Abstract: We report on the social media communications and work practices of the Jefferson County Type III Incident Management Team during the September 2013 Colorado Floods. In this case study, we examine flood-related communications across three platforms: Facebook, Twitter, and the team's blog for insight into how this innovative team coordinated their communications to meet the information needs of a community outside of the media spotlight. Using a mixed method approach of interviews and social media content analysis, we describe their online behaviors in relation to the needs of the emergency response as a whole. We report on adaptations to their work practice that allowed them to extend traditional communications with social media to create an integrated communication plan. Finally, we look to the team's experiences for direction in how to use social media in emergencies generally.

Abstract: This study contributes an understanding of how ICTs and varying information sources work together during emergency alerts. It builds on the prior work on campus active shooter events by examining an organization that used a range of ICTs including mobile devices, social media, organizational tools, and news media, to notify their stakeholders about an emergency. The study design used a survey to capture the responses from a random sample of over 1000 stakeholders-students, faculty, and staff-who were notified of an active shooter emergency. The findings from the first three notifications suggest that messages reaching the most stakeholders were (a) sent by official sources through ICTs like mobile phones; (b) official email communication, and (c) messages that included face-to-face communication. While 11 different ICTs were included in the study, mass media (i.e., television and radio), and social media (Twitter and Facebook) did not function substantially in the emergency alert process.

Abstract: There is a growing need to understand how mobile devices are used to reach people in a crisis. This study focuses on how work organizations play a gatekeeping role in how their employees receive crisis information. Relying on research in the digital divide and organizational justice, this study compares two different types of organizations and their policies banning or allowing mobile devices at work. Three major themes emerged: having omnipotent supervisors, being powerless workers, and experiencing information holes. These themes highlight the burden placed on organizations to create more inclusive digital policies to ensure that employees do not fall through the net of crisis management systems. Additionally, these findings necessitate new discussions among crisis and emergency management scholars that include the current understanding of the digital divide, specifically as it relates to digital inequality in the workplace.

Abstract: This paper summarizes the development of a Cross Impact and Interpretive Structural Model of the interactions of 16 critical infrastructures during disasters. It is based on the estimates of seven professionals in Emergency Management areas and was conducted as an online survey and Delphi Process. We describe the process used and the current results, indicating some of the disagreements in the estimates. The initial results indicate some very interesting impacts of events on one another, resulting in the clustering of events into mini-scenarios.

Abstract: The dynamic nature of emergency decision making exerts difficulty to decision makers for achieving effective management. In this regard, we suggest a dynamic decision making model based on Markov decision process. Our model copes with the dynamic decision problems quantitatively and computationally, and has powerful expression ability to model the emergency decision problems. We use a wildfire scenario to demonstrate the implementation of the model, as well as the solution to the firefighting problem. The advantages of our model in emergency management domain are discussed and concluded in the last.

Abstract: European Union is an important global actor – in terms of economy, welfare and soft security – but its institutional development and ambitions has to consider both the issues of grand challenges, resilience, disaster management, in accordance with its citizens' will and skills. The Lisbon Treaty as well as the recent legislation on civil protection produced incremental change and improved the Emergency Management. However, there are not studies to check how the new institutions, the knowledge flows or decisions work. The final goal of this short paper is to structure an inquiring system and design a research project on assessing the civil protection policy in the EU through a Delphi study with experts and practitioners. While the first part frames the issues the second part will design the methodology and sampling strategy for a Delphi technique.

Abstract: In Costa Rica, there is an acceptable work in the area of risk management and an advanced system of emergency response. However, it is recognized and accepted the lack of a comprehensive shared approach to manage disaster risk that involves the prevention of disasters in the National System for Disaster Risk Management (SNGR in Spanish). One of the main needs is the lack of a shared and accessible national platform of timely and updated information for risk management. Considering this weakness, we submitted a proposal to the authorities of the University of Costa Rica (UCR) and the Consejo Superior Universitario Centroamericano (CSUCA) that was sponsored by the Swiss Agency for Development and Cooperation (SDC). The project seek to develop an information platform which uses a Content Management System with meta data, semantic , taxonomic and georeferenced information for local, regional and national levels in Costa Rica. The system also serves as a network for data producers, analysts, users of public and private institutions, and of the population in general.

