Abstract: Understanding the movements of a population throughout the 24-hour day is critical when directing disaster response in an urban area. An emergency situation can develop rapidly, and understanding the expected locations of groups of people is required for the success of first responders. Recent advances in modern consumer technologies have facilitated the generation, sharing and mining of an extensive amount of volunteered geographic information. Users leverage inexpensive smart devices, pervasive Internet connections and social media services to provide data about geospatial locations. Using an enterprise system, it is possible to aggregate this freely available, geospatially enabled data and create a population estimation with high spatiotemporal resolution, via a heat map. This investigation explores the effects of different temporal sampling periods when creating such estimations. Time periods are selected, estimations are generated for several large urban areas in the western United States, and comparisons of the results are shown/discussed.

Abstract: The present paper describes the C3Fire microworld and the testing capabilities it provides for research in emergency response management. We start with a general description of C3Fire and report extensions that add a new subtask (search and rescue) relevant to the context of emergency response and a vocal communication system. We then describe how various organizational structures can be designed using this task environment and several metrics of major interest for research in crisis management, related to task performance, communication, coordination effectiveness, monitoring effectiveness, recovery from interruptions, detection of critical changes, and team adaptation. The microworld constitutes a highly flexible testing platform for research in team cognition, cognitive systems engineering and decision support for crisis management.

Abstract: In an earthquake disaster, having proper estimation about destructed buildings and the degree of destruction, can considerably facilitate decision-making and planning for disaster managers. Using this information, the managers can estimate disaster area and number of victims to determine and allocate required resources. Scientific studies and historical data show that the faults around Tehran, the capital of Iran, are capable to create strong earthquakes which would bring the largest damages in the world history to the city. So it is necessary to be prepared for a rapid and knowledge-based response to such an earthquake. Therefore, development of a knowledge-based model to estimate destruction of buildings is ongoing. The model is going to be developed by using different spatial data obtained from the buildings and its environment in Tehran. This paper outlines the initial results of this research.

Abstract: The communications of emergency response managers were tracked during simulated catastrophic events at a university campus in the Washington, D.C. region. Local, state, and federal response managers interacted with each other and with students using a variety of communication media in order to investigate the utility of new communication channels for emergency response management. Students and emergency managers interacted using a Twitter-like platform and a portal built with Ushahidi crowd-sourcing software. The emergency managers also used a chat interface that included private instant messaging, telephone, and the county's existing emergency web portal. Their media use was analyzed along with the functions of their communications, and the patterns that emerged are described and quantified.

Abstract: This research explores the potential determinants of trust in newly formed virtual teams to better inform the choice of communication media for virtual emergency response groups for which interpersonal trust is crucial. Results of a laboratory experiment indicate that the way that communicants view their teammates and themselves as part of that team is significantly correlated with the level of trust that they experience. Impression formation, public self-awareness, perceived social presence, and self-disclosure are all found to have significant correlations with trust among ad hoc teammates. It is therefore recommended that the design of emergency response communication systems include features to foster these feelings thereby promoting trust among teammates. Our results are applicable to ad hoc emergency teams who interact for a period of time to address relief and recovery efforts after a major disaster or emergency.

Abstract: Emergency, situations characterized as high consequence, low probability, and short decision time, create a unique decision-making environment that must be conscientiously supported. Historically, one of the techniques business has used to improve complex processes is a maturity model. Organizations should create the capabilities to react to information sharing needs in advance, not react an ad hoc manner to the information crisis. Based on the IT-Capability Maturity Framework (IT-CMF), we detailed some aspects of this model from an information architectural perspective to examine a country wide emergency service. Although information system and information technology (ISIT) have been emphasized in emergency management system, architectural aspects- a structure emphasized semantic description however have been of limited considerations. We propose a framework to analyzing architectural aspects for information sharing that can help improve emergency response system. The framework is discussed and exemplified with a case study. We conclude that the proposed framework provides a deeper understanding of information in use from technical and managerial aspects during emergency response. Guideline for further improvement will be the focus in our future work.

Abstract: Collational interfaces gather information from a range of sources and present them to users. Information overload is tackled by processing information in the back-end and providing interactive means to filter and browse data. Such interfaces have applications in emergency response – giving users the right information to act effectively. In this paper we explore a collational interface for emergency response, carrying out a user study that compares it to a paper based interface and one which presents data without collating it. We demonstrate that a collational interface allows users to build a picture of an emergency, but not necessarily in less time. © 2012 ISCRAM.

