Abstract: It is a well-known fact that a lack of information will lead to suboptimal decisions. But even when actors jointly have all the information they need to make a well-informed decision, they may fail to find a superior alternative. This hidden profile paradigm would cause misrepresentations of crisis situations and lead to ineffective response. In this research-in-progress paper, we present the first stage of our experimental study on group decision making in humanitarian disaster response, in which we want to find out how teams can be supported to share more information, make better sense, and ultimately avoid such misrepresentations of crisis situations. First results reveal that humanitarian disaster response teams are able to share significantly more information if they would make use of more advanced information and communication systems. However, none of the teams in the experimental setup managed to find the optimal decision.

Abstract: Local emergency-response organizations must maximize their use of existing resources. Therefore, emergencyresponse organizations need appropriate command-and-control (C2) systems to coordinate not only their own resources, but also to take advantages of other local actors. The local nature of response coordination imposes additional challenges for the development of C2 systems. In particular, the C2 systems must support coordination across organizational boundaries at the local level. Service-oriented architectures (SOA) provide new technologies for the development of C2 systems. This approach is based on a set of loosely-coupled services offered by multiple actors rather than a single monolithic system. This work reports the result of a prototype SOA implementation that builds on a previous requirements engineering study for service-oriented C2 systems for local emergency response. The results illustrate how it is possible to develop lightweight C2 systems using state-or-the art Web and SOA technologies. However, there are still remaining organizational and maintainability challenges.

Abstract: The unique and dynamic changing nature in which a disaster unfolds forces emergency personnel involved with the mitigation process to be greatly flexible in their implementation of protocols. In past disasters the incapability of the disaster organization to swiftly adjust the workflow to the changing circumstances, has resulted in unnecessary delays and errors in mitigation. Addressing this issue, we propose and demonstrate a method for simulating disasters for work and protocol optimization in disasters response (TAID), based on the BRAHMS multi-agent modeling and simulation language. Our hypothesis is that this low fidelity simulation environment can effectively simulate work practice in dynamic environments to rearrange workflow and protocols. The results from an initial test simulation of the Hercules disaster at Eindhoven airport in the Netherlands look promising for future and broader application of our disaster simulation method.

Abstract: The increased impact of natural disasters and terror attacks on our society has augmented the awareness of needs for advances in emergency response. For local communities it is vital to make use of existing resources. Service-oriented technology provides new possibilities for the enhancement of command and control (C2) systems. However, to gain full use of the technology, it must harmonize with the supported organizations and their work procedures. This paper explores the possibilities and usefulness of service oriented C2-systems for emergency response at the local community level. The study was performed in five steps: (1) literature study, (2) interviews, (3) scenario design, (4) prototyping service-oriented C2 systems, and (5) a scenario based evaluation. The results show that service-oriented C2 systems would support and enhance emergency response at the local community level. Still, several issues that need to be further considered remain, not the least the ability of quality assurance of services.

Abstract: The present paper describes the C3Fire microworld and the testing capabilities it provides for research in emergency response management. We start with a general description of C3Fire and report extensions that add a new subtask (search and rescue) relevant to the context of emergency response and a vocal communication system. We then describe how various organizational structures can be designed using this task environment and several metrics of major interest for research in crisis management, related to task performance, communication, coordination effectiveness, monitoring effectiveness, recovery from interruptions, detection of critical changes, and team adaptation. The microworld constitutes a highly flexible testing platform for research in team cognition, cognitive systems engineering and decision support for crisis management.

Abstract: Microblogging sites such as Twitter can play a vital role in spreading information during “natural” or man-made disasters. But the volume and velocity of tweets posted during crises today tend to be extremely high, making it hard for disaster-affected communities and professional emergency responders to process the information in a timely manner. Furthermore, posts tend to vary highly in terms of their subjects and usefulness; from messages that are entirely off-topic or personal in nature, to messages containing critical information that augments situational awareness. Finding actionable information can accelerate disaster response and alleviate both property and human losses. In this paper, we describe automatic methods for extracting information from microblog posts. Specifically, we focus on extracting valuable “information nuggets”, brief, self-contained information items relevant to disaster response. Our methods leverage machine learning methods for classifying posts and information extraction. Our results, validated over one large disaster-related dataset, reveal that a careful design can yield an effective system, paving the way for more sophisticated data analysis and visualization systems.

