Abstract: Group-oriented services including data dissemination, group calls and real-time video transmission are considered as an important application in public safety communications. The main interest is in one-way real-time video transmission from the hot spot to multiple recipients. This is important for efficient emergency response. The changing topology of the multi-hop communication links in a public safety environment makes routing and multicasting extremely challenging task. The purpose of this paper is to study the performance of wireless mobile ad-hoc networks with one-way multicast video traffic. To consider a realistic public safety scenario, the effect of extensive unidirectional links is investigated. The system performance study of various ad-hoc network configurations is done by simulations. For wireless multicast routing, the On Demand Multicast Routing Protocol is used. The performance results are compared with the requirements provided by Statement of Requirement document of standardization project MESA.

Abstract: The development of sustainable tsunami early warning systems (TEWS) requires the adoption of proven standards for components on all system levels. This is crucial to ensure the successful operation of the overall system in the long term. Currently, components, data formats and models used to build an individual TEWS come from independent development efforts, using non-standardized proprietary interfaces. Integrating these components into a TEWS requires additional work effort due to the proprietary technologies and formats. This article discusses alternative cost-effective approaches. The successful integration of the TEWS system components depends critically on the adoption and application of industry standards and good practices. From this perspective, this article examines the role of tsunami simulation models, and the challenge to integrate the data products generated from independent tsunami models for a TEWS. The significance of tsunami simulation products, consisting of data and metadata, for the overall early warning workflow is described, including data exchange (among multiple TEWS) and information visualization in combination with additional spatial information. As an outcome, the use of standardized data formats for simulation products is recommended for future work. This approach is demonstrated on a simulation of the March 2011 Tohoku-Oki mega thrust earthquake.

Abstract: The present paper introduces a scenario-based framework design for connecting emergency response system with human behavior analysis and social information processing, which aims at improving its comprehensive capability in dealing with unexpected situations caused by physical, social and psychological factors during a crisis. The overall framework consists of four function modules: Scenario awareness, scenario analysis, scenario evolvement and scenario response. A detailed function design for each module is presented as well as the related methodologies used for integration of four modules. The contribution of this paper includes two aspects. One is realizing the integration of incident evolution, information-spreading and decision-making by taking account of physical, social and psychological effects during emergency. The other is improving the efficiency of decisionmaking through dynamic optimization process.

Abstract: Emergency management personnel often face feedback delays and a lack of reliable information. To address this problem, new information technologies have been developed that can provide real-time, image-based feedback. While potentially useful, this trend represents a fundamental shift in both the timing and format of the information used by incident commanders (ICs). Eight ICs took part in a simulation exercise to determine the potential impact of real-time imaging on their decision-making. Nearly all of the ICs failed to detect important changes in the situation that were not captured in the imaging but that were available via other, more traditional data sources. It appears that the ICs placed an inappropriately high level of trust in the imaging data, resulting in reduced data search activities and hypothesis generation. This research helps practitioners anticipate and guard against undesirable effects of introducing similar technologies on training and operational procedures.

Abstract: The role of communication and information provision in coping with natural and man-made disasters and emergency situations is becoming increasingly important. In this paper we present an integrated mobile information and communication system, MIKoBOS, for emergency response operations that enables reliable data communication within the emergency site as well as between the site and the headquarters. It provides the responsible personnel involved in the emergency operation at different levels with anytime-anywhere access to relevant information. Compared to traditional voice-dominated approaches, the proposed system can greatly improve the effectiveness and efficiency of communication and coordination during disaster relief operations. Promising experimental performance results are provided for use with a number of terrestrial and satellite networks.

Abstract: There is general consensus that subsurface wastewater injections associated with unconventional oil and gas operations are responsible for the rapid increase of earthquake activity in the mid-U.S. Understanding the public response to these earthquakes is crucial for policy decisions that govern developing situational awareness and addressing perceived risks. However, we lack sufficient information on the reactive and recovery response behavior of the public tending to occur in the spatiotemporal vicinity of these events. Here, we review the spatiotemporal distribution of public response to the September 3, 2016, M5.8 earthquake in Pawnee, Oklahoma, USA, via a social media network (Twitter). Our findings highlight a statistically significant correlation between the spatial and temporal distribution of public response; and suggest the possible presence of a spatial distance decay, as well as a temporal far-field eect. Understanding the underlying structure of these correlations is fundamental to establishing deliberate policy decisions and targeted response actions.