Abstract: Information and communication technology (ICT) and digitalization are often seen as enablers of co-production. But if its potential is not implemented, technology will rather act as a barrier. In Sweden, new types of “hybrid” co-production initiatives that engage civil citizen volunteers as first responders emerged a decade ago. Even though the benefits are recognized, the initiatives’ expansion are hampered by the ICT solutions. In this study, we explore why, by comparing the perspectives of national authorities, needs-owners, suppliers, and end-users. We describe the barriers, e.g., insufficient geofencing, to develop ICT for various mobile platforms, unavailability of a joint API, competitiveness and double roles among stakeholders, and ICT costs. We suggest how to address the barriers and argue that digitalized co-production of the type presented will likely increase. Here our study can contribute to the successive accumulation of knowledge.

Abstract: The increased impact of natural disasters and terror attacks on our society has augmented the awareness of needs for advances in emergency response. For local communities it is vital to make use of existing resources. Service-oriented technology provides new possibilities for the enhancement of command and control (C2) systems. However, to gain full use of the technology, it must harmonize with the supported organizations and their work procedures. This paper explores the possibilities and usefulness of service oriented C2-systems for emergency response at the local community level. The study was performed in five steps: (1) literature study, (2) interviews, (3) scenario design, (4) prototyping service-oriented C2 systems, and (5) a scenario based evaluation. The results show that service-oriented C2 systems would support and enhance emergency response at the local community level. Still, several issues that need to be further considered remain, not the least the ability of quality assurance of services.

Among the approaches that have improved the ability to find the most relevant information are the social conventions of creating topic groups and tags and of “retweeting;” the use of trained volunteers to filter and summarize posts for responders; automated notifications of trending topics; natural language processing of posts; techniques for identifying posts from the disaster site; and the use of GIS and crisis maps to visually represent the distribution of incidents.

Abstract: Large-scale disasters, particularly failures of critical infrastructures, are exceptional situations which cannot be solved with standard countermeasures. The crises are complex and the decision makers face acute time pressure to respond to the disaster. IT based decision support systems provide potential solutions and assist the decision making process. Many decision support systems in emergency response and management concentrate on one kind of disaster. Moreover, complex structures are modeled and recommendations are made rule-based. This work in progress paper describes the first steps towards the development of a generic and self-learning decision support system. The methodology used is case-based reasoning. Abstract: The use of methods to inform changes of command and control has long been important, in particular through empirical surveys and computational simulation. In this article, we focus on a particular type of control: “bump less” time-shift of authority during emergency response where it is not desirable to interrupt task resolution (Dess et al.,1984). As an example we address a particular type of control in a sociotechnical use case, i.e. ensuring coordinated action among human and non-human entities, and specifically use as a case shift of who ensures coordinated action when what entities are participating fluctuate over time, yet there is a need to sustain coordination (e.g. due to criticality of sustained performance). We do some work to detail a sociotechnical control mechanism and we present methods for examining the influence such control may have on performing both planned, prescribed, organizational task work as well as dynamic, non-prescribed tasks (Stanton et al., 2018). We argue that measures of high fidelity, with high specificity, defined before task resolution (feedforward) may be particularly important in prescribed change due to the possibility to define clear goals for coordinating and detailing who holds coordination authority. For dynamic change, on the other hand supporting technology that enable a sensing and processing of feedback the number of agents/entities undergoing change is not predetermined and the change of who is best suited to coordinate authority is less clear. Our theorizing is illustrated by using traditional linear control theory emulating shift of control nuanced by an emergency use case. In conclusion, we suggest future directions for research as well as practical implications.

Abstract: This research project investigated the incident response mechanism used by the chemical industry for handling extremely hazardous chemicals. The mechanism was described as the policies, procedures, practices, tools, and methods used to conduct incident response. The results from the study determined what technologies, specifically software and information systems, could be utilized to improve the chemical facility incident response mechanism. The chemical industry is responsible for process safety management at all of its facilities, especially those that have off-site consequences in the event of an unplanned release. The processes and procedures of local, regional and national emergency responders have been studied thoroughly. An area of research that is lacking is the study of incident response policies and procedures within the boundaries of a chemical site. Results of the analysis determined that the chemical industry, in general, does not take advantage of available information technology when responding to unplanned releases.

