Abstract |
This paper presents preliminary analysis from a validation study of a novel emergency medicine command and control training and evaluation simulator: DIGEMERGO®. The simulated emergency scenario was a surge capacity event at a generic emergency department, in which the participants took on a management role as the emergency department?s coordinating head nurse. A between group validation design with medical expert and novice participants was used. Initial analysis examined three triage measures associated with surge capacity management performance: time to triage, amount of patients triaged, and triage accuracy. The results show that experts were significantly more accurate at triaging in-hospital patients, but not incoming trauma patients. No significant differences in time or number of patients triaged was found. These initial results partially indicate simulator validity, but trauma patient triage accuracy suffered from a confounding variable in the triage system used. Analysis of additional measures is undergoing to further investigate validity claims. |

Abstract |
This paper describes the development of a framework targeted to technology providers to better understand the grand domain challenges of the emergency response and management community (EM). In developing this framework, Pacific Northwest National Laboratory (PNNL) researchers interviewed subject matter experts (SMEs) across the EM domain and corroborated these findings with current literature. We are presently examining relationships and dependencies within the framework. We anticipate that a thorough understanding of these gaps and dependencies will allow for a more informed approach to prioritizing research, developing tools, and applying technology to enhance performance in the EM community. |

Abstract |
In this document we describe enhancements made to the prototype for emergency services in VoIP originally proposed and implemented in (Mintz-Habib, Rawat, Schulzrinne and Wu, 2005). In particular, we describe alternative methods of acquiring the physical location of an emergency caller and a novel way of using location information to determine call destination. We also introduce psapd, an enhanced third party call controller at the public safety answering point (PSAP), and discuss new features made possible by psapd. Preparations are underway in Texas and Virginia to install and test the enhanced prototype. |

Abstract |
Information on the Web has become increasingly important in disaster response. Yet much of this information is redundant. We are creating a suite of electronic knowledge management (eKM) tools that can be used to reduce by an order of magnitude the information that people need to read in order to gain and maintain awareness of web content during emergencies. In this paper, we describe research-in-progress on developing these tools and applying them to web content from organizations' websites and individuals' blogs. Results so far indicate that organizations' websites and individuals' blogs provide redundant coverage of general issues and that each provides additional information about specific issues. By using the tools we are developing, responders and victims will be able to quickly gather an overview of general issues derived from many websites, then learn more about specific issues by navigating to a few websites. |

Abstract |
Despite the significant advances that software and hardware technologies have brought to the emergency management field, some islands remain where innovation has had little impact. Among them, emergency plan management is of particular relevance due to their key role in the direction of teams during responses. Aspects like coordination, collaboration, and others are spread in plain text sentences, impeding automatic tool support to improve team per-formance. Moreover, administrative management of plans becomes a mere document management activity. In this paper, we present SAGA, an architecture that supports the full lifecycle of advanced emergency plan management. By advanced we mean plans that include new types of interaction such as hypermedia and advanced process definition languages to provide precise specification of response procedures. SAGA provides all the actors involved in plan management a number of tools supporting all the stages of the plan lifecycle, from its creation to its use in training drills or actual responses. It is intended to be instantiated in systems promoted by civil defense agencies, providing administrative support to plan management; additionally, editing tools for plan designers and tools for analysis and improvement of such plans by organizations are provided. Plan enactment facilities in emergency response are also integrated. To our knowledge, it is the very first proposal that covers all the aspects of plan man-agement. © 2012 ISCRAM. |

Abstract |
Having the right information at the right time is crucial to make decisions during emergency responses. To fulfill this requirement, emergency management systems must provide emergency managers with knowledge management and visualization tools. The goal is twofold: on one hand, to organize knowledge coming from different sources, mainly the emergency response plans (the formal knowledge) and the information extracted from the emergency development (the contextual knowledge); on the other hand, to enable effective access to information. Formal and contextual knowledge sets are mostly disjoint; however, there are cases in which a formal knowledge piece may be updated with some contextual information, constituting what we call the composite knowledge. In this paper, we extend a knowledge framework with the notion of composite knowledge, and use spatial hypertext to visualize this type of knowledge. We illustrate our proposal with a case study on accessing to information during an emergency response in an underground transportation system. |

