Abstract |
Saving and sustaining lives, stabilizing the incident, and protecting both environment and property from further damage are professional responders' first and foremost objectives when responding to any incident including a catastrophic one. For so doing, responders need to gain situational awareness (SA) so to effectively direct the response. Yet, in a catastrophic incident, critical infrastructures including response assets are damaged and disrupted, which leaves responders without the badly needed complete and verified information for days and even weeks. Critical communication and technology infrastructures used by responders are among those damaged and disrupted critical assets leading to both incomplete SA and a distorted common operating picture (COP). The lack of clear and comprehensive SA/COP and the disruption of communications and technology infrastructures seriously impedes incident commanders from efficiently directing the response effort. This study reports on communication and technology-relatedchallenges that emergency responders faced with regard to situational awareness in a recent large-scale exercise under the name of Cascadia Rising 2016 (CR16). The exercise involved a total of 23,000 active participants. Over four days in June of 2016, CR16 simulated the coordinated response to a rupture of the 800-mile Cascadia Subduction Zone resulting in a magnitude-9 earthquake and tsunami similar to the catastrophic incident in Eastern Japan in 2011. Responders at all levels were severely challenged, and the exercise revealed major vulnerabilities in critical communication and technology infrastructures. Situational awareness was very difficult to establish. |

Abstract |
Inter-organisational collaboration is often cited as a factor in effective emergency response to mitigate risks and impacts of extreme events, such as natural disasters (James, 2011; Power, 2017). However, collaboration during times of emergencies is difficult as diverse roles and authorities of other organisations (Kapucu, 2008), differences in organisational cultures and systems in place (Bharosa, Lee, & Janssen, 2010; Mendonça, Jefferson, & Harrald, 2007) and difficulty in coordination and information sharing (Bharosa et al., 2010; Huxham, 1996) can hinder collaborative development. Moreover, previous research have not paid much attention to the enablers and barriers of such collaborations in disaster settings. This research aims to investigate how collaborative systems deal with uncertainty during disaster aftermath in Malaysia, including both barriers and enablers which influence inter-organisational collaboration in disaster environments. The study employs a qualitative methodology using a multiple-case study design. Malaysia National Disaster Management Agency (NADMA) was the focal organisation for this research, and units of analysis were two major floods that occurred in Malaysia in 2014 and 2017. Thirty semi-structured interviews were conducted with strategic and operational decision makers (from 11 different organisations) and disaster aid recipients. Qualitative research tools such as coding, memoing, constant comparison and theoretical saturation were applied to analyse the data (Charmaz, 2008). The initial findings to date detect salient enablers: proficiency of stakeholders in managing relationships, competent leaderships, and early preparedness; barriers include ambiguous organisational roles, weak legitimate framework and different perceptions on trust. This research has both academic and practical implications. The findings uncover how enablers and barriers influence collaboration between public agencies and its partners in emergencies. This research recommends solutions to collaboration barriers, and discusses how multiple partners can cooperate to resolve problems too complex for any one single organisation to manage on their own. Abstract |
Disasters, when they strike hard, may cause the disruption of many vital services. 'Telecommunications' is being considered one of the vital lifeline services as many disaster relief operations rely on it. Effective communication is dependent on a telecommunication network infrastructure that is working properly. Unfortunately, the infrastructure may be damaged during a disaster causing no-coverage and/or congested network traffic in the disaster-affected areas. In this paper we propose a conceptual framework for building a resilient communication system that not only considers the communications infrastructure but also other driving factors which are necessary for its success. The proposed framework is based on five key pillars, namely: robustness, redundancy, adaptability, agility, and readiness to build capability for developing a resilient communication system. The findings reported in this paper provide some insights into resilient communications that may help network researchers/engineers to contribute further towards developing a robust and resilient communication system capable of coping with disasters. |

Abstract |
A set of publications from the online, English-language, Emergency Management (EM) doctrine has been surveyed to identify common topics in Command & Control (C2) at the tactical and operational levels. Jackson's (2013) ontological and epistemological review of the evolution of military doctrine serves as the analytic lens, enabling a link to be made to resilience and agility. The topics identified were mapped to scientific disciplines in C2. The results could be used to draw up a recommended table of contents for comprehensive EM doctrine, to guide the development of curricula for training emergency managers, and to define the user requirements for supporting information systems. In further research, the results should be compared to a similar, ongoing survey of military C2 doctrine. |

