together analysts, practitioners, researchers and enthusiasts and provides a discussion ground for practical problems, solutions and projects that exploit Semantic Web, Linked Data analytics for Emergency Response. Following a round of thorough reviews, four papers are accepted and a keynote will complement the paper presentations along with a few discussion sessions.

  Abstract Today's decision support systems for crisis management are mostly designed to support a fixed process that integrates a given set of information sources. This means policies that govern the crisis management process are tightly integrated with the implementation, which makes it hard to adapt the system to changing requirements. Modern systems are expected to be adaptable and need to evolve along with the availability of new information sources and changing business processes. Previous work suggested using workflow systems to manage crisis management processes. Current approaches that use workflow systems are not end-user friendly or not flexible enough. In this paper we present our approach that combines workflows and decision tables for creating more flexible decision support systems. While workflows are used to orchestrate services and implement information logistics in the decision support processes, embedded rule sets are used to provide flexibility and adaptability of workflows. The rule sets are authored using decision tables which are an easy-to-use representation that allows end-users to express rules in an intuitive way. © 2012 ISCRAM.

  Abstract During crises directly affected people and observers join social media communities to discuss the event. They may share information relevant to response coordination, for example, specific resource needs. However, responders face a massive data overload and lack the time to monitor social media traffic for important and trustworthy information. To address these challenges, response teams may attempt manual filtering methods, resulting in limited coverage and quality. Hence, we propose a computational framework for extracting specific resource-related information, and an interface for identifying and engaging with influential participants in the dynamic, evolving social media community. Our approach helps to identify those virtual responders who serve both as sources and disseminators of important information to assist in coordinated emergency response.

  Abstract Since 2001, entities in the U.S. have produced studies which address issues regarding the progress of including people with disabilities in emergency planning at the Federal, state and local levels. There is general agreement among these stakeholders that there must be engagement of emergency personnel, robust, reliable and accessible emergency communications to ensure a high quality of public safety. A key step is the development of emergency communication technologies that serve emergency management and public safety personnel's ability to communicate with the public. It is critical that these next-generation warning systems be developed such that persons with disabilities are given equal access to emergency alerts. This paper discusses a research and development effort to identify the accommodations needed by people with disabilities in these next-generation, mobile emergency alerting systems. Prototyping mobile phone-based emergency alert systems are discussed and summative findings from field trials conducted with sensory challenged individuals are presented.

  Abstract In search and rescue scenarios local information on victims and other finds needs to be disseminated rapidly to other rescue workers and team leaders. However, post disaster scenarios may imply the collapse of information infrastructure including cellular communication and Internet connectivity. Even if we consider wireless ad hoc communication as a means of information dissemination we should count on frequent loss of connectivity in the network due to unpredictable mobility and sparse network topologies. In this paper we present the realization of an existing manycast protocol (random walk gossip) on commodity handheld devices running the Android platform. This communication mode is used to demonstrate the potential for distributed information dissemination on victims and finds. The application layer is an adaptation of an existing surveying information tool (POSIT) which is now fully decentralized and relies on text communication to achieve energy efficiency.

  Abstract This paper describes the WIPER system, a proof of concept prototype, and progress made on its development to date. WIPER is intended to provide emergency response managers with an integrated system that detects possible emergencies from cellular communication data, attempts to predict the development of emergency situations, and provides tools for evaluating possible courses of action in dealing with emergency situations. We describe algorithms for detecting anomalies in streaming cellular communication network data, the implementation of a simulation system that validates running simulations with new real world data, and a web-based front end to the WIPER system. We also discuss issues relating to the real-time aggregation of data from the cellular service provider and its distribution to components of the WIPER system.

  Abstract This paper describes the proposed WIPER system. WIPER is intended to provide emergency planners and responders with an integrated system that will help to detect possible emergencies, as well as to suggest and evaluate possible courses of action to deal with the emergency. The system is designed as a multi-agent system using web services and the service oriented architecture. Components of the system for detecting and mitigating emergency situations can be added and removed from the system as the need arises. WIPER is designed to evaluate potential plans of action using a series of GIS enabled Agent-Based simulations that are grounded on realtime data from cell phone network providers. The system relies on the DDDAS concept, the interactive use of partial aggregate and detailed realtime data to continuously update the system and allow emergency planners to stay updated on the situation. The interaction with the system is done using a web-based interface and is composed of several overlaid layers of information, allowing users rich detail and flexibility.