Abstract: Quantitative evaluations are valuable in the strive for improvements and asserting quality. However, the field of Command & Control (C2) evaluations are hard to navigate, and it is difficult to find the correct measurement for a specific situation. A comprehensive Scoping Study was made concerning measurements of C2 performance and effectiveness. A lack of an existing appropriate framework for discussing C2 evaluations led to the development of the Crisis Response Management (CRM) Matrix. This is an analysis tool that assigns measurements into categories, and each category display unique strengths, weaknesses and trends. The analysis yielded results proving to be too rich for a single article, thusly, this is the first of two articles covering the results. In this article, the Practitioners Guide focus on results valuable for someone interested in evaluating C2. Each evaluation has specific requirements that, for best result, ought to be reflected in the chosen measurement.

Abstract: The magnitude seven earthquake that rocked Haiti has been a devastating disaster for the small country (USGS 2010). They are not alone in this crisis, however. When the earthquake struck, thousands of US citizens responded by donating money, resources, people, and time to aid in the disaster relief. To respond to the incident and to create a secure information-sharing environment, the Florida Miami-Dade County and State Emergency Operations Centers (EOC) were activated. The main information system in use at the Miami-Dade EOC is WebEOC, a web-based crisis information management system that aids in secure coordination and collaboration among EOC staff, liaisons, and emergency managers. As a result of the earthquake response efforts using this system, we have identified seven main insights and lessons learned with respect to crisis information management software. In this paper, we discuss Miami-Dade's role in the Haitian relief efforts and how this lead to these insights and lessons learned.

The paper summarizes the analysis of the selection process between Short messaging services (SMS) and Cell Broadcast (CB) messaging in the context of Denmark based on end user requirements, stakeholder roles and case-based analysis. It demonstrates the many technical, cost-benefit and other trade-offs needed in supporting the population now with a dependable and wide-spread technology. This research is the basis for a national policy.

Abstract: Emergency response and preparedness teams that are inter-organizational or international often work together in partially distributed teams (PDTs). A PDT has at least one collocated subteam and at least two subteams that are geographically distributed. Leadership configuration and behaviors present unique challenges in PDTs. This paper describes preliminary results of an initial field experiment with international student teams undertaken to examine leadership in PDTs working on high-level requirements for an emergency preparedness information system. Leadership is viewed through the lens of what leader behaviors, or roles, are enacted by the leaders. Leadership configuration was varied: some teams had just an overall team leader; others had no team leader but had a leader for each subteam, while others had both team and subteam leaders. The findings suggest that leadership configuration matters and that leaders do enact roles similar to those found in studies of fully distributed or traditional collocated teams.

Abstract: This paper describes MOIA, a numerical tool that evaluates sea-wave effects on port operations and broadcasts warning messages whenever the safety of such operations are deemed to be at risk. The evaluation of the sea-wave transformation from offshore – where the results of numerical models for sea-wave forecast at a regional level are available – up to the port area is described. Also, the procedures used to evaluate the sea-wave effects on sailing ships, focusing on the amplitude of the vertical movements of a selected point in the ship, are explained. Such procedures are combined and applied to an example where the average downtime for the navigation at four points along the sailing lane is evaluated for the entrance voyages into the port of Praia da Vitória (Azores) of a given ship.

Abstract: The classic Dutch disaster-warning system (the 'siren') is not as effective as it should be. The alarm is not heard by 37% of the population, not all the people that hear the siren do take it seriously. A public-warning system was developed based on so-called 'intelligent SMS'. This system was tested in 2004 among 700 inhabitants of the city of Vlaardingen (region Rotterdam-Rijnmond). The University of Delft conducted an intensive evaluation. The evaluation shows that use of SMS is technically feasible. It diminishes the part of the population that is not reached is by approx. 50%. The public is now not only warned that 'something is going on' but is informed by SMS of the nature of the threat ánd on what to do. The public perceives intelligent SMS as the most effective warning system. Based on the pilot, the disaster-management authority of the region Rotterdam-Rijnmond, with some 1.2 million inhabitants, decided to structurally implement the system in the whole region in 2005.