Abstract: Small-scale unmanned aerial vehicles (UAVs) have recently gained a lot of interest for various applications such as surveillance, environmental monitoring and emergency response operations. These battery-powered and easy-to-steer aerial robots are equipped with cameras and can promptly acquire aerial images. In this paper we describe our system of multiple UAVs that are able to fly autonomously over an area of interest and generate an overview image of that area. Intuitive and easy user interaction is a key property of our system: The user specifies the area of interest on an electronic map. The flight routes for the UAVs are automatically computed from this specification and the generated overview is presented in a Google-Earth like user interface. We have tested and demonstrated our multi-UAV system on a large fire service drill. Our system provided a high-resolution overview image of the 5.5 ha large test site with regular updates, proved that it is easy to handle, fast to deploy, and useful for the firefighters.

Abstract: Indian tribes have a special relationship with the federal government that dates back to the establishment of the United States. Federal disaster law, however, treats tribes as local governments and gives little weight to the historic relationship and lands of tribes. Instead of communicating as sovereign governments, tribes must first submit a disaster request to state officials, who then have discretion in transmitting the information to the federal government. This additional step in communication harms two important goals in disaster response on tribal lands: Efficiency and respectfulness in emergency communication and assistance. This paper examines how the legal framework that frames that intergovernmental communication. With this short introduction, this paper hopes to draw attention to the unique characteristics of tribal government, Indian law, and disasters on tribal land. © 2012 ISCRAM.

Abstract: In this paper we present the results from four empirical studies where we investigate the most appropriate devices for high-ranking emergency leaders – termed commanders in this paper – working close to the scene of incident, usually outside. The studies apply different methods including interviews, questionnaires and usability tests to investigate the technology used by commanders in the agencies today, their motivation for using new technology, as well as their needs for new devices. Three of the studies involve commanders from the police, the ambulance service and the fire and rescue agency in Norway. Devices with different screen sizes ranging from 4,3“ to 40” were used or discussed in the studies. The main conclusion from all the studies is a very clear preference for tablets. We did however identify difference between the agencies regarding the preferred size of an “ideal” tablet, as well as wishes for using more than one device.

Abstract: Reconstruction of major emergencies and crisis as well as observations of large-scale emergency exercises are common approaches for studying and understanding various actors work practice in emergency response. Studies of small-scale emergencies using an ethnographic approach are less common. This paper presents data from a single small-scale emergency as part of an extensive ethnographical field study. A detailed analysis of fire crew enroute sensemaking in a single small-scale emergency is outlined. The theory of sensemaking is applied as an analytical lens aiming to explain the communication between the command centre operator and the fire crew in terms of sensemaking. Abstract: As a partial requirement of the development of an information system for the UK fire and rescue services, this paper describes the development and application of a protocol capable of capturing the information requirements of fire and rescue first responders. After evaluating the existing techniques commonly used in difficult decision-making environments, a Goal Directed Information Analysis (GDIA) protocol is proposed. The clearly defined, repeatable steps of GDIA make it a requirements-gathering protocol which can be easily administered by an investigator without any prior knowledge or experience of the tool. This makes GDIA one of the very few information requirements-gathering protocols capable of capturing the requirements of the emergency-related domains.

Abstract: As natural and man-made disasters become increasingly common, ensuring effective disaster response, mitigation and recovery is growing into a high-priority task for governments and administrations globally. This paper describes the challenges of collaboration within multi-organisational hastily formed networks for post-disaster response, which are increasingly relying on emerging ICT infrastructures for communication and cooperation. We present an interdisciplinary analysis of the conditions for establishing an effective mutual conversation space for involved stakeholders, and how the development of socio-technological systems affects cognitive and behavioural aspects such as established communities of practice and virtual pockets of local order. Our observations thus far suggest that some of the key issues are overcoming organisational and cultural heterogeneity, and finding solutions for technical interoperability, to ensure effective, pervasive and sustainable information exchange within and between organisations participating in hastily formed networks.

Abstract: In this paper we address the problem of pre-positioning emergency supplies prior to a disaster onset. The goal is to ensure a fast and effective response when the disaster strikes. Pre-positioning of emergency supplies is a strategic decision aimed at determining the number and location of local distribution centers as well as their inventory levels for emergency supplies. These decisions must be made in a highly disruption-prone environment where a timely response is vital and resources are scarce. We present and discuss a scenario-based model that integrates location, inventory and routing decisions.

Abstract: In crisis management situations information is exchanged in different ways. In general, information is exchanged through spoken dialogues or text messaging conversations. Part of this exchanged dialogue information is often relevant to other actors involved in managing the crisis. Due to the dynamic character of the situation, dialogue partners may not be aware of who else needs the exchanged information. We present a coarse-grained segmentation method for automatically recognizing coherent dialogue segments which are then used for routing. We investigate the effectiveness of our features for recognizing boundaries of segments on transcribed emergency response dialogues and we compare classification by relevance of the identified information segments to the ideal topic segments.

