Abstract: Problems of collaborative sensemaking are evident in major incident response where sharing salient information is key to the shared understanding of the situation. In this paper we propose that differences in sensemaking performance can be captured through quantitative methods derived from consideration of network structure and information diffusion as the group collaborates to achieve consensus in a problem-solving task. We present analysis from a large international study in which groups of people collaborate to solve an intelligence analysis problem. Our initial analysis suggests that 'edge' groups are able to collaborate more efficiently and perform better than those which have a hierarchical control structure.

Abstract: Post-crisis analysis of transboundary crises in Sweden is problematic due to limited documentation. We believe that there is a need to find tools to better understand the command and control, and to understand how the information sharing that takes place during larger crises works. This paper presents the results of an ongoing research, as well as findings about how the TETRA system is used for information sharing in transboundary crises. The data used was collected from two large emergency exercises, where Swedish, Finnish and Norwegian TETRA systems were merged. Communication in 10 shared talk groups was recorded, transcribed and analyzed. The communication in shared TETRA-talk-groups mostly focused on information about the accident, the recourses and first respond units, as well as the actions of each unit. The research also exemplifies and shows that communication within TETRA-talk-groups in transboundary crisis can give new insight into how command and control works.

Abstract: The purpose of this study was to develop a simulation model to evaluate bleeding control kit location strategies for a mass casualty incident scenario. Specifically, the event simulated was an explosion at a large sports arena. The model included a representation of the arena itself, simulated crowd movements following the detonation of an improvised explosive device, injuries and treatments, and different ways for immediate responders to help injured patients using tourniquets. The simulation model gave logically consistent results in the validation scenarios and the simulation outcomes were in line with the expected outcomes. The results of the different tourniquet location scenarios indicated that decentralized placement (more than one location) is better, easy access is important (between rather than at emergency exits) and that an increased number of available tourniquets will result in an increased number of survivors.

Abstract: Availability and access to information is critical for providing a highly effective response to an ongoing event ? however, often information reported by citizens over the phone may be unclear, inaccurate, biased or subjective, based on the context of the reporter. This can often lead to inadequate response to an emergency, which can in turn result in loss of property or worse, lives. On the other hand, excessive response to an emergency can also result in a highly expensive exercise. Our solution to address this problem is to make the citizen act as a camera for the control room by exploiting the user?s mobile camera. The system is designed to provide a live view of the citizen?s immediate surroundings, while control room personnel can provide instructions. In this paper, we introduce the system and share initial insights from a focus group evaluation conducted within a separate but closely related domain.

Abstract: Our research is aimed at developing a quantitative approach for assessing supply chain resilience to disasters, a topic that has been discussed primarily in a qualitative manner in the literature. For this purpose, we propose a simulation-based framework that incorporates concepts of resilience into the process of supply chain design. In this context, resilience is defined as the ability of a supply chain system to reduce the probabilities of disruptions, to reduce the consequences of those disruptions, and to reduce the time to recover normal performance. The decision framework incorporates three determinants of supply chain resilience (density, complexity, and node criticality) and discusses their relationship to the occurrence of disruptions, to the impacts of those disruptions on the performance of a supply chain system and to the time needed for recovery. Different preliminary strategies for evaluating supply chain resilience to disasters are identified, and directions for future research are discussed.

Abstract: This paper describes our approach to facilitating automated data sharing during a crisis management scenario. There are a number of reasons why this is difficult, of which we are addressing two of the main ones. Firstly, data in different organisations (and organisations) is mismatched in that different terminology, structure, specificity and data formats are used, so automated comprehension of data is problematic. Secondly, is that it is hard to assess the trustworthiness of data from other organisations. We have developed data-matching and provenance-based solutions to these problems individually. In this paper, we discuss how best these approaches can be integrated so that decision makers can quickly and automatically be presented with data to match, or approximately match, their data needs, together with the right information for them to understand the quality and meaning of this data, and introduce the CEM-DIT (Communication for Emergency Management through Data Integration and Trust) system.

Abstract: Hurricanes or earthquakes reveal the increasing importance of the research in disaster control management, which is essential to coordinate the amount of rescue activities. The German Federal Agency for Technical Relief is responsible for tasks like coordination, high capacity pumping and infrastructure. To support them in their management process and to improve the efficiency and the effectiveness in their workflow, we built an interactive table and established a human-centered design process to understand the context of use and to create a system out of the users' perspective. In this paper we present further scenarios as a result of the second iteration in performing human-centered design methods together with experts in the domain. We show that methods like ethnography studies, task analyses or workshops are suitable and essential in this context and arise in helpful tools that support the experts with additional information in case of decisions. © 2012 ISCRAM.