This poster is dedicated to present our research work on the application of crowd and crowdsourcing platforms to crisis situations. In particular, it focuses on crowdsourced crisis mapping solutions. Crowdsourcing has become a popular avenue of research dealing with crisis mapping systems. Crisis mapping systems enable collecting and disseminating crisis information. The contribution of this research is to create a model to assess label quality in the context of crowdsourced crisis mapping. The model was devised in three phases: (1) collection of crisis reports from a crisis mapping platform, (2) crowd-sourced empirical approach to capture labels at scale, and (3) a theory-guided approach for feature selection to create a machine learning model. In the first phase, we collected crisis reports from the Ushahidi platform during the 2010 Haiti earthquake. In the second phase, we utilized CrowdFlower – a crowdsourcing platform for labeling crisis reports based on the input from five crowd volunteers. In the third phase, we adopted situation awareness lens for selecting contextual and collaborative features. |

The 17th annual conference on Information Systems for Crisis Response and Management (ISCRAM 2020) was scheduled to be held in Blacksburg, Virginia from May 24th-27th, 2020. Unfortunately, due to the widespread impacts of the COVID-19 pandemic, the conference organizers and the ISCRAM Board decided to postpone the conference until May 2021. Even though we could not hold the conference as originally planned, all papers accepted for presentation at ISCRAM 2020 are published in the conference proceedings presented here, and the authors of these papers will have the opportunity to present their papers at the 2021 conference. The 2021 conference will once again be hosted at Virginia Tech in Blacksburg, Virginia, and it will take place during the week of May 23rd, 2021.
The theme of ISCRAM 2020 is �Bringing Disaster Resilience into Focus.� These proceedings seek to highlight resilience in Crisis and Emergency Management and to stimulate discussions that enable the design of crisis and emergency management systems that contribute to more resilient organizations and communities. We are pleased to present the accepted papers for ISCRAM 2020, which consist of excellent contributions on a wide range of topics. |

Monitoring and evaluation can help organizations involved in disasters learn from their responses to prior events and improve their performance over time. Using a data set of non-emergency service requests in New York City (NYC), this paper provides a method to evaluate and compare the performance of local governments in terms of service request response times after different disaster events. In particular, the proposed method can be used to compare such performance across divisions or boroughs in a city. To illustrate this, we evaluate the performance in five of NYC's boroughs: the Bronx, Brooklyn, Manhattan, Queens, and Staten Island, across seven major natural disaster events from 2010 to 2012. Our analyses show that Queens and Brooklyn demonstrate better performance than the other boroughs in almost all of the seven events under consideration. |

Abstract |
The local government’s continuous support is critical for the well-being of a community during disaster events. E-Government systems that establish and maintain ongoing connections with the community thus play a vital role in supporting crisis response and recovery. Such systems’ ability to adapt to the crisis circumstances and to address emergent needs helps them continue their fundamental functions during disasters. Considering various services might require different amounts and types of resources, prioritization strategies are helpful in determining the processing order of requests. This paper discusses the role of prioritizing services within an e-Government system, to better understand how such a system can be managed to best utilize available resources. The study examines how a well-functioning e-Government system, the Orange County, Florida 311 non-emergency service system, responded to the COVID-19 pandemic and how the changes in service operations requirements can affect service provision, specifically with respect to assigning or re-assigning priority levels. |

Abstract |
Various sources report a low adoption of IT-based tools in emergency response, as well as a negative attitude of
responders to such tools. The responders? needs, simply put, are not met by the IT-based tools offered to them.
Observing this situation through a user-centered design lens, we note that such problems typically stem from
insufficient or erroneous context analysis. The deficiencies become even more pronounced when considering that
emergency response represents a complex, adaptive socio-technical system. We also note that the appropriate
methodology for designing ER systems is rarely discussed in literature and in research papers. To fill that void, the
present paper discusses a minimal set of techniques that, both in our experience and according to state of the art
practice, can guide developers towards positively-accepted IT systems for emergency response. |

Abstract |
Emergency responders' attitude to IT is marked by resistance, aversity, and rejection. This does not extend to technology in general and is specific to IT alone. Current research on the topic only presents partial, scattered, and unconnected accounts that do not provide a starting point on how to tackle this attitude. The available models for technology acceptance are also generic and do not take into account the specifics of the emergency response domain. Through extensive user research combined with a grounded theory approach, this paper identifies twelve problem areas from which responders' negative attitude towards IT arises. By extending the technology acceptance models with this new knowledge, we provide system designers with an understanding of what to tackle and tune in their IT system designs so that a positive attitude among emergency responders can be achieved. |