Abstract: The analysis of cascading effects in crisis situations can enhance crisis managers? understanding of how crises unfold and what prominent triggers of cascading effects are. By identifying and categorising triggers of cascading effects, a greater understanding of critical points in crisis situations can be reached, which can contribute to strengthening practices of crisis management, including preparedness and response. Accordingly, this paper provides an insight into triggers of cascading effects, gained through the analysis of six case studies of crises that took place between 1999 and 2014. The analysis produced six categories of triggers, which are discussed here: the disruption of pre-existing relations of information, organisation, and supply, disturbance relations, pre-disaster conditions, and the malfunctioning of legal and regulatory relations. Authors argue that the categorisation of triggers aids anticipating cascading effects, along with predicting risks and planning for potential bottlenecks in crisis management.

Abstract: This is the first paper to apply Cross Impact Analysis (CIA) and Interpretative Structural Modeling (ISM) methods for analyzing complex cascading effects in Operational Risk Management in an industrial environment. Its main objective is to improve the understanding of the overall picture of an organization?s risks. The paper summarizes the development of a CIA-ISM method of the interaction of 18 critical events of an industrial plant as a first step to improving organizational resilience based on the company?s own estimations as well as the estimates of a panel. The main benefit of using these methods is to know the relationships between different risks and consequences, direct links, indirect and cascading effects. Having the possibility of knowing a full risk map and being able to make a forecast will help to mitigate the unexpected effects and have a better response after an emergency situations is the same as being more resilient.

In this paper we describe is-IT-ethical?, a European knowledge and service hub we are developing for diverse parties involved in crisis and disaster risk management with a commitment to European values and fundamental rights. The overarching rationale of the initiative is to support European societies' need to effectively balance the benefits of IT with values of democracy and fundamental rights, especially privacy and data protection. The initiative builds on more than seven years of research with practitioners, academic, and commercial IT designers. This paper describes our motivations and a prototype.

Abstract: Despite the efforts that have been made to inform the community about the possible environmental risks, there is still a general lack of information. Currently, we are working on a flood risk scenario focused on a proposal towards a resilient culture together with the support of Information Technologies (IT) as a way to manage information. The goal is twofold: (i) on the one hand, to manage data in a small scenario to analyze and process the data collected from sensors in different sites in a micro-basin. Data get from data processing such as flow and velocity will then be the input data for hydraulic models to predict floods downstream; (ii) on the other hand, to publicize the predictions and the data already processed means people can benefit from information on flood risks, and the different participants may change their perception and consider cooperating in improving resilience.

Abstract: In this article, we want to present the concept for a risk management approach to assess the condition of critical infrastructure networks within metropolitan areas, their interdependencies among each other and the potential cascading effects. In contrast to existing solutions, this concept aims at providing a holistic view on the variety of interconnected networks within a city and the complex dependencies among them. Therefore, stochastic models and simulations are integrated into risk management to improve the assessment of cascading effects and support decision makers in crisis situations. This holistic view will allow risk managers at the city administration as well as emergency organizations to understand the full consequences of an incident and plan mitigation actions accordingly. Additionally, the approach will help to further strengthen the resilience of the entire city as well as the individual critical infrastructures in crisis situations.

In the SCKâEUR¢CEN nuclear emergency preparedness research two projects address two different and particular communication or information management challenges. The HINES system aims at creating a common view by using an information system as a communication tool in an on-site nuclear emergency response room. The MODEM project uses XML-technology to stimulate communication between scientific experts from different countries and institutes by facilitating the exchange of information used in decision support models used to assess the impact of a release of radioactive material in the environment. Abstract: During the past quarter century there have been many developments in scientific models and computer codes to help predict the ongoing consequences in the aftermath of many types of emergency: e.g. storms and flooding, chemical and nuclear accident, epidemics such as SARS and terrorist attack. Some of these models relate to the immediate events and can help in managing the emergency; others predict longer term impacts and thus can help shape the strategy for the return to normality. But there are many pitfalls in the way of using these models effectively. Firstly, non-scientists and, sadly, many scientists believe in the models' predictions too much. The inherent uncertainties in the models are underestimated; sometimes almost unacknowledged. This means that initial strategies may need to be revised in ways that unsettle the public, losing their trust in the emergency management process. Secondly, the output from these models form an extremely valuable input to the decision making process; but only one such input. Most emergencies are events that have huge social and economic impacts alongside the health and environmental consequences. While we can model the latter passably well, we are not so good at modelling economic impacts and very poor at modelling social impacts. Too often our political masters promise the best 'science-based' decision making and too late realise that the social and economic impacts need addressing. In this paper, we explore how model predictions should be drawn into emergency management processes in more balanced ways than often has occurred in the past. © Proceedings ISCRAM 2004.