Abstract: Emergency management situations are highly complex and require the collaboration of multiple parties for adequate responses to incidents. The design and validation of effective emergency response systems is critical in order to improve the overall effectiveness of teams tasked to manage emergency situations. We report ongoing work whose objective is to increase the efficiency of emergency response solutions through iterative cycles of human in-the-loop simulation, modeling, and adaptation. Ultimately, this cycle could either be achieved offline for complex adaptation (e.g., development of a novel interface), or online to provide timely and accurate decision support during an emergency management event. Abstract: This practitioner paper outlines some of the benefits for the use of social media, from the perspective of a local-level or county-level emergency manager (EM). As compared to state and national level emergency management, because local level EMs have limited manpower and resources, social media can positively or negatively impact the effectiveness of communication before, during and after disaster strikes. Outlined in this paper are six key points where local EMs have specific needs that could be addressed by the effective use of social media and, in the opinion of the authors, represent the top issues that EMs face when considering how to leverage Twitter, Facebook, YouTube, Instagram and other social media platforms. The six needs addressed in this paper include: 1) Best practices for general social media use by EMs, 2) Social media use for internal command and control within the EM group, 3) Developing situation awareness by monitoring social media, especially prior to predicable events, 4) Communicating disaster preparedness messages through social media, 5)Using social media for gathering damage assessment information during, or immediately following a crisis,and 6) Leveraging social media volunteer groups. This short paper picks up where the Federal Emergency Management Agency's social media training leaves off and attempts to represent these six needs as use cases for researchers and developers to address in future publications and products.

Its infrastructure is intended to enable and promote local agencies? ability to anticipate, plan, monitor, and respond to public safety events by sharing operational intelligence and acting in concert. The aim of this paper is to explore some of the CICC-RJ issues where fragility and resilience were at play during the operational management of the 2014 World Cup in Rio de Janeiro, as the CICC-RJ seeks to enhance its capabilities to promote resilience in preparation for the 2016 Olympics in Brazil.

Abstract: This paper describes the basic work performance analysis from three research projects with a goal to investigate the impact of a decision support system that presents global positioning system (GPS) information to the decision makers in crisis management organizations. The goal was to compare the performance between teams that had access to GPS information in the command post with teams that had access only to paper maps. The method used was controlled experiments with the C3Fire micro-world. A total of 304 participants, forming 48 teams, participated in the three studies. The participants came from three different groups, university students, municipal crisis management organizations and rescue service personnel. The result shows that the performance and communication change depending on if the teams used GPS support or paper maps. The result also shows that the participants' background and perceived complexity of the task have an impact on the results.

Abstract: This paper describes the basic communication analysis performed in a research project with an ambition to investigate the impact of geographical information system (GIS) on crisis management organizations. The goal is to compare the communication between command and control teams that have access to a GIS with geographical position information (GPS) capability in its command post with teams that only have access to paper maps. The method used is controlled experiments using the C3Fire micro-world. A total of 108 professionals, forming 18 teams, participated in the study. The participating professionals were members of Swedish municipal crisis management organizations. The result shows that the communication pattern connected to giving orders have a different distribution depending on if the teams used GIS or paper maps. The result also shows that the communication volume is reduced if the teams use GIS.

Abstract: This paper describes a checklist that has been developed for comparing the functionality of emergency management control centres and their information systems. The intention is to interest the ISCRAM community in using the checklist in various applications and pooling experiences. The Control Centre Visit Checklist has evolved through four iterations. It has been used to study two military C2 systems and one non-military control system, and has been applied by students for course assignments. The paper focuses on the part of the checklist that evaluates the information system from the systems viewpoint. It describes the underlying applications architecture and process model. The Royal Netherlands Army's Battlefield Management System illustrates the application of the checklist. The results show that the checklist aids in identifying where C2 systems can be developed further. The next step is to perform a set of substantial pilot studies for diverse domains, including civilian emergency management systems.

Decision making can be rational or naturalistic. Psychologists have shown that experienced decision makers under time pressure prefer using naturalistic methods. Case studies of four implemented Command & Control systems show that most decision support assumes rational decision making. Some support for naturalistic decision making is becoming available. We identify a mix of rational and naturalistic decision support tools as being desirable for flexible Command & Control.