Abstract: The aim of this paper is to describe the I-X system with its principal user interface, the I-X Process Panel, its underlying ontology, , and how this panel can be used as an intelligent to-do list that assists emergency responders in applying pre-defined standard operating procedures in different types of emergencies. In particular, multiple instances of I-X Process Panels can be used as a distributed system to coordinate the efforts of independent emergency responders as well as responders within the same organization. Furthermore, it can be used as an agent wrapper for other software systems such as web services to integrate these into the emergency response team as virtual members. The heart of the I-X system is an automated planner that can be used to synthesize courses of action or explore alternative options manually.

Abstract: Making sense of the current state of an emergency and of the response to it is vital if appropriate decisions are to be made. This task involves the acquisition, interpretation and management of information. In this paper we present an integrated system that applies recent ideas and technologies from the fields of Artificial Intelligence and semantic web research to support sense-and decision-making at the tactical response level, and demonstrate it with reference to a hypothetical large-scale emergency scenario. We offer no end-user evaluation of this system; rather, we intend that it should serve as a visionary demonstration of the potential of these technologies for emergency response.

Abstract: This paper describes an approach to training emergency responders for mass casualty incidents. The approach is derived from a methodology and supporting software system called Summit. The Summit approach uses an integration of scenarios, hierarchical task analysis, interaction modeling, and expected utility theory to represent how actors engage in complex tasks; here we model mass casualty incident (MCI) activities supported by interactive technologies. Our goal is to ground MCI training in realistic scenarios and to demonstrate required response capabilities through associated hierarchical task analyses (HTA). The terminal nodes in an HTA are interactions, that provide a fine-grained model of the actors, technologies, data, and methods involved in realizing the required capability. The components of an interaction may have associated utility factors (benefits, costs, and risks) that provide learners with a rationale-based resource for understanding how different technologies are used to support MCI response efforts. Assessment of the approach is underway within a local EMS organization.

Abstract: We present the design of an information system that supports the process of scaling-up of emergency response organizations. This process is vital for effective emergency response but tends to go awry in practice. Our proposed system consists of multiple distributed agents that are capable of exchanging organizational information. Each agent assists one part of the organization by visualizing the organization and allowing the user to update the information of its closest collaborators. When the agents communicate, they exchange and merge their organizational representations. The structure of other parts of the organization is updated indirectly through multiple interactions between different agents. We tailor our design to two specific procedures that are in common use today: the Coordinated Regional Incident Response Procedure (GRIP) that is applied in the Netherlands, and the Incident Command System (ICS) that is used in a number of areas in the United States of America.

Abstract: The current Emergency Services landscape is characterized by a number of systems and networks that are isolated in nature, thus making information sharing impractical, if not impossible. Such an environment does not promote ease of information sharing, and each incident highlights the need for efficient collaboration and coordination, and the need for a holistic internetwork-a series of virtual interconnected networks-approach. In other words, it requires an overall framework that looks at safety as an overall enterprise, (albeit one with thousands of independent agency owners), with the strategic goal to facilitate greater collaboration and effectiveness of operations, and to ensure a streamlined and efficient prevention of, response to, and recovery from all-hazards. 1 Adopting a Service-Oriented enterprise approach is extremely useful and has number of advantages in such an environment. This paper defines a framework-in the context of an enterprise-an envisioned Emergency Services Enterprise Framework, and identifies the key elements of this framework.

Abstract: Emergency response managers often try to prepare plans in advance of foreseeable crises. However, pre-prepared plans almost never fit the precise situation when an actual crisis arises. This paper focuses on what can be done once the plan has been found to be a mismatch with the actual situation, and particularly on sensemaking and its integration into generating a response to a crisis situation. This paper proposes planning operator induction as a suitable technique. The Air Traffic Control and military air defence situation over the continental US on September 11, 2001, serves as the illustrative application. Since the paper reports research in progress, it closes by outlining the additional functionality that will have to be added to the existing POI implementation to produce a sensemaking tool.

Abstract: This paper describes the proposed WIPER system. WIPER is intended to provide emergency planners and responders with an integrated system that will help to detect possible emergencies, as well as to suggest and evaluate possible courses of action to deal with the emergency. The system is designed as a multi-agent system using web services and the service oriented architecture. Components of the system for detecting and mitigating emergency situations can be added and removed from the system as the need arises. WIPER is designed to evaluate potential plans of action using a series of GIS enabled Agent-Based simulations that are grounded on realtime data from cell phone network providers. The system relies on the DDDAS concept, the interactive use of partial aggregate and detailed realtime data to continuously update the system and allow emergency planners to stay updated on the situation. The interaction with the system is done using a web-based interface and is composed of several overlaid layers of information, allowing users rich detail and flexibility.