Abstract |
On the way to the improvement of Emergency Plans, we show how a structured specification of the response procedures allows transforming static plans into dynamic, executable entities that can drive the way different actors participate in crisis responses. Additionally, the execution of plans requires the definition of information access mechanisms allowing execution engines to provide an actor with all the information resources he or she needs to accomplish a response task. We describe work in progress to improve the SAGA's Plan definition Module and Plan Execution Engine to support information-rich plan execution. |

Abstract |
In one of the most influential papers in the history of Software Engineering, L.Osterweil analyzed the nature of both software and software development processes to conclude that the latter shared many characteristics with the former and, as a consequence, software development principles and techniques could be applied in the definition and exploitation of processes. Here, we do an imitation exercise to claim that emergency plans are advanced software artifacts and, hence, modern software development principles, methods, techniques and tools can be used in their development and enactment. We advocate for a change of paradigm in which the idea of emergency plans as text-based documents is replaced by that of active, complex digital objects with state and behavior that drive emergency response processes, and also several preparedness activities such as drills and training exercises. These new plans are the result of a systematic process we call Emergency Plan Engineering. |

Abstract |
It has long been recognized that the management of emergencies requires that response organisations act flexibly, becoming an “emergent organisation” to better manage the fact that disasters do not follow scripts. Nevertheless, recent research shows that crisis response organisations prefer to follow patterns adequate for normal situations. Arguably, the resistance to become an emergent organisation could be related to poor understanding of how to move from disorganisation to self-organisation. We extend a recent system dynamics work by Tu, Wang and Tseng, describing the transition from disorganisation to self-organisation in the Palau case, to analyse the management of disorganisation in the fatal Hatlestad landslide in Norway. We suggest that the causal structure of the system dynamics model describing the Palau and the Hatlestad case should be considered a candidate for an emergent “middle-range theory” describing the management of disorganisation in emergencies. We propose specific data collection to test the candidate theory. |

Abstract |
Incident response preplanning has an increasing importance in today's Fire Brigades incident response. This paper presents some concepts that could be easily applied, supplying the firefighters with a simple, yet reliable tool that can be configured to include data available at the time of resource activation. This early information and the route map to the incident can be of big help for firefighters if presented in a convenient way. Offline (paper) backup solutions and the need for APIs that may be used to exploit geographic data are also discussed. Finally, a proof of concept setup is developed using GoogleMaps[TM] for the case of the City of Madrid, Spain. |

Abstract |
In the USA the basic objective of local and state government's Emergency Operations Plans (EOP) is to implement mitigation measures to reduce the loss of life and property damage by the efficient mobilization and deployment of resources. The evacuation of citizens out of harms way either before an impeding disaster or after the occurrence of one is a critical component of any EOP. This document represents a summary of the Evacuation Plan designed for the City of New Orleans. Results of live field exercises conducted during the 2006 Hurricane Season and suggestions for improvement will be highlighted. The ideal Emergency Evacuation Tracking System will be designed to operate within a System of Systems framework with interfaces: to field personnel, emergency managers and logisticians operating in an Emergency Operations Center (EOC), with state and local government systems such as public information emergency hotline (311 Centers in the USA), asset tracking management systems and others. |

Abstract |
In emergency domain, experts must make decisions both usual and unusual. These decisions lead to unpredictable impacts, causing the need for these experts to deal with impacts mitigation. Unexpected need of impacts mitigation consists in an overload of material resources and expert cognitive capacity. After decision making, impacts mitigation demands valuable expert efforts. To address this problem, this paper proposes a decision impact projection in early stages of emergency management, during planning stage. In this way, this paper proposes the method called General Conceptual Framework (GCF) and the Framework of Projected Impact on Emergency Domain (PIED). Through the proposed method, PIED Framework was developed, contributing for the characterization of impact projection in emergency environments. |

Abstract |
The �community� has played an important role in enhancing the regional disaster management capabilities in
Japan. This paper proposes a Life-Area Broadcasting System (LABS) for usual and emergency cases. In order to
realize very simple and easy management of LABS, we developed the Easy Contents Management System
(ECMS). By this system, people can obtain life-area information related to their life support, small events and
accident news occurring at their living area not only in emergency cases but also in normal cases by voice, images
and text. Further, we developed some new Speaker Devices for unfamiliar users of ICT devices such as elderly
users. Those users can receive the service of LABS as like as a television or a radio broadcast terminal anytime
and every day. In this paper, we describe the concept of LABS and introduces the developed new systems and
devices. |