Abstract: A recent review of the procedures covering the RPII's responsibilities under the National Emergency Plan for Nuclear Accidents has shown the need for a management information system (MIS) to support the organisation's operational plan for emergency preparedness and response. This paper describes the design objectives and the development of a prototype version of this system. Specific functions of the MIS are highlighted along with a description of the motivation behind their development. Abstract: Although considered of low risk, incidents with dams may cause significant damage both directly and indirectly. Direct losses are usually easier to assess (assuming human lives are quantifiable), but indirect losses are difficult to measure and may take some time before the original situation is restored. Disaster prevention and vulnerability reduction have been topics of major concern in many local, national or international organisations for some years. These can be accomplished through emergency management which begins with hazard identification and planning for disaster mitigation but encompasses other activities as risk analysis, risk response and recovery. Therefore, an emergency management system with capacity to: i) forecast critical situations; ii) warn the population as well as the authorities; and iii) support the civil protection system to deal with an emergency, is a most helpful tool to minimize the impact of an accident. The Information System described herein fulfils mainly the third objective, i.e. it is intended to help the Civil Protection System in Portugal, to respond to an emergency caused by the failure of a dam. It is an Internet-based application, which integrates all relevant data for the implementation of a dam emergency plan. These data include the main characteristics of the dam and its reservoir, the character-isation of the dam downstream valley as well as the response procedures to be followed in an emergency. © Proceedings ISCRAM 2004.

Abstract: Crisis and disaster management in the Netherlands has made huge leaps forward in recent years with regard to different organisations trying to manage one or more aspects of the safety chain. This research focuses on the information structure of health care during disasters with an aim to improve disaster management and tries to answer the following question: How can location based services improve information services within health care during disasters? Through the use of literature and interviews this thesis describes how disaster management can be improved through the use of Location Based Services (LBS). The scope of this research is aimed at better understanding the organisational processes during somatic health care. By defining a case and on the basis of literature and interviews in the Province of Utrecht, it was possible to develop a three layer graph model (3LGM). This model shows an overview of information processes performed by the health care organisation during the first hour after an accident. In this context, the 3LGM model is used to obtain an overview of the quality of information processing in such a problem area. The organisational structure, which deals with disaster management, consists of a strong co-operation between the police, fire departments, the local government and the 'Medical Aid during Accidents and Disasters' (GHOR). The size of the organisation depends largely upon the scale of the disaster, however the current information structure is not suitable for storing and processing the information in an efficient and effective manner. The same applies when displaying information related to casualties and safety within an area. With the help of location based services consisting of, geographical information systems (GIS), global positioning systems (GPS) and second or third generation telecommunication technologies, the existing information structure can be optimised. Expected advantages are higher accessibility to health care, a safer environment for rescuers, more time for managing the healthcare processes and an improved interdisciplinary co-operation between the police, fire departments, the local government and the GHOR. © Proceedings ISCRAM 2004.

Abstract: The need for transparent and consistent decision making in nuclear emergency management across local, regional, national and international levels is well recognised. Several decision support systems have been developed to help achieve this; but, by and large, with little consultation with potential DMs and with limited understanding of the emergency management procedures across Europe and how they differ. This work, part of a European Fifth Framework project EVATECH, considers the application of process modelling to document and compare the emergency management process in four countries. We have observed that the four process models are substantially different in their organizational structure and identified differences in where decisions are made, the management of advice and the communication network style. This papers focus is on the results of the comparison and the implications for the design and use of decision support systems.

Abstract: The OASIS Project addresses the Strategic objective 2.3.2.9, “Improving Risk Management”, of the second call for tender of the European Commission FP6 Information Society Technologies program. The objective of OASIS is to define and develop an Information Technology (IT) framework based on an open and flexible architecture and using standards that will be the basis of a European Emergency Management system. OASIS is intended to facilitate the cooperation between the information systems used by civil protection organisations, in a local, regional, national or international environment. This Disaster and Emergency Management system aims to support the response operations in the case of large scale as well as local emergencies.