Securing the accessibility of emergency vehicles using specific emergency transportation road (SETR) is crucial for the rapid activities of emergency vehicles after a large earthquake. In this paper, we construct a simulation model that describes collapse of roadside buildings and following street blockages, and evaluate the accessibility of emergency vehicles. Performing the simulations, we demonstrate the effects of quake-resistant-conversion of roadside buildings as follows: (1) the accessibility of emergency vehicles using SETR is not good enough under the current situation, but (2) can be significantly improved by performing seismic retrofit of buildings according to seismic index of building structure. |

Abstract |
After a risk has manifested itself and has led to an accident, valuable lessons can be learned that can be taken into account to reduce the risk of a similar accident occurring again. This calls for accident analysis methods. In the past 20 years a large number of accident analysis methods have been proposed and it is difficult to find the right method to apply in a specific circumstance. We conducted a review of the state of the art of accident analysis methods and models across domains. We classify the models using the well-known categorization into sequential, epidemiological and systemic methods. We find that these classes have their own characteristics in terms of speed of application versus pay-off. For optimum risk reduction, methods that take organizational issues into account can add valuable information to the risk management process in an organization. |

The field of crisis informatics now has a decade-long history of designing tools that leverage social media to support decision-makers situation awareness. Despite this history, there remains few examples of these tools adopted by practitioners. Recent fieldwork with public safety answering points and first responders has led to an awareness of the need for tools that gather actionable information, rather than situational awareness alone. This paper contributes to an ongoing discussion about these concepts by proposing a model that embeds the concept of actionable information into Endsley's model of situation awareness. We also extend the insights of this model to the design implications of future information processing systems. |

Abstract |
An active shooter event is one of the most complicated situations a police officer could face. Today the standard procedure for an active shooter event is to enter the scene and try to prevent casualties. This involves taking great risks and puts the police officers in a situation they have not been trained for. This is a work in progress paper where the long-term goal is to develop modern technology that could increase the chance of saving lives and decrease the risk of being injured or killed during an active shooter event. Six active shooter event exercises taking place in Sweden have been studied using an ethnographic field study approach. Four themes have been identified where we argue that technology could enhance the police mission: A) Situational awareness; B) Decision making/prioritization; C) Localization of both sound and people; D) Decreasing time of intervention. |

Mitigation, preparedness, response, and recovery are the four phases of emergency management that have arguably been unchanged since their inception nearly 43 years ago. This paper proposes to replace recovery with adaptation as the post incident phase of emergency management. Recovery focuses on a return to normal while adaptation better encompasses acknowledgement, healing, strengthening, and improving quality of life for a more resilient outcome. This paper reviews seminal work within emergency management and work pertaining to other types of adaptation to better comprehend adaptation as applied to emergency management. |

Abstract |
Information on large-scale disaster areas, like the location of affected civilians, is highly valuable for disaster relief efforts. This information can be collected by an Aerial Monitoring System, using UAVs to detect smart mobile devices carried by civilians. State-of-the-art systems typically rely on a purely passive detection approach. In this paper, we present a cooperative communication system between UAVs and ground-based devices to improve the detection performance of such an Aerial Monitoring System. We provide different approaches for the cooperative information collection and evaluate them in a simulated inner-city scenario. The results highlight the effectiveness of the cooperative system, being able to detect civilian devices in the disaster area faster and more comprehensively than a non-cooperative approach. |

Abstract |
Australia is frequently hit by bushfires. In 2009, the “Black Saturday” fires killed 173 people and burnt hectares of bush. As a result, a research commission was created to investigate, and concluded that several aspects could be improved, in particular better understanding of the population actual behaviour, and better communication with them. We argue that agent-based modelling and simulation is a great tool to test possible communication strategies, in order to deduce valuable insight for emergency managers before new fires happen. In this paper, we extend an existing agent-based model of the population behaviour in bushfires. Concretely, we added a communication model based in social sciences, and user interactivity with the model. We present the results of first experiments with dierent communication strategies, providing valuable insight for better communication with the population during such events. This model is still preliminary and will eventually be turned into a serious game. |

Abstract |
The Caribbean island of Dominica is at constant risk of being hit by tropical storms during the hurricane season.
Therefore, Dominica and areas in similar situations need to raise their resilience to natural hazards. The potential
consequences of climate change intensify this risk. After a hurricane hit, repair of damage to buildings and
infrastructure can take several months. As hurricane frequency is increasing and time between hurricanes
fluctuates, modeling sequences of hurricane events can help to determine different evacuation strategies. This
paper introduces an agent-based model, simulating two hurricane events in one season. The prototype simulates
the movement of evacuees over a road network and damage to buildings and infrastructure. Initial results show
marked differences between road movements of evacuees during a second evacuation. Although shifts in the
average shelter occupation are small (up to 2%) for our case study, this can indicate that adjustments to shelter
capacities are necessary. |