Abstract |
Social Media and micro-blogging is being used during crisis events to provide live up-to-date information as events evolve (before, during and after). Messages are posted by citizens or public officials. To understand the effectiveness of these messages, we examined the content of geo-located Twitter messages (“tweets”) sent during the Moore, Oklahoma tornado of May 20th, 2013 (+/-1day) to explore the spatial and temporal relationships of real-time reactions of the general public. We found a clear transition of topics during each stage of the tornado event. Twitter was useful for posting and retrieving updates, reconstructing the sequence of events as well as capturing people's reactions leading up to, during and after the tornado. A long-term goal for the research reported here is to provide insights to forecasters and emergency response personnel concerning the impact of warnings and other advisory messages. |

Abstract |
Emergency situations are chaotic in nature. It is however, necessary to understand the context in which Emergency Responders work such that information practice issues can be highlighted and addressed by the system designers. In this paper, Activity Theory is proposed as a methodological and analytical framework to study information practices in the context of Emergency Management. Activity Theory aids in achieving a holistic approach to understanding the work activities context unlike some other analytical methodologies, as it focuses on use of artifacts for the interaction of humans with their environment. In this paper, an activity system model is used to investigate information practice issues of response phase of the emergency services in the UK. Using Activity Theory as an analytical framework, several tensions and contradictions emerged which keep the system unstable but which are also a source of innovation. It is also argued that Activity Theory can usefully be applied to the analysis of information practices over short period of time. |

Abstract |
One problem for public safety organizations in a disaster is the management of response activities and their dependencies on an intra-and inter-organizational level. Our interviews with end users have shown that current solutions for managing activities are complicated to use in the crisis by teams in the field and also in operation centers, when facing continuous unexpected events and cross-organizational activities. We propose an activity centric system for managing crisis response activities for such situations. We give an example how this system is used in a crisis within one organization and cross-organizations. Afterwards, we explain the evaluation of the solution. This research contributes not only to the crisis management domain, but also to the business process management domain by providing an alternative view on activities in highly dynamic scenarios. |

Abstract |
The Common Alerting Protocol (CAP) is an open standard, which is universally used for early warning systems and other emergency information systems. Future early warning systems will also disseminate CAP warning messages to location aware Internet devices, such as notebooks, Internet phones or Internet-enabled television sets. These Internet devices have the option to acquire their current location as a Presence Information Data Format – Location Object (PIDF-LO) document by the protocols and means developed by the Internet Engineering Task Force (IETF). When an Internet device receives a CAP message, determination of whether this alert is relevant to the user at the current location is crucial. However, the civic address format of PIDF-LO is not interoperable with CAP. This paper describes these interoperability issues, which were collected during a prototype implementation and proposes a mapping of PIDF-LO location elements to CAP to achieve interoperability. |

Abstract |
In the Netherlands, Royal Dutch Meteorological Institute warns water boards for extreme rainfall if per-specified thresholds are (expected to be) exceeded. When a water board receives a warning, certain response measures can be taken. In general, the thresholds are based on experience and intuition. Clear procedures, which describe decision-making under uncertainty in available information (e.g., forecasted rainfall), do not exist. In this document, first results of the project “Extreme weather for water boards” are briefly described. The aim of this project is to study integration of the uncertainty into emergency procedures of the water boards. The current emergency procedures of two water boards are analyzed. Recommended adjustments to the procedures allow including the uncertainty by estimation of a probability of overload and cost-benefit analysis of response measures (benefit as avoided damage). A simple scheme that supports estimation of the probability is introduced. © 2012 ISCRAM. |

Abstract |
In this paper, we propose a low-tech solution for use by microbloggers that could enhance their ability to rapidly produce parsable, crisis-relevant information in mass emergencies. We build upon existing research on the use of social media during mass emergencies and disasters. Our proposed intervention aims to leverage the affordances of mobile microblogging and the drive to support citizen reporting within current behavioral Twitter-based microblogging practice. We introduce a prescriptive, tweet-based syntax that could increase the utility of information generated during emergencies by gently reshaping current behavioral practice. This offering is grounded in an understanding of current trends in norm evolution of Twitter use, an evolution that has progressed quickly but appears to be stabilizing around specific textual conventions. |