Abstract: This study explored automated training for emergency managers and the effects of feedback on performance. A prototype emergency management training application was built to allow the usage of either immediate feedback or delayed, “hotwash” feedback. Users were split into two groups and asked to carry out two emergency management scenarios using one of the feedback mechanisms, and the difference in scores between each feedback type were analyzed There was a general increase in performance across sessions. Further, the improvements in scores between each feedback type showed that users performed significantly better when using the hotwash feedback mechanism compared with the immediate feedback mechanism. In contrast to the performance data, preference data showed no overall differences between the two procedures, although each user had a strong preference for one or the other feedback mechanism. The implications for the design of training systems offering both procedures are discussed.

Abstract: This paper describes an effort underway to develop an operational concept and technical implementation for a User Defined Operational Picture (UDOP). The purpose of the UDOP capability is to create, visualize, and share decision-focused views of the operational environment for decision-makers to support accurate situation awareness and timely decision-making. Unlike a traditional Common Operational Picture (COP), a UDOP allows the user to select what information should be included in- or excluded from the data set defining the operational picture at the source. This paper provides an overview of the UDOP capabilities, as well as a description of the initial prototype implementation in an operational setting.

Abstract: The elaboration of statistics after a catastrophic situation allows us not only to analyze the economic, ecological and social impact of the event but also to improve the emergency management process. One compelling example of data collection for statistics is forest fires. The agencies involved in providing data have its own systems to collect data and mechanisms to send them, as well as, its data format for storing. Since such mechanisms are usually proprietary, and in order to normalize the exchange of data with statistics generating systems, a data transfer protocol should be used. In this paper we present a data transfer protocol called Forest Fire Statistics Protocol (FFSP). This protocol aims at transmitting consolidated forest fire data between independent agencies. The data transferred are based on the Forest Fire Report Data Model. Both mechanisms are based on open standards providing both technical interoperability and a solution that might be developed once and fit the needs of all. FFSP has been implemented as a web service over SOAP, SSL/TLS and TCP protocols.

Abstract: Control center staff is used to working with software applications for e.g. surveillance of production processes, for controlling and timing of industrial logistics, and for recording and filing incidents and actions. Yet, decision-support systems for emergency situations pose additional demands on employees in this domain. This paper reports first findings for psychological requirements for decision support systems in the rise of emergencies as identified in a federal German research project in the domain of public transportation. In control centers both the humans on duty who have to intervene during an emergency, and the technical system which provides decision-alternatives for supporting the action are considered. Based on findings of the project, psychological, technical and organizational requirements identified in interviews, observations, document analysis and additional relevant literature are generalized.

Abstract: Efficient hazard prevention and disaster control depend on situational awareness. Situational information is – among others – provided by citizens on the ground. Disaster managers are often reluctant to use such information on a large scale or in a systematic way for fear of being overwhelmed by information overload in a stressful crisis. New information technologies for crisis management are strongly dependent on the acceptance of the people using them and can only be successful as socio-technical systems. Therefore, 354 employees of public and private emergency operation centres as well as members of crisis management teams were asked to assess different information sharing technologies. 504 people from the public responded to an online survey about their willingness to use such technologies. The results indicate a high level of acceptance by both user groups for bi directional communication technologies for situation management and the improvement of situational awareness.

Abstract: Flood management is an important approach to reduce damage caused by floods. In this context, technological architectures which work in real-time are needed. However, Brazil has faced many structural difficulties in obtaining updated information on the current state of its rivers. To address this problem, this paper outlines a geosensor dashboard called AGORA-GeoDash, which processes data streams from wireless sensor networks and makes them available in the form of a set of performance indicators that are essential to support real-time decision-making in flood risk monitoring. The dashboard was built on open-source frameworks, made use of geoservices that comply with the standards of Open Geospatial Consortium, and established a Wireless Sensor Network which monitors the rivers of São Carlos/SP in Brazil. The analysis of the indicators available in two rainfall events revealed that the dashboard can provide the key information required for the decision-making process involved in flood risk management.

Abstract: Shared situation awareness is hard to measure, especially in operative environments such as crisis management. In this paper the purpose is to develop a novel method to measure to what extent the team has shared situation awareness that can be used in operations. 20 two person teams participated in a study where a dynamic and evolving tactical decision-making task was solved. Shared situation awareness, shared priorities, and team performance were assessed. The results show that the shared priorities measure in this study did not relate to shared situation awareness. Several methodological concerns was identified which could have affected the results. The measure did relate to subjective ratings of cooperation which is very interesting and it is suggested that the measure captured aspects of teamwork. The shared priorities measure was easy to employ, required little preparation, and is a promising addition to team research.