  Abstract In aiming to decrease the number of casualties and people with difficulty in wide-area evacuations due to a large earthquake, it is highly important to visualize and quantify the potential danger in residential areas. In this paper, we construct a multi-agent simulation model, which describes property damage (such as building-collapse, the spread of fire and blocking of streets) and people?s evacuation behavior after an earthquake occurring. Using this simulation model, we quantify the wide-area evacuation difficulty in densely-built wooden residential areas, and evaluate the past project to improve buildings and streets based on this indicator. Furthermore, we demonstrate the effects of adding new evacuation routes between two intersections of streets with narrow width and long distance. Through these case studies, the effectiveness of our simulation model on urban disaster mitigation planning is shown.

  Abstract Technology undeniably plays an important role in supporting crisis managers to respond to crisis. However, when improperly designed or used, technology can be ineffective or even be detrimental to the crisis response. Therefore, in this paper we bring together insights from the scientific literature and identify 5 principles for the design and use of technology to aid crisis managers effectively. These principles might seem trivial but there are several examples of technology used in practice that show the opposite. To illustrate this, we use as a case study the Dutch nation-wide crisis management system LCMS which is used in the Netherlands by all safety regions and other public organizations to maintain and share a common operational picture supporting large-scale crisis management collaboration. We explain why crisis evaluations and research time and again show that LCMS has failed to add value for crisis managers during crisis by using the identified principles.

  Abstract Emergency responders' attitude to IT is marked by resistance, aversity, and rejection. This does not extend to technology in general and is specific to IT alone. Current research on the topic only presents partial, scattered, and unconnected accounts that do not provide a starting point on how to tackle this attitude. The available models for technology acceptance are also generic and do not take into account the specifics of the emergency response domain. Through extensive user research combined with a grounded theory approach, this paper identifies twelve problem areas from which responders' negative attitude towards IT arises. By extending the technology acceptance models with this new knowledge, we provide system designers with an understanding of what to tackle and tune in their IT system designs so that a positive attitude among emergency responders can be achieved.

  Abstract This paper presents a domain-level user, task and context analysis for response technology, based on sociological studies of disaster and disaster response. The analysis examines three dimensions of disaster-scale, kind and anticipability-that have been linked to differences in response characteristics, including differences in individual and organizational responders and behaviors. It yields a number of implications for design, and reveals five domain-specific design requirements. It also offers systematic characterizations of users, tasks and contexts of response technology, that begin to structure the user interface design space, laying a foundation for a theory of design. This work provides a conceptual basis to help researchers and designers recognize and address possible limitations of design decisions, leading, ultimately, to more usable and effective response technologies.

  Abstract Exercises are stated to be an important means to learn how to handle crises. However, it has been discussed who should participate and what can be learnt from them. Several roles are involved in the planning, execution and evaluation of exercises, such as participants, observers, facilitators and evaluators. This paper presents an empirical study of the differences in learning experiences between participants and observers. The study was based on interviews with participants and observers involved in a series of exercises at municipality level. The result shows that the participants? learning relates to individual experiences and how well they felt they performed the task. Meanwhile, the observers? learning experiences concerned organisational issues. The findings suggest that to achieve variation in learning experiences, which is important for inventing new solutions, crisis management organisations need to allow their personnel to try different roles in the exercises to increase the learning outcome.

  Abstract Tsunamis are a major risk for Lisbon (Portugal) coastal areas whose impacts can be extremely high, as confirmed by the past occurrence of major events. For correct risk assessment and awareness and for implementing mitigation measures, detailed simulation of exposure and evacuation is essential. This work uses a spatial modeling approach for estimating residential population distribution and exposure to tsunami flooding by individual building, and for simulating their evacuation travel time considering horizontal and vertical displacement. Results include finer evaluation of exposure to, and evacuation from, a potential tsunami, considering the specific inundation depth and building's height. This more detailed and accurate modeling of exposure to and evacuation from a potential tsunami can benefit risk assessment and contribute to more efficient Crisis Response and Management. © 2012 ISCRAM.