Abstract: Improving resiliency of airports and seaports can accelerate both humanitarian relief and economic and social recovery in regions struck by natural or manmade disasters. Ports are a critical element of effective disaster response, evacuation, and recovery. They are also essential to social and economic recovery following a disaster, especially on islands dependent on trade and isolated areas such as in the Latin America and the Caribbean region. The Port Resiliency Program (PReP) presents a practical framework to enhance port resiliency and improve evaluation to support continuous improvement. Approaches include analyzing strengths and weaknesses, fostering understanding, communication, and cooperation among stakeholders, caching essential resources ahead of time, building a comprehensive archive of literature, and targeting exercises to close gaps in preparedness.

Abstract: In this article, we present a novel approach, which allows not only to identify potential cascading effects within a network of interrelated critical infrastructures but also supports the assessment of these cascading effects. Based on percolation theory and Markov chains, our method models the interdependencies among various infrastructures and evaluates the possible consequences if an infrastructure has to reduce its capacity or is failing completely, by simulating the effects over time. Additionally, our approach is designed to take the intrinsic uncertainty into account, which resides in the description of potential consequences a failing critical infrastructure might cause, by using probabilistic state transitions. In this way, not only the critical infrastructure's risk and security managers are able to evaluate the consequences of an incident anywhere in the network but also the emergency services can use this information to improve their operation in case of a crisis and anticipate potential trouble spots.

Abstract: Situational awareness (SA), the ability to perceive, comprehend and predict situation around you and it is a key in attending any incident as critical foundation for successful decision-making. Because incidents are solitary events, development and assessment of SA presents a significant challenge. In this article we analyze the authoring process of twenty-two scenarios implemented in the XVR on-scene virtual simulation software used to assess rescue incident commanders' (ICs) SA. To allow the scenarios to be used by different assessors, the Collaborative Authoring Process Model for Virtual Simulation Scenarios (CAPM) was developed. In Estonia, 473 assessments were recorded in Effective Command database and analysed by all three levels of SA as recommended by Endsley (2000). Introduction of CAPM resulted in scenarios being re-used by different assessors for authentic SA measuring. In the last sections of this article, we introduce our suggestions to improve virtual scenario design and SA research.

Abstract: With increasing supply chain complexity, it gets more likely that disruptions ripple through the supply chain network, affecting supply chain performance. As the severity of disruptions depends on the supply chain network structure, it is important to assess the network structure in terms of its resilience. This article presents the results of a literature review (LR) to provide a comprehensive overview of measures used for evaluating the resilience of supply chain networks. The results indicate a wide range of measures applied in literature, focusing on either nodes, paths, or subgraphs of the network. The identified measures are compared regarding the structural characteristics they study and the aspects of supply chain performance they investigate.

Abstract: The importance of distinguishing between direct and indirect losses of disasters is stressed. In order to estimate indirect losses, a conceptual framework of direct and indirect losses is presented. For the case of the Great Hanshin-Awaji (Kobe) Earthquake of 1995, direct stock losses of both the manufacturing and the commercial sectors record almost same size of big damage. As for indirect flow losses, the commercial and the other services sectors show far greater damage than the manufacturing sector. A careful statistical analysis of indirect losses using the gross regional product in the stricken area presents a new finding that the lost product and income in terms of estimated indirect losses are quite large and continue to arise for longer than 10 years, mounting to some 14 trillion yen (about US$0.13 trillion). Disaster management policy should be improved by paying attention not only to direct losses but also to indirect losses.

Abstract: Effective management of a large-scale extreme event requires a system that can quickly adapt to changing needs of the users. There is a critical need for fast decision-making within the time constraints of an ongoing emergency. Extreme events are volatile, change rapidly, and can have unpredictable outcomes. Large, not predetermined groups of experts and decision makers need a system to prepare for a response to a situation never experienced before and to collaborate to respond to the actual event. Extreme events easily require a hundred or more independent agencies and organizations to be involved which usually results in two or more times the number of individuals. To accomplish the above objectives we present a philosophical view of decision support for Emergency Preparedness and Management that has not previously been made explicit in this domain and describe a number of the current research efforts at NJIT that fit into this framework.