Abstract: Eyewitness photography is increasingly playing a more significant role in disaster response and recovery efforts. This research elaborates on the ways in which members of the public participate during times of disaster by closely examining the evolving role of a prominent photo-sharing website, Flickr, in events that have occurred since its launch in February 2004. We discuss features of Flickr's emerging evolutionary growth as a community forum for disaster-related grassroots activity based on the findings from our qualitative study of 29 groups across six disasters over Flickr's nearly three-year lifespan. Our findings discuss efforts toward the development of norms that attempt to guide the nature of social practice around photographic content during disaster response and recovery efforts.

Abstract: The aim of this paper is to describe I-Sim, a simulation tool that is a fully integrated part of the underlying agent framework, I-X. I-Sim controls a discrete event simulator, based on the same activity model that is shared between all I-X components, and multiple process-level simulators that model the continuous change caused by actions that are considered as primitives by the rest of the system. The primary purpose of this tool is to support instructors during exercises that are used for training in emergency response. The main advantage the I-Sim tool gives the instructors is flexibility, allowing them to orchestrate and modify existing training scenarios on the fly, adapting them to trainees' needs as required.

Abstract: Emergency response managers often try to prepare plans in advance of foreseeable crises. However, pre-prepared plans almost never fit the precise situation when an actual crisis arises. This paper focuses on what can be done once the plan has been found to be a mismatch with the actual situation, and particularly on sensemaking and its integration into generating a response to a crisis situation. This paper proposes planning operator induction as a suitable technique. The Air Traffic Control and military air defence situation over the continental US on September 11, 2001, serves as the illustrative application. Since the paper reports research in progress, it closes by outlining the additional functionality that will have to be added to the existing POI implementation to produce a sensemaking tool.

Abstract: This paper examines the problem of achieving efficient inter-organizational collaboration during emergency response. The authors interviewed 11 representatives from Norwegian emergency agencies and supporting organizations about a hypothetical scenario involving a large-scale chemical incident. The interviews resulted in the identification and categorization of more than 45 actors that would be involved in the response effort, clarification of the individual capabilities and knowledge those actors would possess, and descriptions of how they would interact and communicate with each other. The results illustrate the complexity and necessity of achieving inter-organizational collaboration by showing how capabilities and knowledge are distributed and communicated across different actors, and suggest that such communications are mainly verbal. Based on this, the paper discusses challenges and opportunities for improving inter-organizational collaboration in the future.

Abstract: In this paper we present a dynamic model of the performance of an organization's Incident Management process as determined by the capability of its supporting emergency response information system. Our work is based on the Capability Trap model by Repenning & Sterman (2001) and draws from the many insights on emergency response information systems design as described in the DERMIS (Dynamic Emergency Response Management Information System) framework established by Turoff et al. 2004. Whereas the latter describes the premises that underlie an Information System (IS) that is capable of ensuring a reliable and flexible emergency response, the present paper contributes to the research field by looking at the interrelations of the aforementioned premises. We take a System Dynamics approach and gain insights in the key determinants of IS Capability by highlighting the mutual interdependences grouped around the concepts of adaptability, control, implicit knowledge and explicit knowledge.

Abstract: In the new millennium new technologies (should) play an ever more prominent role in the management of mass casualty incidents (MCI). Drawing on empirical data from a four-year research project (SOGRO), the article reflects on the impact of information technologies (IT) on the organisation of emergency response and on rescue services against the backdrop of broader organisational shifts and contemporary demands. Because IT strengthens a particular way of MCI management, it is firstly described as expressing and reifying specific considerations of emergency response experts. Secondly, the benefits of an IT-based emergency response are critically reviewed. IT collects and makes available data about the rescue operation. Thus, it makes a formerly blurred rescue operation transparent. Although its operational benefit remains vague for on-scene executives, the visualisation reduces uncertainties among them. Thirdly, the article points out the inherent logics of IT. Its implementation not only satisfies newly evolved information needs, but also increases the control density.

As incidents evolve, the number of involved organizations, the geographic distribution of involved entities, and the level and complexity of decision making all tend to grow. Information technology can contribute to managing these and related dimensions of an emergency. The work described in this paper is based on longstanding MITRE Corporation experience working with organizations that have severe and demanding requirements for managing complex, rapidly evolving situations, including military conflict, law enforcement engagements, natural disaster response, and terrorist incident response. Recently, we have conducted a series of detailed observations during emergency response exercises and planned events that resulted in identifying key elements for a successful application of information technologies during an emergency. © Proceedings ISCRAM 2004.
