Abstract: In this paper, we describe the design, implementation, and evaluation of a mesh network based messaging application for the One Laptop Per Child XO laptop. We outline the creation of an easy-to-use OLPC Activity that exchanges Ushahidi-style messages with nearby OLPC users through the Internet or a mesh network. Our contributions are to implement an epidemic messaging scheme on mesh networks of OLPC XO laptops, to extend the Ushahidi web application to efficiently exchange messages with nodes in mesh networks, and to allow the Ushahidi server to distribute cures, notifications of message delivery, for each received message. Testing and analysis revealed substantial overhead is introduced by the OLPC's use of Telepathy Salut for activity sharing.

Abstract: In Germany, the public safety system is largely organized by the German Federal States, which operate, among other equipment, a fleet of Nuclear, Biological and Chemical Reconnaissance Vehicles (NBC RVs) to take measurements in contaminated areas. Currently, the NBC RVs, which have been centrally designed and procured by the German Center for Civil Defense, verbally report measured values to a Central Control Unit (CCU) over the assigned Public Safety Organization (PSO) analog voice radio channel. This procedure has several disadvantages. The channel is not secure, puts a natural limit on the achievable throughput and thus on the number of NBC RVs that can be operational simultaneously. Also, while data is being reported, other PSO members are blocked from sending. Finally, a proprietary model is used to structure the NBC RV data, so the data can only be aggregated and evaluated at the CCU but not by any other PSO unit. To overcome these problems, we propose in this paper a heterogeneous and flexible communication platform that complies with reliability and coverage requirements for PSO. More specifically, our proposed system is designed to replace current ways of communicating between NBC RVs and the CCU. We also propose to standardize data structures for data exchange to enable PSO cooperation. A drastically higher number of measured values can then be transmitted to the CCU, and the data can be processed in a much more effective manner in the CCU as well as in cooperating PSO task forces. Ultimately, this will improve NBC RV missions and consequently shorten PSO response time when dealing with NBC disasters. © Proceedings ISCRAM 2004.

Abstract: An emergency brings together a group of individuals who often represent different organizations, resources, and roles. In order to be able to make the right decisions, individuals need to understand each other although they may be from different lines of business. In our research the target is to stress the importance of a common language in emergency management. Our plan is to gather a group representing the authorities, i.e. public sector actors, and a group representing companies, i.e. private sector actors, to communicate with the Delphi method on possible differences in the language used in different lines of business. The aim of this paper is to discuss the possibilities of using the Delphi method to make improvements to emergency management and to evaluate which kinds of organizations should be represented in our Delphi panel. This paper forms a part of a larger research study, the results of which will be useful, for example when improving the interoperability of management and communications systems. © 2012 ISCRAM.

Abstract: This paper presents the EU project SHARE which aims at developing a mobile service architecture to support large-scale rescue operations with multimedia communication and information services. The task of planning and controlling large-scale rescue operations requires flexible and robust tools which help the rescue forces to do their search and rescue work with maximum efficiency. Resource planning tools and cartographic information about the operation site are essential to fulfill the complex task of operation management. The Interactive Resource Management and MAP3D are two modules which have been developed in the SHARE project to enable the rescue operation leadership to do efficient coordination of their forces during an operation. Our paper will focus on features and interdependencies of both tools taking into account innovative feedback and interaction mechanisms.

Abstract: In public safety communications the first responders are getting directions about the tactical action plan with multicast voice whereas they can report back to the dispatcher with unicast voice. In this paper, the aim is to find the maximum number of voice calls for situation reporting in the presence of multicast voice for tactical coordination. In order to increase the reliability of our analysis we verify our simulator against a test bed prototype consisting of three 802.11 terminals. The simulation study is applied within a mobile cell. The proposed mobility model applies for initial deployment in emergency scenarios. We investigate the statistical properties of the model by simulations.

Abstract: In our modem society, the impact of large-scale spfety and security incidents can be large and diverse. Yet. this societal impact is makeable and controllable to a limited extent. At best, the effect of concrete response actions is that the direct damage is somewhat reduced and that the recovery is accelerated. Proper crisis communication can make the biggest difference with respect to overall societal impact. We argue that crisis communication must strike a balance between a directive approach of chaos, command and control and a more empathic approach of continuity, coordination and cooperation. On the basis of a concrete case we analyze how crisis communication reflects the incident response approach and how societal impact is affected.