Abstract: Live team training of firefighters has several disadvantages. Firstly, it is costly because many team members and training staff are involved. Secondly, not all team members have the same competency level, and some individuals may just not be ready to train in a team context. Thirdly, live training in high-risk situations is difficult and dangerous. Consequently, critical situations can not be trained adequately. Following a scenario-based and a rapid prototyping approach, we are designing and developing a pc-based virtual training environment to train individual firefighters in making decisions in a team context operating in high-risk situations. This individual training program can better prepare the firefighters for live training, enhancing the effectiveness and efficiency of these team-training exercises. In this paper we describe the training-method, we outline how this is technologically implemented and discuss how we are planning to test the prototype.

Abstract: This paper describes the field tests of a simulation based game aiming at raising awareness and creating a deeper understanding of the dynamics of the comprehensive approach (CA). The setting of this game is that of a failed state where an UN intervention takes place after massive conflict that requires a CA to stabilize the situation. That is, the civil and military actors need to collaborate effectively, taking into account their respective strengths, mandates and roles. Underlying the game is the Go4it CA simulation Model (GCAM2.0). GCAM2.0 was extensively field-tested in eight sessions with about 16 persons each, aiming at assessment of the perceived realism and learning effects. It was found to provide a sufficiently authentic experience to obtain awareness of the CA in novices. With regard to improving the deeper understanding of the dynamics and complexity of the CA, in a cooperation-oriented setting only deeper learning can be reached.

Abstract: Greene County in Dayton, OH houses Wright Patterson Air Force Base (WPAFB), whose estimated 2009 economic impact within its Metropolitan Statistical Area (MSA) is $5.17 million. Despite its military/strategic importance as the largest base in the U.S. Air Force, literature search did not uncover a published comprehensive risk analysis for WPAFB, or even Greene County, across the entire spectrum of hazards from natural to technological to man-made (including terrorism). This paper presents a summary report on risk determination and economic impact data for Greene County and WPAFB (within Greene County) in the context of riverine flooding, using FEMA's HAZUS-MH tool. It is hoped that the results will further the regional compilation of data and thus prove of use to the local disaster management community while generally growing the overall body of work in risk analysis. Future work aims to expand regional risk determination to other natural disasters and terrorism scenarios.

Abstract: A rapid, holistic view of earthquake disasters begins with earthquake location and magnitude, alerted by seismic networks. The initial source characteristics, along with any available ground-shaking observations, can be used to rapidly estimate the shaking extent, its severity (e.g., ShakeMap), and its likely impact to society, for example, employing the U.S. Geological Survey's Prompt Assessment of Global Earthquakes for Response, or PAGER, system. When serous impacts are likely, PAGER's impact-based alerts can, in turn, begin the process of primary response at the local, national, or international level, and the process of reconnaissance via social media, the mainstream media, scientific analyses, and remotely-sensed and ground-truth observations. In this work-in-progress report, we describe our initial efforts to incorporate event-specific ground-truth observations and model secondary ground-failure hazards back into the loss-modeling domain in order to provide a more holistic view each earthquake disaster.

Abstract: The hypothesis of this study is that collaboration between fire and rescue services and new actors, with basic rescue skills, might be a cost effective way to improve emergency response. Interview studies of collaborations between fire and rescue services and security officers in three Swedish municipalities are presented. Seven semi-structured interviews are conducted with representatives from the security officer companies, the fire and rescue services and security managers at the municipalities. The method used to evaluate the collaborations quantitatively is Cost-benefit analysis. The collaborations have positive economic effects for society that most likely outweighs the costs. There also exist several external effects that are not possible to value monetarily, but that represent positive values for society. The results and their generalizability are discussed, as well as the possibility for these new collaborations to improve crisis management.

Abstract: This paper describes the design, implementation, and evaluation of pen input recognition systems that are suited for so-called interactive maps. Such systems provide the possibility to enter handwriting, drawings, sketches and other modes of pen input. Typically, interactive maps are used to annotate objects or mark situations that are depicted on the display of video walls, handhelds, PDAs, or tablet PCs. Our research explores the possibility of employing interactive maps for crisis management systems, which require robust and effective communication of, e.g., the location of objects, the kind of incidents, or the indication of route alternatives. The design process described here is a mix of “best practices” for building perceptive systems, combining research in pattern recognition, human factors, and human-computer interaction. Using this approach, comprising data collection and annotation, feature extraction, and the design of domain-specific recognition technology, a decrease in error rates is achieved from 9.3% to 4.0%.