Abstract |
Building construction and building layout represent two key critical pieces of information for a fire suppression operation. However, fireground incident commanders (FGCs) frequently do not have access to critical, updated information about a structure, including details that could potentially support more effective response. This gap in the information pipeline has led to significant injuries and fatalities for both civilians and first responders. Towards this end, this paper focuses on evaluating the efficacy of a user interface prototype for supporting decision-making during a simulated commercial structure fire. Sixty-four firefighters (n = 64) from North America participated in this study. Overall, there were no statistical differences in the performance of the firefighters between the two experimental conditions (2D vs. 3D). This study provides preliminary support for the use of 3D models in pre-incident planning practices. More importantly, this initial data serves as a baseline for the development of evidence-based standards for displaying pre-incident planning information to FGCs digitally. |

Abstract |
The use, or barriers to use, of crowdsourced data by emergency managers has been a significant topic of scholarly discussion during the past several years. The single strongest barrier to use has been identified as one of data quality (Tapia, et. al, 2011). We argue that within this environment the Emergency Manager (EM) acts as a decision-maker and evaluator of crowdsourced data. The final judgement on whether to incorporate crowdsourced data into a Crisis response lies with the EM. In this paper we make a brief argument for the role of EM as trustworthy data analyst and then propose a model for capturing the trust-analytical behavior through game theory (Griffin, et. al, 2012). Lastly, we propose a simple computer game, which uses our model through which we will capture EM trust-analytical behavior though a future empirical data collection effort. |

Abstract |
Co-location as a form of network governance is a way of organizing response teams when responding to an emergency situation. At the 'Safety house' in the province of Jämtland in Sweden main emergency response actors and supporting actors work together in a shared physical place in order to facilitate the process of cooperation and joint decision making. In order to identify the strengths, weaknesses, obstacles, needs and information system role, we explored this case by looking at how the involved actors experience this new working context. We applied an analytical framework developed specifically for new forms of emergency response. It was found that co-location of actors increases the efficiency in using professional response resources and shortens the emergency response time. Information systems can have a significant role in improving the collaboration between actors at the 'Safety house'. However secrecy issues, the problem of control and politics and the evaluation of the performance of actors are major challenges which face further development of the co-location concept. |

Abstract |
Using actors from different societal sectors can improve the response operation quality in emergency management. The different roles, tasks and responsibilities these actors have in response operations and the legal frameworks they work within influence their needs for proper information system support. There is thus a substantial need to study and systemize the concept of “new actors” before providing them with technical solutions. In this study, a framework is constructed showing 14 dimensions of new actors that need to be considered when new actors are studied in more detail. |

Abstract |
During the last decades there has been a lot of attention to issues of safety, emergency response and crisis management. Emergency response rooms (ERRs) are interesting public sector organizational arrangements in this respect. In our paper we pay attention to emergency response rooms in the Netherlands and especially in Amsterdam. Using an ethnographic approach, we studied the fire brigades (red), the medical services (white) and the police (blue) including their back-office organizations, their habits, and the systems in-use. As could be predicted, the (technical) integration of ERR systems in the Netherlands was not unproblematic. In our contribution we will make clear that the organization of the safety response in Amsterdam is rather fragmented. The latest discussion in the field is about the introduction of net-centric work, a concept based upon the interactive internet 2.0. Yet, it is not so much the technology, as well as the institutional arrangements that are at stake. |

Abstract |
Current GIS solutions for evacuation planning are frequently based on expensive and difficult to use commercial software solutions. These tools require a GIS analyst to generate and interpret results for decision makers. This paper introduces a web-based interactive mapping tool called EvacSpace that can provide emergency managers with actionable spatial information to develop plans for potential citizen evacuations in common emergency situations. Easy-to-use web mapping software and services are blended together with cloud computing methods to support interactive, visually-enabled evacuation planning and scenario evaluation. Here we show our current progress through a case study application to characterize the usefulness and utility of EvacSpace for the rapid, interactive development and assessment of evacuation plans. |