  Abstract This work in progress investigates the communication issues encountered and the strategies used by local government to communicate electronically with disaster affected individuals in the immediate aftermath of the February 2011 earthquake in Christchurch, NZ. It also provides a preliminary examination of the effects of information access on individual perceptions of community resiliency. We draw from a variety of data sources, including field research, interviews, and focus groups with local community members. Ongoing survey research will be integrated into future papers and presentations. This research provides insight into online crisis communications and the effectiveness of strategies to communicate with members of the public in a post-disaster environment when there is limited access to information via electronic channels. © 2012 ISCRAM.

  Abstract During large-scale disasters it is not uncommon for Public Safety Answering Points (e.g., 9-1-1) to encounter

service disruptions or become overloaded due to call volume. As observed in the two past United States hurricane

seasons, citizens are increasingly turning to social media whether as a consequence of their inability to reach

9-1-1, or as a preferential means of communications. Relying on past research that has examined social media

use in disasters, combined with the practical knowledge of the first-hand disaster response experiences, this paper

develops a knowledge-driven framework containing parameters useful in identifying patterns of shared

information on social media when citizens need help. This effort explores the feasibility of determining

differences, similarities, common themes, and time-specific discoveries of social media calls for help associated

with hurricane evacuations. At a future date, validation of this framework will be demonstrated using datasets

from multiple disasters. The results will lead to recommendations on how the framework can be modified to make

it applicable as a generic disaster-type characterization tool.

  Abstract In managing crises, decision makers are confronted with a plethora of uncertainties. Many arise because the world is uncertain, particularly in the context of a crisis. But some arise because analyses based upon different, but seemingly equivalent models lead to different forecasts. Other times expert advisors differ in their explanations and predictions of the evolving situation. We argue that when handled correctly such conflict can alert the decision makers to the inherent complexity and uncertainty of the situation and improve their management of the crisis.

  Abstract In this paper we use the formative evaluation of a prototype 'assembly' of pervasive computing technologies to specify design implications for emergency virtual teamwork tools. The prototype assembly, called “Overview”, was implemented in collaboration with police, fire and medical emergency services as part of the real life event management during the Tall Ships' Races 2007 in Denmark. We describe how the emergency teams used the technologies for collaboration between distributed colleagues, to produce shared situation awareness, to manage efforts and resources and respond to minor emergencies. Trust in technology is a key need virtual teams identify in their endeavours to dovetail innovative technologies into emergency work. We show how practices of working up trust are supported by the PalCom open architecture (which was used to build Overview), and delineate design guidelines to enable the productive integration of pervasive computing.

  Abstract Mobile Instant Messaging platforms like WhatsApp are becoming increasingly popular. They have expanded access to digital text, audio, picture, and video messaging. Integrating them into existing crisis monitoring and response platforms and workflows can help reach a wider population. This paper describes a first attempt to integrate WhatsApp into Aggie, a social media aggregating and monitoring platform. We report on the deployment of this integration during Ghana's 2016 election, along with Twitter, Facebook, and RSS. The WhatsApp messages collected by Aggie during the election improved the eectiveness of the monitoring eorts. Thanks to these messages, more incidents were found and escalated to the Electoral Commission and security forces. From interviews with people involved in monitoring and response, we found that the WhatsApp integration helped their coordination and monitoring activities.

  Abstract This paper discusses how methodological frameworks are often too cumbersome to be used in full by field workers in low-resource environments. When time, money, and political capital are scarce, there often isn't time to follow every prescribed step. This research looks at helping field workers incorporate user-centered design when creating technology solutions through a single-question framework. It follows the author's case study of considering different wording for the single question, and then describes her experience implementing the lightweight framework while redesigning an attendance system for Entity Green Training in Jordan. The method is promising as an efficient way to expand one's thinking during the design process, but needs more testing to validate its benefits for workers who lack training in user-centered design methods. This research is particularly valuable for people working in low-resource environments where they lack the time and money to iteratively fix problematic designs.

  Abstract This paper sets out the methodology and the temporary results of an ongoing research project on the use of social media in crisis management (in France). It discusses the benefits and limits to use an emergency crisis exercise for research purposes. It describes an observation protocol and a coding method that could be replicate to survey further exercises. Some possible processing of the observation data is exposed, and further visualizations of the data are still in progress. One of the first analytical results tackles the way Var?s firefighters consider social media information. For now, social media seem to be regarded as questionable because they do not easily fit into the organizational routine. At the same time, the awareness of the need to use social media is quite strong. On the analytical level, the paper tries to use sociological concepts to describe and explain some results.