Abstract: Natural disasters and emergencies create the need for communication between and among the affected populace and emergency responders as well as other parties such as governmental agencies and aid organizations. Such communications include the dissemination of key information such as evacuation orders and locations of emergency shelters. In particular, the coordination of efforts between responding organizations require additional communication solutions that typically rely heavily on wireless communications to complement fixed line infrastructure due to the ease of use and portability. While the deployment of temporary mobile networks and other wireless equipment following disasters has been successfully accomplished by governmental agencies and network providers following previous disasters, there appears to be little optimization effort involved with respect to maximizing key performance measures of the deployment or minimizing overall cost to deploy. This work does not focus on the question of what entity will operate the portable base stations or wireless equipment utilized during a disaster, only the question of optimizing placement for planning and real time management purposes. This work examines current wireless network optimization models and points out that none of them include the necessary variables for a disaster planning or emergency deployment context. Due to the fact that the choice of wireless technology impacts the nature of an overall model, a brief discussion of exemplar wireless technologies is included. The work also proposes criteria that must be taken into account in order to have a useful model for deployment of mobile base stations and related wireless communications equipment.

Abstract: This paper presents the design of a decision support tool for crisis response applications. We propose a system to replace emergency contact calling trees with a multi-modal personnel contact architecture. This architecture consists of a centralized notification framework using existing enterprise e-mail, Web site, instant messaging, and voice over IP (VOIP) infrastructure. Response and audit data is collected and stored for analysis, and can be reviewed using a variety of methods in real time. Details of our prototype implementation are discussed. Specifically, we address multi-modal communication techniques and their benefits, enterprise deployment challenges, and opportunities for further research.

Abstract: Crisis management systems play a critical role in supporting responders and decision makers in their crisis and emergency management functions. Even though these systems and solutions have been broadly adopted in private and public organizations, very few quantitative studies can be found on their functions, user groups, targeted stakeholders, their technological requirements and their scope of services. The present study gives an outline of our ongoing project and an insight in the first results of a three-year study of crisis management systems in Germany. The study will outline the methods of our analysis and will present some results from an analysis of over more than 170 systems from over 70 vendor/developers. It will then give a conclusion of the results and outline open and future questions. © 2012 ISCRAM.

Abstract: Effective response to emergency, security and operational continuity events generally requires cooperation across political, physical and technical boundaries. It's necessary, therefore, to use a communications system that enables people in heterogeneous organization to communicate effectively. Since 2002, Swan Island Networks has been developing an Internet-based information sharing system that links responsible people with the information necessary to make better decisions, and to each other. The system allows people to form “Communities of Trust”, in which all community members are known and authenticated. Each community is formed by a responsible Champion, who determines who can participate and what information will be shared within the community. In order for people to be willing to share, and to accept the information they receive as genuine, the community must operate in an environment of trust. This presentation outlines the fundamental concepts, methodologies and features for access and information control that create a trusted environment, particularly Authorization, Authentication and Audit (AAA). In the system discussed, AAA elements function together to create a comprehensive trust framework, and provide a contextually appropriate level of information assurance, data protection and dissemination control.

Abstract: Crisis communication during power outages poses several challenges. Frist, the causes of power outages are often events such as severe weather, which also lead to complications. Second, power outages themselves lead to limitations in everyday life. Third, communication infrastructures, that are necessary for crisis communication, are often affected. This work focuses on the communication of the organizations responsible for recovery work (emergency services, public administration, energy network operators) to the public affected by the power outage. Therefore this paper investigates the perception and the information demands of citizens and communication infrastructures in different scenarios. Taking the users' needs into consideration, an Information and Communication Technology (ICT) based concept for crisis communication, which combines general information with location-specific and setting-specific information was implemented as a prototype smartphone application and evaluated with 12 potential end users. ICT-based concepts can gain acceptance, however they should be understood as supplemental for some target groups and in some scenarios.

Abstract: This paper presents approaches on how to deal with terminological ambiguities (different understandings of terms in heterogeneous groups of actors) in collaborative systems. First we will give some insight on the conceptual and theoretical foundation surrounding the 'triangle of reference', a model of how linguistic symbols are related to the objects they represent. Then we will describe the results of our exploratory empirical study, which was conducted in Germany, and dealt with inter-organisational crisis communication. Based on this, we will then deduce requirements necessary for supporting and dealing with terminologies, and propose technical approaches for collaborative systems. © 2012 ISCRAM.

Abstract: Large public events such as sporting events, concerts, fairs and street festivals are quite common in metropolitan areas. Because of the high frequency of such events and the increasing number of involved parties, those being responsible for the organization and execution have to cope with increasing complexity and shortening time frames for planning and preperation. Because of the high concentration of passengers, unplanned incidents that occur during these public events can have devastating effects and can lead to crises and disasters. Emergency management systems that utilize mobile communication infrastructures can provide prompt information delivery to save human lives. In this paper we propose a system design for mobile emergency management and outline our approach of evaluating this system design using multi-agent based simulation. To make our simulation of passenger movements as realistic as possible we gathered empirical data for a large event as well as for normal rush hour traffic.
